Community Wardens at Crawley Borough Council have attained the Warden Charter Award for their quality service to the community.

The council’s wardens are the ‘eyes and ears’ of the community with the main priorities of reducing anti-social behaviour and litter.

The team was awarded the charter in July after it was assessed by the London Training and Resource Centre as strong in many areas including tackling anti-social behaviour, graffiti removal, removing abandoned vehicles and working with local volunteers and community groups.

Community wardens patrol the streets from 7.30am to 10pm, seven days a week, 365 days a year and act as a friendly and approachable point of contact for residents while providing a uniformed presence on the streets.

For more information about the wardens log on to www.crawley.gov.uk/wardensTo report anti-social behaviour in office hours call 0800 5875 888 or 07884 492324 for an emergency response.

Crawley Borough Council is cracking down on fly-tipping and will start a targeted campaign from 8-14 October.

Some anti-social residents are fly-tipping household rubbish, garden waste and furniture instead of disposing of it properly at a Household Waste Recycling Site.

The campaign begins in Broadfield and will extend into other neighbourhoods afterwards.

Fly-tipping is a crime, it’s illegal and ruins the appearance of your neighbourhood. It also encourages fly-tipping by others.

If you see someone fly-tipping call the Community Wardens on 07884 492324. You can also report litter and fly-tipping online at www.crawley.gov.uk/flytip or by calling 0800 5875888.

Fly-tipping campaignCrawley Borough Council offers renovation repair loans to help owner/occupiers on a low income or means tested benefit to carry out essential repairs.

If you need financial help with the cost of essential repairs like boiler

replacement, electrical rewiring or roofing repairs contact Becky Gostick at Crawley Borough Council on 01293 438939 or email [email protected] for more information.

On 21 October Crawley Scouts will be walking or cycling the Greenway to raise funds – and want you to join them!

The Greenway is a 15 mile circular route. Its green and quiet pathway passes through most neighbourhoods, taking in the best of rural Crawley and passing by urban and industrial areas.

You can join in the walk or ride at any point and leave at any point, walking or cycling for as long as you want. There will be rest and refreshment stations every two or three miles.

Just turn up on the day and start walking or cycling. Follow the signs to your nearest checkpoint and sign up there.

The Scouts is the Mayor’s charity for 2012/13.

Keen cyclists wanting an alternative route to Paris can now pedal along the new Avenue Verte, which runs through Crawley from London.

Starting at the London Eye and ending at Notre Dame 250 miles away, the route passes through Surrey, West Sussex and East Sussex before reaching Newhaven where cyclists catch the ferry to Dieppe.

The Avenue Verte is mostly traffic-free in both England and France and leaves/enters Crawley from

the Worth Way, passing through Maidenbower, Furnace Green, Three Bridges and Manor Royal.

The project has involved East Sussex, West Sussex and Surrey County councils, Transport for London (TfL) and Sustrans, in partnership with Le Departement Seine-Maritime in France.

A guide book to the route will be available through Sustrans soon. For more information visit www.crawley.gov.uk/cycling

Thirty empty properties in West Sussex will be brought back into use to provide affordable housing for almost 100 young homeless people.

Sussex Central YMCA has been awarded a grant of £900,000 to bring 30 unoccupied homes back onto the rental market in Crawley, Horsham and Mid Sussex.

The charity will work in partnership with the council to identify empty

properties and the money will be used to redevelop these properties and make them suitable for letting to young people in housing need.

If you own a property that has been empty for more than six months and would be interested in leasing it to Sussex Central YMCA call 01273 222550 or email emptyhomes@ sussexcentralymca.org.uk

With summer a distant memory, it’s time to start thinking about plans for Christmas!

Christmas 2012

Crawley Town FC are heading up through the leagues – but this means more supporters and more vehicles around the Broadfield Stadium on match days.

So Crawley Borough Council has launched a Scrutiny Panel aimed at addressing match day parking and wants people affected to get in touch and let us know of any issues they have.

The next meetings of the Crawley Town FC Partnership Travel Scrutiny Panel takes place at Broadfield Youth and Community Centre, Broadfield Barton, on

Tuesday 27 November and Tilgate Community Centre, Shackleton Road on Tuesday 24 January. Both start at 7pm.

