Purpose of the Presentation
To provide the Transit Commission andCouncil with background on the tentative
agreement reached with ATU Local 279. To recommend that Council ratify the
tentative agreement.

Collective Bargaining - Background
ATU 279 Approximately 2,300members, largely made up of bus driversand mechanics.
Collective agreement expired on March 31,2012.

December 2008 - Negotiations reached an impasse,resulting in a 53-day strike.
January 2009 -Strike ends and outstanding collective
agreement issues referred to interest arbitration.June 2009 July 2011 2008-2011 collective

March 30, 2012 City and ATU Local 279bargaining teams reach a tentative agreement on a
four-year renewal of their collective agreement.

Financial Cost of the 2008-09 strike to the City:$5.9M - according to the Auditor General.
Public Cost of the StrikeMore than 3,000 submissions to the Canada Industrial
Relations Board on the effects of the strike.According to the CIRB ruling, the work stoppage was having
a disproportionate effect on those members of the community
who are already physically, emotionally or nanciallydisadvantaged.

Therefore Be It Resolved that the City adopt a more strategicapproach and longer term outlook to collective bargaining inkeeping with its vision and long term objectives as conrmedand approved by Council and that there be a process in place to
secure and maintain the commitment of Council to the statedmandate.

Commission Recommendation
That City Council, with the TransitCommissions endorsement, ratify thetentative agreement reached with the
ATU Local 279; and
That the terms of the tentative agreement
be made public.
