Con motivo de la Conferencia Internacional sobreCriterios de Intervención en la Arquitectura del Si-
glo XX, deseo felicitar al Comité Científico Interna-cional del Patrimonio del Siglo XX de ICOMOS y a laEscuela de Arquitectura de la Universidad Politécnicade Madrid por la organización de este encuentro, asícomo saludar a los participantes, profesionales e in- vestigadores en este campo, reconociendo el mérito y valor de su tarea.
Conservar el patrimonio arquitectónico del siglo XX es un reto complejo y difícil. Complejo porque, a dife-
rencia de la arquitectura histórica, las construccionesdel último siglo son muy variadas en sus materia-les, especializadas en sus espacios y fueron pensadaspara que duraran media centuria. Difícil porque estánespecialmente amenazadas por los procesos urbanos,muchas veces no están adecuadamente protegidas yni siquiera en muchos casos están suficientemente valoradas por la sociedad.
Con estos condicionantes llevar a cabo las labo-res de protección, conservación y rehabilitación delpatrimonio arquitectónico del siglo XX es en muchasocasiones una tarea ardua y de incierto resultado. A

Architectural Heritage, I would like to congratulatethe ICOMOS International Scientific Committee on20th Century Heritage and the School of Architectureat the Polytechnic University of Madrid for organisingthis event as well as welcoming the participants, pro-fessionals and researchers in this field, and express-ing my acknowledgement for the merit and value oftheir work.
Preserving the architectural heritage of the 20 th
century is a complex and difficult challenge. It iscomplex because, unlike historical architecture, thebuildings of the last century feature highly varied ma-terials and specially designed spaces, and were builtto last some fifty years. It is difficult because they areparticularly threatened by urban processes; they areoften inadequately protected and, in many cases, theyare not even sufficiently valued by society.
Carrying out the tasks of protection, conservationand rehabilitation of 20th century architectural herit-age under these conditions is often an arduous mis-sion with an uncertain outcome. This is compounded

ello se une la naturaleza efímera de nuestra civiliza-ción moderna, que hace que en términos generales
sigan teniendo vigencia aquellas palabras que escribíhace ahora veinte años:
“Nunca una civilización ha generado tantos pro-ductos culturales ni ha dedicado tantos esfuerzos a laconservación del patrimonio histórico como la actual,pero nunca una civilización fue tan efímera ni tuvouna huella tan deleznable como la nuestra. La enor-me cantidad de objetos e ideas que estamos creandoserá muy pronto destruida y olvidada.
“El arte actual, con sus infinitos materiales y técni-cas diversas, se deteriora con gran celeridad; nuestraarquitectura está pensada para durar cincuenta años;los libros, revistas y periódicos desaparecen en algu-nos lustros, víctimas de su propia composición quí-mica; nuestras creencias, costumbres y rituales mo-dernos se modifican y suceden sin que puedan serrecogidos y documentados.
“De nuestra vida y nuestra cultura no quedará
dentro de algunos siglos sino un vacío misterioso.Nada podremos comunicar al futuro porque nuestroarsenal de expresiones y medios de transmisión delarte, la cultura y el pensamiento será devorado por supropia naturaleza efímera.
“Luchar contra ese destino de nuestra civilizaciónes una empresa difícil y de una dimensión colosal.Conservar lo fugaz, hacer que perdure lo efímero tie-ne algo del encanto del dibujo de animales en movi-
miento o de la fotografía de cometas. Es una rebelióndel ser humano contra la muerte, intentando congelarel torrente de la vida”1.
Sin embargo, en estos últimos veinte años algunascosas han cambiado en la cultura de la conservación y en la valoración del patrimonio del siglo XX . Lalabor que han realizado asociaciones como la Fun-dación DOCOMOMO, los colegios profesionales oICOMOS han conseguido difundir en la sociedad la
importancia de ese patrimonio y han propiciado unalabor de documentación, registro y publicación deenorme importancia.
La preocupación por este tema llevó a la FundaciónDOCOMOMO Ibérico a dedicarle su sexto congreso,celebrado en Cádiz en 2007, en cuyas conclusiones

by the ephemeral nature of our modern civilisation, which means that those words I wrote twenty years
ago now are still generally valid:“Never has a civilisation given rise to so many cul-
tural products nor has one devoted so much effort tothe preservation of historical heritage as the present-day civilisation, but never has a civilisation been soephimeral nor has one ever had a footprint as in-significant as our own. The huge amount of objectsand ideas we are creating will soon be destroyed andforgotten.
“Contemporary art, with its infinite variety of ma-terials and techniques, deteriorates very quickly; ourarchitecture is designed to last fifty years; books,magazines and newspapers disappear in a few dec-ades, victims of their chemical composition; our be-liefs, customs and modern rituals change and occur without being compiled and documented.
“In a few centuries, there will be nothing left of ourlife and culture but one big mysterious void. There
will be no legacy because our arsenal of expressionsand the means we have to convey art, culture andthought will be devoured by their ephemeral nature.
“Fighting to change the fate of our civilisation isa difficult task and one of colossal proportions. Con-serving what is transient and making the ephemeralendure has some of the charm of a drawing of ani-mals in motion or a photograph of kites. It is man’srebellion against death, his attempt to freeze the tor-
rent of life”1
.However, some things have changed in the pasttwenty years in the culture of conservation and in the way we value the heritage of the 20th century. Organi-sations such as the Fundación DOCOMOMO Ibérico,professional associations and ICOMOS have managedto disseminate the importance of this heritage in so-ciety and carried out extremely important work in itsdocumentation, recording and publication.
Concern over this issue prompted the FundaciónDOCOMOMO Ibérico to make it the subject of itssixth congress, held in Cadiz in 2007. The conclusionof that congress proposed that “conservation, neces-sarily of a dynamic nature owing to the evolution ofuses and standards, requires a deep understanding of

