2 CITY OF RYDE PROCUREMENT
The ATTACHED report on formal procurement at the City of Ryde provides information as to Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement (if any) that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. This includes all procurement in the bracket of $50k - $150k in value (Request for Quotation) or exceeding $150k inc GST (Request for Tenders).
Some of these processes may be marked as being limited to selective respondents. Where this is the case, there has been a publicly advertised Expression of Interest process to establish select respondents or a panel of select respondents that are prequalified to undertake the required works.

4 MEADOWBANK PARK FIELDS 7 AND 8 CAPITAL PROJECT - COMMUNITY CONSULTATION
Following a report to the Works and Community Committee on 9 April 2016, Council resolved to increase the funding for reconstruction works to occur at Meadowbank Park Fields 7 and 8 as part of the 2016/17 Capital Works Program. As advised in the report, to achieve the best outcome for Council and the sporting community the project has now been scoped to cap and regrade the area, install irrigation, field drainage, improve the stormwater infrastructure and returf the fields. These works will involve a significant amount of imported fill, the use of heavy machinery which will impact on the availability of the fields for sporting and community group use during the works. A community information session has been scheduled to provide stakeholders with an opportunity to obtain further information on the project. This has been scheduled for Monday 22 June from 5.00pm – 6.00pm at Meadowbank Park (Rotunda near to the playground). Interested Councillors are invited to attend this session and should RSVP through the Councillor Help Desk should they wish to do so.

5 NOTIFICATION FROM THE DEPARTMENT OF PLANNING & ENVIRONMENT REGARDING THE EXHIBITION OF SECTION 75W MODIFICATION APPLICATION TO THE CONCEPT PLAN APPROVAL ( REF: MP10_0112 MOD 7) FOR THE MIXED USE RESIDENTIAL AND RETAIL DEVELOPMENT AT 110-114 HERRING ROAD, MACQUARIE PARK (STAMFORD HOTEL SITE)
The purpose of this CIB item is to advise the Councillors that NSW Department of Planning & Environment (DPE) has received a request from Stamford Property Service Pty Ltd pursuant to Section 75W of the EP&A Act 1979, to modify the Concept Plan Approval for the Mixed Use Development at 110-114 Herring Road, Macquarie Park (Stamford Hotel site). In summary the application seeks to:
Increase the height of the Melbourne Building from 12 storeys to 22 storeys to match the height of building control in the LEP 2014 as amended,
Increase in the FSR from 2.28:1 to 2.5:1 to match the FSR control in the LEP 2014 as amended,
Increase the total approved gross floor areas (GFA) of the development to 56,082m2 (additional 4,943.5m2 of GFA and 60 apartments), and
Amend visitor car parking rates (1 space per 10 apartments). Following Figures show in colour, the proposed changes to the building envelope:

The submitted documents indicate that the Concept Plan Approval involves the development of the site in two stages. Stage 1 is a project application for 4 residential apartment buildings to contain 343 apartments has been approved (subsequently amended) by the Planning Assessment Commission (PAC) concurrently with the Concept Plan on 26 September 2012. Stage 2 application is to build 3 mixed use buildings with a total of 297 apartments has been approved by JRPP on 28 October 2015. Melbourne Building is one of these three buildings. The DPE has commenced public exhibition of the request on Thursday, 2 June 2016 which will continue until Friday, 1 July 2016. The DPE has invited Council to make a submission on the request by the closing date of the exhibition period. At DPE’s request a hard copy of the submitted documents has been placed at Ground Floor Customer Service area of the Civic Centre, No. 1 Devlin Street, Ryde and will be available for viewing by the members of the public for the duration of the exhibition period. Council staff are reviewing the proposal to identify any issues arising with a view to making a submission if required. 6 JOINT REGIONAL PLANNING PANEL (JRPP) DETERMINATION - 589-619 VICTORIA ROAD, RYDE (HUNTER HOLDEN SITE)
On 1 June 2016, the Sydney East Joint Regional Planning Panel (JRPP) resolved to refuse development consent for the demolition of existing buildings and construction of a mixed use development comprising 2 buildings (over 2 blocks) containing a total of 145 residential units & 5,339m2 of car showroom floorspace, at 589-619 Victoria Road, Ryde (Hunter Holden). Council had received 32 submissions objecting to the proposal and the assessment report to the JRPP recommended refusal for a number of reasons. These primarily related to excessive height, inadequate setbacks, inappropriate design, non-compliances with the SEPP65 Apartment Design Guidelines, adverse amenity impacts on properties in the adjacent low density zone, incompatibility with the site specific component of DCP2014, and inadequate information. The JRPP supported the recommended reasons for refusal and noted concerns pertaining to gross floor space calculations/potential FSR non-compliance and issues in relation to existing use rights. The Panel also noted that they had considered the applicant's request to defer determination of the matter but considered that the deficiencies were so many that a major redesign resulting in a reduction in the bulk and scale of the development would be required and that the applicant had not declared they were willing to respond to this requirement.
The applicant has the options to appeal to the Land and Environment Court or address the issues raised and submit a new development application. Councillors will be kept informed.

7 ANNUAL REPORT WINS SIXTH GOLD AT AUSTRALASIAN REPORTING AWARDS
For the sixth year in a row, City of Ryde has won a Gold Award for its Annual Report 2014/15, at the Australasian Reporting Awards (ARA). Our Council was also a finalist in the Work Health and Safety Special Award.
The 2016 ARA presentation was held in Sydney on Wednesday 8 June 2016 and as you know is the premier benchmark in government and corporate reporting. Ryde’s Annual Report has achieved a Gold Award every year since 2010. This prestigious Gold Award is confirmation, yet again, that our Council continues to punch above its weight and that its reporting and governance processes are of the highest standard. The ARA are peer reviewed in competition with much larger and more sophisticated organisations, with significant budgets.
To achieve an ARA Gold Award an Annual Report must:
Achieve overall excellence in annual reporting
Provide high quality coverage of most aspects of the Australasian Reporting Awards criteria
Provide full disclosure of key aspects of its core business
Address current legislative and regulatory requirements
Be a model for other peer reports
Our Annual Report is created in house and I have congratulated all staff who worked on this outcome, in particular;
