The Department of Empowerment of Persons with Disabilities was carved out of the Ministry of Social Justice and Empowerment on 12.05.2012 as Department ofDisabilityAffairs to ensure greater focus onpolicymatters to effectively addressdisability issues and to act as a nodalDepartment for greater coordination amongstakeholders, organizations, State Governments and related central ministries.AccordingtotheNotificationdated14.05.2016theDepartmenthasbeenrenamedasDepartment for the Empowerment of persons with Disabilities. (DIVYANGJAN)

The Vision and Mission of the Department:Vision: Aninclusivesocietyinwhichequalopportunitiesareprovidedforthegrowthanddevelopmentofpersonswithdisabilities to leadproductive, safeanddignifiedlives.

Mission: To empower its target group namely Persons with Disabilities throughlegislation/policies/programme/schemesfortheirempowermentanddevelopment.

Disability Defined:

“PersonwithDisability”meansaperson suffering fromnot less than40%of anydisabilityascertifiedbyamedicalauthority.Thedisabilitybeing(a)blindness(b)lowvision(c)leprosycured(d)hearingimpairment(e)locomotordisability(f)mentalretardation(g)mentalillness(h)autism,or(i)acombinationofanytwoormoreofthem.[Section2,PersonswithDisabilities(EqualOpportunities,ProtectionofRightsand Full Participation Act, 1995, read with Section 2, of the National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999]

OVERVIEW

According to Census 2011, there are 2.68 crore Persons with Disabilities inIndia (who constitute 2.21 percent of the total population). Out of the total population of Persons with Disabilities, about 1.50 crore are male and 1.18 crore female out of these 0.82 crore live in urban areas and 1.86 crore live in Rural areas. These include personswithvisual,hearing,speechandloco-motordisabilities;mentalillness,mentalretardation, multiple disabilities and other disabilities.

The National Policy for Person with Disability recognizes that Persons withDisabilities are a valuable human resource for the country and seeks to create an environment that provides them equal opportunities, protection of their rights andfullparticipationinsociety.TheNationalPolicyrecognizesthefactthatamajorityofpersons with disabilities can lead a better quality of life if they have equal opportunities and effective access to rehabilitation measures.



Chapter - 2

STATUTORY BODIES, INSTITUTES AND ORGANIZATIONS UNDER THE DEPARTMENT

I Statutory Bodies(i) Rehabilitation Council of India

The Rehabilitation Council of India (RCI), constituted under the Rehabilitation CouncilofIndiaAct,1992,regulatesandmonitorsthetrainingofprofessionalsandpersonnel;promotesresearchinrehabilitationandspecialeducation,andmaintainstheCentralRehabilitationRegister(CRR).

RehabilitationCouncil of India provides training and professional devices forrehabilitationandmaintenanceofCentralRehabilitationRegister.

(ii) Chief Commissioner for Persons with Disabilities

ThePersonswithDisabilities(EqualOpportunities,ProtectionofRightsandFullParticipation) Act, 1995 empowers the Chief Commissioner for Persons with Disabilities (CCPD)withcertainpowersofacivilcourttolookintocomplaintsrelatingtodenialofrightsofpersonswithdisabilitiesandnon-implementationoflaws,rulesetc.,madeforthewelfareandprotectionofrightsofpersonswithdisabilities.

(iii) National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities

National Trust was set up in 2000 under the National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999.ItworksthroughanetworkofVoluntaryOrganizations,AssociationsofPersonswithDisabilitiesandAssociationsoftheirParents.Itprovidesforsettingup3memberLocalLevelCommitteesacrossthecountry,primarilytoappointLegalGuardiansforpersons with disabilities, where required. National Trust runs a bouquet of schemes and programmesrangingfromEarlyInterventionforchildrenupto6yearstoResidentialCentres for adults with severe disabilities.

II. National Institutes NationalInstitutesandRegionalCentresalongwiththeirlocation

Tomeettherequirementsofspecificdisabilities,Govt.ofIndiahasestablished7 National Institutes (NIs) in specific disabilities under the Department. These are



engaged inHumanResourceDevelopment, providingRehabilitationServices to thepersons with disabilities and Research & Development.

These Institutes are engaged in Human Resource Development in the fieldof disability, providing rehabilitation services to the Persons with Disabilities andundertakingResearchandDevelopmentefforts.Theirbriefdetailsareasfollows:

III Central Public Sector Enterprises (CPSEs)

(i) National Handicapped Finance and Development Corporation(NHFDC)

The NationalHandicapped Finance Corporation (NHFDC)was set up on 24th January,1997withaviewtopromoteeconomicdevelopmentactivitiesandself-employmentventuresforthebenefitofpersonswithdisabilities.Itextendloanstothepersonswithdisabilitiesfortheirself-employmentventuresandforpursuingprofessional/technicaleducation;italsoassistsself-employedindividualswithdisabilitiesinmarketingtheirfinishedgoods.

(ii) Artificial Limbs Manufacturing Corporation of India (ALIMCO)

ALIMCOisa5.25 (not forprofit)miniratnacompanyunder theDepartment.TheCorporationhasbeenmanufacturingvarioustypesofmostcosteffectiveISImarkedassistivedevices,onmassscale.Besides,ALIMCOhasbeendistributingtheseassistivedevicesforempoweringandrestoringthedignityofthePersonswithDisabilities(PwDs)tocaterfororthopedicimpairment,hearingimpairment,visualimpairmentanddelayedintellectualdevelopmentacrossthelengthandbreadth of the country.



I. Deendayal Disabled Rehabilitation Scheme (DDRS)

Objectives

The objectives of the scheme are:

Tocreateanenablingenvironmenttoensureequalopportunities,equity,socialjustice and empowerment of persons with disabilities.

ToencouragevoluntaryactionforensuringeffectiveimplementationofthePeoplewithDisabilities(EqualOpportunitiesandProtectionofRights)Actof1995.

Thefollowingmodelprojectsaresupportedunderthescheme:-

c) Project for Cerebral Palsied Children

Quantum of Assistance Available Under the Scheme

Thequantumofsupport/grant-in-aid,determinedonthebasisofthescopeandmeritsoftheprojectproposal,couldbeupto90%ofthebudgetedamountforaproject,basedon prescribed cost norms. To encourage gradual self-reliance of NGOs, tapering ofGrantinaidappliedinprojectsalreadyfundedfor7yearsinurbanareasby5%everyalternateyears;soastoreducetheleveloffundingto75%

Eligibility :

Thefollowingorganizations/institutionsshallbeeligibletoapplyforassistanceunderthis scheme:

i) OrganisationsregisteredundertheSocietiesRegistrationAct,1860(XXIof1860),oranyrelevantActoftheState/UnionTerritory;or,

ii) Apublictrustregisteredunderthelawforthetimebeinginforce;or,

iii) A charitable company licensed under section 25 of the Companies Act, 1958,

Further,theregistrationshouldhavebeeninforceforatleast2yearsatthetimeofapplyingforgrantunderthisscheme.

Eligibility

Anorganization/institutionspecifiedinpara(i)to(iii)aboveshouldhavethefollowingcharacteristics:

i) Itshouldhaveaproperlyconstitutedmanagingbodywithitspowers,dutiesandresponsibilitiesclearlydefinedandlaiddowninwritinginMOAorbylaw.

ii) Itshouldhaveresources,facilitiesandexperienceforundertakingtheprogramme.

iii) Itshouldnotberunforprofittoanyindividualorabodyofindividuals.

iv) Itshouldnotdiscriminateagainstanypersonorgroupofpersonsonthegroundsofsex,religion,casteorcreed.

v) Itshouldordinarilyhaveexistedforaperiodoftwoyears.

vi) Itsfinancialpositionshouldbesound.

vii) Itshouldhavequalifiedstaffandsufficientresources/infrastructuretocaterthePwDs.



How to Apply:

a) ThisDepartmenthasdevelopedacentralizedon-lineapplicationsoftwarewiththe assistance of National Informatics Centre (NIC) on the website of the Ministry www.ngograntsje.gov.in All applications by NGOs seeking Grant-in-Aid (GIA)underDDRS are being invited through on-line process in thewebsite of theMinistry.

b) Aftercompletionofonlineapplicationwithuploadingofnecessarydocuments,applicationwillsubmittotheconcernedDistrictSocialwelfareOfficer(DSWO)ofthe concerned State Government (SG).

c) The DSWO will after completion of the requisite formalities, forward the proposal alongwiththeInspectionReport(IR)etc.totheconcernedSG.

d) TheconcernedSGwillforwardtheproposaloftheOrganisationtotheGovernmentofIndia(GoI)onbeingapprovedbytheirrespectiveStateLevelMulti-DisciplinaryGrant-in-AidCommittee.

Procedure for Sanction and Release of Funds.

The Department periodically holdsmeeting of the Screening Committee (SC)constitutedforconsideringproposalsoftheOrganisationforwardedbytheSG.

TheproposalsrecommendedbytheSCwhichfulfilsnormsoftheSchemeandonhavingallthemandatoryrequisitedocumentsetc.,areprocessedforapprovalandconcurrenceoftheIntegratedFinanceDivision(IFD)forreleaseofGrant-in-Aid (GIA).

Administrative Approval of the competent authority is obtained/taken for release ofGIAfortheamountconcurredbytheIntegratedFinanceDivision(IFD).

After Administrative approval of the competent authority, sanction is issued and thebillofthesameissenttoPay&AccountsOfficeoftheDepartmentforreleaseofthesanctionedamountintheBankAccountoftheOrganisation.

NextGIAisconsideredonlyafterreceiptofUtilisationCertificateofpreviousGIAsanctioned/releasedtotheOrganisation.

II. Assistance to Disabled Persons for Purchase/Fitting of Aids/ Appliances (ADIP)

The main objective of the Scheme is to assist the needy disabled persons in procuringdurable,sophisticatedandscientificallymanufactured,modern,standardaidsandappliancestopromotephysical,social,psychologicalrehabilitationofPersons



withDisabilitiesbyreducingtheeffectsofdisabilitiesandatthesametimeenhancetheireconomicpotential.AssistivedevicesaregiventoPwDswithanaimtoimprovetheirindependentfunctioning,andtoarresttheextentofdisabilityandoccurrenceofsecondary disability. The aids and appliances supplied under the Scheme must have duecertification.

TheSchemeisimplementedthroughthevariousImplementingAgencies.ThefollowingagenciesareeligibletoimplementtheSchemeonbehalfofDepartmentofEmpowermentof Persons with Disabilities under Ministry of Social Justice and Empowerment, subject tofulfillmentoffollowingtermsandconditions:

i) Societiesandtheirbranches, ifany, registeredseparatelyunder theSocietiesRegistrationAct,1860.

ii) RegisteredCharitableTrusts.

iii) Indian Red Cross Societies and other Autonomous Bodies headed by District Collector/ChiefExecutiveOfficer/DistrictDevelopmentOfficer.

iv) National/Apex Institutes, CRCs, RCs, DDRCs, National Trust, ALIMCOfunctioningunderadministrativecontrolof theMinistryofSocialJusticeandEmpowerment/Ministry of Health and Family Welfare.

v) National/State Handicapped Development Corporation and Section 25 Companies in the Private Sector.

vi) Local Bodies – Zilla Parishad, Municipalities, District Autonomous Development Councils and Panchayats etc.

vii) Hospitalsregisteredasseparateentity,asrecommendedbyState/UT/CentralGovt.

viii) Nehru Yuva Kendras.

ix) Any other organization as considered fit by Department of Disability Affairs,Ministry of SJ&E.