se postula que “la conservación, necesariamente di-námica por la propia evolución de los usos y las nor-
mas, exige un profundo conocimiento del edificio yde los antecedentes culturales que lo generaron, asícomo una exacerbada sensibilidad para evitar defor-maciones degradantes, a veces más negativas que ladesaparición”2.
Por otra parte, la declaración de determinados ele-mentos como Bienes de Interés Cultural o su inclu-sión en los catálogos asociados a los instrumentos deplaneamiento urbano ha permitido ejercer una pro-
tección sobre una parte de estos bienes que, aunqueen ocasiones no sea la idónea ni se ajuste totalmentea sus características, es un reflejo de esa creciente valoración social del patrimonio arquitectónico con-temporáneo.
Finalmente, la recuperación de algunas arquitec-turas de especial relevancia ha servido de modelopara mostrar que la rehabilitación o restauración dela arquitectura del siglo XX es factible y oportuna. La
recuperación del edificio del Gobierno Civil de Ta-rragona, obra de Alejandro de la Sota, realizada porel propio autor con Josep Llinás entre los años 1985 y 1987, tuvo todo el valor de un manifiesto progra-mático, al que siguieron otras actuaciones como larehabilitación del Teatro Metropol de Tarragona, porel mismo Josep Llinás entre 1992 y 1995, o la rehabi-litación de la casa La Ricarda, de Antonio Bonet Cas-tellana, realizada por Fernando Álvarez Prozorovich y
Jordi Roig Navarro entre 1997 y 2003.Pero es mucho lo que queda por hacer para con-seguir que la arquitectura del siglo XX se encuentreprotegida, se conserve correctamente y se documen-te, investigue, conozca y difunda de una forma ade-cuada. Consciente de esas necesidades, el Institutode Patrimonio Cultural de España propuso al Consejode Patrimonio Histórico en su reunión de Alcalá deHenares, celebrada en junio de 2010, la creación deun Plan Nacional de Patrimonio del siglo XX .
La propuesta fue inmediatamente aprobada y elplan, que actualmente se encuentra en redacción,permitirá coordinar las acciones de las diversas admi-nistraciones, así como de fundaciones, asociaciones y particulares en las labores de protección, conser-

buildings and of the cultural background from whichthey were created, as well as heightened sensitivity
to prevent degrading deformations, which are some-times more negative than their disappearance”2.
Moreover, the declaration of certain items as As-sets of Cultural Interest or their inclusion in lists as-sociated with urban planning tools has allowed pro-tection to be given to a part of these assets. Althoughthis protection is not always ideal or fully adapts tocharacteristics of the assets, it is a reflection of thegrowing social value of contemporary architectural
heritage.Finally, the recovery of some particularly relevant
architectural expressions has served as a model toshow that the reinstatement or restoration of 20 th cen-tury architecture is feasible and timely. The restora-tion of the Civil Government Building in Tarragona,designed by the architect Alejandro de la Sota, wasundertaken by the architect himself and Josep Llinásbetween 1985 and 1987 and was given all the value
of a programmatic manifesto. This was followed byother actions such as the restoration of the MetropolTheatre in Tarragona, also undertaken by Josep Llinásbetween 1992 and 1995 and the restoration of the LaRicarda House, designed by Antonio Bonet Castel-lana, which was carried out by Fernando Álvarez Pro-zorovich and Jordi Roig Navarro between 1997 and2003.
But much remains to be done if 20th century ar-
chitecture is to be protected, properly preserved anddocumented, researched, recognised and disseminat-ed in an appropriate manner. Aware of these needs,the Spanish Cultural Heritage Institute put forwarda proposal for the creation of a National 20 th Cen-tury Heritage Plan to the Spanish Historical HeritageCouncil at its meeting in Alcalá de Henares in June2010.
The proposal was immediately approved and theplan, which is currently being drafted, will coordinatethe actions of the different governments involved, as well as those of foundations, associations and indi- viduals in the tasks of protection, conservation, re-search, documentation, education and disseminationof 20th century heritage.

vación, investigación, documentación, formación ydifusión del patrimonio del siglo XX .
El Plan Nacional de Patrimonio del Siglo XX esredactado por técnicos de la Administración Gene-ral del Estado, de las Comunidades Autónomas y ex-pertos independientes. Tendrá una duración de diezaños y será un instrumento de gestión compartidaque permitirá avanzar en ese difícil y complejo retoque tenemos ante nosotros: la conservación del patri-monio arquitectónico del siglo XX .
The National 20th Century Heritage Plan is beingdrawn up by experts from the Government of Spain,
the governments of Spain’s Autonomous Regions andindependent experts. It will have a duration of ten years and will be a shared management instrumentthat will allow us to progress in this difficult and com-plex challenge: the conservation of 20th century archi-tectural heritage.

