HBA's hard work ensures that permanent flood protection progress continues: HB 1020 passes

As many of you are aware from the numerous emails, updates, and calls to action you received, your HBA of F-M

was closely monitoring and participating in discussions at the N.D. Legislature regarding House Bill 1020. This bill contained appropriations for the North Dakota Water Commission along with funding for the F-M Area Diversion Project.

In mid April, joint efforts by several local business organizations were successful in another step forward to secure funding for the project. After our efforts to lobby the Senate for an amended bill that removed many of the stipulations that came out of the House, an acceptable version was carried to the Senate floor by Sen. Tony Grindberg (R - Fargo). Some of the specifics included: • The Diversion Authority will only be able to spend state

dollars for levee and dike protection.• The project can move forward once it receives federal

authorization, a project partnership agreement with the federal government and a federal appropriation of any amount for construction.

• The budget must be approved by the Water Commission.Read more about this issue on page 11.Thank you to everyone who took time to travel to

Bismarck or contact their legislators about this extremely important issue. Also, thank you to the legislators who were in favor of the F-M Area Diversion Project and supported its funding.

Please remember that we will need to continue to stay involved with this issue. Stay tuned for future updates and requests for action. There will be more work ahead.Fargo on the brink of 2012 IRC adoption

The city of Fargo is close to officially adopting the 2012 International Residential Code. Your HBA has been very involved in the process. We crossed a major hurdle last month as the Fargo Board of Appeals accepted our amendment to exclude Chapter 11 of the 2012 IRC and retain the energy provisions from the 2009 code. Our HBA Codes Committee found that the new energy provisions in the 2012 IRC could cause moisture issues in homes, add $5,000 - $10,000 to the cost of a home and would not provide any return on investment to the home owner in energy savings. The code with proposed local amendments will likely come before the Fargo City Commission this month. The HBA will host classes on the code changes with Fargo Inspections Administrator Ron Strand June 25 and 27. See page 11 for a full update and more details.

Another successful Parade of Homesis in the books

Our 53rd Annual Spring Parade of Homes was a great success with positive feedback from the Builders who participated. Thank you to all who help make this event happen. The quality of the product that our members construct makes our industry shine with professionalism. We appreciate all that you do. The Parade of Homes Celebration was May 9 with many door prizes and cash prizes handed out to attendees. See page 18 for a recap and details.Golf Outing

Erickson completes Chamber leadership program

Development & Project Coordinator Jenny Erickson, HBA of F-M, graduated from The Chamber’s Leadership Fargo Moorhead West Fargo program May 9 during a graduation ceremony at the Bluestem Center for the Arts.

The Chamber’s leadership program is centered on creating leaders through community training and leadership development. The program is designed to expose emerging and existing community leaders to the issues that face the Fargo-Moorhead-West Fargo region while challenging

and engaging participants to strengthen the community through service and leadership.

“Our leadership graduates leave this program with a sharpened sense of how they can positively impact this community,” said Craig Whitney, Chamber president and chief executive officer. “These individuals have been immersed in a powerful leadership experience that has given them knowledge, skills and dedication to achieve professional and organizational success.”

The Fargo-Moorhead-West Fargo Chamber of Commerce is a bi-state, regional federation of over 2,100 private, public and non-profit member firms representing more than 94,000 people. Minnesota fire sprinkler updateby Michael Obach, Public Affairs Coordinator

As you know, the Builders Association of Minnesota and the HBA of F-M have been pushing and working every possible means to convince legislators from both bodies to eliminate the mandate requiring fire sprinklers in all new homes over 4500 sq. ft. Unable to get a separate bill specifically dealing with the mandate onto the legislative floor of either chamber, BAM was able to get language attached to the Senate version of the Omnibus Jobs Bill. Unfortunately, the final recommendation from the conference committee was to not include the sprinkler mandate prohibition in the committee report. There were also efforts to add it to the Omnibus Game and Fish Bill, but the amendment was perceived as not being germane to the actual bill itself and didn't make it past conference committee.

BAM will be focused on making the most out of the Administrative Law Judge hearing to be held sometime this summer. One other glimmer of light is that BAM has the 2014 legislative session before the new code goes into effect, giving opportunity to tackle the issue again, if need be.

