The focus of this year’s Summit is Belonging in a Healthy Kansas. Sessions will include strategies for promoting inclusion and striving for health equity in all aspects of our work in public health.

Health equity is at the core of public health and drives the work we all do each day. It is important that we address the social determinants of health as it relates to community outreach, public engagement, and policy and systems changes.

We sincerely appreciate your participation in our Summit and hope you come away with new knowledge, new perspectives, and a refreshed focus on our vision for the future of Kansas.

Lee A. Norman, M.D.Secretary of the Kansas Department of Health and Environment

Lee A. Norman, MD, is the Secretary of the Kansas Department of Health and Environment (KDHE), appointed by Governor Laura Kelly. KDHE has three divisions, including Health, Environment, and Healthcare Finance, which includes the Medicaid program (KanCare) and the State Employee Health Plan.

Dr. Norman received his medical degree from the University of Minnesota, did his residency in family medicine in Texas and his aerospace medicine training in the United States Air Force at Brooks AFB in San Antonio. After serving in the USAF as a family physician, flight surgeon, and combat medicine instructor, he practiced medicine in Seattle for 20 years, also serving as clinical associate professor at the University of Washington School of Medicine. Dr. Norman has served as a chief medical office for over 26 years, most recently at the University of Kansas Health System and before that the Swedish Health System in Seattle, beginning in 1991. He currently is clinical assistant professor at the University of Kansas School of Medicine. Dr. Norman is a past board member and Chair of the Puget Sound Blood Center in Seattle and has served, additionally, on the governing board of Heart to Heart International, a humanitarian organization based in Lenexa, Kansas.

In his military role, Dr. Norman is a colonel in the Kansas Army National Guard, stationed at Joint Forces Headquarters in Topeka, Kansas, reporting to the State of Kansas Adjutant General. COL Norman, as the State Surgeon of Kansas, guides medical troop sustainment and training, health services support, force health protection, biosecurity, and serves as advisor and liaison to the Kansas Department of Emergency Management and Homeland Security. He is an advisor to the Kansas Intelligence Fusion Center. In 2018 he returned from a Middle East US Army (continued)

deployment where he was the 35th Infantry Division Surgeon. In this role he was the senior medical commander over 12,000 US soldiers encompassing three named operations - Freedom Sentinel, Spartan Shield, and Inherent Resolve.

Additionally, Dr. Norman serves on the Defense Health Board as an advisor to the US Secretary of Defense.

Dr. Norman has two masters degrees, one in health planning and systems analysis from the University of California, Davis School of Medicine, and an executive MBA degree from the University of Washington Graduate School of Business. He has two grown children, two grandsons, and an energetic Australian shepherd, Blue Dog. His interests include reading, cooking, canning and pickling, technical mountain climbing, and collecting Inuit art, including native carvings, masks, etchings, and baskets.

Mary Koehn, Ph.D., APRN, CHSEEducation Associate ProfessorUniversity of Kansas School of Medicine

Dr. Koehn served in both faculty and administrative roles for 26 years at Wichita State University College of Health Professions. Currently, she works with simulation, interprofessional education,

and curriculum development. Dr. Koehn’s formal education includes a Diploma in Nursing from Bethel Deaconess Hospital School of Nursing; a Bachelor’s of Science and a Master of Science in Nursing, both from Wichita State University; and a PhD in Nursing from the University of Kansas. She has also completed courses in leadership development and coaching at the Kansas Leadership Center along with completing the Harvard Kennedy School of Executive Education program in The Art and Practice of Leadership Development. She volunteers as a student coach for leadership development courses within the College of Health Professions at Wichita State. In addition, she is a Certified Healthcare Simulation Educator (CHSE) and has presented and facilitated simulation workshops nationally and internationally. Dr. Koehn also presents on the use of Motivational Interviewing for promoting and facilitating health behavior change. She balances her passion for interprofessional healthcare education, simulation, and leadership with an equally active family life that includes her husband, two married children, and six grandchildren.

Brandi MarkertEpidemiologistKansas Department of Health and Environment

Brandi’s primary research focus at KDHE is maternal and infant health. She reports on findings from the Kansas Pregnancy Risk Assessment Monitoring System (PRAMS),

as well as from Kansas’ vital records. She earned her Master’s degree in Epidemiology at the University of Texas Health Science Center in Houston, Texas, in 2018. While completing her degree, she interned in various capacities, conducting research into community awareness of HIV (at the Houston Health Department), as well as astronaut health (at NASA Johnson Space Center). Through her current role at KDHE, she is honored to have the opportunity to help improve the health and well-being of Kansas families.