La Conferencia Internacional sobre los Criterios de In-tervención en el Patrimonio Arquitectónico del Siglo XX (CAH20thC), que tuvo lugar en Madrid durantelos días 14, 15 y 16 de junio de 2011, reunió a más de250 participantes procedentes de 30 países.
Organizada por el clúster de Patrimonio delCampus Internacional de Excelencia Moncloa y el International Scientific Committee on 20thCentury Heritage del ICOMOS, tenía como objetivoprofundizar en apartados como el de la identifica-ción, protección e intervención en este específico, eimportante, patrimonio.
El patrimonio arquitectónico y urbanístico del si-glo XX pertenece, en cierto modo, a nuestra contem-poraneidad en cuanto está presente, no solo comomemoria, sino también como isocronía de la culturaactual, con lo que aquellos aspectos implícitos en suconservación y tratamiento plantean problemas es-pecíficos.
En cuanto a su identificación, las interpretacionesestilísticas de la modernidad arquitectónica han dadolugar a una historiografía excluyente, de no menorcalado que la versión sociologista necesariamente te-ñida por la ideología. Se trata, por otro lado, de una
historicidad tan cercana que a veces queda difumina-da por su valor de contemporaneidad , y cuando me-

la constitución de lo moderno memorable .La arquitectura del siglo XX está constituida desde
una condición frágil, fragilidad que se deduce tantode su dimensión material, ya que la experimentacióntecnológica está en el origen de la mayoría de lasobras y objetos de este período, y no solo las justi-fica el logro técnico, sino también, a veces, su insu-ficiencia y fracaso histórico. Pero aquella responde,del mismo modo, a la presencia de un no extinguido
valor de cambio en muchos casos contradictorio conla necesidad de preservación patrimonial.De igual modo, la dependencia de este patrimonio
de las exigencias, y leyes, de una producción indus-trial, que garantiza su condición de objeto reproduci-ble , cuestiona el canónico concepto de autenticidad ,en cuanto a los elementos que componen su materia-lidad y a la totalidad, lo que obliga a una reformula-ción de aquella.
Quizás demasiadas preguntas para esperar unarespuesta en unas jornadas tan intensas como com-primidas, pero sí para justificar una conferencia comoplataforma internacional donde plantearlas.

Perhaps there are too many questions awaiting ans- wers for these very intense and action-packed days,
but it does justify a conference as an internationalplatform from where to raise them.

El siglo XX nos ha dejado el conjunto patrimonial másjoven de la historia, poco valorado y desconocido,donde a excepción de las obras reconocidas de al-gunos maestros, su patrimonio no se considera comoalgo importante a preservar, resultando especialmen-
te vulnerable, y de ahí la urgente necesidad de po-nerlo en valor.Este patrimonio arquitectónico del siglo XX , abun-
dante y diverso, conforma el grueso de nuestras ciu-dades, pero la falta de conocimientos específicos parasu identificación y reconocimiento junto al desafectopúblico que sufre, lo hacen especialmente vulnerable y en consecuencia un número considerable de estasarquitecturas han sido alteradas con absoluta descon-sideración a su significado cultural, generando unaconstante amenaza, materializada en la desapariciónde muchos de sus ejemplos más significativos en lasúltimas décadas.
Es un patrimonio en riesgo , y de ahí que entrelos objetivos fundamentales de la teoría arquitectóni-ca, en este momento, está el de sentar las bases parael desarrollo de criterios de identificación, pro- tección e intervención en el patrimonio arquitec- tónico del siglo XX , evitando con ello que caiga en
el olvido, que es sin duda el mayor desprecio que unpueblo culto puede hacer a su historia.
La consideración de estos aspectos ha llevado ainiciar una serie de reuniones y debates internaciona-les con el fin de reflexionar sobre las experiencias eneste campo a nivel internacional y que han concluidocon la propuesta que el Comité Científico Internacio-nal del Patrimonio del Siglo XX de ICOMOS (ISC20C -ICOMOS) ha hecho con el Documento de Madrid ,
que fija unos criterios claros para identificar, conser- var e intervenir en nuestro patrimonio arquitectónico
The 20th century has left us the legacy of the youngestcultural heritage in history. It is neither well-knownnor greatly valued, and with the exception of thefamous works of a few masters, not deemed to be worthy of preservation. This makes it particularly vul-
nerable, and hence the urgent need to recognise its value.Our 20th century architectural heritage, which is
rich and diverse, makes up a large part of our citiesbut the lack of specific expertise enabling us to iden-tify and recognise such heritage, along with its lossof favour with the public, make it particularly vulner-able, with a considerable number of buildings beingaltered with a complete disregard for their culturalsignificance, leaving them under constant threat, asreflected by the disappearance of many of the mostsignificant examples in recent decades.
It is a heritage at risk , and hence one of themain aims of architectural theory today is to estab-lish guidelines to develop criteria for the identi-
fication, protection and intervention of 20 th cen- tury architectural heritage , thereby preventing itfrom falling into oblivion, which is unquestionablythe greatest show of contempt an educated people
can display for their own history. Consideration ofthese aspects has led to a number of internationalmeetings and debates being set up to reflect on theexperiences that have taken place in this field at aninternational level, culminating in the proposal putforward by the International Scientific Committee for20th Century Heritage of ICOMOS (ISC20C - ICOMOS)in the form of the Madrid Document . This estab-lishes clear criteria for identifying, conserving and in-
tervening in our 20th century Architectural Heritage,and was presented in Madrid recently, in June 2011,

Preámbulo
El Comité Científico del Patrimonio del Siglo XX deICOMOS Internacional (ISC20C) está desarrollando cri-terios para la conservación de bienes patrimoniales delsiglo XX durante 2011-2012. Como contribución a estedebate, la Conferencia Internacional “Criterios de Inter- vención para el Patrimonio Arquitectónico del Siglo XX - CAH 20thC” adoptó el 16 de junio de 2011 los siguien-tes “Criterios de Conservación del Patrimonio Arquitec-tónico del Siglo XX, Documento de Madrid 2011”.
Objetivo del Documento
El deber de conservar el patrimonio del siglo XX tienela misma importancia que la obligación de conservar elpatrimonio relevante de otras épocas. El Documento de
Madrid 2011 contribuye a la gestión correcta y respe-tuosa de este importante aspecto del patrimonio cultu-ral. Aun siendo de aplicación específica al patrimonioarquitectónico en todas sus manifestaciones, muchosde sus conceptos pueden aplicarse de igual manera aotras expresiones del patrimonio cultural del siglo XX .
El Documento de Madrid tiene en cuenta otrosdocumentos referidos a la conservación del patrimo-
nio1. Identifica buena parte de las cuestiones vincula-das a la conservación del patrimonio arquitectónico yla relación del patrimonio arquitectónico del siglo XX con el de épocas anteriores, tanto en sus similitudescomo en sus diferencias.
El patrimonio arquitectónico del siglo XX está enpeligro debido a la falta de apreciación y cuidado. Unaparte del mismo es ya irrecuperable, y otra, aún mayor,corre el mismo riesgo. Se trata de un patrimonio vivoque es esencial entender, definir, interpretar y gestio-nar adecuadamente para las generaciones futuras.