U.S. Senate passes bill authorizing Diversion by Michael Obach, Public Affairs Coordinator

Although we are far from being finished fighting, there is one less hurdle preventing the Fargo-Moorhead region from building the much-needed Diversion. The U.S. Senate has passed a measure that would provide federal authorization for the F-M Area Diversion Project. The bill enjoyed the support of both North Dakota’s and Minnesota’s Senators. N.D. Sen. Heidi Heitkamp says, “I was pleased to vote in favor of passage of the Water Resources Development Act bill and to see it pass the Senate today on a strong bipartisan vote. This legislation is so important for communities throughout North Dakota and across the country. In a state like ours, where we are constantly dealing with water issues, whether it be too much or too little, this legislation allows critical projects to advance to address our water resource needs.”

This is the first step in the needed federal approval and appropriation for the project and the bill will next need to be passed by the House. N.D. Rep. Kevin Cramer told The Forum May 16 that this isn't likely to happen before this fall.

The WRDA of 2013 (S. 601) authorizes important Army Corps of Engineers projects that will create jobs, spur economic growth, and enhance the nation's economic competitiveness. The $1.8 billion Diversion Project would provide permanent flood protection for approximately

There's a New Code in Town: 2012 IRC Update

Fargo Inspections Administrator Ron Strand will instruct this class on the 2012 International Residential Code, its significant changes, and Fargo’s amendments. He will also update attendees on the International Energy Conservation Code and Chapter 11 residential energy provisions of the IRC. Fargo City Commission is set to vote on the 2012 IRC adoption soon, and implementation within the city and its extraterritorial jurisdiction will follow.Abouttheinstructor:

Ron Strand has been Fargo inspections administrator (building official ) for 27 years. He previously served as building official in Devils Lake, N.D. Strand has certifications as building inspector and plans examiner, and holds a journeyman plumbing license. He has served two

terms as the North Dakota Building Officials Association president and is a charter member of the board of directors for the five-state Region 3 Upper Great Plains Chapter of the International Code Council. He currently serves as Region 3’s Education Committee Chairperson and Nominating Committee Chairperson. HB 1020 passes the N.D. legislature; while our work is far from complete, we are still on track for permanent flood protectionby Mike Obach, Public Affairs Coordinator

Your HBA of F-M has been actively participating in discussions at the N.D. Legislature regarding the F-M Area Diversion Project. House Bill 1020 contained appropriations for the North Dakota Water Commission and specifically the funding for the Diversion. Concerns arose when last-minute amendments were attached to the bill containing the budget for the State Water Commission. These amendments were implemented without any previous discussion and had the potential of essentially “killing” the project in its current form. The HBA, the Fargo-Moorhead-West Fargo Chamber of Commerace, the Greater Fargo-Moorhead Economic Development Cooperation, the Fargo-Moorhead Area Association of Realtors and other community leaders recognized the necessity of permanent flood protection for the Red River Valley area and that it is the only solution that can protect us to a high enough elevation. Therefore the HBA became part of the Business Leaders Taskforce for Permanent Flood Protection. This entity has developed plans to engage members of the state Senate to seek removal of damaging amendments or at least modification to an acceptable means. In mid-April, this group was successful again in another step forward to secure funding for the project. After working tirelessly lobbying at the Senate for an amended bill that removed many of the stipulations that came out of the House, an acceptable version was carried to the Senate floor by Sen. Tony Grindberg (R-Fargo). Some of the specifics included: • The Diversion Authority will only be able to spend state

dollars for levee and dike protection.• The project can only move forward once it receives

federal authorization, a project partnership agreement

with the federal government, and a federal appropriation of any amount for construction.

• The budget must be approved by the Water Commission.This bill then went to a conference committee between

the House and Senate. A few amendments were put in place, including a stipulation from Rep. Clark Williams (D–Wahpeton) that the Corps of Engineers cannot begin working on the southern half of the project until July 1, 2014. Sen. Grindberg did not object to this inclusion, as no work in that sphere is slated to begin until after that date. Committee Chair Al Carlson (R–Fargo) said in The Forum, April 29, “It gives them more time to develop those plans and let all interested parties and affected parties have input on that.”

However, Diversion Authority Chairman Darrell Vanyo was amenable to the changes and considered the bill’s final version as being successful for continuation of efforts to build the Diversion. Of utmost importance was the fact that this final bill, unlike the version that initially came out of the House, included the full $450 billion allotment (provided that the federal government match up to that level).

Once the bill was approved by the conference committee April 25, it went back to both chambers for a final vote. HB1020 passed the state House and Senate April 29, and was signed by the Governor May 2.

