.. MINUTES OF THE MEETING OF THE SCREENING COMMITTEE HELD ON 12th-13th March 2013 TO CONSIDER NEW PROJECT PROPOSALS UNDER THE DEENDAYAL DISABLED REHABILITATION SCHEME (DDRS)

A meeting of the Screening Committee was held on 12th, 13th and 20th March,,2013 in two sittings under the Chairmanship of Shri K.V.S.Rao, Dir. (R) to consider the proposals 0£ NGOs received through State Governments for setting up new projects under Deendayal Disabled Rehabilitation Scheme (DDRS). Shri Kishor Borkar, Member of the Conunittee was present in the the first sitting of the meeting held on 12-13th March 2013. Shri Kishor Borkar and Shri Akhil Paul, Member of the Committee were present in the second sitting of the meeting held on 20Ui March 2013.

2. The Committee was informed that as per the detailed guidelines regarding streamlining the procedure for sanctioning of grant-in-aid issued vide this Ministry's letter No. 1-13/2006-Cdn. Dated 21.03.07, the proposals duly considered and recommended by the State level Grant-in-aid Committee for supporting the voluntary organizations have to be considered. In this connection, notional allocation of funds has already been intimated to all the State Governments within which they are expected to recommend proposals indicating inter se priority.

The Committee was informed that the new proposals received in and for the year 2012-13, that are being screened and approved, may be considered for release of funds subject to receipt of recommendations/ proposals for the year 2013-14. The funds in these new cases recommended by the Conuniltee are to be given from prospective effect only. The Committee agreed to the same.

4. A copy of the guidelines of the Scheme and the Statement showing State-wise notional allocation for the year 2012-13 was provided to the Conunittee.

5. The Committee considered the proposals in the light of the recommendations of the State Grant-in-Aid Committee. Among the other factors, the Screening Conunittee screened the proposals keeping in view the projects in each of the district of a particular State i.e. the unserved character of District, The new project proposals were screened and approved provided they fulfill other requirements of the scheme and subject to submission of deficient documents if any, wherever it is necessary.

6. The Committee made the following general recorrunendations:

(i) It should be made obligatory upon all the organizations seeking grant-in-aid for running Special Schools, to submit a valid recognition/ permission from concerned authority in the State Education Department and under PWD Act, 1995. Further, their teaching staff should also conform to the requirements under the RCI Act.

(ii) It should be made obligatory upon organizations seeking grant-in-aid for running Vocational Training Centers to submit a valid recognition/ permission/ sanction for concerned Technical Education Boards or NCTVT (National Council for Technical and Vocational Training)/SCTVT (State Council for Technical and Vocational Training) as the case may be. Further, they should also be called upon to ensure strict compliance of the provisions of the RCI Act in respect of the professionals/ trainers employed for those projects.

(iii) Processing of already recommended new cases in the previous and current meeting should be taken on priority on receipt of requisite documents & State Govt. Recommendations for the current year.

(iv) In respect of cases recommended by the Screening Committee in its earlier meetings held in 2011-12 and which are under process, the validity of the recommendations of the Screening Committee in such cases is extended by one year i.e. up to 2013-14.

(v) The Committee was also informed that a few new proposals (Assam, U.P. etc.) have been received in March, 2013. Due to paucity of time, these proposals and proposals from Maharastra could not be taken up in the meeting today & therefore shall be taken up in the next meeting.