servación del patrimonio.El documento se complementa con notas expli-cativas allí donde son necesarias, así como con unglosario de términos.
Avanzar en el conocimiento,la comprensión y el significado
Artículo 1. Identificar y valorar el significado cultural
1.1. Aplicar criterios de identificación y valoraciónaceptados
En la identificación y evaluación de la importancia delpatrimonio arquitectónico del siglo XX , han de apli-carse criterios patrimoniales aceptados. El patrimonioarquitectónico de este siglo en concreto (incluidostodos sus elementos) constituye un testimonio mate-rial de su tiempo, lugar y uso. Su significado culturalpuede residir tanto en sus elementos tangibles, comosu ubicación, diseño (incluyendo los esquemas decolor), técnica constructiva e instalaciones técnicas,material, estética y uso, como en valores intangibles,como son sus asociaciones históricas, sociales, cien-tíficas y espirituales o su genio creativo, así como enambos factores.
1.2. Incluir interiores, elementos fijos, muebles y obras de arte asociadas al identificar y valorar el significado
Al considerar el patrimonio arquitectónico del siglo XX es importante incluir todos aquellos aspectos rela-cionados con el bien, como los interiores, los elemen-tos fijos y las obras de arte asociadas.
1.3. Evaluar el entorno y el paisaje asociadoLa contribución del contexto y el entorno2 al signifi-
cado de un bien patrimonial ha de ser valorado y, ensu caso, conservado y gestionado3.

3 Los espacios al aire libre o las zonas verdes alrededor o entre objetos
arquitectónicos o en áreas urbanas, recuentemente representan elemen-tos constitutivos de una composición global y de una pretendida históricapercepción especial.
En el caso de los asentamientos urbanos, los con-ceptos de la planificación correspondiente a cada pe-
riodo y lugar deben ser identificados y su significadoreconocido.
1.4. Desarrollar de manera preventiva inventariosdel patrimonio arquitectónico del siglo XX
El patrimonio arquitectónico del siglo XX precisa deuna identificación preventiva a través de inspeccionese inventarios sistematizados, investigación rigurosa yestudios realizados por equipos multidisciplinares,
planteando medidas de protección estipuladas porlas autoridades responsables del planeamiento y elpatrimonio.
1.5. Utilizar análisis comparativos para establecer el significado cultural
En la valoración del significado del patrimonio arqui-tectónico del siglo XX , los bienes patrimoniales debende ser comparativamente identificados y evaluadospara analizar y comprender su significación relativa.
Artículo 2. Aplicar una metodología apropiada al
desarrollo del plan de conservación
2.1. Mantener la integridad a través delentendimiento de su significado
Para guiar cualquier intervención son necesarios unriguroso análisis histórico y una investigación apro-piada, así como la documentación. Esto requiere deuna meticulosa evaluación del bien, que incluya to-dos los elementos que contribuyen a su significado ya asegurar el mantenimiento de las características yprocesos que confieren la significación al bien. De-ben evitarse los efectos adversos del desarrollo, ladesatención y las conjeturas. Cualquier intervenciónprecisa basarse en una investigación, documentación y análisis adecuados de los materiales históricos. Laintegridad del patrimonio arquitectónico del siglo XX
no debe verse afectada por alteraciones o ampliacio-nes poco sensibles.
La comprensión de la manera en que el significa-do cultural se manifiesta en el patrimonio arquitectó-nico del siglo XX , así como de la contribución de losdiferentes elementos y valores a este, resulta esencialen la toma de decisiones adecuadas para su cuidado y la conservación de su autenticidad e integridad. Losedificios evolucionan con el tiempo, y las nuevas al-
teraciones pueden tener un significado cultural. Unmismo bien puede requerir diferentes enfoques y mé-

todos de conservación. Ha de consultarse al autor oal constructor cuando se considere relevante.
2.2. Utilizar una metodología que evalúeel significado cultural y proporcione criterios
para su conservación y respeto antesde comenzar el trabajo
La metodología utilizada en la evaluación del sig-nificado del patrimonio arquitectónico del siglo XX debe seguir criterios de conservación culturalmenteadecuados. La investigación histórica, el análisis del
significado de todos los elementos que constituyen elbien (incluidos interiores, emplazamientos y obras dearte asociadas), así como de los valores intangibles,han de ser incluidos en la elaboración de pautas paraorientar la evolución y los cambios. Es esencial queeste análisis se haya finalizado antes de comenzar lostrabajos para garantizar que su evolución y cambiosestén regidos por criterios específicos. Deben pre-parase planes de conservación. Podrán desarrollarsecartas regionales y declaraciones vinculadas a un lu-gar específico4.
2.3. Establecer límites a los cambios aceptables Para cada actuación de conservación, deben estable-cerse criterios y directrices previos al inicio de cual-quier cambio. Un plan de conservación debe definirlos elementos significativos del bien, las áreas suscep-tibles de intervención, el uso óptimo y las medidasde conservación que deben adoptarse. Debe atendera los principios arquitectónicos y las tecnologías deconstrucción específicas empleadas en el siglo XX .
2.4. Emplear expertos interdisciplinares Los planes de conservación requieren un enfoque in-terdisciplinar, que tenga en cuenta todo aspecto quecontribuya al significado cultural. Los especialistas ennuevos materiales y tecnologías de conservación pue-den tener que llevar a cabo investigaciones e inter-
cambios de conocimiento específicos debido al uso yproliferación de materiales y métodos no tradiciona-les en el siglo XX .
2.5. Incluir un plan de mantenimientoEs importante establecer un plan para el cuidado pre- ventivo y el mantenimiento regular del patrimonioarquitectónico del siglo XX , pudiendo ser también