Activities / components admissible for grant

TheImplementingAgenciesaregivenfinancialassistanceforpurchase,fabricationand distribution of such standard aids and appliances that are in conformity with objectivesof theScheme.TheSchemeshallalso includeessentialmedical/surgicalcorrectionandintervention,priortofitmentofaidsandappliances.

Disability-wise list of contemporary aids and assistive devices for Persons with Disabilities(PwDs) for financial assistance under the Scheme:



(i) Visually Impaired:

Listof51assistivedevicesshowingindicativeprice,specificationsandsourceorprocurementmeantforVisuallyImpairedand(ii)Category-wisekitsforVisuallyImpaired, shwing indicative prices ans source of procurement viz. Kit-1: ForPrimarySchoolChildrenstudyinginClass1to5,Kit-2.ForstudyinginClass9and10,Kit4:ForstudentsstudyinginClass11and12whichhas2sub-partsviz.Kit-4(A)forBlindstudentsandKit-4(B)forlowvisionstudents,Kit5:ForCollagestudentswhichhas2sub-partsi.e.Kit-5(A)forBlindStudentsandKit-5(B)forlowvisionstudentsandKit-6:ADLKitforAdults,ItalsocontainslistofcommonLowVisionDevicsandlistofHigh-end&OtherCommonDevicesmeant for visually impaired.

(ii) Smart Cane:

Smart Cane device is an electronic travel and which can detect obstacles and kneeofheadheight.Thesmartcanehasotherbenefitssuchasspatialawarenessdevice as it can detect presence and distance.

(iii) Leprosy Affected:

ListofdevicesforLeprosyaffectedviz.(i)acommonAssistiveDailyLiving(ADL)Kit to be procured and distributed by ALIMCO and (ii) List of 34 individualoptional devices as per requirement for distribution by NIRTAR, IPH, NIOH and NGO partners.

(iv) Intellectual and Developmental Disabilities:

Kit for financial assistance for Intellectual andDevelopmentalDisabilities viz(a)4Kit forMentallyRetardedincludingviz (i)Kit-1(A):Agegroup0-3years:Earlyinterventiongroup(Code:EI)andKit-1(B):TLMKitforMultipleDisabledintheAgegroup0-3years(ii)Kit-2:Agegroup(Code:PP),(iii)Kit-3Agegroup7-11years:Primarygroup(Code:PR)and(iv)Kit-4:Agegroup12-15&16-18years:Secondary&Pre-Vocational(Code:SEC/PV).TobeginwiththeseKitstobe provided in Special Schools across the Country, (b) 3 TLM Kits for children withMultipleDisabilities viz (i) Kit-1Age group3-6 years (ii) Kit-2Age group6-10yearsand(iii)Kit3:Agegroup10yearsandaboveand(c)ALIMCOModelSensory Kit: Multi Sensory Inclusive Education Development (MSIED) Kit for persons with Intellectual and Developmental Disabilities.

Assistive devices like Body Level Hearing Aids, Analog/Non Programmable-Behind the ear (BTE), In the ear (ITE), In the canal (ITC), Completely in the Canal (CIC);Digital/Programmable-Behindtheear(BTE),Intheear(ITE),Inthecanal



(ITC),CompletelyintheCanal(CIC);PersonalFMHearingAids,Bluetoothneckloop for hearing aids, Vibratory Alarm, Baby-crying AlertingWireless device,DoorBellSignaler,FireSmokeAlarm,TelephoneSignaler,AmplifiedTelephone,Telephoneamplifier,Audio inductionloop, Infraredsystem,Hearingaidswithbone vibrator,EducationalKit (Children from2 to5 years,Pre-school goingchildren)containingLanguage(Vocabulary)Book,Articulationdrillbook,Storybook,Othermaterials(FamilyHandPuppets,5puzzles,Montessoriequipments/toys,Shapesorterclock,Onesetofnoisemakers,Blocksorterboxes,Setofverbcards and 5 soft toys).

(vi) Orthopedically Impaired:

AssistivedeviceslikeLowerextremityprosthesis,Upperextremityprosthetics,Highendupperextremityprosthesis,LowerextremityOrthosis,SpinalOrthosisandMotorizedWheelchair-QuadriplegicwheelchairwithChinandHeadControl,Quadriplegic wheel chair with joy stick and Motorized wheel chair (Handledriven)].

(vii) Cochlear Implant: MinistryofSocialJusticeandEmpowermentwillrecognizeanInstituteofnational

stature fromeachzone to recommendchildreneligibleunder theScheme forcochlear implant,witha cellingofRs.6.00 lakhperunit tobeborneby theGovernment.Ministrywillalsoidentifyandrecognizetheinstitutesinthezonewhereinthesurgerywillbeundertaken.Ministrywillidentifysuitableagenciesforprovidingcochlearimplant(500childrenperyear)underthescheme.Incomeceilingforbeneficiarieswillbesameasforotheraids/appliances.

MotorizedtricyclesandwheelchairsforseverelydisabledandforQuadriplegic(SCI),MuscularDystrophy,Stroke,CerebralPalsy,Hemipeligiaandanyotherpersonwithsimilar conditions, where either three/four limbs or one half of the body are severely impaired.ExtentofsubsidywouldbeRs.25,000/-.Thiswillbeprovidedtothepersonsofageof16yearsandabove,onceintenyears.However,severelydisabledpersonsof16yearsandaboveagehavingmentalimpairmentshallnotbeeligibleforMotorizedtricycles and wheelchairs since it puts them at a risk of serious accident/physical harm.



Quantum of Assistance available under the Scheme

Aids/appliancewhichdonotcostmorethanRs.10,000/-arecoveredundertheSchemeforsingledisability.However,inthcaseofSwDs,studentsbeyondIDclass,thelimitwouldberaisedtheRs.12,000/-.InthecaseofSwDS,studentsbeyondIDclass,thelimitwouldberaisedtoRs.12,000/-.Inthecaseofmultipledisabilities,thelimitwillapply to individual items separately in case more than one aid / appliance is required.

Theextentoffinancialsupportwouldbe limited toRs.10,000/- foreachdisabilityandRs.12,000/-forstudentswithdisabilitiesinrespectofdevicescostinguptoRs.20,000/-.ForallexpensiveassistivedevicescostingaboveRs.20,000/-,Governmentshallbear50%ofcostoftheseitemsandtheremaindershallbecontributedbyeithertheStateGovt.ortheNGOoranyotheragencyorbythebeneficiaryconcerned,subjecttopriorapprovalofMinistryoncasetocasebasis,limitedto20%oftheBudgetunderthe Scheme.

TravellingcostwouldbeadmissibleseparatelytothePwDandoneescortlimitedtobusfareorrailway,subjecttoalimitofRs.250/-eachperson,irrespectiveofnumberof visits to the centre.

Further,boardingandlodgingexpensesattherateofRs.100/-perdayformaximumduration of 15 days would be admissible, only for those patients whose total income is uptoRs.15,000/-permonthandthesamewillbeallowedtoattendant/escort.

How to Apply

The organizations will submit their application in the prescribed format to theDepartment of Empowerment of PersonswithDisabilities through concerned StateGovernment/UTAdministrationinrespectofnewcaseandthroughStateGovernment/UT/National Institute under Department of Empowerment of Persons with Disabilities forongoingcases.

Theapplicationshouldbeaccompaniedwithfollowingdocuments/information(dulyattested).

a) AcopyofRegistrationCertificateu/s51/52ofPersonswithDisabilities(EqualOpportunities,ProtectionofRightsandFullParticipationAct(PwDAct),1995.

b) A copy of RegistrationCertificate under Societies Registration Act, 1860 andtheir branches, if any, separately or Charitable Trust Act.



c) NamesanddetailsoftheMembersofManagementCommitteeoftheOrganization

d) AcopyofRules,AimsandObjectivesoftheOrganization.

e) AcopyofCertifiedAuditedAccountsandAnnualReportforthepreviousyear(showingthattheorganizationisfinanciallysound).

f) The Implementing Agencies already receiving grant-in-aid under the Schemeshould also furnish the list of beneficiaries assisted from the grant-in-aidreleasedtotheminthepreviousyear,asperproformagiveninAnnexure-IVinCDinExcelprogrammeandsummaryofbeneficiariescoveredinhardcopynotexceedingtwopages.

III. Scheme for Implementation of Persons with Disabilities Act, 1995 (SIPDA)

Objectives and brief of the Scheme

The Persons with Disabilities (Equal Opportunities, Protection of Rights and FullParticipation)Act,1995(PwDAct)castscertainobligationsontheappropriateGovernmentto provide facilities and services to persons with disabilities (PwDs). In accordance with this,theMinistryhasbeenImplementingtheSchemeforImplementationofPersonswith Disabilities Act, 1995 (SIPDA) for providing financial assistance to undertakevariousactivitiesoutlinedinthePwDAct.TheMinistryhasbeenreleasingfundsunderthe Scheme since 1999. The Standing Finance Committee under Chairmanship ofSecretary(DEPwD),initsmeetingheldon04.01.2016consideredtheSchemeandtheSchemehasbeenformulatedandnotifiedon28.01.2016.



Fundsarereleasedtotheimplementingorganizations/institutionsdirectly.FinancialassistancewillbeprovidedbywayofGrant-in-Aidtothefollowingagencies:

i) States Governments/Union Territories.

ii) Autonomous Organizations set up by Central/State Governments includingCentral/State Universities.

iii) National Institutes/ CRCs/DDRCs/RCs/Outreach Centres under MSJ&E.

iv) StatutoryOrganizationsofCentral/StateGovts/UTs.

v) Organizations/InstitutionssetupbyCentralandStateGovernments.

vi) Central/StaterecognizedSportsbodies&Federations.