Thank you to everyone who made efforts to contact legislators and a special thanks to the members and staff that traveled to Bismarck to speak directly to legislators on this important issue. Hearing from you is what will make a difference to our legislators and may result in a favorable outcome.

Please remember that we will need to continue to stay involved with this issue, as funding is considered at the Minnesota legislature and at the federal level. Stay tuned for future updates and requests for action. There will be more work ahead.

President’s Message

More than 20 representatives from the North Dakota Association of Builders and local associations will participate in the NAHB Legislative Conference June 5 in Washington, D.C.

Some of the major issues we will discuss with our state’s congressional delegation include:

• Water Resources Development Act (WRDA) Bill: This has passed the Senate and now moves to the House. If successful, it will authorize funding for numerous water projects, including the F-M Area Diversion.

• National Flood Insurance Program: The concerns of home builders and home owners on the potential cost increases in federal flood insurance policies.

• Tax Reform: The preservation of the mortgage interest deduction is a major goal, since 70 percent of home owners claim this deduction.

• Immigration Reform: We support a fair and workable employer verification system and market-based visa program to ensure workers for the construction industry.

State Building Code Amendment ProcessThe State Building Code Advisory Committee

(SBCAC) is in the process of amending the new State Building Code which will take effect Jan. 1, 2014. NDAB has one representative on this nine-member committee, Hap Hildebrand, Eid-Co Buildings, Inc., in Fargo.

Currently, the State Building Code follows the 2009 International Codes, and the SBCAC is now considering amendments to the 2012 International Codes. NDAB has submitted numerous amendments relating to the energy code requirements in the International Residential Code and the International Energy Conservation Code. Here is the schedule for updating the SBC:• July 23-24, public hearing of the SBCAC to

receive comments and develop recommendations on the proposed amendments.

• Week of Aug. 12, DCS will send out the recommendations by the SBCAC on the proposed amendments to the eligible voting towns, cities, counties, and committee members.

• Sept. 10-11, meeting of the eligible voting jurisdictions and voting individuals to vote on the proposed amendments.

• Jan. 1, 2014, effective date of the updated North Dakota State Building Code.

Legislative Wrap-UpThe 63rd Legislative Assembly has

completed its work, and NDAB fared quite well during this session. Here are highlights on the 115 bills tracked by NDAB:• Supported One-Call Notification: Worked with a coalition to amend the process to allow for 21-day locates, up from 10 days. Whitelining is now required, though residential projects are exempt

from this provision. Fines increased to $25,000. Bill passed.• Opposed New Construction Unemployment Insurance

Classification Changes: This would have raised premiums for others in the construction groups. Bill failed.

• Opposed Fire Sprinkler Legislation: This had potential for code exemptions that could lead to residential fire sprinkler requirements. Bill failed.

• Opposed Changes to State Building Code Advisory Committee: Would have changed the committee makeup without prior discussion among entities. Bill failed.

• Supported Sales Price Disclosures: Though we preferred some privacy aspects, this bill now provides sales price disclosures on real estate. Appraisers lobbied for this legislation to enhance efficiency and accuracy. Bill passed.

• Supported Bank of North Dakota Residential Mortgage Loan Program: Allows small community banks to provide mortgage loans in cooperation with the Bank of North Dakota and its professional mortgage lending department. This was supported by bankers as well. Bill passed.

• Supported Regulation of Scrap Metal Dealers: This bill, championed by Attorney General Wayne Stenehjem, will help prevent further theft of copper wire. Bill passed.

• Supported Housing Incentive Fund: Now provides $20 million in tax credits, in addition to another $15 million for shovel-ready projects statewide. Bill passed. (If you’re paying N.D. income taxes, contribute to the Housing Incentive Fund to get full tax credits. See www.ndhfa.org for info.)

• Supported F-M Area Diversion Project: We supported the F-M Area Diversion project that will provide $450 million in state funds for permanent flood protection. Bill Passed.

• Supported Infrastructure Funding for Oil Impact Areas: We encouraged the Legislature to ensure that needed funding for roads, emergency services and other infrastructure are provided. Communities in those areas require funding to ensure the bonding of various projects. The final bill appropriated $1.14 billion in funding for hub cities (Williston, Minot and Dickinson), as well as for infrastructure, hospitals, schools, roads, and much more. Bill passed.

• Accessibility in New Buildings: For buildings over 7,500 sq. ft. and in the assembly, business, educational, institutional and mercantile classes of the International Building Code, automatic door openers will now be required. If part of a strip mall, only spaces in excess of 7,500 sq. ft. would be required to have the automatic doors. NDAB monitored this legislation but took no position.

