Crestview, Florida (located in North OkaloosaCounty), is one of the fastest-growing cities inthe state of Florida. The Crestview area containsthe towns of Baker, Laurel Hill, Holt, Milliganand Escambia Farms, to name a few. The CSX, Inc. Railroad runs throughCrestview, which brings business to thearea. Parallel with this railroad, the OldSpanish Trail extends west fromJacksonville to El Paso, TX. This trail wasone of the great truck lines of the country,and is rich in tradition and history of theIndian, French, Spanish and Englishsettlers.
Crestview was officially incorporated in1916. The name was chosen because of itslocation on the peak of a long woodlandrange between the Yellow and Shoal rivers,which flow almost parallel on the east andwest side of the city. After the State Legislature formed Okaloosa County in1915 from portions of the western Walton County and eastern Santa RosaCounty, Crestview became the county seatin 1917 and remains so today.

Departmentof Defense
Our community andnation greatly benefitfrom our localmilitary bases andauxiliary fields. Justsouth of Crestview,beginning at the
Shoal River, lies Eglin Air Force Base.Eglin, the largest Air Force base in theworld, covers three counties and over 724square miles of land and123,000 square miles intothe Gulf of Mexico. Morethan 20,000 jobs and $1.4billion are tied directly toactivities at Eglin Air ForceBase, Hurlburt Field andDuke Field. The totaleconomic impact ofDepartment of Defense(DOD) activity in OkaloosaCounty is over $7 billion—making it the largestemployer since its inceptionin 1935, and makingOkaloosa County the mostDepartment of Defense-dependent county in thestate. Eglin also comprises laboratories, testsites and 10 auxiliary fields, includingDuke and Hurlburt Fields.
The Active Associate Unit is at Duke Field.The Air Force Reserve owns the aircraftand active duty provides aircrew andmaintenance personnel to share themission with reserve members. Duke Fieldis located just five miles south of Crestviewand houses part of the 919th SpecialOperations Wing (SOW). The 919th SOWincludes the 711th Special OperationsSquadron (SOS), the 919th MaintenanceSquadron (MXS), the 8th SOS, the 716thMXS and will soon be the home of the U.S.Army’s 7th Special Forces—along with
subordinate units of the 1st SOW ofHurlburt Field.
The cantonment area at Eglin for the 7thSFG includes operations and maintenancefacilities, housing, dining facilities andmunitions storage and loading facilities.The area is located west of Duke Field onHighway 85. Accommodations for theirtraining requirements include range space
and airspace and scheduling for associatedtraining missions. The cantonment areaincludes facilities for three Special Forcesbattalions; a motorized Special Forcesbattalion, a group support battalion and thegroup headquarters. Approximately 5.1million square feet of buildings and hardsurfaces were completed in 2011.
The 7th SFG, an operational unit of theU.S. Army Special Forces, was activated onMay 20, 1960. Its purpose was to conductunconventional operations and train alliedarmed forces in Central and SouthAmerica. The 7th SFG today maintains acontinuous presence throughout Centraland South America, conducting Specialoperations missions in support of the U.S.
Southern Command's RegionalEngagement strategy. These missions makeSpecial Forces unique in the U.S. militarybecause they are employed throughout thethree stages of the operational continuum:peacetime, conflict and war.
On an everyday basis, soldiers of the U.S.Army Special Forces Command (Airborne)are deployed around the world, living up to
their motto - De OppressoLiber. "To Free theOppressed."
The Air Force SpecialOperations Command’s(AFSOC) largest unit, the1st SOW, is a native ofHurlburt Field. AFSOCunits are responsible forproviding specializedairpower and also equips,trains, educates and deploysAir Force Special Operationsforces around the world.Hurlburt Field is locatedsoutheast of Crestview nearMary Esther and Highway98. Other units based at
Hurlburt Field include the 720th Specialtactics Group (STG), 505th Command andControl Wing and the 823rd Red HorseSquadron.
Eglin Air Force Base also accommodatessome associated organizations—such as the6th Ranger Training Battalion, the 20thSpace Control Squadron and the ExplosiveOrdinance Disposal of the Naval School.
Yes, Eglin Air Force Base and itscomponents are a very large part of ourland, our community, our economy, ourlives and our nation.