Activities/components admissible for grant

The following types of activities are covered under the Scheme:-

i) To provide barrier free environment for the persons with disabilities which includeaccesstobuiltenvironmentinschools,colleges,academicandtraininginstitutions, offices and public buildings, recreational areas, health centres/hospitals etc. This would include provision for ramps, rails, lifts, adaptation of toiletsforwheelchairusers,brailsignagesandauditorysignals,tactileflooring,causingcurbcutsandslopes tobemade inpavement for theeasyaccessofwheelchairusers,engravingonthesurfaceofzebracrossingfortheblindorforpersonswithlowvision,engravingontheedgesofrailwayplatformsfortheblindorforlowvisionanddevisingappropriatesymbolsofdisability,etc.

ii) To make Government websites at the Centre/State and District levels accessible toPwDsasper guidelines for IndianGovernmentwebsite issuedbyNICandDepartment of Administrative Reforms and Public Grievances (D/o AR&PG), Government of India, which are available on their website “ http://darpg.nic.in”.

iii) SkillDevelopmentProgrammeforPwDs.

iv) To support Composite Rehabilitation Centres (CRCs)/ Regional Centres/Outreach Centres and District Disability Rehabilitation Centres (DDRCs) and also to set up new CRCs and DDRCs as and when required.

v) ToassistStateGovernmenttoorganizecampsofissuanceofdisabilitycertificates.

vi) Tocreateawarenesscampaignandsensitizationprogrammesforvariousstakeholders and other Information Education Communication.

vii) Tosetup/supportresourcecentresfacilitatingdisseminationofinformationondisabilityissues,counselingandprovidingsupportservices.



viii) Topromoteaccessibilityoflibraries,bothphysicalanddigitalandotherknowledgecentres.

ix) To promote research and development activities in the field of disabilityrehabilitation.

x) Supportingactivitiesrelatingtopre-schooltrainingforchildrenwithdisabilities,counselingfortheparents,trainingforcaregivers,teacherstrainingprogrammeandactivitiesrelatingtoearlydetectioncampsforchildrenofage0-5yearsandearly intervention.

xi) ToestablishearlydiagnosticandinterventioncentresatDistrictHeadquarters/otherplaceshavingGovernmentMedicalColleges,withaviewtohelphearingimpairedinfantsandyoungchildrentoacquirenecessaryskillstogetpreparedforregularschooling.

xii) GranttotheStateGovernments/UTsfortheOfficesofStateCommissionerforPersons with Disabilities for infrastructure facilities.

xiii) Construction of special recreation centres for PwDs where the appropriateGovernments/local authorities have their own land.

xiv) SupportforsportingeventsatNational/Statelevel.

xv) IdentificationandSurvey/UniversalIDofPwDs.

xvi) FinancialassistanceforanyotheractivityspecifiedintheActforwhichfinancialassistance is not being provided/covered by the existing Schemes of theDepartment.

Thrust of the SIPDA Scheme is on Accessible India Campaign launched on 03.12.2015 by the Government and Skill Development Program under National Action Plan (NAP).

Quantum of assistance available under the Scheme

(i) ForproposalsoftheStateGovernmentswithregardtoconstructionoframps/lifts, etc. the cost estimates for creation of barrier-free environment in theGovernmentbuildingsareconsideredonthebasisofpreliminarycostestimateverifiedbytheconcernedExecutiveEngineerofCPWD/PWDandonthebasisofinstructions issued by the Ministry and subject to availability of funds.

(ii) For proposals of State Govts/UTs and Central University, Institutions etc for makingaccessiblewebsiteforPwDs,themaximumceilingisRs.20.00lakhperwebsite.



(iii) The cost ceiling for setting up Early Diagnostic and intervention Centres forhearing impaired infants and young children, the ceiling for release of non-recurringgrantperDistrictisRs.18.00lakhasperfollowingdetails:

ii) Soundtreatedroomforhearingimpaired -Rs.4.00lakh

(v) ThemaximumceilingforstrengtheningtheofficeoftheStateCommissionerofPersons with Disabilities is Rs. 15.00 lakh.

The Central Government /State Government/UTs Administration/National Institute/AnyotherAgencyauthorizedbythisMinistryshouldsenditsrecommendationtotheDepartmentofEmpowermentofPersonswithDisabilities.AutonomousorganizationsincludingCentral/StateUniversitiesandOrganizationssetupsupportedbyCentral/StateGovernmentshouldsendtheirproposalsthroughtheCentral/StateGovernmentconcerned. Proposals of sports body/ federation should have approval/no objection of the Ministry/Department of Central/State Government/UTs concerned.

IV. DISTRICT DISABILITY REHABILITATION CENTRES (DDRCs)

Brief and Objectives of DDRCs

In order to facilitate creationof infrastructureandcapacitybuildingatdistrict levelfor awareness generation, rehabilitation, training and guidance of rehabilitationprofessionals,theDepartmentissupportingsettingupDistrictDisabilityRehabilitationCentresinalltheunserveddistrictsofthecountryforprovidingcomprehensiveservicesto thepersonswithdisabilities.TheschemeofsettingupDDRCs inactivesupportof the State Governments was initiated in Ninth Five Year Plan and is continuingduringTwelfthFiveYearPlan.A totalnumberof310districtshavebeen identifiedandapprovedforsettingupofDDRC.Outofthese,DDRCshavebeensetupin248districts so far.

TheDDRCsareprovidedwithfinancial,infrastructural,administrativeandtechnicalsupport by the Central and State Governments, so that they are in a position to provide rehabilitation services to Persons with Disabilities in the concerned districts. The broad objectives of the DDRCs are as follows:

• SurveyandidentificationofPersonswithDisabilitiesthroughcampapproach;• Awarenessgenerationforencouragingandenhancingpreventionofdisabilities;• Earlyintervention;• Assessmentofneedofassistivedevices,provision/fitmentofassistivedevices

andfollowup/repairofassistivedevices;• TherapeuticServicese.g.Physio-therapy,OccupationTherapy,SpeechTherapy

etc.;• FacilitationofissueofDisabilityCertificates,buspassesandotherconcessions

andfacilitiesforPersonswithDisabilities;• Referral and arrangements for surgical correction through Government and

CharitableInstitutes;• Arrangement of loans for self-employment from banks and other financial

institutionsincludingStateChannelizingAgencies(SCAs)ofNHFDC; StateChannelizingAgencies(SCAs)ofNHFDC;• Counselingofdisabled,theirparentsandfamilymembers;• Promotionofbarrierfreeenvironment;• Provision of supportive and complementary services for promoting education,

vocationaltrainingandemploymentofPersonswithDisabilitiesthrough: o Impartingorientationtrainingtoteachers,communityandfamilies; o TrainingtoPersonswithDisabilitiesforearlymotivationandearlystimulation

for education, vocationaltrainingandemployment;



o Identifying suitable vocations for Persons with Disabilities, keeping inview local resourcesanddesigningandprovidingvocational trainingandidentifyingsuitablejobs,soastomakethemeconomicallyindependentand

o Providingreferralservicesforexistingeducational,trainingandvocationalinstitutions.

The Scheme is a joint venture of the Central Government and the States. The DDRCs arefundedthroughthe‘SchemesforImplementationofthePwDAct,1995foraninitialperiodofthreeyears(fiveyearsincaseofNorthEasternRegion,J&K,A&NIslands,Puducherry,Daman&DiuandDadra&NagarHaveli)andthereafterthefundingismadethroughtheSchemeofDeendayalDisabledRehabilitationScheme(DDRS)ontaperingbasis.

TheStateGovernmentsareexpectedtoplayapro-activeroleintheeffectivefunctioningoftheDDRCs.InordertoensuregreaterinvolvementoftheLocalAdministration,theState Governments may suitably supplement the honorarium and other requirements oftheDDRCsforundertakingvariousactivitiesinaneffectivemanner.

TheStateGovernmentsmayauthorizeDistrictCollectorsintheircapacityasChairpersonofDMT,tomakemodificationsforeffectivefunctioningofDDRCs,consideringthegroundrealities within the broad stipulations under the Scheme. The State Governments may alsoauthorizetheDistrictCollectorstomakeinterimadvancesoutofthelocalfunds,placedattheirdisposal,totideoverthedifficulties,causedowingtodelaysinreleaseof central funds.

i) HonorariatotheRehabilitationprofessionalsofDDRCslocatedinNorth-EasternStates, Andaman & Nicobar Islands, Lakshadweep, Puducherry, Daman & DiuandJammu&Kashmirshallbeentitledto20%morethanthehonorariaprescribed in respect of the DDRCs of the rest of the country.

ii) These Districts are proposed to be set up in unserved districts where it may be difficulttofindstaffwithmatchingqualificationinitially.Hence,incasequalifiedrehabilitation professionals are not available for a while, until such professionals become available, DMT may recruit persons having lower qualification andproportionately reduce its honorarium. However, non technical persons should notbeappointedagainsttechnicalmanpower.Payment could be more in case technically sound persons are available.

Procedure for sanction of grant to DDRC

On receipt of proposal complete with prescribed documents, the same is processed and submittedforobtainingfinancialconcurrencefromtheIntegratedFinanceWing.Ontheir concurrence, administrative approval of the competent authority is obtained and the sanction order is issued and bill prepared and submitted to the Pay and Accounts OfficefortransferofthesanctionedamounttothejointaccountoftheDDRC.

(V) Other Schemes

A. SCHOLARSHIP SCHEMES

(A) PRE-MATRIC SCHOLARSHIP AND POST-MATRIC SCHOLARSHIP FOR STUDENTS WITH DISABILITIES

Objectives and brief of the scheme: • The objectives of the schemes are to provide financial assistance to the

studentswithdisabilitiesforstudyinginthepre-matriclevel(classIXandX)andpost-matric level (ClassesXI,XIIanduptopostgraduatedegree/diploma level).

• The financial assistance includes scholarship, book grant, escort/readerallowance, etc.

• Numberofscholarshipstobegrantedeveryyearis46,000forpre-matricleveland16,650forpost-matriclevel.

• Selectionofthebeneficiariesunderthesetwoscholarshipschemesisdoneon the basis of merit after the recommendation of the State Governments/Union Territory Administration.

• Theseschemesarebeingimplementedon-line,throughaweb-portal“Nationale-Scholarship Portal” (www.scholarships.gov.in) so that the students can applyon-lineandthebenefitsreachthebeneficiariesthroughDirectBenefitTransfer (DBT).

Value of Scholarships

i) The Department of Empowerment of Persons with Disabilities will announce thedetailsof theschemeand inviteapplicationsby issuinganadvertisementin the leadingnewspapersandthroughthewebsitesandothermediaoutfits.Applications will be called for through National e-Scholarship Portal (www.scholarships.gov.in).

ii) Theapplicantsshouldsubmittheirapplicationthroughtheon-linesystemwithinthe last date prescribed for receipt of applications. All requisite documents like photograph,proofofage,disabilitycertificate,incomecertificateoftheparent,etc.dulyfilledintheprescribedformatwillberequiredtobeuploadedintheon-line system.

iii) Theinstitutionsinwhichthecandidateisstudyingshallalsoregisteritself inthe same website and verify the details provided by the candidates. The nodal officernominatedbytheStateshalloverseealltheapplicationsandprocessthesametotheStateGovernmentwhoshallforwardthefinallistinPFMSportalfordisbursalofscholarshipamounttothebeneficiaries.

iv) Final selection will be done by the Department of Empowerment of Persons with Disabilities based on the recommendations of the concerned Department of theStateGovernmentconsidering, interalia,theno.ofslotsavailabletothatparticular State. The no. of slots available to any State is decided on the basis of percentageofpopulationofPWDsofthatStateincomparisontothetotalPWDpopulation of India.

v) IncaseacandidateisapermanentresidentofoneStatebutstudyinginanotherState, his application will be considered under the slot of his home State and his application needs the recommendation of the Education/Welfare Department of the State of which he is a permanent resident.

Merit Criteria for Selection:Thefollowingfactorswillbetakenintoconsideration:

(B) SCHOLARSHIP FOR TOP CLASS EDUCATION FOR STUDENTS WITH DISABILITIES

Objectives and brief of the scheme:

• The Scheme aims at recognizing and promoting quality education amongstStudentswithDisabilitiesbyprovidingfullfinancialsupport.

• TheschemewillcoverStudentswithDisabilities(SwDs)forpursuingstudiesatthelevelofPostGraduateDegreeorDiplomainanydiscipline.