Part of the meetings will be reserved for interested parties to address the councillors on the panel.

A short questionnaire where residents can give us their feedback is online at www.crawley.gov.uk/scrutiny Comments about match day parking can also be emailed to [email protected] or given over the phone by calling 01293 438549.

Three of Crawley’s attractive parks have again been awarded the prestigious Green Flag.

Tilgate Park has received the award for the eleventh consecutive year while Goffs Park, in Southgate, and the Memorial Gardens in the town centre have picked up their fifth Green Flags – the national standard for quality parks and green spaces.

Tilgate Park boasts a nature centre, golf course, lakes, lawns and gardens, woodland walks, play facilities, cafe, craft units and more.

Goffs Park has a lake, 18-hole pitch and putt course, miniature steam railway and state-of-the-art play facilities.

Memorial Gardens are an oasis of calm in the bustling town centre, with lunching office workers and sunbathers enjoying the lush lawns and vibrant plants.

The Green Flag Award is sponsored by the Department for Communities and Local Government, English Heritage and Natural England.

More than 2,500 fruit smoothies have been made since Crawley Wellbeing invested in pedal power to increase fitness – and a healthy diet.

The two smoothie bikes – one for children, one for teenagers and adults – are similar to exercise bikes, except the rotation of the rear wheel powers a blender, turning all sorts of fruit into delicious drinks.

They have been taken to schools, community groups, events and businesses and are a fun way to promote physical activity and healthy eating.

Crawley Wellbeing have taken the bikes to many primary and secondary schools, Central Sussex College, Beavers, Cubs, Scouts and Guide groups as well as big events like the Big Jubilee Lunch and Sport Relief.

Crawley has won another gold at the South and South East in Bloom awards.Crawley picked up the gold award in the small city category, up against Canterbury, Fareham and Gosport, on 13 September. Fareham was the category winner.

This latest award adds to the town’s incredible in Bloom success over the past few years – and it could get even better next week.

Crawley has also been selected to represent the south east in the small city category at the Britain in Bloom awards on 6 October and is up against Gosport, Harrogate, Loughborough and Taunton.

The judges scored Crawley’s entry highly in all three categories – parks and streetscene, environmental responsibility and community participation.

The judges were particularly complimentary about the thriving Let’s FaCE it! community volunteering campaign, attractive planting schemes in the town centre, recent improvement works in Tilgate Park, our recycling programme and involving residents in snow clearance.

The first ever Police and Crime Commissioner elections take place in November.

Only people registered to vote can have their say. Crawley residents received voter registration

forms in July and canvassers are out now to collect unreturned forms. The deadline to register

is 10 October.

The register needs to be updated every year and Crawley Borough Council sends out new forms

to every home each time. Failing to register means the council will assume you no longer live

at the address and you will lose your right to vote. This could mean you can’t open a bank

account, get a loan, mortgage or credit card.

To register to vote, call 0800 025 3140, text 020 3137 9094 or email www.register-online.co.uk

if there are no changes. Alternatively if you have any new details complete and return

the registration form to the Town Hall.

For more information contact Andrew Oakley, Electoral Services Manager, on 01293 438346

or [email protected]

How to voteAlways read the instructions for filling in the ballot paper carefully, even if you have voted

before. The ballot paper lists the name of each candidate along with their party name,

party logo and address. There are two columns next to each name. You should put an X (a cross) in the left-hand column

next to your first preference and an X in the right-hand column next to your second preference.

If you make a mistake then you can ask the polling staff to give you another ballot paper.

The first preferences are counted, and if a candidate has received more than 50 per cent

of the votes cast they are elected. If no candidate has more than 50 per cent of the vote, all candidates, apart from those in the first

and second place, are eliminated. The votes showing a first preference for one of the eliminated

candidates are checked for their second preference. Any second preference votes for the

two remaining candidates are then added to their first preference votes and the

candidate with the most votes wins.

Landscaping work at Worth

Park is due to start shortly

marking the first steps towards

restoring the park to its former

Victorian glory.

The park will undergo huge

transformation over the next

five years thanks to a massive

£2.4m grant from the Heritage

Lottery Fund. Crawley Council

is also contributing £975,000

towards the project.

