1 RESULTS AND RECOMMENDATIONS OF THE 2013 COUNCILLOR
SURVEY
In January 2014, the Governance Unit undertook an annual survey of Councillors on the services provided. The survey concentrated on:
Councillors’ HelpDesk
Councillors’ Information Bulletin
BoardVantage
Council Meeting Reports, Agenda and Minutes
Councillor Workshops Ten Councillors completed the survey and two Councillors partially completed it. The overall results and feedback on the services provided by the Governance Unit are considered to be positive. Below is a summary of the survey results:
Councillors’ HelpDesk - The satisfaction level on Councillor HelpDesk response time and quality of responses has improved since 2012.
Councillors’ Information Bulletin – the quality of information and format has improved since 2012. Councillors provided their preferred method of keeping informed about Council Meetings and events through the Outlook Calendar and the Councillors’ Diary on the CIB.
BoardVantage – The frequency on the use of BoardVantage has increased since 2012. Councillors were invited to provide feedback on concerns and technical issues they had on the software applications. It is recommended that Governance staff provide training to Councillors with an emphasis on the issues identified.
Council Meeting Reports, Agendas and Minutes – The satisfaction rate on the accuracy and the readability of information in Council reports has increased since 2012. In contrast, the satisfaction rate on the amount of information provided declined.
Councillor Workshops - The satisfaction rate on the conduct and facilitation of workshops has declined since 2012. Councillors were quite responsive in this section in expressing their concerns and suggestions for managing Councillor attendance rates to workshops and the conduct of the workshops. As a result of this feedback the Executive Team have considered strategies with regard to Workshop and Briefings.
A report on the survey results was presented to the Executive Team at its meeting held on 12 March 2014. At the meeting, the Executive Team endorsed a series of recommendations in response to Councillors feedback to further improve the services provided by the Governance Unit.

The results of the survey will be provided to Councillors confidentially through BoardVantage with the names of Councillors who have made comments removed. A summary of the recommendations endorsed by the Executive Team will also be included.

2 JOINT STANDING COMMITTEE REPORT ON THE LOCAL GOVERNMENT ELECTIONS 2012
The Joint Standing Committee on Electoral Matters has presented to the NSW Parliament and the NSW Government the final report on the conduct of the 2012 Local Government Elections. A copy of the report can be viewed at
http://www.parliament.nsw.gov.au/Prod/Parlment/committee.nsf/0/3310CB62E97A9793CA257CA8000DF143?open&refnavid=CO3_1 The Government is due to respond to the report by Saturday, 27 September 2014. Key recommendations include reducing the restrictions on postal voting and pre-polling to encourage greater voter participation prior to the election day. Further, there are recommendations to investigate online voting options previously trialled. The report also recommends removing the requirement to enrol every election as a non-residential voter. Despite consideration in the report with regard to failure to vote fines being returned to Councils, this has not been included as a recommendation.

3 MEETING WITH HON ANTHONY ROBERTS MP - CUDAL RESERVE
On 22 November 2011, Council resolved that a report be made through the CIB of any meeting between the Mayor and a State minster or Local Member where Council business is discussed.
In accordance with this resolution, it is reported that on 3 April, the Mayor attended the office of the Member for Lane Cove, Hon Anthony Roberts MP with the Acting General Manager and Group Manager – Environment and Planning to discuss Cudal Reserve.
At this meeting those present updated the local member regarding Council’s position on this matter. Mr Roberts agreed to undertake relevant enquiries on behalf of Council.

4 MAYOR'S ANZAC BRUNCH - 24 APRIL 2014
On 24 April 2014, an ANZAC Brunch will be held at the Landmark Hotel Eastwood hosted by the Mayor.
The Brunch is being held to recognise soldiers who have fought or were killed in any conflict to which Australia has sent troops since WW1.
Invitations from the Mayor have been forwarded to all Councillors inviting them to attend this event.
Any Councillor wishing to attend, is asked to RSVP to Linda Smith – EA to the Mayor and
Councillors by 17 April 2014 for catering purposes.

6 RELOCATION OF BUS SHELTERS
Several Adshel bus shelters with advertising panels have become available for relocation due to changes to bus stop locations.
The provisions of the Contract between Adshel and Council require Adshel to relocate a nominated number per annum at no cost to Council to accommodate changing needs.
The new sites are locations that have been requested by members of the community, and have been inspected and accepted by Adshel. The sites are

