HBA sets 2012 continuing education dates

The HBA of F-M will hold Minnesota contractor continuing education classes Jan. 18 and Feb. 1. The same set of classes will be offered both dates and have been submitted for approval for seven credits, including the one hour of required energy. Electrical contractor continuing education class will be Jan. 13. Power limited continuing education class for Minnesota will be March 9, and will fulfill eight hours of code. Habitat for Humanity Tour de Habitat

The 2012 Tour de Habitat will at 1 pm. March 3. The Tour de Habitat is a Stationary Bike Race held to raise funds for Lake Agassiz Habitat for Humanity.

Join a team or create your own! Each team consists of six riders who each ride for a 15-minute interval. Each rider is asked to raise a minumum of $250 ($1,500 per team. There are great door prizes donated by area businesses that each rider is eligible to win, along with a t-shirt for every rider. There are also prizes for the most miles, most money raised and team spirit.

This is a fun day for the competitive and non-competitve, all while supporting the 2012 homes that Lake Agassiz Habitat for Humanity will build.

Crime alert from Fargo Police Department

The Fargo Police Department has taken a number of reports in which tools were taken from construction sites. These thefts were crimes of opportunity as the property stolen was not secured. Contractors, equipment dealers, insurance companies and equipment manufacturers all suffer when job sites are vandalized or equipment and materials are stolen.

The Fargo Police Department is taking this opportunity to remind everyone to prevent the likelihood of this type of crime by implementing some simple crime prevention techniques.

• ALWAYS secure the job site prior to leaving, especially trailers or buildings containing tools and other equipment that can be easily stolen. The majority of equipment thefts take place between 6 p.m. Fridays and 6 a.m. Mondays.

• Posting signs stating “Private Property” or “No Trespassing” may help deter a criminal.

• If feasible, consider installing video surveillance systems to monitor the site.

• Consider fencing options, if applicable.• Mark equipment with your company logo, name or

other distinguishing mark.• Keep an inventory of all equipment to include make,

model and serial numbers.• Remove keys from vehicles and large quipment and

lock the doors, when applicable.• Plan to end the day with near-empty fuel tanks.• Report any suspicious behavior immediately to the

Happy New Year: HBA gears up for 2012 Habitat for Humanity build

Happy New Year! I am honored to be serving as the HBA of F-M’s president for 2012. When I completed my term as president in 2010, it seemed to have flown by. Just when I had become somewhat comfortable in

that leadership role, the year was over and I was sad to see it end. It is exciting to have another term to help guide the Association’s priorities and shape our services to you, the member.

Our members continue to be extremely supportive of the HBA. This Association currently holds one of the highest member retention rates in the country. Thank you for your commitment. We hope to continue supporting you and your business through legislative advocacy, quality education opportunities and ways to market your business to consumers. Watch for a list of our priorities for 2012 in next month’s Plains Builder.

Do not hesitate to pick up the telephone and contact me with any concerns you may have. If there are issues we can help with or questions we can answer, I would like to know. You are the reason we exist, and we need to know what you need in these tougher economic times. We also welcome your participation in the HBA and hope you will consider joining a committee or participating in events this year.

Thank you to Tyrone Leslie, Heritage Homes, for his enthusiasm, hard work and commitment last year. Tyrone was the spokesperson for our industry and had many challenging issues to deal with. His positive attitude is unstoppable and he brought good energy and laughter to our board meetings and other events. My goal is to continue the good work the Association is doing, build on the message that housing is good for our economy and keep reiterating that permanent flood protection is an absolute necessity for our future growth.

Home Builders Care BuildIn November, we announced exciting news that your

HBA, Home Builders Care Foundation and Remodelers Council are coming together to build a home with Lake Agassiz Habitat for Humanity in the summer of 2012. It looks as though the home’s location will be at 902 27th St. N. in Fargo on a nice, 50’ x 140’ infill lot. We have already seen a preliminary floor plan and are excited to start planning and fundraising for our first-ever Habitat build!

We will need $60,000 in cash to complete the build. We will also need donations of materials, products and labor. Remember, Habitat homes are modest, so the materials used in construction and furnishing need to reflect that.

We know it is still early, but there are ways you can help prepare by giving cash donations (don’t forget to designate

your funds to be used for the Home Builders Care Build); participating in the Tour de Habitat bike race each March that raises funds for Habitat for Humanity; or by planning for in-kind donations of materials and labor. If you can help, contact the HBA at (701) 232-5846 or [email protected].