The money, from the HLF’s Parks

for People programme, will be

used to restore and enhance

the area, making it more

attractive to visitors and allowing

them to enjoy its history.

Worth Park was originally a

medieval deer park and formed

part of the Forest of Worth, which

stretched from Slaugham in the

south to Worth in the north.

The Worth Park Estate was

purchased by Sir Joseph Montefiore

in 1850. Joseph died in 1880

and the house and garden was

remodelled by his son Francis

Abraham Montefiore.

The park was turned into a high

status, late Victorian pleasure

garden and landscape, constructed

by James Pulham and Son, who

also designed features for the

gardens of Buckingham Palace

and Sandringham House.

The three per cent overall increase in crime in Crawley was due mainly to an increase in cases of theft, particularly shoplifting, and may be linked to the current economic recession.

In bringing about these significant reductions, the Safer Crawley Partnership worked with many local organisations including Crawley ShopWatch, PubWatch and Neighbourhood Watch.

During the year, the partnership worked with the council’s new Nuisance and Anti-Social Behaviour Team and is working with them on ways to prevent anti-social behaviour occurring in the first place and intervening earlier to stop it escalating.

Crawley has again seen major reductions in crimes over the past year.Domestic burglary was down 20 per cent to 263 offences, criminal damage was down 11 per cent to 1,218 offences, vehicle crime was down four per cent to 754 offences and public place violent crime was down four per cent to 1,129 offences.

Working closely with Addaction and Crawley Open House, the partnership launched an adult outreach street drinker and problem drug misusers’ project in the town centre and in hot spot neighbourhood locations. It also launched a campaign to reduce the menace of mini motos, expanded its use of Twitter and Facebook and undertook winter and summer anti-burglary campaigns.

It provided drug and alcohol harm reduction information to prisoners in police custody, recognising that drug and alcohol misuse are major drivers of crime in Crawley, particularly violent crime and criminal damage. It launched a new service to support high risk victims of hate crime and funded and

supported the domestic violence drop-in for victims of domestic and sexual violence.

The partnership was successful in reducing the rate of reoffending of those leaving prison. It expanded its CCTV coverage on neighbourhood parades and saw the roll-out of the programme to replace 80 per cent of all street lighting in residential areas.

The partnership also saw the launch of a new Neighbourhood Policing Team newsletter, secured funding for a major upgrade of security on the Manor Royal Business District and expanded its Automatic Number Plate Recognition system on the Sussex and Surrey border.

Councillor Bob Lanzer is the Leader of Crawley Borough Council and Chair of the Cabinet. His responsibilities include the general direction of policy, community leadership, communications, emergency planning, property and construction, and finance. Here, Bob explains what his role involves.

I provide political leadership for the council. The role of leader is extremely varied and regularly brings with it new opportunities and challenges. Crawley is a vibrant community and there is always something new happening here.

My six colleagues on the Cabinet lead on particular areas but my policy role is quite large because I chair the Cabinet, one of the major decision-making committees.

I work with the Cabinet members on many initiatives and as leader get involved in all aspects of the council’s work. At the moment, some of the biggest challenges are changes to Council Tax Benefit, welfare reform and generally doing more with less. On a brighter note we are moving forward with major town centre regeneration.

We have just embarked on a consultation to find out what residents think about changes to Council Tax Benefit. From April 2013 the

Government will no longer pay the full cost for support with Council Tax bills.

We’ve drafted a new scheme which aims to be fair and is designed to help some of the most vulnerable people in our community while encouraging people back to work. For more information, and to tell us what you think, turn to page seven.

One of the council’s priorities is to promote economic growth in places like the town centre and Manor Royal. Town Centre North, a large-scale development, will see a step change in Crawley’s retail offer as well as providing a hotel, supermarket, cafes and restaurants.

Building work on the first phase of Town Centre North, on the former Sussex House site, will begin soon. This is extremely exciting and promises to build on Crawley’s reputation as a regional shopping location.

As well as policy matters, I attend many meetings and events as leader. These can be anything from a public meeting on a contentious topic to greeting High Commissioners, which I was fortunate enough to be able to do when the Olympic Torch Relay reached Crawley in July.