Crestview is growing andthriving like never before! Weare growing at a rate ofapproximately 2.39 percentper year. We are consideredone of the fastest-growingcities in Florida, and we have
been nationally recognized as a top 20metropolitan area with the highest rates ofhouse appreciation. Over 313 permits havebeen issued for new homes and more than 20new businesses were building their stores inCrestview in 2011. Add to that all the newbusinesses moving into already-built facilitiesand one can see how quickly we aredeveloping.
With all this new development come jobopportunities and more income spent locally.The Alabama border and south CovingtonCounty border are just north of Crestview. Weare surrounded by small towns that count onCrestview for all their needs. Crestview alonehas a population of more than 22,000 andanother 62,347 residents in the immediate area.Including south Covington County in Alabamaand DeFuniak Springs in north Walton County,businesses cater to a population ofapproximately 174,634!
Our economy is mostly driven by military,tourism, real estate and manufacturing. Thegrowth management terms for the city andcounty have stated that there is so muchdevelopment going on that it is hard to keeptrack of it all.
Not only are new businesses coming in, nativebusinesses are expanding. Some of thesebusinesses are the county’s larger employersand include L-3 Crestview Aerospace (winnerof the 2002 Governor’s Business LeadershipAward for District 1), Aerospace IntegrationsCorporation (winner of the 2001 Governor’sLeadership Award for District 1), BayouMechanical, Lowe’s, Gulf Power (a SouthernCompany), Choctawhatchee ElectricCooperative (CHELCO) (a TouchStone EnergyCooperative, Qwest Airparts and NEWCorporation), the first major corporation totake advantage of the area’s Enterprise Zone,and Segers Aero, just to name a few. Eglin AirForce Base, which is already Okaloosa’s largestemployer, will also grow due to other baseclosings. Many of Crestview’s nationallyfranchised restaurants are in the top twopercent of their chains.

Crestview has been blessedwith a diverse populationand history that give wayto an equally-variedculture. The area’s historydates back to before thecolonization of the New
World. Many local museums help tomaintain and document the heritage of thearea. Carver-Hill Museum works topreserve the African-American influence inthe Crestview Area. Other museumsinclude the Baker Block museum (locatedfour miles west of Crestview in Baker, FL);the Heritage Museum in Valparaiso, FL; theAir Force Armament Museum on Highway85; and the Indian Mound Museum indowntown Fort Walton Beach.
The Northwest Florida State Collegecampus in Niceville houses an arts center.The center is 120,000 square feet andprovides complexes that remain unrivaledin the entire region—catering to bothstudents and the public. The facilities, at acost of $20 million, feature a 1,650-seattheater that hosts an annual series oftouring Broadway shows, the 195-seatSprint Theatre (providing flexible space forsmaller productions) and a 2,000-square-foot dance studio. The fine arts complexincludes an art wing, which houses thecollege’s multimillion-dollar, permanentcollection, as well as hosts travelingexhibits. The music wing features rehearsalhalls for the symphony orchestra, jazz bandand symphonic band; a recording studio; arecital hall; music theory and compositionroom and choir rehearsal halls.
One contributing organization, the OldSpanish Trail Festival Society, works tomaintain the Trail’s history while educatingothers on its rich heritage. The societyhosts a festival each year and its park andpavilion are home to a variety of festivals,fairs and competitions, each of whichattract thousands of people.

Serving all of north OkaloosaCounty, the library is operated by the cityof Crestview with funding provided by thecity and the Okaloosa County Board ofCommissioners. It is one of the six citylibraries (Crestview, Destin, Fort WaltonBeach, Mary Esther, Niceville andValparaiso) in the Okaloosa County PublicLibrary Cooperative. The Mayor serves a four-yearterm. Mayoralresponsibilities includeattendance at meetings,direction and supervision ofthe fire department andpolice department, and
validation of public documents andordinances. The Mayor also acts as theChief Executive Officer of the city.
The City Council is the lawmaking body ofthe city. The council is responsible forserving and advancing the general welfare,health, happiness and safety of our citizensthrough exercising its legislative authority.They are elected for four-year terms ofoffice.
The council determines the budget,policies, programs and plans for the future,plus considers major problems and issueswhich confront the city government. Thecouncil prepares and reviews bills, andthose that are adopted become laws in theform of ordinances.
Perhaps the most important task facing theCity Council is guiding Crestview’s future.The Comprehensive Plan addresses landuse, public facilities, zoning and how
development and growth within the cityshall occur. A public forum process is usedextensively to allow Crestview citizens tohave input into the governance process.
Citizen committees perform a veryimportant function in the operation of citygovernment. Many items before the councilare usually first reviewed by one or morecommittees. A report on the matter is thenprepared by the administrative staff andsent to the council for action.
The City Clerk is designated by the Charterand State of Florida as official recordscustodian of public documents and isresponsible for enactment of laws andresolutions while coordinating andscheduling regular and special elections.The City Clerk is elected by all citizens toserve a four-year term of office. Attendanceat the City Council meetings is mandatedby the city charter.
The Administrative Services Department isa multi-functional department. Divisionswithin the department consist of Planningand Zoning, Code Enforcement, BuildingInspections, CRA/Main Street Program,Parks and Recreation, Animal Control andthe Robert L.F. Sikes Public Library.
Duties within the department includecoordinating the Comprehensive Plan andLand Use Regulations pursuant to theFlorida Growth Management Act,processing requests for commercial projectsand subdivisions, issuing developmentpermits, coordinating building inspections,providing information pertaining toannexation, rezoning, and land usechanges, and receipt and processing ofcomplains relating to violations of theCrestview Code.
The Public Services Department is amulti-functional department thatprovides supervision andoperation of streets, roads,alleyways, easementsmaintenance, water, sewer,building/propertymaintenance and fleetoperations. Thedepartment providescontinuous operationof all water andsewer distributionsystems andoversight of a 320-acre solid wastetreatment plantand irrigated sprayfield.