Loss Control Safety Consultant Jeff Aafedt, North Dakota's Workforce Safety & Insurance, says he regularly sees many safety infractions, primarily fall protection issues, within the residential construction industry locally. According to Aafedt, additional Occupational Safety and Health Administration inspectors have been hired in the state, as the federal organization focuses on fall protection.

He also said there is a widespread misconception among general contractors and trade contractors that if they stop hiring employees, and establish everyone as 1099 sub-contractors, they do not have to follow OSHA safety requirements. Thisisnottrue. OSHA has a multi-employer citation policy that applies to construction sites.

The National Association of Home Builders, HBA and WSI have multiple resources available to members including the following: • A brief overview of the multi-employer citation policy

and how to manage the policy: this is available at the HBA office.

• WSI has a Safety Management Program. It provides North Dakota employers with a safety assessment and help setting up a safety plan. The employer will be eligible for a 10 percent premium discount for successful participation. There is also an additional

15 percent discount available through participation in WSI’s Safety Action Menu program. Aafedt points out that participation in these programs not only saves a company money, but gets it ready to pass an OSHA inspection with flying colors.

Storm water compliance highlight: Storm drain inlet protection

The following information was taken from the Environmental Protection Agency’s website that offers fact sheets on the various “best management practices” that contractors can use to comply with storm water regulations.

Storm drain inlet protection measures prevent soil and debris from entering storm drain drop inlets. These measures are usually temporary and are implemented before a site is disturbed.

There are several types of inlet protection:• Excavation around the perimeter of the drop inlet:

Excavating a small area around an inlet creates a settling pool that removes sediments as water is released slowly into the inlet through small holes protected by gravel and filter fabric.

• Fabric barriers around inlet entrances: Erecting a barrier made of porous fabric around an inlet creates a shield against sediment while allowing water to flow into the drain. This barrier slows runoff while catching soil and other debris at the drain inlet.

• Block and gravel protection: Standard concrete blocks and gravel can be used to form a barrier to sediments that permits water runoff to flow through select blocks laid sideways.

• Sandbags can also be used to create temporary sediment barriers at inlets. For permanent inlet protection after the surrounding area has been stabilized, sod can be installed. This permanent measure is an aesthetically pleasing way to slow storm water near drop inlet entrances and to remove sediments and other pollutants from runoff.

ApplicabilityAll temporary inlet protection should have a drainage

area no greater than one acre per inlet. Temporary controls should be constructed before the surrounding landscape is disturbed. Excavated drop inlet protection and block and gravel inlet protection are applicable to areas of high flow, where drain overflow is expected. Fabric barriers are recommended for smaller, flatter drainage areas (slopes less than 5 percent leading to the drain). Temporary drop inlet control measures are often used in sequence or with other erosion control techniques.Siting, design considerations

With the exception of sod drop inlet protection, install these controls before any soil disturbance in the drainage area. Excavate around drop inlets at least one foot deep (two feet maximum), excavating a volume of at least 35 yards per acre disturbed. Side slopes leading to the inlet should be no steeper than 2:1. Design the shape of the excavated area such that the dimensions fit the area from

which storm water is expected to drain. For example, the longest side of an excavated area should be along the side of the inlet expected to drain the largest area.

Stake fabric inlet protection close to the inlet to prevent overflow onto unprotected soils. Stakes should be at least three feet long and spaced no more than three feet apart. Construct a frame for fabric support during overflow periods, and bury it at least one foot below the soil surface. It should rise to a height no greater than one and a half feet above the ground. The top of the frame and fabric should be below the downslope ground elevation to keep runoff from bypassing the inlet.

Block and gravel inlet barriers should be at least one foot high (two feet maximum). Do not use mortar. Lay the bottom row of blocks at least two inches below the soil surface, flush against the drain for stability. Place one block in the bottom row on each side of the inlet on its side to allow drainage. Place half-inch wire mesh over all block openings to prevent gravel from entering the inlet. Place gravel (three-fourths to half-inch in diameter) outside the block structure at a slope no greater than 2:1.