Also, there will be a lively fundraising event at the Jan. 5 New Year Celebration/General Membership Meeting: HBA staff and members will ride a stationary bike for cash donations to the build! As long as attendees keep donating, they have to keep peddling.

Congratulations to Eid, Koerselman on NDAB honor

The HBA has the honor of two of its members being named state Builder of the Year and Associate of the Year! Congratulations to Jason Eid, Eid-Co Buildings, Inc., and John Koerselman, Red River Drywall & Painting Services, Inc., who were the North Dakota Association of Builders’ top honorees at its Annual Meeting in November in Bismarck. We appreciate everything that they both do for the Association, industry and community and applaud their achievements on the state level, too.

Public Issues Report of Area AffairsMeet Your Elected Official: Cass County Commissioner Scott Wagner

What issues have been most important to you as a commissioner and what is being done to address them?

The first is to meet the challenges of fighting record flooding and the need to secure permanent flood control. As a member of the Diversion Authority Board, I’m working with representatives from six political subdivisions from North Dakota and Minnesota to secure authorization and funding for the Red River Diversion.

Secondly, I’ve been helping to lead efforts to preserve local control, keeping local government in the hands of local citizens and the people they elect locally. As president of the North Dakota County Commissioners Association in 2007, I helped lead the effort to keep budget authority at the local level. Currently, I am helping to educate the public on the effects of Measure 2, the property tax elimination measure.

Lastly, with record population growth over the past 20 years, Cass County Government has had to tackle many capital infrastructure projects. As chairman of the Cass County Building Committee, I’ve helped lead efforts to deal with these needs including the new west addition, which is a 70,000-square-foot addition to the 1904

The North Dakota Association of Builders held its annual meeting in Bismarck in November. Joining the board meeting as special guest speakers were N.D. Governor Jack Dalrymple, U.S. Representative Rick Berg, N.D. Secretary of State Al Jaeger, USDA Rural Development Director Jasper Schneider and Mike Anderson from the N.D. Housing Finance Agency.

As a part of the meeting, a new president and slate of directors were chosen to represent the Association for the coming year. Congratulations to the following 2012 NDAB directors: Jason Eid, Eid-Co Buildings who will serve as first vice president; John Gunkelman who will serve as state representative; Don Dabbert, Jr., Dabbert Custom Homes who will serve as Build-PAC trustee; Ken Krajsa, State Bank & Trust, who will serve as Associate National Director; and to the other directors: Terry Becker, Terry Becker Construction, LLC; Tyrone Leslie, Heritage Homes, and Darrick Guthmiller, Kochmann Brothers Homes, Inc..

Vote NO on Measure #2The NDAB took a firm position to oppose a

constitutional measure to abolish property taxes that will be voted upon on June 12, 2012. The measure, known as Measure #2, would abolish property taxes as a means of taxation. The main problem with the measure is that it offers no solutions, only a path to more broken government. While property taxes may not be popular,

Builders qualify for $150,000 off the property tax valuation of their homes under construction in Fargo and West Fargo thanks to recent legislation passed in North Dakota and approved by the City Commissions.What you need to know:

• Builders must file for exemption by Feb. 1 or will miss out on the chance.

• Exemption is limited to only five properties picked at the beginning of the year. The list does not rotate.

• Exemption is worth $150,000 off the valuation of the structure and does not include the value of the land.

• Exemptions last for the taxable year after construction starts and one year after, up until the home is sold and/or occupied.

2012 Dues Deductibility Statement

2012 dues payments to the HBA of F-M are not deductible as charitable contributions for federal income tax purposes. However, dues payments may be deductible as an ordinary and necessary business expense, subject to an exclusion for lobbying activity. Because a portion of your dues is used for lobbying by NAHB, NDAB and HBA of F-M, the following portion is not deductible for:

• BuilderandAssociatemembers: 13.16 percent of the total dues or $59.22;

• RemodelersCouncilmembers:14.14 percent of the total dues or $7.07; and

• Affiliatemembers:10.23 percent of the total dues or $3.07.

President’s Message

It’s my honor to serve as your state president for 2012, and I look forward to visiting the local Associations during my term. Please feel free to provide input to me and your local Association board members — we are working to serve members’ needs and want to hear from all of you.

The appraisal issue is of key importance to our association, and we work closely with other housing partners in an effort to make sure appraisals are fair. Legislation during the past session has set in motion several reforms that we believe will make improvements to the process.

Here is some information from National Association of Home Builders on appraisals from a national perspective:

Flawed appraisals preventing home salesOne out of three builders are reporting losing signed

sales contracts during the preceding six months because appraisals on their homes are less than the contract sales price, according to a recent nationwide survey conducted by the NAHB.

