2 CITY OF RYDE - PROCUREMENT
The ATTACHED report on formal procurement at the City of Ryde, provides information as to Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement (if any) that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. This includes all procurement in the bracket of $50k - $150k in value (Request for quotation) or exceeding $150k inc GST (Request for Tenders).
Some of these processes may be marked as being limited to selective respondents. Where this is the case, there has been a publicly advertised Expression of Interest process to establish select respondents or a panel of select respondents that are prequalified to undertake the required works.

The meeting of Mayors and General Managers of Councils of Northern Sydney was held on 8 October 2015. ATTACHED separately are the Minutes of the meeting. 5 FIT FOR THE FUTURE – RELEASE OF IPART REPORT AND NEXT STEPS
Further to the Mayor’s email to all Councillors of Tuesday 20 October 2015, the following actions have been planned to ensure that Council can meet the 18 November 2015 deadline to respond to the NSW government:
1. Councillor Workshop to discuss FFTF response options will be held at 5pm on Tuesday 27 October 2015.
2. Late item on FFTF options to be considered at Council Meeting at 7pm on Tuesday 27 October 2015.
3. Tentative meeting date of Monday 2 November 2015 established for possible joint meeting with Hunters Hill and Lane Cove Councils. (Venue and time to be confirmed).
4. Extraordinary Meeting of Council to be convened (date to be confirmed) to confirm Council’s final response to the NSW government prior to 18 November 2015.
Councillors are advised that the Department of Premier and Cabinet (DPC) conducted a teleconference with the 11 northern Sydney General Managers yesterday to discuss each Councils’ response to the NSW government. General Managers have been provided with a template (copy attached) that allows for feedback on IPART’s assessment of Council’s FFTF submission (noting that DPC has advised that such feedback will not result in any changes to the IPART report). The template also requires Councils to nominate up to 3 preferred merger options – each merger option can include up to 7 merger partners. There is no option in the template for Councils to continue to stand alone or for a JRA proposal. Councils may submit supportive commentary on their preferences – however this commentary is limited to a maximum of 50 words. DPC also reiterated the Premier’s offer to provide financial assistance of $10 million dollars per new entity to assist with merger and transition costs and also a bonus of $5 million for proposed mergers that contain 3 or more councils.

6 CHRISTIE PARK - SPORTS FIELD LIGHTING UPGRADE
The renewal of the sports field lighting at Christie Park is currently underway. This project will upgrade the existing lighting to meet Football NSW facility standards for competition play and training activities. The same type of activities will continue to occur on the fields during this time. The upgrade is required to meet updated facility standards set by Football NSW for Premier League Teams.
The project is fully funded by Gladesville Hornsby Football Association which is estimated to be $180,000. As part of the works the Association were required to undertake a Review of Environmental Factors (REF).
This also involved consultation with relevant stakeholders to ensure any impacts of the works were adequately mitigated. Stakeholders consulted included:
NSW National Parks and Wildlife Service
Ryde Hunters Hill Flora and Fauna Preservation Society
Macquarie University Observatory
Hills Motorway Group

7 2015 SUSTAINABLE WASTE TO ART PRIZE (SWAP)
The Sustainable Waste to Art Prize (SWAP) is in its 2nd year after expanding from the former Youth Environment Prize (YEP). Artists were invited to create their artwork from recycled or reused materials, or use multimedia as their medium. This project has been developed to engage with the local community and communicate positive waste management and sustainability practices. SWAP has been heavily promoted via the council website, social media and brochures have been distributed to local schools, community youth groups, art hubs, libraries, TAFE and other tertiary institutions. This year a total of 185 entries were submitted by people who either live, work or play in the Ryde LGA. Of these submissions 82 were for the Junior YEP category, 14 were for the YEP category and 89 were for the open category. A total of 30 entries came from local schools and another 38 submissions came from the School SWAP Holiday Workshops.
The exhibition was hosted by See Street Gallery and 79 artworks were selected by the judges for display. The opening night was opened by Jude Colechin, Section Manager Waste and the awards were presented by the then Mayor, Councillor Pickering. Councillor Maggio and Councillor Laxale were also present throughout the awards night which attracted roughly 150 family, friends and visitors. The exhibition ran for two weeks and throughout that period a further 158 people visited the SWAP exhibition.
The Northern District Times interviewed and produced an article featuring Patrizia Biondi the SWAP open category winner, which is ATTACHED. Visitors to the exhibition were asked to vote in the People’s Choice Award, with 166 voting cards received. The winner ‘Congwong’ created by Thierry Lacoste & Katherine Norman was announced at the end of the exhibit. 8 DEVLIN STREET PEDESTRIAN BRIDGE - STATUS UPDATE - SEPTEMBER 2015
The following information is provided for September 2015 in regards to the Devlin Street Pedestrian Bridges – Lift Status.
Monitoring
Top Ryde City security monitor the lifts three times per day – 9am, 3pm and 9pm. They report lift faults back to Top Ryde City who in turn notify ThyssenKrupp Elevators in the case of breakdowns who respond accordingly.
There were two (2) occasions requiring reactive maintenance response to be undertaken by Top Ryde City contractors for September 2015 as follows:

9 COLES DEVELOPMENT WEST RYDE - NOTIFICATION TO COMMENCE WORKS - ANTHONY ROAD, RESERVE STREET AND WEST PARADE
This Councillor Information Bulletin is to advise Councillors that Coles Group Property Developments Ltd has contracted BMD Urban Pty Ltd as its principal contractor to carry out the remaining civil works for its development. The works will include services and utilities adjustments, deep excavation and drainage works, traffic facilities and road reconstruction. BMD Urban (Coles’ contractor) has advised that works will begin in late October 2015 and be completed by the end of April 2016 (weather permitting).
The staging of the works is proposed as follows:

10 MACQUARIE UNIVERSITY STATION PRIORITY PRECINCT
The NSW Land and Housing Corporation has invited expressions of interest from private and non-government sectors (including community housing providers) to progress the redevelopment of the Ivanhoe Estate at Macquarie Park.
The industry briefing with registered participants will be held on Wednesday 4 November 2015. Council will be represented at this briefing.