7 APRIL ACTIVITIES AND OPERATING TIMES AT THE LIBRARIES
There is a great range of engaging and inspirational activities on offer this month at the libraries for young and old alike. Sessions on a wide variety of topics will include an illustrated talk, the Spirits of Gallipoli where local historian Kim Phillips will give an overview of the Gallipoli Campaign and some of the major battles in which Australians were involved – the landing, Lone Pine, and the Nek. During the following week our community will enjoy an evening presentation on the challenges of running the International Space Station, featuring Wayne Short from the National Space Society of Australia. For the book lovers and travellers among us, author and intrepid traveller Walter Mason will discuss his new book, Destination Cambodia, with highlights including the ancient ruins, bustling cityscapes and unique charms of this fascinating country. For the kids these April school holidays we are getting loud at the libraries and exploring the world of music and musical instruments. We have a fabulous range of activities for children including making cute caterpillar shakers, funky tambourines and fun spin drums for them to take home and enjoy. Also coming to perform is Jonas from Shekere Beats who will entertain us in the North Ryde Community Hall for a wonderful morning of African drumming and songs. Children and parents will not only have fun watching this fantastic performance but will also be able to join in and learn the art of drumming. For the bubs our wonderful school holiday Rhymetime for 0 to 2 year olds will captivate them with finger plays, songs and rhymes. After all this wonderful excitement children can wind down and join us for a creative writing workshop where they can be inspired and get their imaginations running wild to create their own stories. 8 HOW TO VOTE FOR YOUR FAVOURITE LIBRARY
The search is on for Australia’s favourite library. Australia’s peak library body has collected nominations for Australia’s favourite library from across the country, and City of Ryde has made the final cut. Four of our five libraries are on the voting list of libraries from across Australia. Voting has now started, and we are asking our community to support us by voting for their favourite library. Please consider voting here on the library web page: http://www.ryde.nsw.gov.au/Library One of our customers wrote this wonderful description of Ryde Library as part of their nomination: “Friendly, full and focused is why Ryde Library is my favourite library. Friendly staff who are helpful in assisting. Full of resources; both in physical and digital formats! Easy to access and engage. Focused on providing the best in library services. I have library accounts with over half a dozen libraries but it's my local Ryde Library that I return to time and again. Thanks Ryde Librarians! :D” Our libraries offer our community opportunities to relax, read, pursue their interests and access resources and information vital to full participation in community life and to the ongoing development of community capacity. 9 FIELD OF MARS DISCOVERY - 30 MARCH 2014
The City of Ryde successfully held the Field of Mars Discovery on Sunday, 30 March 2014.
This was a free community event which included a series of short guided bushwalks,
indigenous and catchment education workshops, biodiversity information stalls and family
friendly activities including native animal shows, story time and face painting.
A strong level of interest was received from the community with 300 bookings being received
with less than two weeks of promotion for the event. Two different sessions were conducted
by staff on the day which enabled effective management of the car parking and minimised
local traffic congestion on the day.
This initiative was a very successful collaboration between the City of Ryde’s Open Space –
Bushcare, Open Space – Active Recreation and Environment teams. The City of Ryde’s
Library team provided the Story Time sessions. The event also successfully engaged a
number of local community groups and stakeholders including the Field of Mars Environment
Education Centre, Aboriginal Heritage Office, The Habitat Community Garden and Native
Plant Nursery, Sydney Wildlife and Ryde-Hunters Hill Flora and Fauna Preservation Society.
The Field of Mars Discovery was well received with feedback from the community being
extremely positive. To date, the post event survey has revealed:
52.1% of respondents were first time visitors to the Field of Mars
93.0% of respondents advised they are more likely to return to the Field of Mars
69.0% of survey respondents attended the event because the mix of activities and
education was appealing
88.4% were satisfied with the Parks and Bushland areas across the whole City of
Ryde LGA.
Due to the extensive positive feedback, the business units involved will be seeking to work
collaboratively on other projects in the future including the delivery of a 2015 Field of Mars
Discovery.

10 NEW WASTE COLLECTION CALENDAR
Council provides every resident with a Waste Collection Calendar annually. These calendars will be delivered by our contractor to every letterbox in the City of Ryde commencing with Zone 9 in mid-April, carrying through to Zone 10, then followed by zones 1 – 8 (consecutively). Deliveries are scheduled to be completed by the end of June 2014 for the new financial year. ATTACHED is an example of the Calendar for Zone 1.
The new calendar will also be available on the Council webpage by the beginning of June. The calendar has a “QR Code Reader” App on the back page of the calendar enabling residents with a smartphone to scan the QR Code which will take them directly to the waste services section of the website for further information.
Following on from last year and results from the 2012 Waste Survey, the new Waste Calendar gives residents details and pictures of the services provided as well as waste events that will occur throughout the year. The calendar is now easier for residents to read, with the enlarged calendar and plain background for improved legibility.
Focus groups conducted in February demonstrated that residents were not aware that plastic bags cannot be recycled in the yellow lid recycling bin. A picture of a plastic bag containing recycling material has also been included on the front page of the calendar with the message ‘Don’t put recycling in plastic bags’. By promoting this message on the front of the calendar and translating the message into Chinese and Korean we expect to lower levels of contamination.
The calendar outlines free workshops and offers residents who take part in these workshops a 50% discount on the purchase of a worm farm or compost bin. These initiatives proved successful with residents last year, with numbers attending workshops and purchasing worm farms and compost bins greatly increased, so it was important to continue with the program, to assist in encouraging on-site food waste management.
The City of Ryde will be going out to tender shortly to establish a new waste collection contract commencing in May 2015, consequently this calendar will only run until April 2015. Once the new waste collection contract is finalised a new calendar will be issued that will run from May 2015 till June 2016. As in previous years any feedback provided on the style, size, format or contents of the calendar will be recorded and reviewed prior to the development of the 2015-16 Calendar.