It is too common, due to faulty appraisal practices, for brand new homes with appliances and interior upgrades to be compared to distressed properties that have been sitting vacant and in disrepair. The result, in many cases has been that the new house is appraised at less than the cost of construction.

The NAHB survey data confirms this, where a full 60 percent of respondents reported they were experiencing appraisals coming in below their contract sales price.

Of those reporting that they had encountered this problem, 53 percent said the appraisal amount was actually less than the cost of building the home.

These appraisal practices are a major contributing factor to the current acquisition, development and construction (AD&C) lending crisis that has choked off credit for home builders and threatens to prolong the current housing downturn.

Falling appraised values for land and subdivisions under development have led some financial institutions to stop lending to developers and builders, to demand additional equity and even to call performing loans.

Housing incentive fund enhanced

During the special session of the Legislature, $11 million was added to the North Dakota Housing Incentive Fund (HIF). The fund is a means for developing affordable multifamily housing by incentivizing private investment.

It’s capitalized by contributions from state income and financial

institution taxpayers. Contributors receive a dollar-for-dollar state tax credit that may be fully claimed in the year their contribution is made to the fund. Contributors can target their contributions to a specific project, community or area so their funds support their community needs. Priority is given to projects that create units for low- to moderate-income households and in areas of the state that demonstrate an unmet housing need or shortage.

“North Dakotans can now have a say in how their state tax dollars are spent,” said Mike Anderson, NDHFA executive director.

“There is a critical need for rental units in our energy and disaster impacted communities. Gaps in financing are slowing down construction and keeping good projects from being built.”

Once a contribution is received, NDHFA issues a tax credit certificate to the contributor and the North Dakota Office of the Tax Commissioner. The credits can be fully claimed in the year that the contribution is made, or if a taxpayer can’t use his or her entire credit the first year, it may be carried forward for up to ten tax years.

“Contributions made before Dec. 31 can be taken on 2011 returns, and those dollars will support construction next spring,” said Jolene Kline, NDHFA planning and housing development division director.

As the fund administrator, NDHFA is authorized to accept contributions to the fund up to $15 million. The fund is to be capitalized solely by state income and financial institution taxpayers.

During the holidays, many Americans pause to reflect on the year that is coming to an end. There was no relief in 2011 for the home building industry, which has been dev-astated by the economic downturn. Thousands of builders went out of business and many others continue to struggle to make ends meet on a daily basis. Yet home builders around the country are still putting aside their challenges to help less fortunate members of their communities.

“Home builders are making extraordinary sacrifices as they try to survive the ongoing economic downturn, and yet their generous spirit continues to shine in selfless acts of charity every day across the country,” said Bob Nielsen, chairman of the National Association of Home Builders and a home builder from Reno, Nev. “NAHB’s members are doing everything in their power to help others and preserve the American Dream of homeownership for those who are less fortunate.”

Despite Florida being extremely hard-hit by the down-turn – it is among the states with the highest foreclosure rates in the country – home builder members of the Lee Building Industry Association in Fort Myers completed 33 charity projects in 2011. The projects included six major home renovations, four wheelchair ramps, six handicap accessibility bathroom renovations and other emergency construction services worth a total of more than $600,000.

“Home builders’ businesses have been suffering for years, but as long as we are physically able to help others who can’t help themselves, we will be out there giving back to this community,” said Bob Bassett, board president of Lee BIA Builders Care.

Kelly Watson, owner of Bluestone Building in Birming-ham, Ala., felt compelled to help a family whose home was destroyed by a tornado in April when he read in the local paper that the family was still trying to find a way to rebuild in August.

“When I read that the mother, who has multiple sclero-sis, was going to have to be her own contractor, I thought it was another disaster just waiting to happen,” Watson said. He recruited volunteers and support from local and national

organizations and provided the Burchfield family with a 1,600-square-foot three-bedroom accessible universal design home with a tornado-resistant safe room a few days before Thanksgiving.

When Dan Steurer and Kelly Stephens asked fellow members of the Southern Utah Home Builders Associa-tion to give what they could to help remodel and build a 2,200-square-foot expansion of the Doctors’ Volunteer Clinic in St. George, Utah, nearly 200 companies respond-ed. The clinic, which was originally built by members of the SUHBA 10 years ago, provides medical care to low income and uninsured people in the community, and pa-tients were being seen in storage closets and hallways due to overwhelming demand for services.

“For those in our industry to have given so much to build something that blesses so many at such a difficult time economically is an inspiration to us all,” said Steurer, a home builder and co-owner of Sunwest Development in St. George, Utah.