Do not consider sod inlet protection until the entire surrounding drainage area is stabilized. Lay the sod so that it extends at least four feet from the inlet in each direction to form a continuous mat around the inlet. Lay the sod strips perpendicular to the direction of flows. Stagger them so that the strip ends are not aligned. The slope of the sodded area should not be steeper than 4:1 approaching the drop inlet.Limitations

To increase the effectiveness of these practices, use them with other measures, such as small impoundments or sediment traps (United States Environmental Protection Agency, 1992). In general, storm water inlet protection measures are practical for areas receiving relatively clean runoff that is not heavily laden with sediment. They are designed to handle drainage from areas less than one acre (California Stormwater Quality Association, 2003). To prevent clogging, storm drain control structures must be maintained frequently. If sediment and other debris clog the water intake, drop inlet control measures can actually cause erosion in unprotected areas.Maintenance considerations

Check all temporary control measures after each storm event. To maintain the capacity of the settling pools, remove accumulated sediment from the area around the drop inlet (excavated area, area around fabric barrier or block structure) when the capacity is reduced by half. Remove additional debris from the shallow pools periodically. The weep holes in excavated areas around inlets can become clogged, preventing water from draining out of the pools. If that happens, it might be difficult and costly to unclog the intake.Effectiveness

Excavated drop inlet protection can be used to improve the effectiveness and reliability of other sediment traps and barriers, such as fabric or block and gravel inlet protection. The effectiveness of inlet protection alone is low for

It offers valuable services such as face-to-face counseling, formal referral for job performance, customized employee and management training and crisis management to all HBA members at a discounted price through a yearly contract. Cass County Heating Inc. was founded in 1949 in Casselton, N.D. Barry Johnson, current owner and president, bought the company in 1993. The previous owners mainly serviced Cass County and the surrounding smaller towns, but when Johnson took over the company, they eventually moved the shop and office to West Fargo and now service a 60-mile radius.

The company’s original focus was on installation of heating and cooling equipment for residential, new construction and commercial, as well as service work and maintenance of the equipment.

Johnson has a lot of experience in the industry. He has worked as a well driller, plumber, farmhand and a heavy machinery operator. He graduated from North Dakota State College of Science with an associate of science degree in sheet metal. After college, he worked for Schulz Heating in Dilworth, Comfort Masters Mechanical in Moorhead and Robert Gibb & Sons in Fargo.

When asked what sets Cass County Heating Inc. apart from the rest, Johnson says, “Our knowledgeable and experienced technicians are hardworking and we pride ourselves in excellence. Our company is fair and honest. We strive to excel in quality customer satisfaction.”

Cass County Heating Inc. now specializes in in-floor heating, zoning, gas fireplaces, high-efficiency heat pumps and custom fabricated duct systems. The company also has a few new and exciting things going on right now. It has a used oil division called Used Oil Solutions which sells Reznor used oil fired unit heaters and boilers for commercial and industrial use and is the tri-state distributor for North Dakota, South Dakota and Minnesota.

Although new, interesting things are happening with the company, there are challenges as well. The biggest challenge for Cass County Heating Inc. is finding qualified employees who want to work in the trade long-term. The company has started an in-house continuing education program for new and existing employees. It also offers

Dave Meyer Constructionby Mariah Wenaas, Communications & Office Coordinator

Dave Meyer Construction was founded in Moorhead in 1988. Dave Meyer, president and owner, started the company after doing all phases of construction as a sub contractor, and building three homes for his family over the years. Meyer decided that it was a natural fit for him to build homes to sell.

The company’s original focus was doing finish work for other builders, both residential and commercial.

Meyer has an extensive background in the industry. He has a two-year degree in construction, which covers all phases of building. Over the years, he has worked for other builders, partnered in a cabinet shop and worked general construction, both residential and commercial. In 1987 he began subcontracting finish carpentry for other builders. In 2008, he began building homes as Dave Meyer Construction with his wife Doreen and their son Jerod.

When asked what sets Dave Meyer Construction apart from the rest, Meyer says, “We try to make each home something unique for each home buyer. We set high standards for our own workmanship and the trade partners working with us. We want every home owner to take pride in the home they purchase from us. Drawing from my education and experience gives us an advantage in the home building industry.”

Dave Meyer Construction now builds homes in all price ranges. “We can build from one of our designs or a custom home for you,” says Meyer.

Something new and exciting for Meyer and his company is that more technology is being incorporated in the homes. This gives home owners the ability to control and monitor a variety of things such as temperature, audio, video, lights, locks and garage doors, all from a smart phone or iPad.

The company is not without its challenges. One of the biggest challenges that Dave Meyer Construction faces is making housing affordable without sacrificing the quality. “We like to educate the general public about making wise decisions on having to scale back for affordability,” says Meyer.

The foundation, created in 1993 by the Home Builders Association of Fargo-Moorhead, is a local 501(c)3 nonprofit charitable organization.