necesario incluir un plan de consolidación de emer-gencia. El mantenimiento continuado y adecuado y
las inspecciones regulares son, consecuentemente,las mejores medidas de conservación del patrimonioarquitectónico, y reducen los costos a largo plazo.Un plan de mantenimiento servirá de ayuda en esteproceso.
2.6. Identificación de los responsables en la acción deconservación
Es importante identificar las partes encargadas y res-
ponsables de la acción de conservación del patrimo-nio arquitectónico del siglo XX . Estas pueden incluir,sin limitaciones, a propietarios, autoridades patrimo-niales, comunidades, gobiernos locales y ocupantes.
2.7. Archivos y documentaciónEs importante la elaboración de documentación desti-nada a los archivos públicos cuando se lleven a cabocambios en el patrimonio arquitectónico del siglo XX .Las técnicas de documentación deben incluir, depen-diendo de las circunstancias, fotografías, dibujos a es-cala, documentación oral, modelos tridimensionales,muestras, evaluación no destructiva y recopilacióndocumental. La investigación en archivos también esimportante.
En todas las intervenciones deben documentarseadecuadamente las peculiaridades del bien, así comolas medidas adoptadas. La documentación debe re-coger el estado al inicio, durante y después de laintervención. Dicha documentación debe ser custo-diada en lugar seguro y en un formato reproducible.Esta contribuirá a la interpretación y entendimientodel bien, aumentando de esta forma la comprensión yel disfrute por parte de usuarios y visitantes. La infor-mación obtenida en la investigación del patrimonioarquitectónico, así como en otros inventarios y docu-mentos, debe ser accesible a todas aquellas personasinteresadas en él.
Artículo 3. Investigación sobre los elementos
técnicos del patrimonio arquitectónico
del siglo
3.1. Investigación y desarrollo de métodos específicosde reparación adecuados a los materiales
y técnicas constructivas propias del siglo XX
Frecuentemente, los materiales y técnicas constructi- vas del siglo XX difieren de los del pasado. Por ello,

se requiere la investigación y el desarrollo de méto-dos de conservación específicos adecuados a estas ti-
pologías constructivas únicas. Algunos elementos delpatrimonio arquitectónico del siglo XX , en particularlos creados en la segunda mitad del mismo, puedenimplicar desafíos específicos para su conservación.Ello puede ser resultado del uso de materiales y mé-todos constructivos nuevos o experimentales o, sim-plemente, de la carencia de experiencia profesionalespecífica en su conservación. Estos materiales tienenfrecuentemente un periodo de vida más corto que
los tradicionales. Los materiales y detalles originaleso significativos que hayan de ser retirados, serán do-cumentados y se guardarán muestras representativasde los mismos.
Previamente a toda intervención debe analizarsecuidadosamente, y ha de identificarse y compren-derse cualquier daño visible o invisible. La inves-tigación del estado y deterioro de los materialesdebe ser acometida por profesionales debidamen-te cualificados, usando métodos no destructivos yno invasivos. Los análisis destructivos se reduciránal mínimo. Se requiere una investigación metódi-ca del envejecimiento de los nuevos materiales delsiglo XX .
3.2. La aplicación de la normativa precisade enfoques flexibles e innovadoresque aseguren buenos resultadosen el patrimonio
La aplicación de las normas de construcción (porejemplo, las de accesibilidad, seguridad y salud, pro-tección contra incendios, sísmica y de mejora en laeficiencia energética) pueden requerir adaptacionespara conservar el significado cultural. El análisis por-menorizado y la negociación con las autoridades bus-carán minimizar los impactos negativos. Cada casodebe ser valorado individualmente5.

basados en sus características materiales puede determinar la necesidadde intervenciones más drásticas que en los materiales tradicionales y re-querir, además, intervenciones adicionales en el uturo.
Gestión del cambio para conservarel signficado cultural
Artículo 4. Reconocimiento y gestión de las
constantes presiones a favor del
cambio
4.1. Tanto si se deben a la intervención humanacomo a las condiciones medioambientales,la gestión de los cambios es parte del procesode conservación para mantener el significado
cultural, la autenticidad y la integridaddel patrimonioLa conservación de la autenticidad y la integridades particularmente importante en los asentamientosurbanos, en los que pueden ser necesarios cambiosderivados del uso cotidiano cuya acumulación puedetener un impacto en el significado patrimonial.
Artículo 5. Administrar los cambios con sensibilidad
5.1. Adoptar un enfoque cauteloso frente a los cambios
Se hará tanto como sea necesario y tan poco comosea posible. Cualquier intervención debe ser caute-losa. El alcance y la profundidad de cualquier in-tervención han de ser minimizados. Se emplearánmétodos de reparación suficientemente probados,para evitar los tratamientos que pudieran dañar losmateriales históricos; las reparaciones se llevarán a
cabo mediante de la forma menos invasiva posible.Los cambios han de ser todo lo reversibles que seaposible.
Pueden llevarse a cabo pequeñas intervencionesque mejoren el comportamiento y la funcionalidada condición de que el significado cultural no se veadañado. Cuando se plantee un cambio de uso, ha debuscarse un uso adecuado que conserve el significa-do cultural.
5.2. Evaluar el impacto de los cambios propuestos en el patrimonio y tratar de minimizarlos antesdel inicio del trabajo
Antes de intervenir en cualquier bien patrimonial, de-ben definirse todos sus elementos asociados y com-prenderse sus relaciones y contexto. Debe evaluarseen detalle el impacto de la propuesta en los valorespatrimoniales. Se analizará la fragilidad de todos los
atributos y se conservarán los componentes más im-portantes.