Home builders aren’t limiting their generosity to their own communities. Rutland, Mass., home builder Len Gengel has spent 22 weeks in Haiti this year building an orphanage that will house more than 60 children and staff to care for them.

Gengel and his wife founded “Be Like Brit,” a 501(c)3 charity (BeLikeBrit.org), after his daughter Britney and five others from Lynn University were killed during the January 2010 Haiti earthquake just one day after they arrived on a humanitarian mission. Due to the severely limited resources on the island, Gengel had to bring in even the simplest con-struction materials by ship or make them on site.

“On my last trip I checked eight hockey bags full of electrical supplies as luggage on the plane just so we could do the wiring,” said Gengel. “But two years after the earth-quake there are still Haitians living in tents, so if we have to do it one cement block at a time, we will give these orphans an environment where they can grow, learn and thrive.”

Each year, the home building industry contributes mil-lions of dollars in cash, building materials, supplies, and countless volunteer hours to community charities through local community service projects.

HBA Past President Don Barnum remembered for his upbeat attitude, sincere personalityby Krista Mund, Communications Manager

Many of the words Don Barnum’s friends and former business associates use to describe him are the same: positive, sincere, caring, personable and committed. Barnum passed away Nov. 13 and left behind a long legacy of involvement and support for the building industry.

Barnum’s building-industry involvement began in 1978, when he and brother-in-law, Gerald Beyers, created ABC Seamless. Barnum served as secretary-treasurer and general manager until 1992, when he sold his share of the business due to poor health.

While working for ABC Seamless, Barnum became involved in HBA of F-M activities and was named to the HBA board of directors. He served as president of the local board in 1984 was also a director on the North Dakota Association of Builders and National Association of Builders for several years. Barnum received the HBA’s Builder of the Year award in 1984 and was recognized with NAHB’s Grand Spike Award for recruiting over 150 lifetime members.

John Mahan, Mahan Construction, is an HBA past president and NAHB Life Director. He served with Barnum on the HBA board of directors, NDAB board of directors and on the NAHB board of directors.

“We traveled together a lot with the state and national meetings we were involved in, and I have many good memories,” he says. “Don cared about others, donating his time and giving 100 percent to whatever cause he was involved in.”

Mahan kept in touch with Barnum over the years and visited him many times in the hospital when he was facing health challenges.

“He always had a positive attitude,” Mahan says. “Even when he was sick, he would enjoy reminiscing about the past and we had good visits. Don was always Don. He was the same person at the end of his life as the day I met him.

He was sincere… a good father, husband and friend.”Charlie Funfar, Funfar Construction, was a friend of

Barnum’s and a business associate with ABC Seamless in the 1980s and 1990s. He remembers that strong commitment to the HBA and credits Barnum with encouraging him to become more involved. Funfar served

as HBA president in 1987.Funfar notes that Barnum

was a major factor in the HBA building its office on 32nd Ave. S. in Fargo in 1991-1992. ABC Seamless and many other HBA members donated a lot of time and materials to the project. Barnum was also very involved in growing and expanding the Home & Garden Show as well as the Parade of Homes.

Barnum’s wife, Evonne, speaks fondly of his HBA involvement as well.

“Don’s association with the HBA was a very special part of his life. He enjoyed his years of service and made many long-lasting friendships,” she says.

In the last 10 years, Barnum looked forward to the camaraderie of the HBA’s Past Presidents Council and General Membership Meetings when his health allowed.

Funfar says, “Don and his wife, Evonne, are just all-around good people. Don was always upbeat and worked so well with people. He influenced those who worked for him and around him to do a better job and have a great work ethic just because of the positive attitude he had about things.”

Barnum was born Sept. 7, 1941, in Breckenridge, Minn. The youngest child of Hilda (Ehlert) and Milburn Barnum, he lived his young life with his family north of Breckenridge. Barnum attended country grade school and graduated from Breckenridge High School in 1959. He farmed with his father and spent part of his summers custom combining in the Midwest. He attended North Dakota State College of Science, Wahpeton, N.D., graduating with an associate’s degree in marketing in 1971. He graduated in 1975, from Moorhead State University, Cum Laude, with a bachelor’s degree in marketing education.

Barnum married Evonne Kurtz of Breckenridge on August 28, 1961, at St. Mary’s Church, Breckenridge. The couple had three children. From 1959-1970, Barnum was self-employed, farming in Breckenridge, along with owning and operating a service station from 1959-1963, and co-owning and operating a pizza shop in Breckenridge from 1964-1968. In 1971, the couple moved with their family to Moorhead, MN, where Don worked for Overvold Motors and with Beyers in the landscaping business. In 1978, Barnum and Beyers created ABC Seamless.