• The scheme will operate in all institutions notified by the Department ofEmpowerment of Persons with Disabilities, Ministry of Social Justice & Empowerment as institutions of excellence. The list of such institutions isenclosed at Annexure I(A).

• The financial assistance includes scholarship, book grant, escort/readerallowance, etc.

• Numberofscholarshipstobegrantedis160ScholarshipforTopClassEducation.50%ofthescholarshipsarereservedforgirls.

• ParentalincomeceilingisRs.6.00lakhsperannumforTopClassEducation.

• Selection of the beneficiaries under these three scholarship schemes is doneon the basis of merit after the recommendation of the Governments of State or Union Territories.



Quantum of Financial Assistance

The scholarship will include the following

Procedure of Application and Selection

(i) The Department of Empowerment of Persons with Disabilities will announce thedetailsof theschemeand inviteapplicationsby issuinganadvertisementin the leadingnewspapersandthroughthewebsitesandothermediaoutfits.Applications will be called for through the National e-Scholarship Portal, anon-line scholarshipmanagement program being developed by Department ofElectronics&InformationTechnologyforthispurpose.

(ii) Theapplicantsshouldsubmittheirapplicationthroughtheon-linesystemwithinthe last date prescribed for receipt of applications. All requisite documents like photograph,proofofage,disabilitycertificate,incomecertificateoftheparent,etc.dulyfilledintheprescribedformatwillberequiredtobeuploadedintheon-line system.

(iii) TheInstituteinwhichhe/sheisstudyingshallforwardtheapplicationthroughthe portal to the EducationDepartmentoftheStateGovt.concernedafterdoing



thenecessaryverificationofthefactscontainedintheapplicationlikeage,dateofbirth,Disabilitycertificate,recognitionof thecourse, feesreceivedetc.TheState Education Deptt. shall carry out necessary prudence check includingrecognition of the Institute concerned and forward the applicationwith theirrecommendation to the Department of Empowerment of Persons with Disabilities.

(iv) Final selection will be done by the Department of Empowerment of Persons with Disabilities based on the recommendations of the State Education Department considering,interalia,theno.ofslotsavailabletothatparticularState.Theno.ofslotsavailabletoanyStateisdecidedonthebasisofpercentageofpopulationof PWDs of that State in comparison to the total PWD population of India as per Census 2011.

(v) IncaseacandidateisapermanentresidentofoneStatebutstudyinginanotherState, his application will be considered under the slot of his home State and his application needs the recommendation of the Education Department of the State of which he is a permanent resident.

Merit Criteria for Selection

The following factors will be taken into consideration:

(i) Fulfillmentofeligibilityconditionsasgiveninthescheme.

(ii) Recommendation of the State Education Department.

(iii) No. of slots available to the State.

(iv) Meritofthecandidateintermsofpercentageofmarksobtainedinthequalifyingexamination.

Selection Committee: In case the number of applicants is more than the number of scholarships admissible, a Selection Committee shall be set up with the approval of Secretary, Deptt. of Empowerment of Persons with Disabilities, for selection of candidatesbasedoneligibility.

Mode of Disbursal of Scholarship

ThescholarshipamountwillbedirectlycreditedintotheaccountofthebeneficiariesthroughPFMSsystembytheDepartmentofEmpowermentofPersonswithDisabilities.



(C) NATIONAL OVERSEAS SCHOLARSHIP FOR STUDENTS WITH DISABILITIES

Objectives and brief of the scheme:• The scheme of National Overseas Scholarship for Students with Disabilities

hasbeenlaunchedwiththeobjectivesofprovidingfinancialassistancetothestudentswithdisabilities forpursuingstudiesabroadat the levelofMasters’DegreeandPh.D.

• Twenty (20) scholarships are to be awarded every year out of which six arereserved for women candidates.

• The scholarship amount includes Maintenance Allowance, ContingencyAllowance,TuitionFees,andCostofAirPassageetc.

• ParentalincomeceilingisRs.6.00lakhperyear.• Inadditiontotheabove,thereisaprovisionof“PassageGrants”totwoStudents

with Disabilities every year. Only those Students with Disabilities who are in receiptofameritscholarshipforPostGraduateStudies,ResearchorTrainingabroad(excludingattendingseminars,workshops,conferences),fromaforeigngovernment/organizationorunderanyotherscheme,wherethecostofpassageisnotprovided,shallbeeligible.ThePassageGrantincludesto-and-froair-farefromhome-stationtotheInstituteabroadbyeconomyclassthroughAirIndia.

Selection Procedure

The Scheme will be advertised in the newspapers giving summarized informationabouttheScheme.Thecandidatesshallafterassessingtheireligibilityandsuitability,as per conditions of the Scheme, apply to Department of Empowerment of Persons with Disabilities (employed candidates through proper channel), in the prescribedapplicationformwhichwillformapartoftheadvertisement.Thelastdateofreceivingapplications will also be mentioned in the advertisement. Thereafter, all applications receiveduptothelastdateofreceivingapplications,asnotifiedinadvertisement,willbeputbeforetheScreeningCommittee.ThecandidatesshortlistedbytheScreeningCommittee will be required to present themselves for personal interview before the Selection Committee. The merit list prepared, on the basis of assessment of individual candidates,bytheSelectionCommitteewillfinallyanddecisivelycompletetheselectionprocedure to decide the merit. In case of a tie between two or more candidates, the one whoiseldestinage(asperthedateofbirth)willbeplacedabovetheothers,asperrespective dates of birth as recordedinSecondarySchoolCertificate.

Disbursement of scholarship amount

Disbursement of scholarship amount will be done by the Department of Empowerment ofPersonswithDisabilitiesthroughadesignatedbankwhowillremitthescholarshipamount direct to the bank accounts of the selected candidates byusing SWIFT oranyotherelectronicmode.However,reportsoftheconcernedIndianEmbassies/HighCommissionsabroadwillbeobtainedinordertoverifytheauthenticity/recognitionoftheInstituteofstudyandalsotohavetheprogressreportofthestudent.

(D) National Fellowship for Persons with Disabilities (NFPwD)

Objectives and Brief of the scheme:

• NFPwDSchemewas launched during the financial year 2012-13 to increaseopportunitiestostudentswithdisabilitiesforpursuinghighereducationleadingtodegreessuchasM.Phil.andPh.D.inanyUniversityrecognisedbyUniversityGrants Commission(UGC).

• Under the scheme, 200 Fellowships (Junior Research Fellows, JRF) per yeararegrantedtostudentswithdisabilities.Incaseofnon-availabilityofadequatenumber of students with disabilities, the number of fellowships not availed duringayearwillbecarriedforwardtothenextacademicsession.

• Incase,thenumberofcandidatesexceedsthenumberofavailableawards,theUGCselectsthecandidatesbasedonthepercentageofmarksobtainedbythecandidatesintheirPost-Graduationexamination.



Quantum of Fellowship:

(i) The rates of fellowship for JRF and SRF will be at par with the UGC Fellowships. Presently these rates are as follows:

(ii) The House Rent Allowance (HRA) will be on the UGC pattern and will be payable to those students who are not provided with hostel accommodation. In case hostel accommodation offered by the university/institution is refused, the student will forfeit his claim of HRA. The other facilities such as medical facilities, leave includingmaternityleavewillbegovernedaspertheguidelinesoftheUGCincaseoftheirfellowshipprogramme.

Eligibility for fellowship:

(i) AnystudentwithdisabilitieswhohasbeenadmittedtoM.Phil/Ph.D.degreeinauniversity or academic institution.

(ii) After twoyears, if theprogress in the researchworkof theawardee is foundsatisfactory,his/hertenurewillbeextendedforafurtherperiodofthreeyearsas Senior Research Fellowship (SRF). The research work will be assessed by a three member committee set up by the University. The total period of award of JRFandSRFshallnotexceedaperiodoffiveyears.

Procedure for sanction of funds: Based on the list of selected candidates received fromtheUGC,therequiredfundistransferredtotheCanaraBankwhoisdesignatedfor disbursement of fellowship to the selected candidates. The selected candidates shall submittherequisitedocumentsdulyverifiedbytheirHeadoftheInstitutetoanyofthedesignatedbranchesoftheCanaraBank.TheCanaraBank(Govt.BusinessBranch)shallreleasetheamountdueandadmissibletothebankaccountsofthebeneficiariesafterdoingnecessaryverification.

(E) INCENTIVES TO PRIVATE SECTOR EMPLOYERS FOR PROVIDING EMPLOYMENT TO PERSONS WITH DISABILITIES

Objectives and Brief of the scheme:

Theobjectiveoftheschemeistoencourageofemploymentofpersonswithdisabilitiesin the corporate sector.

Theschemeofgivingincentivestoemployersforprovidingemploymenttopersonswithdisabilitiesintheprivatesectorwaslaunchedintheyear2008-09.

Components under the scheme:

Underthescheme,paymentofemployer’scontributiontowardstheEmployeesProvidentFundOrganization(EPFO)andtheEmployeesStateInsuranceCorporation(ESIC)forthefirstthreeyears,ismadebytheGovernmentofIndia,inrespectofpersonswithdisabilityappointedintheprivatesectortoapostcarryingmonthlyemolumentsuptoRs.25,000/-.Theadministrativechargesof1.1%ofthewagesoftheemployeescoveredunder the Employees Provident Fund & Miscellaneous Provisions (EPF&MP) Act will continue to be paid by the employer. The scheme is effective from 1st April, 2008.

Procedure to obtain benefits: The employers would submit a copy of the disability certificateissuedtothedisabledemployeebytheCompetentAuthorityfirsttimewhensuch benefit under EPF and ESI is claimed. The Government will directly provideemployer’scontributionfortheschemescoveredundertheEmployeesProvidentFund&MiscellaneousProvisionsAct,1952andtheEmployeesStateInsuranceAct,1948.Thiswillbedoneinrespectofemployeesforamaximumperiodofthreeyears.Theadministrativechargesof1.1%ofthewagesoftheemployeescoveredundertheEPFAct will continue to be paid by the respective employers.



Procedure for sanction of funds:

The Ministry of Social Justice & Empowerment, Department of Empowerment of Persons withDisabilities,wouldmakeavailabletotheEmployeesProvidentFundOrganizationand Employees State Insurance Corporation lump sum funds by way of advance. These would be used for the purposes of adjustment of individual claims received from the employersunderthescheme.Theamountwiththeorganizationswouldbereplenishedperiodically.

Fund Flow Mechanism:

DEPWD EPFO/ESIC

Implementation process:

(a) The employerswould submit a copy of thedisability certificate issued to thedisabled employee by the Competent Authority first time when such benefitunder EPF and ESI is claimed.

(b) TheGovernmentwilldirectlyprovideemployer’scontribution for theschemescovered under the Employees Provident Fund & Miscellaneous Provisions Act, 1952andtheEmployeesStateInsuranceAct,1948.Thiswillbedoneinrespectofemployeesforamaximumperiodofthreeyears.Theadministrativechargesof1.1%ofthewagesoftheemployeescoveredundertheEPFActwillcontinuetobe paid by the respective employers.