Artículo 6. Asegurar el carácter respetuoso
de las ampliaciones e intervenciones
6.1. Las ampliaciones han de ser respetuosas con el significado cultural
En algunos casos pueden requerirse intervencionesque aseguren la sostenibilidad del bien patrimonial.Tras un pormenorizado análisis, las nuevas amplia-ciones deben desarrollarse de forma que completenlos atributos del bien patrimonial. Estas ampliacio-nes deben ser reconocibles como elementos nuevos,

Artículo 7. Respeto a la autenticidad e integridad

7.1. Las intervenciones han de potenciar y mantenerel significado cultural
Los elementos significativos deben repararse o res-taurarse, más que sustituirse. Es preferible estabilizar,consolidar y conservar elementos a sustituirlos. Cuan-do sea posible, los materiales usados serán semejan-tes a los originales, pero se marcarán y fecharán paradistinguirse de estos.
La reconstrucción de bienes patrimoniales total-mente perdidos o de sus elementos principales noconstituye un acto de conservación y no es recomen-dable. La reconstrucción de elementos aislados, si seapoya en documentación, puede contribuir a la co-rrecta interpretación del bien patrimonial.
7.2. Respetar el valor de los cambios significativos superpuestos y de la pátina del tiempo
El significado cultural de un bien como testimoniohistórico se basa principalmente en su sustancia ma-
terial original o significativa, y/o en sus valores in-tangibles, que definen su autenticidad. En cualquier
caso, el significado cultural de un bien patrimonial,original o derivado de intervenciones posteriores, nosolo depende de su antigüedad. Cambios posterioresque hayan adquirido su propia significación culturaldeben ser reconocidos y considerados en la toma dedecisiones sobre su conservación.
La antigüedad debe ser identificable tanto a travésde los cambios acometidos en el tiempo como de supátina. Este principio es importante para la mayoría
de los materiales del siglo XX .Los contenidos, enseres fijos y accesorios que con-tribuyan al significado cultural deben ser mantenidosen el bien en la medida de lo posible6.
Sostenibilidad medioambiental
Artículo 8. Considerar la sostenibilidad
medioambiental
8.1. Debe tratarse de alcanzar un equilibrioadecuado entre la sostenibilidadmedioambiental y el mantenimiento del
significado cultural Las presiones para mejorar la eficiencia energéticase verán incrementadas con el tiempo. El significadocultural no debe verse dañado por las medidas demejora de la eficiencia energética.
La conservación ha de considerar los criterios con-temporáneos de sostenibilidad medioambiental. Lasintervenciones en un bien patrimonial deben ejecu-tarse con métodos sostenibles y servir a su desarrollo y gestión sostenibles7. Para lograr una solución equi-librada, se consultará a los actores implicados con elfin de asegurar la sostenibilidad del bien. Deben po-nerse a disposición de las futuras generaciones todaslas opciones posibles en términos de intervención,
gestión e interpretación del lugar, su emplazamiento y sus valores patrimoniales.

Preamble
The ICOMOS International Scientific Committee forthe 20th Century Heritage (ISC 20C) is developingguidelines for the conservation of heritage sites of
the 20th century during 2011-2012. As a contributionto this debate the International Conference “Interven-tion Approaches for the 20th Century ArchitecturalHeritage – CAH 20thC” adopted on 16th June 2011the following “Approaches for the Conservation of20th Century Architectural Heritage, Madrid Document2011”.
Aim of the Document
The obligation to conserve the heritage of the 20 th
century is as important as the duty to conservesignificant heritage of previous eras. The MadridDocument 2011 contributes to the appropriateand respectful handling of this important aspectof cultural heritage. While it specifically applies toarchitectural heritage in all its forms, many of its
concepts may apply equally to other types of 20 thcentury heritage.
The Madrid Document recognises existing herit-age conservation documents1. It identifies many ofthe issues involved in the conservation of architec-tural heritage and the relationship between the ar-chitectural heritage of the 20 th century and that of
previous centuries, both in their similarities and theirdifferences.
The architecture of the 20th century is at risk from alack of appreciation and care. Some has already beenlost and more is in danger. It is a living heritage and it

Advance knowledge,understanding and significance
Article 1. Identify and assess cultural significance
1.1. Use accepted heritage identification andassessment criteria
The identification and assessment of the significanceof 20th Century Architectural Heritage, should followaccepted heritage criteria. The architectural heritage ofthis particular century (including all its components) isa physical record of its time, place and use. Its culturalsignificance may rest in its tangible attributes includingphysical location, design (including colour schemes),construction systems and technical equipment, fabric,aesthetic quality and use or in its intangible valuesincluding historic, social, scientific or spiritual associa-tions, or its creative genius, or in all.
1.2. Include interiors, fittings, associated furnitureand art works when identifying and assessing
significance
When considering the architectural heritage of the20th century, it is important to assess all aspects ofthe site including interiors, fittings and associated art works.
1.3. Assess the setting and associated landscape The contribution of the context and setting2 to thesignificance of a heritage site should be assessed, andas appropriate, be conserved and managed3.
For urban settlements the different planningschemes and concepts relevant for each period andsite should be identified and their significance ac-knowledged.