Judges appear to oppose NAHB arguments to reinstate ‘opt out’ provision in Lead Paint RuleNov.14,2011 - Efforts to reinstate

the Environmental Protection Agency’s Lead: Renovation, Repair and Painting Rule’s “opt-out” provision - which allowed remodelers working in homes built before 1978 to disregard more expensive work practices in cases where there were no children living in the home and the owner gave permission - may have to wait for a new Administration.

On Nov. 1, the U.S. Court of Appeals for the District of Columbia Circuit heard arguments from the National Association of Home Builders and the EPA on the agency’s recent removal of the opt-out provision from the lead rule.

A central issue tackled by the court was whether the agency had contradicted the findings of its earlier scientific research by revising the rule.

In taking a look at the issue, one judge appeared to side with the EPA.

The EPA’s decision to remove the opt-out provision was a way of making the existing regulation “safer, more effective and more reliable” and a way to “protect people that would not be protected under the opt-out rule,” said Judge Merrick Garland, one of the appeals court’s three Justices presiding over the oral arguments.

The judge suggested that the Obama Administration had the right to discontinue the opt-out provision even if the previous Administration thought it should be included in the rule.

That would give a future Administration the ability to restore the opt-out provision.

NAHB noted that the law does not cover home owners who elect to do the work themselves - effectively ignoring about half of the nation’s renovation jobs.

“Congress specifically decided to exclude a huge segment of renovation activities: the whole category of

The court will discuss the briefs and oral arguments before presenting its decision at a later date.

“I’m glad we got our day in court, but it’s still clear to me that the opt-out provision was removed without carefully considering the consequences,” said NAHB Remodelers Chair Bob Peterson.

“We’ll continue our outreach to help our members comply with the law even as we continue to advocate for a just and equitable regulation,” he said.

Meet Your Parade of Homes Chairby Krista Mund, Communications Manager

Robin Swanson, an agent at Superior Insurance Agency, has been involved with the HBA of F-M’s Parade of Homes Committee for four years and became chairperson for 2012. Her favorite part of participating on the committee is getting to know her fellow HBA members and

becoming more acquainted with builders who participate with the Parade.

“The committee is an awesome group of people with whom to work!” she says.

Swanson has always enjoyed touring homes, looking at floor plans and experiencing different types of homes, so the Parade of Homes Committee and event appealed to her when she was considering becoming active on an HBA committee.

“The Parade event impacts so many HBA members, from Realtors to trade contractors, to builders, to attendees, it is an important event for our economy and our community,” she says. “We want to do a good job of representing the HBA members.”

Currently, the Parade of Homes Committee is helping the Remodelers Council plan a new event for 2012; it is called the Remodeled Home Tour which will be tied in with the Fall Parade of Homes. Its members are also considering updates to the Horizon Awards process and May General Membership Meeting that celebrates each spring Parade.

In her spare time, Swanson enjoys golf, cooking and entertaining. Her daughter attends school in Idaho and her son is enrolled at the University of North Dakota. She is a Rotarian, is an affiliate member of the F-M Area Association of Realtors and is involved in other networking groups.

On Friday, Dec. 2, Housing and Urban Development Regional Administrator Rick Garcia, visited the Fargo Housing & Redevelopment Authority’s property, Crossroads Senior Living Community.

During Garcia’s visit, he toured both the Crossroads project and the 16th Street Townhomes. Garcia discussed the affordable housing options Fargo was giving its senior residents through HUD’s Neighborhood Stabilization Program, and how partnerships like these also created construction jobs for the area.

Fargo Mayor Dennis Walaker spoke about the importance of such facilities to the community and how Crossroads is invaluable to its tenants. Lynn Fundingsland, Fargo Housing & Redevelopment Authority executive director, also discussed the value of HUD’s Neighborhood Stabilization Program and FHRA’s plan to rebuild and revitalize Fargo for affordable housing needs.

Fargo Crossroad Senior Living Community is located at 1670 E. Gateway Circle S., Fargo.

A North Dakota State University graduate and Fargo native, Robert Ames has been with Foss Architecture & Interiors, Inc., for over 20 years. Ames began working for Foss Architecture & Interiors, Inc., while going to college and became a stockholder in 1994. He was named president in 2010 and is co-owner with Wade Erickson.