(c) The Ministry of Social Justice & Empowerment, Department of Empowerment of Persons with Disabilities, would make available to the Employees Provident Fund Organisation and Employees State Insurance Corporation lump sumfunds by way of advance. These would be used for the purposes of adjustment of individual claims received from the employers under the scheme. The amount withtheorganizationswouldbereplenishedperiodically.

(F) PROPOSED CENTRAL SECTOR SCHEME OF FREE COACHING FOR STUDENTS WITH DISABILITIES

Objectives and brief of the scheme:

The objective of the Scheme is to provide coaching for economically disadvantagedstudentswithdisabilities,havingminimum40%ormoredisabilitytoenablethemtoappearincompetitiveexaminationsandtosucceedinobtaininganappropriatejobinGovt./ Public/Private sector. This scheme is under proposal and will be implemented fromtheyear2016-17.Thebrieffeaturesoftheschemearegivenbelow:



Courses for Coaching

Thecoursesforwhichthecoachingwillbeimpartedshallbeasfollows:

i) GroupAandBexaminationsconductedbytheUnionPublicServiceCommission(UPSC), the Staff Selection Commission (SSC) and the various Railway Recruitment Boards(RRBs);

Implementing Agencies

TheSchemewillbe implementedthroughthereputedcoachinginstitutions/centresrun by the:

i) Central Government / State Governments / UT Administrations / PSUs / AutonomousBodiesunderCentral/StateGovernments;

ii) Universities (both Central and State) including the Deemed Universities andPrivateUniversitiesrecognizedbyconcernedauthority;and

iii) Registeredprivateinstitutions/NGOs.

Selection of Institutions

i) TheproposalsforempanelmentofcoachinginstitutionswillbeconsideredbyaSelection Committee and recommended for selection based on their past record of performance and other criteria to be determined by the Selection Committee. The institutions forproviding coachingwill finallybe selectedby theDEPwDbased on the recommendations of the Selection Committee

How to apply

The coaching institute will issue advertisement in the local newspapers and inviteapplications from the eligible Persons with Disabilities (PwDs) candidates as perprovisions of the Scheme.



Quantum of Fee

ThequantumoffeeswillbeasagreedtointheagreementbetweentheDEPwD,MinistryofSocialJusticeandEmpowerment,GovernmentofIndiaandthecoachinginstitutionat the time of empanelment.

Eligibility criteria and selection of beneficiary students

(i) Freecoachingunderthisschemewillbeavailabletostudentswithdisabilitieswho are covered under the Persons with Disabilities (Equal Opportunity, Protection ofRights andFull Participation)Act, 1995and theNational Trustfor the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and MultipleDisabilitiesAct, 1999. The studentshaving less than40%disability(Certifiedbycompetentmedicalauthorityof thestateGovernments/UTs.)arenoteligible.

(ii) Thestudentsshouldbeselectedbythecoachinginstitutionbasedonacademiccriteriaprescribedbythe institutionitself.However,the institutionmayrelaxthesecriteriaforPwDscandidatesaspertermstobelaiddownintheAgreement.

(iii) Only students with disabilities having total income from all sources of thecandidateand/orhis/herparents/guardians,ofRs.6,00,000/-(IndianRupeessixlakhonly)orlessperannumwillbeeligibleforbenefitsundertheScheme.

(iv) Benefits under the Scheme can be availed by a particular student notmorethan twice, irrespective of the number of chances he/she may be entitled to take inaparticular competitive examination.The coaching institutionwill alsoberequiredtotakeanaffidavitfromthestudentsthattheyhavenottakenbenefitmore than twice under the Scheme.

(v) Candidateswhoarenotavailingthebenefitsoffreecoachingunderanyotherscheme of the Central Govt. are eligible under the scheme. The coachinginstitutionwillalsoberequiredtotakeanaffidavitfromthestudentsthattheyhavenotavailedbenefitoffreecoachingunderanyotherschemeoftheCentralGovt.

(vi) Whereexamination isconducted intwostagesviz.PreliminaryandMain,thecandidateswill be entitled for free coaching for both the examinations. TheywillbeentitledforfreecoachinguptotwotimeseachforPreliminaryandMainexaminationsaspertheirconvenience.However,therewillbenorestrictioninnumberof chances for coaching for Interview, if thecandidate is selected forinterview.

(vii) The selected students shall have to attend all classes. In the event of any student remainingabsentformorethan15dayswithoutanyvalidreason,benefitsoffreecoachingtohim/hershallbediscontinuedunderintimationtothisDepartment.



(viii) 50% of the total seats available in the institute under the scheme shall be reserved for female candidates. However, in case adequate number of girl candidates are not available or not found eligible as per the terms and conditions of the scheme, the unutilised slots can be utilised by selecting suitable male candidates.

Stipend and Special allowance

MonthlystipendofRs.2500/-perstudentpermonthwillbepaidforlocalstudentsforattendingthecoachingclass.Similarly,Rs.5000/-perstudentwillbepaidpermonthfor outstation students. Special Allowances of Rs.2,000/- per student per month will be paid to students (related to types of disabilities like reader allowance, escort allowance, helper allowance etc.). The institute would have to pay stipend and special allowance to student on monthly basis throughECSorcheque.Nocashpaymentwouldbeallowed.

(G) NATIONAL HANDICAPPED FINANCE AND DEVELOPMENT CORPORATION (NHFDC)

The National Handicapped Finance and Development Corporation (NHFDC) is a not-for-profit companywholly ownedbyGovernment of India.NHFDC functionsasanApex institution for extending financial support for education, employment andentrepreneurship of the persons with disabilities through the State ChannelizingAgencies(SCAs)nominatedbytheStateGovernment(s).

ProminentschemesbeingimplementedbyNHFDCaregivenbelowinbrief:

1. Loan Schemes:

i) For setting up small business in Service/Trading sector: Loan up to Rs. 3.0 lakhforsales/tradingactivityandRs.5.0lakhforservicesectoractivity

- Loanassistanceprovidedforself-employmentofdisabledpersonsinservicesector or for trading activity. The small business, project or activity, forwhichfinancialassistancehasbeensought,willhavetobeoperatedbythedisabled person himself.

ii) For agricultural/allied Activities: Loan upto Rs. 10 lakh.

- Loanassistanceisprovidedtodisabledpersonsforagriculturalproduction,irrigation, horticulture, sericulture, purchase of agricultural machinery/equipmentforagriculturalservice,marketingofagricultureproductsetc.

iii) For purchase of vehicle for commercial hiring : Loan upto Rs.10 lakh

- Purchaseofvehicleforcommercialhiringpurpose



iv) For setting up small industries unit : Loan upto Rs.25 lakh.

- Loan assistance is provided to disabled persons for manufacturing,fabrication and production activity. The disabled person will be the owner/chiefexecutiveofthecompany.

v) Scheme for Disabled Young Professionals:

- Loan upto Rs 25.00 lakhs to professionally educated / trained disabled youthsforself-employment

vi) Scheme for Developing Business Premises :

- LoanuptoRs.3.0lakhtoPwDsdesirousofdevelopingbusinesspremisesontheirownlandandstartingself-employmentactivity.

vii) For self-employment amongst persons with Mental Retardation, Cerebral Palsy and Autism : Loan upto Rs.10 lakh.

Persons with mental retardation, cerebral palsy or autism may not be able to enterintoalegalcontractrequiredtoavailloanfromafinancialinstitution.Insuchcases followingcategoriesofpersonsareeligible forfinancialassistancefrom NHFDC on behalf of the mentally disabled persons for an income activity –

i) Parents of dependant mentally disabled person

ii) Spouse of dependant mentally disabled person

iii) Legalguardianofmentallydisabledperson

viii) For technical education/training : Loan limit Rs.10 lakh for study in India and Rs.20.0 lakh for study at abroad.

- Tomeettuitionandotherfees/maintenancecost/booksandequipmentetc.forpursuingprofessionalcoursesinarecognizededucationalinstitutioninIndia and abroad.

ix) Scheme for Pursuing Vocational Studies : Loan upto Rs.2.0 lakh to Students withDisabilitiesforpursuingvocational/skilltrainingcourses.

x) Scheme for Purchase of Assistive Devices : Loan upto Rs.5.0 lakh for purchase ofassistivedevicesincludingretrofittingswhichwillenhancetheprospectsofPwDsfortheiremployment/self-employment.

xi) Scheme for NGOs for their capacity expansion : Loan upto Rs. 5.0 lakh to NGOsworkingintheareaofdisabilitytoimplementsingleormultipleproductionactivityonbehalfofagroup of PwDs.



xii) Micro Credit Scheme : Loan upto Rs. 5.0 lakh to NGO, Rs.25000/- per beneficiary@5%p.a.

- TheScheme is implemented throughStateChannelizingAgencies (SCAs)wherein NGOs submit application for loan to the SCAs.

xiii) Scheme for Parents Association for the Mentally Retarded Persons : Loan upto Rs. 5.0 lakh

- Financial assistance is provided to Parents Association for the MentallyRetardedPersonstosetupanincomegeneratingactivityforthebenefitofmentallyretardedpersons.Thenatureofincomegeneratingactivitywillbesuch that it involves the mentally retarded persons directly and income will bedistributedamongthementallyretardedpersons.

2. Grant & other Schemes

i) Assistance for Skills and Entrepreneurial Development Programmes Financial assistant in the form of grant is provided to State Channelising

Agencies/reputed institutions for imparting training to the disabled persons(15-50 year of age with 40% or more disability) to make them capable andself-dependentthroughpropertechnicaltraininginthefieldoftraditionalandtechnical occupations and entrepreneurship. During the training stipend @Rs.2000/-permonthalsoprovidestodisabledtrainees.

ii) Hand holding support to registered institutions for PwDs The registerd institutions are eligible for hand holding support of upto

Rs.1,000/-perPwDforextendinginformation,support,guidanceforprocedural/documentationformalitiestoPwDsinobtainingloansoradmissionintraininginstitutes.

iii) Scholarship Scheme NHFDCisalsoadministeringtwoscholarshipschemes.Atotalof3000scholarships

are available. Student with disabilities can apply directly for scholarship on the website of NHFDC (www.nhfdc.nic.in).

Procedure of application for Loan :

ApplicationdulyfilledinprescribedformatistobesubmittedtotheStateChannelisingAgencies(SCA)ofNHFDCinrespectiveState/UT.LoanuptoRs.5.00lakhissanctionedby SCA of NHFDC and above Rs.5.00 lakh is recommended by SCA and forwarded to NHFDC for sanction. The loan application can also be submitted to additional implementingagenciesofNHFDClikeRRBsandBanksetc.

ACCESSIBLE INDIA CAMPAIGN | SUGAMYA BHARAT ABHIYANThe Government envisions to have an inclusive society in which equal opportunities andaccessisprovidedforthegrowthanddevelopmentofpersonswithdisabilitiestoleadproductive,safeanddignifiedlives.Infurtheranceofthisvision,theDepartmentofEmpowerment of Persons with Disabilities, Ministry of Social Justice & Empowerment has launched the Accessible India Campaign (Sugamya Bharat Abhiyan) on 3rd December, 2015 on the occasion of International Day for Persons with Disabilities, as anationwideflagshipcampaignforachievinguniversalaccessibilityforPersonswithDisabilitiesandtocreateanenablingandbarrierfreeenvironment,withafocusonthreeverticals: Built Environment; Public Transportation and Information & Communication Technologies.