It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction, and remodeling.

The HBA of F-M handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.

HBC accepts donations from Fargo Motor Patrol, Parade featured homes

Home Builders Care celebrated its 20th anniversary at the Parade of Homes Celebration May 9. In addition to a cake, Home Builders Care was pleased

to accept donations from the Fargo Motor Patrol Fish Fry and Parade of Homes featured homes.

Thanks to our collaboration with the Fargo Motor Patrol at their 50th annual Fish Fry, Home Builders Care received a donation of $4,000. Thank you to everyone who purchased tickets, attended the event, donated items for the auction, or volunteered at the auction. We are looking toward 2014 and how we can make this event even better.

This year, four generous builders offered their Parade home to be featured on the Parade of Homes. These homes brought in $10,648 for Home Builders Care. A big thanks to Aaron Greterman and Robert Leslie Jr., Designer Homes of Fargo-Moorhead; Clay Dietrich, Dietrich Homes, Inc.; Tyrone Leslie, Heritage Homes; and Chris Hawley, Ben Meland and Austin Morris, Radiant Homes for volunteering their projects for this fundraiser. With 2,130 consumers viewing the homes, this year was one of the most successful in raising funds for Home Builders Care. Some of the homes special features included a professional Thermador kitchen, 2-sided stone fireplace, panoramic pond views, wine cellar, entertainment zone, man-cave, charming porch and copper accent roof.Herdina Academy going on now

The Herdina Academy for the Construction trades runs June 3-14. Students will be at Minnesota State Community & Technical College building sheds, experiencing a variety of trades and working in the electrical and plumbing labs. Triple Player Spotlight: Tyrone Leslie

Tyrone Leslie, Heritage Homes, has been an HBA of F-M member since 1998, is a past president of the Association and serves as a state and national director. He has shown his commitment and love for the Association and building industry in many ways over those 15 years

through events like the Parade of Homes and the Red River Valley Home & Garden Show and his continued involvement and support of the HBA’s advocacy efforts.

Leslie became a Triple Player in 2012 through a donation of at least $365 to both the Home Builders Care of Fargo-Moorhead Foundation and investment in the North Dakota Association of Builders’ political action committee, in addition to paying the annual HBA dues.

“I choose to give to both HBC and PAC because I believe in giving back to the industry that has given me so much. I also believe we as an industry need to protect our industry from legislation/regulation that could hurt our businesses and its future,” says Leslie.

Leslie is an active PAC contributor and is chairman of the HBA of F-M PAC Committee which works with the Public Issues Committee to coordinate fundraising

efforts for both the North Dakota Association of Builders’ and the National Association of Home Builder’s political action committees. NDAB-PAC backs candidates who are friends of the building industry and help promote voting for candidates and issues that affect the home building industry.

He says that he had always been taught as a child to give back to your community, industry and neighbor and by being an active member and giving to both HBC and PAC he is staying true to his values. He also hopes that it encourages other member companies to do the same and create a strong, member-supported association.

“Supporting and giving back is just the right thing to do. We should all be encouraging the members we work with to give what they can because if everyone gave just a little think about the big difference we could make!” says Leslie.

HBC helps support the future workforce for our industry through programs like the Herdina Academy for the Construction Trades which allows students to experience a variety of construction-related activities during a two-week session and also by awarding scholarships to local students pursuing degrees in the construction industry.

HBA advances on new strategic plan

The HBA of F-M board of directors and staff met in March to engage in a strategic planning session. With Sarah Sladek, XYZ University, acting as facilitator, the group discussed current membership trends and identified opportunities for bolstering the HBA’s membership value proposition, relevance and ways to ensure the Association’s long-term success. There

is still much work to be done. You should have received a short survey last month gathering information about your views of the Association, and your businesses’ wants and needs. Please complete the survey by June 14 to help ensure your HBA knows what its members need.

The following is a brief report on the planning session and what the board and staff need to do in their next steps:1. Identify the Association’s value proposition.

