Accept the bid and award Procurement Contract No. 7288, between Alameda County Public Works Agency and Sea Pac Engineering, Inc., (Principal: John Lee, President; Location: Los Angeles, CA), in an amount of at least $50,000,00 and not to exceed $1,000,000.00 for the Repair, Remodel and Renovation on Public Works Agency Facilities on an as needed basis, for the tenn of one year, beginning on March 1,2012, and ending on February 28, 2013; and 2. Authorize the Director of Public Works to prepare the proper contract documents and bond fonns for completion by the contractor, have said documents reviewed and approved by County Counsel, and executed by the President of the Board. SUMMARY101 SCUSSION: On November I, 20 II, your Board authorized the Public Works Agency to solicit bids for a Job Order Contract (JOC) for repair, remodel and renovation of Public Works Agency facilities on an as-needed basis. The JOC is a competitively bid contracting program and software system implemented in 2008 by GSA. The program will streamline the construction bidding process, by eliminating the need for the Agency to solicit bids and award contracts for small individual projects. Additionally, the program will assist the Agency in building underutilized local contractor participation, by offering subcontracting opportunities for small and local firms. It is expected to reduce procurement time and increase project scheduling flexibility. "To Serve and Preserve Our Community"

SELECTION CRlTERlA AND PROCESS:

This project was publicly bid and the Enhanced Construction Outreach Program (ECOP) will be applied, including:

• A contract goal of 60% (0 be awarded to local businesses and 20% to certified small local businesses (where 20% certified small local participation (!1f!J!. be a part of the 60% local participation and is not required fa be in addition to the 60% local participation;

• A contract goal of 15% Minority Business Enterprise (MBE) and 5% Woman-Owned Business Enterprise (WBE) participation (where the 5% WBE participation may not be a part of the J5% MBE participation The J5% MBE and 5% WBE is not required to be in addition to, and may be a part ofthe above referenced 60% local and 20% certified small local participation goals);

• Contractors 10 demonstrate the ability and willingness to provide jobs required to complele COl/nly construction projects to local apprentices, youth, unemployed and under-employed County residents.

For the bid process, PWA staff sent Press Releases sent to 19 local Chambers of Commerce, posted contract documents in 23 Plan Rooms and/or trade organizations, on the GSA Current Contracting Opportunities website, and on the PWA website. Two mandatory pre-bid conferences were held and altended by representatives from 20 contractors.

On December 13, 2011, j()lrr sealed bids were received and opened. The contract is being awarded based on the lowest bose bid ACF (Award Criteria Factor), which is calculated using several different specified tasks types and hours ofwork.