2. The following achievements have been made under Accessible India Campaign:

• AccessibleIndiaCampaign(SugamyaBharatAbhiyan)hasbeenlaunchedon 3rdDecember,2015atVigyanBhawan,NewDelhion theoccasionofInternational Day for Persons with Disabilities.

• StrategypaperoftheCampaignhasbeenpreparedafterconsultationwithvariousstakeholdersdefiningkeytargetsandtheirtimeline.Salientfeaturesofthecampaignare,(A)AccessibilityofBuiltupEnvironment:(i)Completing accessibility audit of at least 25-50 most important government buildings in 50 cities and making them fully accessible by July 2016(ii) Making 50% of all the government buildings of National Capital and all the State capitals fully accessible by July, 2018. (iii)Completing accessibility audit of 50% of government buildings and making them fully accessible in 10 most important cities/towns of States not covered in targets (i) and (ii) by July 2019. (B) Transport System Accessibility: (i) Completing accessibility audit of all the international airports and making them fully accessible by July 2016. (ii) Completing accessibility audit of all the domestic airports and making them fully accessible by March 2018. (iii) A1, A & B categories of railway stations



to be made fully accessible by July 2016 and 50% of all railway stations to be made fully accessible by March 2018. (iv) 10% of Government owned public transport carriers are to be made fully accessible by March 2018. (C) AccessibilityofKnowledgeand ICTEcosystem: (i)At least 50% of Central and State Government websites are to meet accessibility standards by March 2017. At least 50% of public documents are to meet accessibility standards by March 2018. (ii) Training and developing 200 additional sign language interpreters by March 2018. (iii) Public television news - National standards on captioning and sign-language interpretation are to be created and adopted by July, 2016. At least 25% of public television programmes on government channels are to comply with the set standards by March 2018.

• Department organized a zonal awareness conference cum workshop atMumbai on September 24, 2015 to provide an insight into the variouscontours of theAccessible IndiaCampaignwhich adhere to the IncheonStrategyGuidelinesandalsoincludedin-depthdiscussionsontherolesandresponsibilities of various stakeholders in the journey to achieve universal accessibility for the inclusion of persons with disabilities.

• Nodal officers in Central & State Government Departments have beenidentified.

• OfficialLogoandSloganoftheCampaignhasbeencreatedthroughpublicinputs on MyGov.

• AccessibilityStandardsarebeingcreatedundereachvertical.

• With the intention to ensure that everyone, including the persons withdisabilities and elderly should have equal access to all services and facilities in all publicbuildings, ‘HarmonizedGuidelines andSpaceStandards forBarrier Free Built Environment for Persons with Disability and Elderly Persons’hasbeenreleasedon23.3.2016byMinistryofUrbanDevelopment.The Guidelines are the outcome of a participatory approach throughwidespread consultations with various Central Government Ministries/ Agencies/Bodies/NationalInstitutions/StateGovernments.

• Building partnerships with Companies and individuals for adoption ofbuildings.

• MeetingshavebeenheldwithBureauofIndianStandardstoensurethatall the accessibility related standards are incorporated in the draft National BuildingCodewhichisunderrevision.

• 18AccessAuditorshavebeenempaneledandworkordershavebeenissuedtobeginaccessauditsofidentifiedbuildings/locationsin31cities.



• TocreateapoolofaccessauditorswhomaybeavailableinalltheStatesfor conducting access audit, training programme is being organised incollaborationwithNationalCPWDAcademy,Ghaziabad,MinistryofUrbanDevelopment.

• 50 Accessibility Clubs in IITs, IIMs and other institutes for encouraginginnovation and investment in Accessibility Solutions.

• Development of Web portal along with mobile app for crowd sourcinginformation on inaccessible places. With Web Portal and Mobile application citizenscanreportinaccessibleplacesbypostingpicturesorvideos.

• An‘InclusivenessandAccessibilityIndex’hasbeenlaunchedon30th March, 2016throughwhichindustriesandcorporatescanvoluntarilyevaluatetheirreadinessformakingtheworkplaceaccessibleforpersonswithdisabilities.

• CabinetSecretariathasconstitutedaCommitteeofSecretariestoeffectivelyreview/monitor and creating an implementation framework includingappointmentofnodalofficersintheconcernedMinistriesforachievingthetargetsofAccessibleIndiaCampaign.

Media Strategy for mass awareness:

The recent activities undertaken after the successful launch of the Campaign are:-

i) Radio Programme on AIC : HMSJE and Jt Secretary interacted with live audience onAakashwani-AIRthroughalivephone-intopopulariseAIC.

ii) Talkathon on AIC:- Organised in coordination with PIB and MIB, the liveTalkathonfeaturingHMSJEandSecretaryDEPwDShriLovVermawasahugehit with the Twitter users as #AskonAccessibleIndia became the No.2 Trend on Twitter. The event was hosted by Shivani Gupta.



iii) TV Promos: 60 sec TV Spot on AIC was relayed across Doordarshan Network through paid promotion aswell as pro bono basis. (The latest 30-dayPlan isbeingairedfrom12thAprilto11thMay.)Aseparate28-dayplanforTVspotforprivate Cable and Satellite Channels is to be released by DAVP shortly. This will cover all major news channels and GEC.

iv) YOJANA:PublicationsDivisionsuccessfullybroughtouttheMay2016issuecoveringtheDisabilitySector,withspecialfocusonAICanditsaccomplishments.This was done in coordination with the Department.

v) Radio:RadioJingleshavebeenairedonprobonobasisonAIRduringthelaunchofAIC.Aseparatepaidplan(2month)isalsobeingcurrentlyexecutedthroughAIR.PrivateFMchannelsalsoranapaidcampaignforthedepartmentduringthe launch of AIC.

vi) My Gov:TheMYGovplatformwasextensivelyusedtopromoteAICinthedigitalsphere.Manycontests,banners,posterswereuploadedonthehighviewershipsite.ActiveCo-operationfromMyGovteamhelpeduseextendtheCampaignonSocial Media platforms.

vii) Accessible Index:ThelaunchofInclusivenessandAccessibilityIndexon30thMarch2016wasalsopopularizedthoughmediaplatformsincollaborationwithFICCI.CorporateSectorisbeingactivelypursuedtoencouragethemtoadaptAccessibilityIndexToolkit.FurtherStrategiesarebeingconceptualisedtotakethecollaborationtothenextlevelofactiveparticipationandimplementation.

For the success of Accessible India Campaign, State Governments shall execute the objectives & targets underlined in the Strategy paper by taking following measures:-

i) Constitution of State level Steering Committee and Programme Monitoring Unit (PMU) with representation of Central Ministries/Departments, Accessibility professionals and experts for implementation of Campaign by combination of institutional coordination, enforcement mechanisms and awareness of the PwD Act to promote accessibility.

ii) Develop, promulgate and monitor the implementation of minimum standards and guidelines for enhancing the accessibility of government buildings;

iii) Organizing trainings and workshops of architects/contractors/concerned officials on accessibility issues facing persons with disabilities;

iv) Provide in buildings and other facilities open to the public signage in Braille and in easy to read and understand forms;



v) Provide forms of live assistance and intermediaries, including guidelines, readers and professional sign language interpreters, to facilitate accessibility to buildings and other facilities open to the public;

vi) Identifying and conducting accessibility audit of most important government buildings and converting them into fully accessible buildings by creating a PERT Chart.

vii) State Govt. shall incorporate accessibility clause in its building by-laws and schemes/programs.

viii) Every district of the State shall have a nodal accessible officer.

ix) Standards of accessibility should be as consistent as possible with international standards, such as those of the ISO, taking into account the local context. In regards to the built environment, ISO 21542:2011, Building Construction – Accessibility and Usability of the Built Environment, delineates a set of requirements and recommendations concerning construction, assembly, components and fittings.

x) Promote other appropriate forms of assistance and support to persons with disabilities to ensure their access to information;

xi) Promote access for persons with disabilities to new information and communications technologies and systems, including the Internet;

C. Scheme for Awareness Generation and Publicity

1. Objectives

a) Togivewidepublicity,includingeventbasedpublicityetc.throughelectronic,print,filmmedia,multimedia, to theschemes,programmesbeing runby theDepartment of Empowerment of Persons with Disabilities and other Central Ministries,StateGovernmentsetc.forthewelfareofPwDsincludingtheirsocial,economic and educational empowerment.

b) TocreateanenablingenvironmentforsocialinclusionofthePwDs in all fieldsof lifebyprovidingequalopportunities,equity&socialJusticeandtoensureconfidencebuidlinginthePwDssothat,theycanrealisetheiraspirations.

c) TobringtothenoticeofallstakeholdersincludingPwDsandcivilsocietyaboutthe legal rights of the PwDs as enshrined in the constitution, internationalconventions,PwDAct1995andsubordinatelegislation(s).

d) Tosensitizetheemployersandothersimilargroupsonthespecialneedsofthespecially abled persons.



e) Topromoteawarenessandtosensitizesocietywithfocusonremoteandruralareas,oncausesleadingtodisabilityandpreventionthroughearlydetectionetc.

f) Toencouragevolunteeractionforensuringeffectiveimplementationofthelegalprovisions and welfare schemes meant for the PwDs.

g) Todevelopcontentforrehabilitationofdifferenttypesofdisabilities.

h) Toprovidefinancialsupportforhelplines.

j) To extend financial support for National& International events organized byreputedorganizationsondisabilities.

k) To create or to facilitate creation of facilities conducive to the recreation of PwDs which may include inter alia tourism, educative, medical religious tourism,sports, etc.

l) toextendfinancialsupportforparticipationintheCommunityRadioProgrammes/Scheme of the Ministry of I&B.

m) TopromoteactivitiesforeconomicempowermentofPwDslikejobfairs,campaigns,awareness on skill development etc.

n) To support spreading awareness about universal accessibility by creatingan enabling and barrier-free environment that include accessible buildings,accessibletransport,accessiblewebsitesandcarryingoutaccessibilityaudit.

o) Topromoteindividualexcellenceinthefieldofdisabilitysector.

p) Topromoterelevantactivity/activitiesrelatingtocreatingawarenessinthefieldof disability sector.

g) Financialassistancetoself-helpgroups,parents’organizationsetc.workingfordevelopmentof‘socialgood’and‘communitywelfare’.

h) To support activities like showing of programmes exclusively prepared andperformedbyPwDsonTV,bybearingthecostinvolvedonhonorariatoperformers,boarding,lodgingandtransportationandpaymentsduetotheelectronicmedia

i) Organizingspecialevents,Celebrationofspecialdaysetc.

j) Lackofco-ordinationbetweendifferentserviceprovidersin thefieldsofhealtheducation,housingandequipmentsunderminestheireffectiveness.MinistriesofHealth,Education,LabourandRuralDevelopmentarealsodoingsomeworkin thefieldofdisability.Forsuccessful implementationofallsuch initiatives,anInter-MinisterialCommitteewhichmayco-ordinateacrossorganizationstoimprove distribution of services and referral system, promote joint ventures, joint negotiations,sharingknowledgeandexpertise,sharingspecialisteducator,anddisseminatingsystemmaybesetupundertheDepartment.

k) PanchayatiRajInstitutionmaybeinvolvedwhereverexpedient.

l) Tosupportawarenesscampaignforskilldevelopment&employmentgenerationforPwDsincludingjobfairs.

v) Therelevantactivityforwhichgrant/financialassistanceissoughtshouldreflectintheirMemorandumofAssociationasoneoftheactivities.

vi) Onlysuchorganizationsashaveagoodtrackrecordintherelatedfieldmaybeconsideredforgrants.

vii) In the case of NGOs, recommendation from State Govt. for the proposal is required.