1.4. Pro-actively develop inventories of thearchitectural heritage of the 20th century
The architectural heritage of the 20th
century needsto be proactively identified through systematic sur- veys and inventories, thorough research and studiesby multi-disciplinary teams, with protective measuresestablished by the responsible planning and heritageauthorities.
1.5. Use comparative analysis to establish cultural significance
When assessing the significance of the architecturalheritage of the 20th century comparative sites mustbe identified and assessed to analyse and understandrelative significance.
Article 2. Apply appropriate conservation planning
methodology
2.1. Maintain integrity by understanding significance
Adequate research, documentation and analysis of thehistoric fabric are needed to guide any intervention.The integrity of the architectural heritage of the 20th
century should not be impacted by unsympathetic in-terventions. This requires careful assessment of theextent to which the site includes all the componentsnecessary to express its significance and to ensure thecomplete representation of the features and processes
that contribute to the site’s significance. Adverse im-pacts of development and/or neglect, including con-jecture, should be avoided.
Understanding how cultural significance is mani-fest in the architectural heritage of the 20 th century,and how different attributes and values contribute tothat significance, is essential in order to make appro-priate decisions about its care, and the conservationof its authenticity and integrity. Buildings evolve over
time and later alterations may have cultural signifi-cance. Different conservation approaches and meth-ods may be necessary within one site. The input ofthe original designer or builder should be sought, where relevant.
2.2. Use a methodology that assesses cultural significance and provides policies to retain andrespect it, prior to commencing work

follow a culturally appropriate conservation planningapproach. This will include historical research, sig-
nificance analysis of all components (including interi-ors, settings and associated art works) and intangible values in the development of policies to conserve,manage and interpret the heritage values identifiedand to guide development and change. It is essentialthat such analysis be completed before works start soas to ensure that specific policies can guide develop-ment and change. Conservation Plans should be pre-pared. Regional charters and site specific declarationsmay be developed4.
2.3. Establish limits of acceptable change For every conservation action, clear policies andguidelines should be established before consideringany changes. A Conservation Plan should define thesignificant parts of the site, the areas where interven-tions are possible, the optimum usage of the site andthe conservation measures to be taken. It should con-sider the specific architectural principles and buildingtechnologies used in the 20th century.
2.4. Use interdisciplinary expertise Conservation planning requires an interdisciplinaryapproach, considering all attributes of the heritagesignificance. Specialists in modern conservation tech-nology and new materials may be required to under-take specific research and exchange of knowledgedue to the use and proliferation of non-traditional
materials and methods in the 20th century.
2.5. Provide for maintenance planning It is important to plan for the regular preventive careand maintenance of 20th century architectural herit-age. Emergency stabilisation may also be required.Continual and appropriate maintenance and periodicinspection is consistently the best conservation meas-ure for architectural heritage and reduces long term
costs. A Maintenance Plan will assist this process.
2.6. Identify responsible parties for conservationaction
It is important to identify the parties who are to be re-sponsible and accountable for conservation action forthe architectural heritage of the 20th century. Thesemay include, but not be limited to, owners, heritage

authorities, communities, local government and oc-cupants.
2.7. Archive records and documentation When making changes to the architectural heritage ofthe 20th century, it is important to produce records forpublic archiving. Recording techniques may includephotography, measured drawings, oral histories, 3Dmodeling, sampling, and non-destructive evaluation,depending on the circumstances. Archival research isalso important.
For every intervention, the peculiarities of the siteand the measures taken should be documented ap-propriately. The documentation must record the statebefore, during and after the intervention. Such docu-mentation should be kept in a secure place and inup-to-date replicable media. It will assist the presen-tation and interpretation of the site, thereby enhanc-ing its understanding and enjoyment by users and visitors. Information acquired in the investigation ofarchitectural heritage, as well as other inventories anddocumentation, should be made accessible to inter-ested persons.
Article 3. Research the technical attributes of 20th
century architectural heritage
3.1. Research and develop specific repair methods ap- propriate to the unique building materials and
construction techniques of the 20th century 20th century building materials and construction tech-niques often differ from traditional materials andmethods of the past. Therefore, there is a need toresearch and develop specific repair methods whichmay be appropriate to unique types of construction.Some elements of the architectural heritage of the20th century, especially those created after the mid-dle of the century, may present specific conservation
challenges. This may be due to the use of new orexperimental materials and construction methods, orsimply to a lack of specific professional experience inits repair. These materials frequently have a shorterlifespan than traditional materials. Original/significantmaterials or details should be recorded if they have tobe removed and representative samples of elementsshould be stored.
Before any intervention, these materials should
be carefully analysed and any visible and non-visi-ble damage identified and understood. Investigations

into the condition and deterioration of materials areto be undertaken by suitably qualified professionals
using non-destructive and carefully considered non-invasive methods. Limit destructive analysis to the ab-solute minimum. Careful investigation into the agingof materials of the 20th century will be required.
3.2. The application of standard building codesneeds flexible and innovative approaches toensure appropriate heritage solutions
The application of standardised building codes (e.g.accessibility requirements, health and safety code re-quirements, fire-safety requirements, seismic retrofit-ting, and measures to improve energy efficiency) mayneed to be adapted to conserve cultural significance.Thorough analysis and negotiation with the relevantauthorities should aim to avoid or minimise any ad- verse impact. Each case should be judged on its indi- vidual merits5.
Manage change to conserve culturalsignificance
Article 4. Acknowledge and manage pressures