The HBA board and staff will create a mission statement that accurately and briefly communicates the value of membership and the unique niche HBA fulfills. Currently the mission statement talks about what the HBA does.2. Invest in technology

The lack of technology was frequently cited as an obstacle to growth and relevance. According to Sladek, technology has become a defining member value, which means the absence of technology is considered sufficient reason for members to disengage from an Association. It is no longer an option or a luxury, and technology must be a priority for the HBA going forward.3. Establish programming, services and member benefits

based on current member needs.The membership value system is shifting in light of

economic decline, rapidly changing technology and demographic shifts. There is more competition than ever before and in turn members are demanding a greater return on investment. The HBA board identified several industry

challenges and areas where HBA could provide valuable programming, services and benefits. The ability to respond to and help resolve these industry challenges for members will be key to HBA’s future success.4. Identify a younger target market

Presently, the most active members are ages 52 and older. Sladek says that this aging demographic within the Association is a reflection of what is happening in our industry. Boomers are concerned about workforce development, skills development, leadership development and succession planning within their businesses. Our HBA has an opportunity to take a leading, influential role and be a valuable resource to member companies in each of these areas.

It is also an opportunity for HBA to think about its ability to engage the next generation of members, leaders and volunteers. While HBA is very successful at engaging Boomers, the Association really needs to engage the up-and-coming generation of professionals ages 38-50 and be aware of and responsive to what professionals in this age bracket want and need.5. Clarify and act upon the vision of the staff and board.

Knowing exactly what the HBA wants to achieve in the coming years is critical to the Association’s short-term and long-term success. It should be a shared vision that excites and motivates everyone and it should include a measurable goal.6. Complete the Strategy Building Plan and update every 90

days.Sladek gave us homework – a one-page strategic plan – to

fill in. It will contain key messages, tactics and goals of the Association. This one-page plan will be used at every board and staff meeting to maintain focus on the Association’s key objectives. By updating the priority objectives every 90 days, the Association will benefit from delegation and be able to easily track its progress and success.

Despite the challenges, Meyer loves what he does. “What I like best about the job is the satisfaction of knowing we have created a home that our buyers can be comfortable in and proud of,” says Meyer.

Being in the construction business in the F-M area as long as he has, Meyer was always aware of the HBA of F-M, but did not realize the true value of the Association until he started Dave Meyer Construction and began building and selling homes.

To anyone interested in the industry of building and selling homes, Meyer has this advice to give, “If you are going to be a builder, do it because you enjoy it. Keep your quality and standards high. Build a home that you and the home owner can be proud of.”

Even with the challenges, Johnson likes what he does. “I enjoy the day-to-day experiences with people and customers. It has been exciting to see how the HVAC products have improved and have become more technically advanced and efficient over the years,” says Johnson.

When asked about why he joined the HBA of F-M, Johnson says, “HBA is a well known organization that has great opportunities and benefits for our employees.”

To anyone who may be interested in starting out in the industry, Johnson advises them to take advantage of all training opportunities, to take on responsibility and become a leader.

Paul Krabbenhoft, Coldwell Banker First Realty, has been a real estate agent for 23 years and has been with Coldwell for the past six years. He was elected to his first term on the HBA of F-M’s board of directors beginning Jan. 1, 2013, but has been active on HBA committees for several years, serving on the Public Issues Committee and participating as needed with legislative and advocacy efforts for both North Dakota and Minnesota. However, Krabbenhoft first became active with the HBA in 1999. He was marketing new construction homes and had an entry in the Parade of Homes. The following year, he joined the Parade of Homes Committee. He became involved with the HBA so that he could be a part of the promotion of new construction homes in the F-M area. He became interested in serving on the board when asked by a fellow member.

“Since 1992 I have been active in new construction development as a Realtor in various capacities. I had participated in multiple Parades of Homes and other HBA events,” he says. “I feel I bring to the board and the Association another dimension of knowledge and

experience. I hope to be of benefit to the HBA and the local building industry.”

Krabbenhoft enjoys being part of a diverse group of people involved in the local building industry. He sees the board’s activity as something that positively impacts both the members and community.

“The history of the HBA of F-M speaks for itself,” he says. “This Association has continually shown its benefit, through membership, to our local, state and national communities. The board brings ideas together to improve our building industry and then effectively implements those ideas through its membership.”

Away from the HBA and work as a Realtor, Krabbenhoft is an active marathon runner and enjoys outdoor activities with his grandchildren. He

has been an elected Clay County Soil and Water Conservation District Supervisor since 1985 and is also part of the Clay County and Moorhead Planning Commissions.

Paul Lindemann, Lindemann Finish Carpentry, Inc., has been a member of the HBA of F-M for nearly six years and is on his third year as a part of

the Public Issues Committee, of which he just became the Chair this January.

Public Issues is important to the HBA because it provides political and legislative protection to the industry. This helps to keep end user costs down and maintains competitive pricing while still providing safe, quality housing.