Originally, Foss Architecture & Interiors, Inc., was founded by A. H. Foss , a sole practitioner, in Elbow Lake, Minn. In 1936, it became incorporated and has been one of the top design firms in the area since its relocation in the 1950s.

From the beginning, Foss Architecture & Interiors, Inc., has focused on architectural design of community, civic and institutional project. Ames specializes in both education and religious projects, but also helps with civic related projects.

“Our success is a tribute to our commitment of emphasizing creative design, technical expertise, quality and customer service,” says Ames.

The company is known for its work across many communities in the region, including Discovery Middle School in Fargo, Christian Life Center at Trinity Church in Moorhead and Lommen Hall Renovation at Minnesota State University Moorhead.

Currently, Ames and his team are overseeing the new Offutt School of Business at Concordia College, which is scheduled to open next fall. By partnering with other firms, Foss Architecture & Interiors, Inc., has also been able to provide production support on high-rise hotel, condominium and casino projects, and is excited to offer the popular Leadership in Energy and Environmental Design, referred to often as green or sustainable design.

As architecture grows and develops, many changes can be seen in the industry. Ames sees the industry being challenged by expectations for instant results. By changing project delivery models and using advanced computer software, Foss Architecture & Interiors, Inc., is able to keep up with the demand and reduce project delivery times. Remodelers Council ramp projectby Corin Gunderson, Communications Intern

The HBA of F-M’s Remodelers Council constructed a wheelchair accessibility ramp for Fargo resident Elena Andersen, 3443 17th St. S., on Dec. 7.

Andersen, daughter of Sherry Andersen, was diagnosed with myelomeningocele, more commonly known as spina bifida, at birth. Spina bifida is a birth defect in which the backbone and spinal canal do not close before birth. This has caused Andersen’s spinal cord and meninges (the tissues covering the spinal cord) to stick out her back, leaving her entirely wheelchair-bound.

The Remodelers Council is a committee of the HBA that deals with issues affecting the remodeling segment of the building industry. Council members continually lend their efforts to these types of charitable projects building two to three ramps a year

depending on funding and emergency needs. In the past they’ve remodeled a house and constructed bunk beds for an area shelter.

Remodelers Council FOCUS: Judy Lee, Interior Affairsby Kirsten Rosenow, Communication & Office Coordinator

With 30 years of interior design experience, Judy Lee, owner of Interior Affairs, knows what it takes to make your dream home come true. Lee is

certified in fabricating draperies, valances and bedding and also specializes in custom window treatments, duvet covers, decorative pillows, table runners and baby nurseries.

Lee joined the HBA of F-M in 2010, and shortly after joined the Remodelers Council. She says she joined to give back to the community by using her time and talents on various projects.

“I am amazed and inspired by the generosity of the Remodelers Council members,” says Lee. She is a big believer in community service, and encourages other members of the HBA to consider getting involved.

Lee is looking forward to the busy year ahead, in particular the summer Home Builders Care Build for Habitat for Humanity.

Throughout the year, the Remodelers Council takes part in community service projects, like building wheelchair accessibility ramps for those who are elderly or disabled in order for them to remain at their homes. The Council provides material and labor as their way of giving back to those in need.

HBC first annual telethon very successfulHome Builders Care had a great year in 2011 and I know 2012 will be a good

year as well. I am excited that our first-annual telethon brought in over $4,500 over the two days trustees made calls. We plan on making this an annual event, so if you haven’t donated to HBC by October, you may be receiving a call from us! Be sure to check out all of our 2011 donors on the next page. Thank you to everyone who has supported us in the past.

Home Builders Care BuildThis year we are kicking off the Home Builders Care Build for Lake Agassiz

Habitat for Humanity. The build will be at 902 27th St. N. in Fargo and we are working with LAHFH to finalize the house plan. You can support this project through cash donations or provide materials and labor to complete the home. The build will take place this summer and we will be getting a specific list of needs soon. Start thinking now about what you can contribute to this project.

Local Student ChaptersJanuary and February are always big months for our local student chapters

with the Residential Construction Management Competition at the International Builders Show. Minnesota State University Moorhead, North Dakota State College of Science and North Dakota State University are all working hard on their presentations and will be traveling to Orlando in February to compete with schools from across the country. If you are planning on attending IBS, try to fit watching a few presentations into your schedule. The school’s schedule is available on the IBS website, www.buildershow.com.

Support your FoundationHome Builders Care has many ways for HBA members to support the

Foundation. I challenge you to choose at least one way to contribute to HBC this year.