Article 5. Manage change sensitively
5.1. Adopt a cautious approach to change Do only as much as is necessary and as little as pos-sible. Any intervention should be cautious. The ex-

characteristics may mean that they need more drastic interventions than
traditional materials and that they could also require additional interven-tion in the uture.
tent and depth of any change should be minimized.Use proven methods of repair and avoid treatments
that may cause damage to historic materials; repairsshould be undertaken using the least invasive meanspossible. Changes should be as reversible as pos-sible.
Discrete interventions can be introduced that im-prove the performance and functionality on condi-tion that the cultural significance is not adversely im-pacted. When change of use is under consideration,care must be taken to find an appropriate reuse thatconserves the cultural significance.
5.2. Assess heritage impacts of proposed changes prior to works commencingand aim to mitigate
Before intervening in any site of cultural significance,all components should be defined and their relation-ship and setting understood. The impact of the pro-posal on the cultural significance must be thoroughlyassessed. The sensitivity for change of every attributemust be analysed and significant components con-served.
Article 6. Ensure a respectful approach
to additions and interventions
6.1. Additions need to respect cultural significance In some cases an intervention may be needed to en-
sure the sustainability of the heritage site. After care-ful analysis, new additions should be developed thatcomplement the attributes of the heritage site. Theseadditions should be discernable as new elements, as well as being in harmony with the existing heritagesite and not competing with it.
Additions should be designed to respect the site,scale, composition, proportion, structure, materi-als, texture and colour of the heritage site. Additions
should be identifiable upon close inspection.
6.2. Design interventions taking into account ofexisting character, scale, form, siting, materials,colour, patina and detailing
Designing in context does not mean imitation. Care-ful analysis of surrounding buildings and sympatheticinterpretation of their design elements may assist inproviding appropriate design solutions.

Article 7. Respect the authenticity and integrity of
the site
7.1. Interventions should enhance and sustaincultural significance
Significant elements must be repaired or restored,rather than reconstructed. Stabilizing, consolidatingand conserving elements are preferable to replacingthem. Where possible, replacement materials shouldbe matched like for like, but marked or dated to dis-tinguish them.
Reconstruction of entirely lost heritage sites or oftheir important elements is not an action of conserva-tion and is not recommended. Limited reconstructionof missing components, if supported by documenta-tion, may contribute to the integrity and or under-standing of the heritage site.
7.2. Respect the value of significant layers of changeand the patina of age
The cultural significance of a heritage site as historic
testimony is principally based on its original or signif-icant material substance and/or its intangible values, which define its authenticity. However, the culturalsignificance of an original heritage site or of later in-terventions does not depend on their age alone. Laterchanges that have acquired their own cultural sig-nificance should be recognised and respected whenmaking conservation decisions.
Age should be discernible through all the inter-
ventions and changes that have occurred over time,as well as in their patina. This principle is importantfor the majority of materials used in the 20th century.
Contents, fixtures and fittings that contribute tocultural significance should always be retained on thesite where possible6.

Conservation should take into account contem-porary approaches to environmental sustainability.Interventions to a heritage site should be executed with sustainable methods and support its develop-ment and management7. To achieve a practical bal-anced solution consultation with all stakeholders isneeded to ensure sustainability of the site. All pos-sible options in terms of intervening, managing andinterpreting the heritage site, its wider setting and itsheritage values must be retained for future genera-tions.

Article 9. Promote and celebrate 20th century

community
9.1. Presentation and Interpretation are essentialaspects of the conservation process
Publish and distribute 20th century architectural herit-age research and conservation plans, and promoteevents and projects wherever possible among the ap-propriate professions and broader community.
9.2. Communicate heritage values broadly Engage with key audiences and stakeholders in dia-logue that assists in the appreciation and understand-ing of 20th century heritage conservation.
9.3. Encourage and support professional educational programs to include 20th century heritageconservation
Educational programs and professional training needto include the principles of conservation of 20th cen-tury heritage8.

Glossary
Authenticity is the quality of a heritage site to expressits cultural values through its material presence andintangible values in a truthful and credible manner.It depends on the type of cultural heritage and itscultural context.
Conservation means all the processes of lookingafter a site so as to retain its cultural significance.
Cultural significance means aesthetic, histor-ic, scientific, social and/or spiritual value for past,present or future generations. Cultural significanceis embodied in the site itself, its setting, fabric, use,associations, meanings, records, related sites and re-lated objects. Sites may have a range of significancesfor different individuals or groups.
Integrity is a measure of the wholeness and in-tactness of the built heritage and its attributes. Ex-
amining the conditions of integrity therefore requiresassessing the extent to which the property:
a) Includes all elements necessary to express its value.b) Ensures the complete representation of the fea-
tures and processes which convey the proper-ty’s significance.
c) Suffers from adverse effects of developmentand/or neglect.
Intervention is change or adaptation includingalteration and extension.
Maintenance means the continuous protectivecare of the fabric and setting of a site, and is to bedistinguished from repair.
Reversibility means that an intervention can es-sentially be undone without causing changes or al-terations to the basic historical fabric. In most casesreversibility is not absolute.

Preambule
Le comité scientifique international de l’ICOMOS dupatrimoine du XXe siècle (CSI XXe s.) a élaboré en2011-2012 des directives en faveur de la sauvegardedes biens patrimoniaux du XXe siècle.

Objetif du Document
Le devoir de sauvegarde du patrimoine du XXe siècleest aussi impératif que celui de sauvegarde du patri-moine historique des siècles passés.
Le patrimoine architectural du XXe siècle est gra- vement menacé du fait d’un manque de reconnais-sance et d’absence d’entretien.
Une partie de ce patrimoine est d’ores et déjàperdue, une autre est fortement menacée. C’est unpatrimoine vivant qu’il est essentiel de comprendre,
de définir, d’interpréter et de gérer au mieux pour letransmettre aux générations futures.
