3 COMPLETED PROJECT - RYDE COMMUNITY SPORTS CENTRE UPGRADE
The Ryde Community Sports Centre, located at ELS Hall Park, North Ryde has recently been upgraded to improve the durability of the eastern wall and façade. The project consisted of construction of an impact resistant block wall internally and visually appealing and low maintenance alucobond cladding externally.
The project was completed on time and within budget and has been open to the public since January 2015. The benefits delivered are reduced maintenance and improved durability for the Ryde Community Sports Centre.

5 PUBLIC LIBRARY FUNDING CAMPAIGN UPDATE
Funding of the library service by the NSW Government is so low as to be considered at crisis point. According to the NSW Public Libraries Association (NSWPLA), the key issues are: - NSW receives the lowest per-capita funding for public libraries from the State
Government of all states in Australia - State Government expenditure on public libraries has decreased as a proportion of total
public library expenditure from 23% in 1980 to 7% in 2013 - NSW Local Government councils are currently paying 93% of the costs to operate public
libraries in NSW (which are governed by state legislation) As a result, the NSW Public Library Funding Campaign has received a widespread support by Councils and the community across the state. Over 100 NSW Councils have resolved to support the Campaign and over 70,000 NSW residents have signed the Campaign petition in libraries across the state, which have been forwarded to local members and parliament. At its meeting on 27 May 2014, Council resolved to support the campaign and the Mayor sent letters in support of the Campaign to State Members and the Minister for the Arts. Our community was provided with the opportunity to sign the petition in June and November, with over 1,000 signatures collected. The influence of the Campaign was evidenced in the 2014 NSW State budget, which delivered a $15m infrastructure public library grant program over the 4 years from 2014-15 to 2017-18. While this was welcome news and demonstrated the value of a coordinated Campaign, it only reinstates the grant funding program to the level that it was in 2005-06 and is a fixed-term program that needs to be recurrent to provide the certainty required for this all-important annual grants program. During the final weeks before the NSW state election, the NSWPLA Library Funding Campaign will continue to make every effort to keep the library funding issue in the minds of our community members and politicians. In addition to this, the NSWPLA Executive is seeking meetings with the NSW Premier, The Hon. Mike Baird MP and recently appointed Leader of the Opposition, The Hon. Luke Foley MLC prior to the election to continue promoting the message in the lead up to the election. Our community has recently had the opportunity to sign the Campaign petition and this February, we will ask library users to tell us what they love about their library on ‘I love my library’ cards, to tie in with Library Lovers Day, which is celebrated on 14 February. In exchange, we’ll be giving library lovers a bookmark with a list of great reads for Valentine’s Day. These positive messages about our libraries from those who know them best will be used as part of library promotional campaigns from March onward, and will help us reflect what it is our community values in their library service. To add your comment, please ask the Help Desk for a card, or pick one up from your local library.