Lindemann joined the committee because he was looking to get more out of his HBA membership. “I firmly believe in the philosophy, ‘You get out what you put in.’ It has definitely worked out for me. Also, I asked a mentor of mine what I could do to get more involved, and he suggested the Public Issues Committee,” says Lindemann.

says, “There has been a lot of effort on behalf of the HBA and other business leaders during the 2013 N.D. legislative session. Furthermore, there have been significant victories as a direct result of this effort. However, we need continued support. We need as many people as we can get who are in support of the Diversion to talk to their peers and attend Diversion events. We all need to get the facts and spread the word as to why the it is so very important to the future of the F-M area. This issue is not only important to our industry specifically, but it also has direct implications to the future of Fargo as a vibrant and growing city.”

Outside of work and HBA activities, Lindemann loves to go downhill skiing and spend time on the pontoon at the lakes in the summertime. He and his wife Stephanie will be celebrating their 10th wedding anniversary in November.

Interest rates yield no recession

While quarter one GDP growth was 2.5 percent, it will probably be the best performing quarter of the year. Add to that continued contractionary fiscal policy in the form of both the sequester and the Fiscal Cliff deal, continued weak employment growth, declining exports and a lackluster manufacturing sector and suddenly recessionary fears are palpable. After all, a recession will inevitably come

and it has been almost six years since the start of the last one. Aren’t we kind of due? Turns out, the answer is no, no and no! If history is any guide - and it’s a very good one in this case - there is no recession in sight.

Since 1970 there have been seven recessions, and interestingly enough, each one has been preceded by an inversion in the yield curve, a situation where short term interest rates are higher than long term interest rates. Rarely is there an indicator that is seven for seven over a period of 44 very dissimilar years. The last time the yield curve inverted and a recession did not follow was in 1966-67, and though there wasn’t a recession, the economy slowed substantially with GDP growth of less than 1 percent for 21 straight months.

Normally, interest rates are higher the longer the period of time money is lent. For example, today a one-year Treasury bill yields 0.15 percent/year, a 10-year Treasury note pays 2 percent/year and a 30-year Treasury bond pays 3.125 percent/year. After all, the longer you lend someone money, in this case the government, the more interest rate risk, inflation risk and credit risk you incur, and investors must be compensated for these risks.

However, from time to time this normal relationship breaks down. One explanation for this phenomenon is that by raising short-term rates (to slowdown an overheating economy with rising inflation), the Federal Reserve discourages bank lending, as banks generally borrow short and lend long. And when the yield curve is inverted, banks have much-reduced profit margins, and this reduction in lending causes a recession. A second explanation for an inverted yield curve is that investors expect future

short-term interest rates to decline because they expect a recession. As a result, investors expect the central bank to lower interest rates to counteract the expected recession. And when this happens, investors plow into low-yielding long-bonds to lock in yields they expect will be still lower in the future.

Regardless of the reason, from time-to-time the yield curve inverts. Today, the difference between ten-year Treasury notes and one-year Treasury bills is 1.85 percent. Assuming the Federal Reserve felt compelled to start raising short-term interest rates soon (and let’s be clear, it does not), it would take, based on history, about two years before yields on one-year Treasury bills were higher than yields on 10-year Treasury notes. And again using history as our guide, it generally takes another 12 months after the yield curve inverts before a recession begins. This suggests that we have at minimum three years before the next recession. Of course, given the expansionary state of monetary policy and the laser-like focus of the Fed in preventing a recession, my bet is we have quite some time before the recession of 2018!

There's a New Code in Town: 2012 IRC Update

Ron Strand has been Fargo inspections administrator (building official) for 27 years. He previously served as building official in Devils Lake, N.D. Strand has certifications as building inspector and plans examiner, and holds a journeyman plumbing license. He has served two terms as the North Dakota Building Officials Association president and is a charter member of the board of directors for the five-state Region 3 Upper Great Plains Chapter of the International Code Council. He currently serves as Region 3’s Education Committee Chairperson and Nominating Committee Chairperson. Strand is an author and presenter of many seminars and articles regarding the International Code set.

Fargo Inspections Administrator Ron Strand will instruct this class on the 2012 International Residential Code, its significant changes, and Fargo’s amendments. He will also update attendees on the International Energy Conservation Code and Chapter 11 residential energy provisions of the IRC. Fargo City Commission is set to vote on the 2012 IRC adoption soon, and implementation within the city and its extraterritorial jurisdiction will follow.