5. Sanction and release of funds

Application for financial assistance under the scheme is called from theorganisations in the prescribed format. All sanctions shall be issued afterapproval of the competent authority and all disbursements shall be made with theconcurrenceofIntegratedFinanceDivisionoftheDepartment.

(a) Short term projects (one-time events or projects not exceeding 6 months duration):

Disbursement will be made in two instalments as follows:

75%-onapproval,acceptance,executingnecessarybondetc.

25%-onreceiptoffinalreportandUCforthefirstinstalment,auditedstatementofaccountalongwithitem-wiseexpenditure.

(b) Long term Projects (projects of 6 months and more duration) Disbursement may be made in three instalments as follows:

40%on approval, acceptance of project and furnishingbank guarantee/executionofbondetc.

40%-AfterProgressreview,receiptofUCoffirstinstalment.

20%-OnReceiptoffinalreport,UCforfullamount,andauditedstatementofaccountalongwithitem-wiseexpenditure.



D. National Fund for People with DisabilitiesNational Handicapped Welfare Fund was created vide Ntfn No. SO 573(E) dated 11.08.1983topromotevoluntarysectorforcreatingservicesforthehandicappedforpreventionandearlydetectionofdisabilities,education,training,physicalandeconomicrehabilitationofdisabledpersonsandtodoallotherthingsthatare incidentalandconducive to the above objects. The fund was renamed as ‘National Fund for People withDisabilities’ videNtfnNo.SO748(E)dated27.10.1997.Thenotificationof theFund was further amended vide S.O. No. 1120€ on 9thApril,2014tochangethenameof the Ministry from Ministry of Welfare to Ministry of Social Justice & Empowerment and considerationof application for extendingfinancial assistance or for anyotherpurposes,throughcirculationofproposalamongsttwomembersandthechairmanofthe National Fund.

The Funds has a corpus of Rs. 2.51 crore (Rs. 1.00 lakh contributed by the Govt. of India and Rs. 2.50 crore by the Jawaharlal Nehru Centenary Trust). As on date the Fundishavinganamountofapprox..Rs.17.00crores,whichhasbeenaccruedbywayofinterestoninvestmentmadeinthenationalizedbanksasfixeddepositofcorpusfund.Thisamounthasbeenreinvestedinnationalizedbanksasfixeddeposits.

ForthemanagementandadministrationoftheFund,aBoardofManagementunderthe chairmanship of Secretary of the Department of Empowerment of Persons with Disabilities has been constituted. The other members of the Board are the Financial Adviser and Joint Secretary of this Department, Joint Secretary of Department of Secondary Education, Ministry of HRD/Joint Secretary of Department of HigherEducation,MinistryofHRD,DirectorGeneralofEmploymentandTraining,MinistryofLabour&Employmentandfivenon-officialmembersfromamongstleadingsocialworkers or from voluntary organisations, one each representing disability groupsof visualdisabled,hearingdisabled, orthopedicallydisabled,mentally retardedandneurologicallydisabled,tobenominatedbythechairmanoftheNationalFund.

Registered voluntary organization having a good track record (ii) autonomousorganisations (iii) self help organisations of peoplewith disabilities on the basis ofthe recommendation of the National Institutes (Nis), District Rehabilitaton Centres andCouncilforAdvancementofPeoplesActionandRuralTechnologyareeligibleforfinancialassistanceintermsoftheschemeshallordinarybepreferredforassistancefrom the National Fund.

The decision was taken in the lastmeeting of the Board of the National Fund forPeoplewithDisabilitiesheldon12/5/2015thatfinancialassistancethroughthisFundwouldbereleasedforvariousactivitiesundertheSkillDevelopmentProgrammeandProgrammeofAccessibleIndiaCampaignforpersonswithdisabilities.



E. Trust Fund for Empowerment of Persons with DisabilitiesTrustFundforEmpowermentofPersonswithDisabilitieswascreatedvidenotificationdated 21.11.2006 under the Charitable Endowment Act 1890. The Fund is to be administered and applied:

• toimplementvariousprovisionsofPersonswithDisabilities(EqualOpportunity,ProtectionofRightsandFullParticipation)Act,1995

• topromoteemployment

• topromoteskillandentrepreneurialdevelopment

• to provide subsidy to grant of loans under scheme for promotion of self-employment.

• toprovidescholarshipsforpursingtechnicalorprofessionalcourses.

• to promote awareness about prevention, detection, early intervention andrehabilitation.

• topromotephysicalandmentalwellbeingthroughrecreation,sportsandculturalactivities.

• topromoteforpersonswithseveredisabilitiestheestablishmentandmanagementof special homes, and

• todoallotherthingsthoseareincidentalandconducivetotheaboveobjects.

Thecorpusof the fundcompriseof therecoveriesof theexcessamountrealizedbytheUnionofIndiabywayofinteresttaxandinterestbythebanksandotherfinancialinstitutions,andacontributionoffiftylakhsrupeeseachbytheconcernedbanksandtheIndianBanksAssociation,inaccordancewithdirectionsoftheHon’bleSupremeCourtdated16.04.2004inC.A.4655and5218of2000.

Presently, the following schemes are implemented through the financial assistance from the funds available under this Trust Fund for Empowerment of Persons with Disabilities:

(i) Scholarship Scheme for students with disabilities.

Under this scheme: • Financialassistanceisgiventostudentswithdisabilitiestopursuedegree

and/or post graduate level technical and professional courses from arecognizedinstitution.

• Maintenanceallowance,book/stationaryallowanceandgrantforpurchaseofassistivedevicesarecrediteddirectlytothestudent’saccount.



• Non-refundablefeesarereimbursedtothestudentonproductionofproofof deposit of fees or are paid directly to the Institute under intimation to the student.

• Thereisprovisionof2500scholarshipseveryyear.

• TheschemeisbeingimplementthroughNationalHandicappedFinanceandDevelopment Corporation (NHFDC).

Procedure for sanction of funds under Trust Fund Scholarship Scheme.

TheScreeningCommitteeconstitutedforselectionofeligiblestudentsforawardingscholarshipsexaminetheapplicationsonthebasisoftermsandconditionslaiddownintheadvertisementpublishedbytheNHFDCintheleadingnewspapersand approved the selection of students for the scholarships.

Procedure to obtain benefits under the scheme by the beneficiaries.

Eligiblestudentscanapplyon-linetoNHFDCaftertheadvertisementforawardingscholarshipsappearedintheleadingnewspapers.

(ii) “Swavlamban Health Insurance Scheme”

Health Insurance Scheme for persons with disabilities, namely, “Swavlamban Health Insurance Scheme”toprovideaffordableHealthInsurancetopersonswith Blindness, Low vision, Leprosy-cured, Hearing impairment, Loco-motorDisability,MentalRetardation andMental Illness and to improve the generalHealth condition & quality of life of persons with disabilities is also beingimplemented throughNew IndiaAssuranceCompanyLimited from the fundsavailable under the Trust Fund for Empowerment of Persons with Disabilities (thedetailsoftheschememaypleasebeseenonpage57ofthisCompendium.

F. SWAVLAMBAN GROUP MEDICLAIM POLICY FOR PERSONS WITH DISABILITIES OF TRUST FUND FOR EMPOWERMENT OF PERSONS WITH DISABILITIES

OBJECTIVE

In order to enable and empower persons with disabilities (PwDs) to live as independently andwithdignityaspossible,Healthservicesanditsaccesstopersonswithdisabilitiesassumeaverysignificantrole.Inthiscontext,theHealthInsurancefacilitybecomesimportant but presently such products are not easily available for persons with developmental disabilities. In such a situation, a Tailor Made Group Health Insurance Scheme, namely, “Swavlamban Health Insurance Scheme” is conceived with thefollowingobjectives.



• ToprovideaffordableHealthInsurancetopersonswithBlindness,Lowvision,Leprosy-cured,Hearingimpairment,Loco-motorDisability,MentalRetardationand Mental Illness.

• To improve the general Health condition & quality of life of persons withdisabilities.

SCHEME AND ITS COVERAGE

The scheme is designed to deliver comprehensive cover with following features:

• Haveasinglepremiumacrossageband

• CoveragetothefamilyofthePersonswithdisabilities.

• HealthInsurancecoveruptoRs.2,00,000perannumasfamilyfloater.

• OPDcover forcorrectivetherapyuptoRs.10,000perannumisavailable forthe Persons with Disabilities. For Persons with Mental Retardation and Mental Illness OPD cover will be limited to Rs. 3,000 per annum.

• Noexclusionofpre-existingcondition.However,correctivesurgeryforexistingimpairment can be done only with the prior consent of the Insurer/Third Party Administrator (TPA).

• Pre&postHospitalizationexpenses,subjecttolimits.

• Nopre-Insurancemedicaltests.

• Restofthetermsandconditionsoftheschemeshallbegovernedbystandardgrouphealthinsurancepolicy.

ELIGIBILITY

PersonshavinganyoneofabovementionedDisabilitiesdulycertifiedbythecompetentauthority;agedbetween0yearsand65yearsincludinglegalguardianandparentsofminorsforbenefitundertheschemeandwithfamilyannualincomeoflessthanRs.3,00,000perannumiseligibleforthisscheme.

*Person with multiple disabilities is not eligible for the scheme.

PREMIUM:

IMPLEMENTATION:TheschemewillbeimplementedthroughactiveparticipationoftheNationalInstitutesand Composite Regional Centres for Persons with Disabilities (CRC’s) under theDepartmentofEmpowermentofPersonswithDisabilities,MOSJ&E.The registeredorganizations shall liaise with the Insurance Company, MOSJ&E, Health serviceproviders, National Institutes, CRCs and all the stakeholders concerned for awareness generationandenrolment.

ENROLMENT PROCESSThe various methods proposed to enrol Persons with Disabilities after receiving the data:• CampsorganizedbyNationalInstitutes&CRCs.• Persons with Disabilities in contact with Artificial Limbs Manufacturing

Corporation (ALIMCO) & National Handicapped Finance and Development Corporation (NHFDC).

• PlacingpublicitymaterialatNationalInstitutes&CRCsandputtinginformationon websites of Department of Empowerment of Persons with Disabilities and institutions under it.

For enrolment, the beneficiaries have to submit the following documents:1) Dulyfilledproposalform.2) Paymentofpremium(10%ofpremiumfixed)3) Incomecertificate(self-attested)4) AnyGovt.IDproof,suchas,AadharCard,VoterID,DrivingLicenseetc.along

withonepassportsizephotograph.

CLAIM PROCESS

The New India Assurance Company Limited will create a network of Hospitals, where theInsuredpersonscangetcashlesstreatment.IfanyInsuredPersonswanttotaketreatment outside network, the permission of TPA is necessary. Such permission is not requiredincaseofemergencyhospitalizations.