Sara PremAdvocacy SpecialistAmerican Lung Association of Kansas and Greater Kansas CityAs an advocacy specialist, Sara is responsible for the American Lung Association’s tobacco control efforts across the state of Kansas and in the greater metropolitan Kansas City area. In this role, she meets with elected officials, community leaders and influencers to educate individuals and advocate for policies that ultimately protect lung health. Sara has served in this role since 2018. Prior to joining the American Lung Association, Sara served as the marketing director for the top construction management firm in Kansas. She has an extensive background in strategic communications, public relations, government relations and advertising.

Sara earned a bachelor’s degree in communication from the College of Media at the University of Illinois - Urbana-Champaign. She is currently pursuing a master’s degree in public administration from Park University.

Donna Schenck-HamlinProgram/Project AssociateCenter for Engagement and Community Development and Institute for Civic Discourse and Democracy

Donna Schenck-Hamlin is Program/Project Associate for both CECD and the Institute for Civic Discourse and Democracy (ICDD). She

holds a bachelor’s degree in literature and a master’s degree in library science from the University of Oregon, as well as a master’s degree in musicology from Kansas State University. Her work in CECD supports partnerships between campus and community groups addressing a wide range of social, economic, and environmental challenges. Within ICDD, Donna convenes public conversations in partnership with civic groups, and develops facilitator training for students, faculty, and community organizers. She conducts research on the self-efficacy of persons engaged in seeking information online, and explores the interplay of deliberation and personal inquiry on complex issues. Her public deliberation work includes housing, water, and food access issues.

Taneisha Scheuermann, Ph.D.Assistant ProfessorKU Medical Center

Dr. Scheuermann is a faculty member in Population Health at KUMC on the Kansas City campus. She is a counseling psychologist and has conducted research in smoking cessation for the past 9 years. Her current work is focused on reducing tobacco use among pregnant women and new mothers. Dr. Scheuermann’s projects include developing a text message intervention to support smoking cessation among pregnant women and implementation of smoking cessation programs in community settings.

Gregory H. ShillAssociate Professor of LawUniversity of Iowa College of Lawgregory-shill@uiowa.edu

Gregory H. Shill is an Associate Professor at the University of Iowa College of Law. His work on transportation explores how law and policy shape economic and social outcomes. Articles by him have been published or are

forthcoming in the NYU Law Review, the UCLA Law Review, and Vision Zero Cities: International Journal of Traffic Safety Innovation, and have been cited by scholars, courts, and practitioners. He holds a J.D. from Harvard Law School and a B.A. from Columbia University.

Professor Shill joined the Iowa Law faculty from a fellowship at Harvard Law School. Previously, he practiced at law firms in New York and London. He began his legal career as a law clerk on the U.S. Court of Appeals. In addition to his Iowa role, Professor Shill is a Program Affiliate Scholar at NYU School of Law and a Visiting Scholar at the American Bar Foundation.

Maria TorresSafe Sleep Program DirectorKansas Infant Death & SIDS Network

Maria provides training and technical assistance to Safe Sleep Instructors statewide. In addition to organizing the statewide Safe Sleep Instructor trainings and community baby showers, she continues to educate clinics, hospitals, childcare providers and caregivers on safe sleep guidelines and implement evidence-based tools to address sleep-related deaths in both English and Spanish. Maria graduated in 2017 with honors from Wichita State University with a bachelor’s degree in health management and community development with focus in public health. Maria was awarded the 2017 Community Service Award and was nominated by her professors to be inducted to the Alpha Eta Society. Maria also serves on the Sedgwick County Maternal Infant Health Coalition and Sedgwick County Health Alliance. Maria enjoys helping others and expressed, by working at the KIDS Network, “I will be able to help and touch many lives.”

The purpose of the Governor’s Council on Fitness is to advise the Governor and others on ways to enhance the health of all Kansans through promotion of physical activity, good dietary choices, and prevention of tobacco use. The Governor’s Council on Fitness promotes the improvement of the health of Kansans through:

1. Encouraging the exchange of information about physical activity, healthy diets and tobacco use prevention and cessation.

2. Creating private and public sector support for physical activity, good nutrition and tobacco use prevention.

3. Implementing a statewide awards program to recognize communities and organizations demonstrating significant support for physical activity, good nutrition and tobacco use prevention.