• Monetary donations are always appreciated and we have numerous recognition programs. You can even give online using your credit card. Just click on the Donate button of the HBC’s website homepage. One of my favorites is the Triple Player which was set up to recognize those HBA members who support the HBA through membership dues, invest at least $365 in NDAB PAC and donate at least $365 to Home Builders Care.

• Use Goodsearch and Goodshop when searching and shopping online. Make sure you type in Home Builders Care of Fargo-Moorhead Foundation as the group you support. Goodshop also offers discounts and coupons so you can get a little something for yourself while giving back.

• Take your aluminum, magazines and paper recycling to Minnkota Recycling and indicate that you want the proceeds to go to Home Builders Care.

• Host us at any public or networking event you organize. We have found these events are great for spreading awareness about Home Builders Care while raising some money.

• Plan on supporting the HBA/HBC Lake Agassiz Habitat for Humanity build that will be taking place this summer. We will be needing materials, labor and cash to make this project successful. Watch the Plains Builder and your email for more information on how you can support the build.

• Adopt a Herdina Academy for the Construction Trades student for the 2012 session. For only $75 you can help us provide this course to area high schoolers.

• Volunteer at the Health Tech & Trades Career Expo. You can see highlights from the 2011 Expo on pages 30-31. We always need people to represent our industry. Start planning an interactive booth now!

courthouse. When completed, this facility will house much-needed space for general government operations, criminal court and inmate holding. During my tenure in office, Cass County has opened a new jail, jail addition, vector control facilities, and highway office expansion.

What do you see as the future issues facing the county?

The first issue is the continued pursuit of permanent flood control. Local officials are awaiting the signing of the U.S. Army Corps of Engineers Chief’s report to be submitted to Congress for authorization and funding. The project will protect over $9 billion in property and protect the regional economy that generates over $4.3 billion in wages annually.

Secondly, the pending June 12 vote on Measure 2. Measure 2 is the property tax elimination measure that

It is estimated that this loss of property tax would cost $1.7 billion per biennium to replace statewide. Currently property tax in Cass County generates $215 million annually that helps to fund schools, counties, cities, park districts and townships. It has been estimated that to replace property tax statewide, the state would have to triple state income tax or double state sales tax to raise the revenue lost by property tax elimination.

Is there anything you would like to see the HBA do more of to help address these issues?

As a long-time public official, I’ve appreciated the commitment that the Home Builders Association has made to take an active role on issues of importance to our local communities. I would encourage the Home Builders Association to continue its commitment in playing an active role in issues that are vital to the future of our community.

The ninth annual Health Tech & Trades Career Expo took place Dec. 8 and was a great success. Over 2,200 students from 30 area schools attended and were able to experience a multitude of careers. Over 71 companies were represented at the Expo and had interactive booths. Students were able to try out welding, use a crane, find DNA in strawberries, start IV lines on medical dummies, review x-rays and much more!

On Nov. 17 the Fargo-Moorhead chapter held the 33rd Annual Industry Auction to raise money for the Construction Industry Programs that introduce the youth of the area to the construction industry, as well as support local students enrolled in construction industry courses at local colleges and universities, by providing scholarships. EducationThis committee develops education programs for the Association. It

provides an abundance of choices to fulfill continuing education credits required by Minnesota for builder licensing. The committee’s purpose is to assist the development, professionalism and profitability of HBA members and the industry.• The committee has planned the 2012 Minnesota

contractor, electrical contractor and power limited technician continuing education classes. MN CE will be Jan. 18 and Feb. 1. Electrical will be Jan. 13 and PLT will be March 9.

• The North Dakota Association of Builders will offer a Lunch & Learn class on radon-resistant building through all local Associations Jan. 11.

• A Lunch & Learn will be offered Jan. 24 on tips for trade show and Parade of Homes success by Jodee Bock of Keller Williams Roers Realty and Bock’s Office.

Events CommitteeThis committee handles programming and entertainment for the

New Member Development & Retention Committee

This combined committee looks for new and creative ways of recruiting and welcoming new members, and develops programs to remind members of the value of their membership. It explores reasosn why members join and leave, is responsible for contacting all members and also reviews the NAHB membership status report on a monthly basis.• The membership status as of Oct. 31 is 815 members,

218 builders, 580 associates and a retention rate of 91.7 percent. Past due accounts were reviewed and assigned. November call results were reviewed, and December calls were assigned (calls are made 60-90 days prior to member renewal date). The number of renewals in 2011 is 528. New prospects were assigned. Committee members will be contacting those leads and reporting back to staff.