Thepolicycoverspre-existingIllness.Treatmentforpre-existingimpairment(forthepurpose of this policy, impairment relates to a condition or illness which caused the disability as defined in the PersonswithDisabilities Act, 1995)will be only at thenetwork Hospitals and only with the prior approval of the TPA.

REDRESSAL MECHANISM

Any Insured person having a grievance on any service aspect could approach thenominated person of the New India Assurance Company Limited. In case, he/she is not



satisfiedwiththeprocess,he/shecanescalateittoanamedpersonintheDepartmentof Empowerment of Persons with Disabilities. Such escalation would be addressed by a DisputeResolutionCommitteecomprisingonerepresentativeeachfromDepartmentofEmpowerment of Persons with Disabilities, the New India Assurance Company Limited and the TPA.

G. Central Sector Scheme of “Support for establishment/ modernisation/ capacity augmentation of Braille Presses

The Department of Empowerment of Persons with Disabilities has approved the Scheme titledCentralSectorSchemeof ‘support forestablishment/modernization/capacityaugmentationofBraillePresses’from2014-15to2016-17.Departmenthasapproved13proposalsreceivedfromGovernmentInstitutes/VoluntaryOrganizationsundertheScheme.Detailsaregivenbelow:

Establishment of Braille Press :1. (a)CompositeRegionalCentreatSundernagar,HimachalPradesh (b)Andhra

Central Sector Scheme on ‘Research on disability related technology, products and issues – TheCentralSectorResearchSchemeon“DisabilityrelatedTechnology,ProductsandIssues”,waslaunchedbytheDepartmentofEmpowermentofPersonswithDisabilities(DEPwD)intheMonthofJanuary,2015.TheobjectivesoftheSchemeare:-i) Topromoteresearchofservicemodelsandprogrammesonthebasisoflifecycle

needsholisticdevelopmentoftheindividualsandtheirfamiliesandcreatinganenablingenvironmentfortheempowermentofthePwDs.



ii) To initiate and sustain innovative applied and action research to improve the equality of life.

iii) To promote research in prevention and prevalence of disability and the application of scienceand technology to thedevelopmentof indigenous,appropriateaidsand appliances.

iv) Toevolvestronglinkagesbetweenresearchfindingsandpolicyandplanningandpractice.

v) To ensure active and compulsory involvement of PwDs in applied research and product development projects in area of disability.

Implementation process

1. DepartmentofEmpowermentofPersonswithDisabilities isthe implementingagency.TheoperationoftheSchemeisoverseenbyaSteeringCommitteeheadedby Secretary, DEPwD.

Eachfinancialyear,theTechnicalCommitteeunderthechairmanshipofCMD,ALIMCOrecommendstotheSteeringCommitteetheresearchproductandthesubjects/topicstobeassignedtointernsforsurveys,studiesetcfromtimetotime, consistent with the thrust areas and important issues related to disabilities before National Institutes/Department of Disability Affairs

3. OnacceptanceoftheaboverecommendationsbytheSteeringCommittee,theDepartment,asfaraspracticable,inviteapplicationstoidentifypanelsofexpertsfor the research and interns for periodical survey/study. .

4. TheScrutinyCommitteescrutinizeseachproposalwithreferencetothetermsofreferenceandfinancialparameters/normandsendtheproposaltoTechnicalCommittee for selection of research product and survey/studyThe Technical Committee decides as to the selection of research products and survey /studies topics. The Steering Committee decides to the selection of partners for theresearch products and survey/studies to be undertaken.

I. INDIAN SPINAL INJURIES CENTRE, NEW DELHI 1. Indian Spinal Injuries Centre (ISIC), New Delhi was set up in collaboration with

theGovernmentof Italy, throughSanRaffaeleHospital,Milanalongwith thesupport from theGovernment of India to render super-speciality services forspinalinjurymanagement.TheIndianSpinalInjuryCentre,aNon-GovernmentalOrganization, provides comprehensive rehabilitation management servicesto patients with spinal cord injuries and related ailments. These include



intervention in the form of reconstructive surgery, stabilization operations,physicalrehabilitation,psycho-socialrehabilitation,andvocationalrehabilitationservices.Themainobjectivesoforganizationarehumanresourcedevelopment,research and development, development of models of care and rehabilitation, documentation and distribution, special education centre, consultancy services andoutreachprogrammesforspinalinjuredpatients.

2. As per the decision of the Union Cabinet, the Government supports the ISIC to provide25free-bedsdailyfortreatmentofpoorpatients.Inaddition,theCentreprovides5free-bedstopoorpatients.

3. IndianSpinalInjuriesCentrewasreleasedgrants-in-aidforRs.1.80croreduring2014-15andRs.2croreduring2015-16.

J. NEW INITIATIVES & SCHEMES IN PROGRESS• Establishment of the Indian Sign Language Research and Training Centre

(ISLRTC) at a cost of Rs.20.00 crore at New Delhi for development of common languageofcommunicationfordeafpersonsinthecountry.

• Modernizationof10 existingandestablishmentof15newBraille presses to augmentproductionofBraillepresses.

• Under another flagship scheme of the Department “Scheme of Assistanceto Disabled persons for purchase / fitting of aids & appliances (ADIP), theDepartmenthasintroducedacentralizedon-lineapplicationsystemdevelopedby NIC on the website www.ngograntsje.gov.ininthemonthofJuly2014.

• TheDepartmentincollaborationwithTIFAC,anautonomousbodyoftheDeptofScience&Technology,haslaunchedadedicatedweb portal for meeting the accessible needs relating to aids & appliances for persons with disabilities. ThewebportalwaslaunchedbyHon’blePresidentofIndiaonInternationalDayfor the Persons with Disability on 3rdDecember2014.

• TheDepartmentincollaborationwithTIFAC,anautonomousodyoftheDept.ofScience&Technology,haslaunchedadedicatedwebportalformeetingtheaccessibleneedsrelatingtoaids&appliancesforpersonswithdisabilities.ThewebportalwaslaunchedbyHon’blePresidentofIndiaonInternationalDayforthe Persons with Disability on 3rdDecember2014.

• National Institute of Mental Health Rehabilitation – The Department is in theprocessofestablishingNationalInstituteofMentalHealthRehabilitationatBhopal.



The National Trust for the welfare of Persons with Autism, Cerebral Palsy, Mental Retardation & Multiple Disabilities

Introduction

The National Trust is a statutory body of the Ministry of Social Justice and Empowerment, Government of India, set up under the “National Trust for the Welfare of Persons with Autism,CerebralPalsy,MentalRetardationandMultipleDisabilities”Act (Act44of1999).

Vision of The National Trust

An inclusive society which values human diversity and enables and empowers full participationofPersonswithDisabilitytoliveindependentlywithdignity,equalrightsand opportunities.

TheNationalTrust’svisionstatementreflectsaverychangedIndiaforallIndiansandisbasedonahumanrights,i.e.UNCRPD,approach.ThevisionstatementfocusesNTasbeingaleaderinthedisabilitysectorinIndia.AslawsfocusingonPersonswithDisabilityarechanging,focusedleadershipneedstobeestablished.Workingthroughlocal and regional registered organizations and local level committees, theNationalTrustmustmakeitsvisionandfocusclearthroughoutthecountry.

Mission of the National Trust

TheNationalTrustworks towardsprovidingopportunities forcapacitydevelopmentof Persons with Disability and their families, fulfilling their rights, facilitating andpromotingthecreationofanenablingenvironmentandaninclusivesociety.

The National Trust’s mission, or fundamental purpose, is to create an enablingenvironment, i.e. providing opportunities for Persons with Disabilities throughcomprehensivesupportsystemswhichcanalsobedonebycollaboratingwithotherMinistries, etc., which will lead towards development of an inclusive society.

• Budgetary Support to National Trust

The National Trust for the welfare of persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities was set up in 1999 and at that time a corpus fund of Rs. 100 crores was provided to the National Trust to carry out its activities. Over the years,theactivitiesandcoverageoftheNationalTrusthavegrownupconsiderably.The interestwhichaccrue on the corpus fund isnot sufficient to runmanyof theschemes,programmesandactivitiesoftheNationalTrustwhichareverypopularandhaveprovedtobequitebeneficial.Therefore,duringtheyear2015-16theDepartmentdecidedtoextendbudgetarysupporttotheNationalTrustforexpansionoftheirsixpopularprogrammesand schemes : (i)Gharaunda; (ii)Niramaya; (iii) Samarth; (iv)BadhteKadam;(v)Prerna;and(vi)Vikaas(DayCare).

Sahyogi (Caregivers training scheme):-ThisschemeaimsatsettingupCaregiverCells(CGCs)toprovidetrainingandcreateaskilledworkforceofcaregiverstoprovide adequate and nurturing care for PersonswithDisabilities (PwD) andtheir families who require it. It also seeks to provide parents an opportunity to gettrainedincaregivingiftheysodesire.Thisschemewillprovideachoiceoftrainingthroughtwolevelsofcoursesprimaryandadvancedtoallowittocreatecaregiverssuited toworkbothwithPersonswithDisabilities (PwDs), familiesandotherinstitutionscateringtotheneedsofthePwDs(NGOs,WorkCentresetc.).

Prerna (Marketing Assistance Scheme):-Prerna is themarketingassistancescheme of the National Trust with an objective to create viable and widespread channels for sale of products and services produced by Persons with disability (PwD) covered under the National Trust Act. This scheme aims at providingfundstoparticipateineventssuchasexhibitions,melas,fairs,etc.toselltheproductsmadebyPwDs.TheschemealsoprovidesanincentivetotheRegisteredOrganisations(RO)basedonthesalesturnoveroftheproductsmadebyPwDs.TheNationalTrustshallfundROparticipationinnational,regional,stateanddistrictleveleventssuchasfairs,exhibitions,melasetc.formarketingandsellingproductsandservicespreparedbyPwDs.However,atleast51%ofemployeesofthese work centres should be PwDs which covered under the National Trust Act.

Sambhav (Aids and Assisted Devices Scheme):- This is a scheme to setup additional resource centres, one each in each city of the country with population greater than 5million (As per 2011 census), to collate and collect the Aids,software and other form of assistive devices developed with a provision of displayanddemonstrationofthedevices.Theschemealsoincludesmaintaininginformation,pertainingtoaidsandassistivedevicespresentatSambhavcentre,on the National Trust website. These centres aim to provide information and easy access to devices, appliances, aids, software etc. for betterment and empowerment of PwDs of the National Trust disabilities. There shall also be provision of display and demonstration of the devices to the concerned stakeholders.

1. The Central Government, State Governments and Union territory Administrations shall forward their recommendations to the Ministry of Social Justice and Empowerment, Department of Disability Affairs by the stipulated date.

Procedure for sanction of grant/assistance/scholarshipAdvertisementinthisregardispublishedinleadingnewspapersthroughDirectorateofAdvertisingandVisualPublicity(DAVP)andthesameisalsodisplayedonthewebsiteof the Ministry.

Screeningcommitteesareformedforshortlistingofawardeesindifferentcategoriesof national awards. The screening committees comprise of four to fivemembers,includingtheChairman,outofthefollowing:-