Kathy works out of the Hays district office. Kathy has a doctorate of chiropractic degree from Cleveland Chiropractic College. She also holds a master’s degree in communication and a bachelor’s degree in political science

from Fort Hays State University. Kathy grew up in western Kansas, and understands the barriers rural residents often experience in obtaining sufficient healthcare.

Emily Carpenter, MAPAN Health EducatorCHS, Geary & Riley Counties

Emily holds a bachelor’s degree in athletic training and a master’s degree in teaching with an emphasis in biology and health education, both from Missouri State University. Emily previously worked for Mercy Health Systems as an outreach athletic trainer for a public high school in Springfield, MO where she was able to see the impact that the social determinants of health have on her student athletes’ lives.

Mende J. Barnett, MAOLSection Director Community Health Promotion

Mende received her bachelor’s degree in business leadership and master’s degree in organizational leadership from Baker University. After spending a decade in a non-traditional role, Mende transitioned to state government working in multiple behavioral health and public health prevention capacities. She is passionate about improving the health and wellbeing of Kansas communities by supporting positive change.

The Health Champion Award is presented to one nominated organization and one nominated individual each year. The award is a recognition of exemplary contributions to health in Kansas. The Kansas Department of Health and Environment and the Governor’s Council on Fitness would like to congratulate this year’s Kansas Health Champion Winners!

Philip holds a bachelor’s degree in health promotion from Weber State University and a master’s degree in communication and advocacy from James Madison University. Prior to KDHE, Philip implemented quality improvement initiatives at a Target Distribution Center. He has also worked for Sentara RMH Medical Center and with the Asthma Program at the Utah Department of Health. He lives in Topeka with his wife and three children.

Prior to joining KDHE, Shannon worked at Kaweah Delta Health Care District in Visalia, CA where she was a research coordinator. Before that she worked for the National Comprehensive Cancer Network, and the

Maine Center for Disease Control, where she was assigned as a Centers for Disease Control and Prevention/Council of State and Territorial Epidemiologists Applied Epidemiology Fellow in chronic disease. She holds a master’s degree in epidemiology and biostatistics from Saint Louis University School of Public Health.

Lisa Frey BlumeTraining & Outreach CoordinatorCHS, South Central Region

Lisa works out of the Wichita district office. She has health coalition experience and behavioral health knowledge because of her work with the Kansas Regional Prevention Center network from 2009-2015. Lisa is originally from Calgary,

Canada, where she received her bachelor of arts and education degrees. Before moving to Kansas and entering the public health field, she was a teacher.

Warren Hays, MPPPAN Program ManagerCHS, Douglas & Shawnee Counties

Warren has a bachelor’s degree in English from Missouri State University and a master’s degree in public policy from the University of Maryland. Before joining KDHE in 2017, Warren taught fourth grade in South America, did nonpartisan

research for the Kansas Legislature, and served as evaluator in a chronic disease prevention grant for the Missouri Department of Health and Senior Services.

Courtney Koenig, MPHCommunity Health SpecialistSoutheast Region

Courtney Koenig received a Master of Public Health from Concordia University, Nebraska with a Community Health Education concentration. Growing up on a cattle ranch in Wyoming and living in Southeastern Kansas farming communities has led her to have a passion for the health and vitality of rural communities. In addition to her work in the SE region, she focuses on secondhand smoke reduction efforts across the state.

Jordan Roberts coordinates Resist, the Kansas youth-led tobacco prevention program. Her expertise lies in authentic youth engagement, tobacco prevention approaches and adult-youth partnerships. A Kansas native, she

grew up in Coffeyville and received her bachelor’s degree in kinesiology with an emphasis in public health at Kansas State University. Jordan is passionate about health and wellness and is hoping to contribute to the first tobacco-free generation.

Matthew Schrock joined KDHE’s Tobacco Use Prevention Program in January 2009. Prior to coming to the Tobacco Program, he spent 3 years as Program Director of the Enhanced Care Management Program. This pilot program coordinated health care services for Medicaid patients. Matthew received his master’s degree in clinical social work from Washburn University and his bachelor’s degree in sociology from George Fox University.

In Memory of Connie Watkins

Connie started her work as the Edwards County CDRR coordinator in August 2008. She was committed to building a healthy community. Connie assisted in creating walking trails, starting a farmers market and a community garden.

She worked on safe routes to school activities, formed a TASK chapter (now known as Resist) and many other causes to benefit her community. Her enthusiasm and

dedication were an integral part of her success.

She will be dearly missed.
