FERC Order N0. 890 In Order No. 890, FERC required all Transmission Providers that establish “no earlier than” time frames for submitting PTP Transmission Service Requests (TSRs) to treat those requests received within a specified time period at the beginning of the time frame as having been received simultaneously. For example, BPA has established that a request for a monthly service cannot be entered prior to 60 days before the start of service. Since monthly service has an increment of Daily, a monthly TSR must begin at midnight. The earliest a monthly TSR can be entered then is at midnight, 60 days prior to start of service.

The idea of SSW is to level the playing field for PTP customers desiring a first shot at acquiring newly available ATC, so in this example, all monthly PTP TSRs queued during the first five minutes after midnight for service starting 60 days out are held until the end of that window, then sorted in NERC priority/lottery order, then released to ATC allocation in that new order.

Firm Transmission Service, • STF-Monthly PTP • STF-Weekly PTP • STF-Daily PTP • F-Hourly PTP • F-Daily Loss Returns • F-Hourly Loss Returns

that are queued during the first five minutes of their “no earlier than” submission window.

2. SSW will not apply to requests for Long Term Firm, Network Transmission (NT), or Non-Firm transmission service.

3. SSW will also not apply to Deferral, Matching, Resale, Recall, Relinquish, or Renewal requests.

Note: All non SSW TSRs are processed in normal Queue order as they come in just as they are today.

Probable Impact of Implementing SSW Based on Calendar Year 2015 TSRs

Note for Hourly: These numbers for Hourly do not take into account which TSRs are network only and which cross an intertie. Though all PTP Hourly TSRs entered during the SSW window will be subject to SSW reordering, only those that cross an intertie will be at risk of being refused as long as BPA offers unlimited Hourly on the network.

Request Ordering by SSW

2. SSW ordering is only for the purpose of initially awarding ATC. It does not change the Queue Time, Queue Order or AREF.

3. The original Queue Time is still used for all downstream processes and ordering.

4. SSW only impacts the order in which TSR’s are evaluated. Once it is a given TSR’s turn to be evaluated, that evaluation will be performed the same as it does today.

webSmartOASIS Reservation Summary All eligible TSRs entered during their respective SSW window that pass the initial non-ATC TSR Validations will remain Queued until the end of the SSW window. Any other TSRs entered during that time will process normally. The customer will know which TSRs are held by SSW by the Yes in the Simultaneous Submission Column and non-blanks in Effective Queue Time.

webSmartOASIS Reservation Summary During the SSW window, a customer can only see their own TSRs that are being held as SSW requests. The system will hide (mask) from view the SSW TSRs of other customers. Once the SSW window closes, all requests again come into view.

webSmartOASIS Reservation Detail If a customer brings up the Reservation Detail screen during the SSW window, they will see the “Simultaneously Submitted TSR” message at the top (until the following day).

webSmartOASIS Reservation Summary Right after the SSW Window closes (00:05 or 09:05 for Hourly), the lottery kicks off. Once the lottery has determined the order the TSRs will be processed in, it passes the TSRs back to ATC Validation for awarding ATC as far as it goes. The Reservation Summary screen will begin showing the final Status of the TSRs as the results are determined. Any TSRs that come into OASIS after the SSW window closes and before all lottery actions are complete will be held until all TSRs involved in the lottery are taken care of.

webSmartOASIS Reservation Summary The final result may show some TSRs refused while other TSRs that came in after them were confirmed or accepted, but the key is to look at the Simultaneous Submission flag or the Effective Queue Time.

webSmartOASIS Reservation Detail Once the TSR is confirmed or accepted, the Reservation Detail screen will contain the TSR’s Lottery Order in the Seller Comment. In this case, this TSR became the 3rd in line of a total of 23 TSRs reordered by SSW. The “Simultaneously Submitted TSR” message remains until the following day.

webSmartOASIS Reservation Summary If the SSW TSR is refused or counteroffered for lack of ATC, the Lottery Number is appended to the Seller Comment giving the ATC Deficiency. The “Simultaneously Submitted TSR” message remains until the following day.