• The committee’s 2011 goal was to recruit 65 new members (22 Builders and 43 Associates) with a retention rate goal of 93 percent. After the December board meeting we recruited 57 new members and had a retention rate of 91.7 percent, so missed the goal slightly. 2012 goals have been set at 50 new members (15 Builders and 35 Associates) with a retention rate of 91

percent. Please notify Jennifer if you have any leads. Also our New Member Development & Retention Committee members are actively looking for members to join our recruitment and retention efforts. Let Jennifer now if you would be interested in checking out a meeting.

Parade of Homes:A “Parade of Homes” is designed to promote HBA builder members

to consumers. It serves to boost home sales and raises the level of recognition for bulder members. This committee is responsible for all aspects of coordinating and promoting the spring and fall Parade.• Spring Parade of Homes dates are set for April 28 – May

6. The Parade of Homes judging taskforce has been collecting info from Parade Builders to help decide whether or not to continue the judging and Horizon Awards.

• The Fall Parade of Homes will run Sept. 8-9 and 15-16, 2012.

• The Remodeled Home Tour will run ONE WEEKEND ONLY, Sept. 15-16 (the second weekend of the Fall Parade). A postcard was mailed to various members who may be interested in entering a project.

Public IssuesThe public issues committee is responsible for keeping tabs on

governmental action that affects the industry and then informing the industry on the status of those issues.• A task force has been established to review the

infrastructure requirements in the city of Moorhead. The group has commented on the cost analysis provided by the city and is now waiting for the city to meet. The purpose of the group’s recommendations is to ultimately reduce infrastructure costs.

• The HBA has been reviewing the tree preservation ordinance created by the city of Fargo and is working with a group of city staff to help formulate the draft. The draft has been through a dozen rewrites as more information is gathered, discussed, and put through real world examples. The final ordinance will be submitted to the city commission in the coming months.

• The city of Fargo has passed river setbacks so there will be no building allowed within 450 of the center line of the river. The official ordinance is still being worked on. The committee is discussing whether there should be variation on distance based on different rivers. Also, the HBA has been in conversations on what the setbacks should be along drains and how the city should handle the increase in base flood elevations, which are expected to put much of Fargo into the 100-yr floodplain.

Remodelers CouncilThis council represents the remodeling industry in the local HBA of

F-M through national Remodelers membership. It has its own dues and community service projects and is the committee behind planning the Fall Home Show.• The HBA, HBC and Remodelers Council are partnering

up with Lake Agassiz Habitat for Humanity for the Home Builders Care Build in summer of 2012. At this point, cash donations are being accepted but materials will also be needed closer to build time. We request that the materials donated are basic due to Habitat’s building guidelines. The mortgage for the family is determined by what goes into the home. Thanks for considering and more information will be coming.

• The Council reviewed items for the Fall Home Show and is currently looking at dates. The show will be held at the Fargo Civic Center for 2012.

• A Remodeled Home Tour is in the works for 2012. This tour is to spotlight what can be done by simply remodeling rather than building new. It will be in conjunction with the Fall Parade of Homes and ONLY be held on the second weekend due to the homeowners needing to have their homes open to the public. this flawed attempt to alter the state constitution is not the method to take to work on the problem.

If the measure were to pass, it would create a number of immediate problems causing instability across the state. To start, the measure’s faulty language would make the action retroactive to the first of the year. Hundreds of governmental jurisdictions, including cities, counties and school boards, working off of budgets, would find themselves without a means to cover expenses of the last six months.

Possibly the most chilling factor to take place, if this measure passes, would be the loss of local control. Locally elected city and county commissioners, along with school board members, who have been charged by their constituents to listen to their neighbors and create budgets to meet their needs, would have their work nullified. Budgets would now have to be funneled and approved by state legislators who already have other responsibilities and are limited to the number of days it can work by the constitution. This loss in local control would be bad for the state and would be irreversible due to the constitutional alterations of this measure.

prepared off-site and brought to venue in a crock pot or roaster! Please, no chili mixes or mixes with pre-measured spices. Sanitary preparation is appreciated. Team must bring their own electrical cord.

4. Chili must be ready to be served at 5 p.m. Teams can arrive at 4 p.m. to set up.

5. Entrants are encouraged to create a unique name for their chili.

Class Topic: 2011 NEC® Rules for Motors, Transformers, and Taps. Attend this year’s electrical continuing education course to find out the answers to questions like:

• What are the advantages and disadvantages of autotransformers? • What does the NEC® mean by “a tap?” • What does the “2.5% Z” on a transformer nameplate mean? • What is meant by “additive polarity” as it applies to transformers?
