NEW MAPS — The ColoradoDivision of Wildlife is working tohelp anglers better understandspecial fishing regulations. We’ve added new maps in this

brochure that depict some ofColorado’s rivers, lakes andstreams that have numerous reg-ulations.Statewide bag and possession

limits apply to any waters on themaps that are not speciallymarked as regulated waters.

NEW REGULATIONS — An-glers should check the alphabeti-cal listings in “SpecialRegulations for Fishing Waters”for details before going fishing.Water names are highlighted inred to identify those with regula-tion changes for 2011. See page10.

LIVE BAIT USE AND COLLECTION — In waters eastof the Continental Divide andbelow 7,000 feet, any live bait fishcollected may only be used in thesame body of water from which ithas been collected. You can collectand use these bait fish in any man-made ditches and canals withinone-half mile of the lake or reser-voir. This bait may not be trans-ported or stored for later use.However, in Bent, Crowley,

Kiowa, Otero and Prowers coun-ties, live fish collected as bait forpersonal use may be transported,stored or used anywhere withinthese counties. See page 8.Anglers are reminded that it is

illegal to bring live fish, crayfish,salamanders or any other aquaticspecies into Colorado for use infishing, except as permitted inregulations or by special permit.

WESTERN SLOPE CRAYFISH — To help stop thespread of rusty crayfish, anglerswest of the Continental Divide arenow required to return all crayfishto the water they came from im-mediately, or kill (by separatingthe tail from the body) and takeinto possession any that are kept.

LA POUDRE PASS CREEKLAND — The portion of LaPoudre Pass Creek below LongDraw Reservoir is part of RockyMountain National Park. Anglersmust know and comply withpark regulations when fishingthis portion of water.

ONE HABITAT STAMP, $10— A new regulation takes thequestions out of buying HabitatStamps:

• Anyone 18-64MUST purchasea stamp prior tobuying or ap-plying for ahunting or fish-ing license.

• Stamps now cost $10, and onlyone is required per person peryear, valid April 1-March 31. Alifetime stamp is $300.25.• Anyone buying a one-day oradditional-day license for fishingand/or small game is exemptfrom purchasing the HabitatStamp with the first two of theselicenses. The habitat fee will beassessed when a third one-day oradditional-day license is pur-chased for fishing or small game.

HOW TO RELEASE A FISHIf you plan to practice catch-and-release while fishing,follow these steps to ensurethe fish returns to the waterwith minimal damage. Anyfish you plan to catch andrelease MUST be returned tothe water immediately.

» TIME IS ESSENTIAL. Quicklyplay and release fish. A fishplayed for too long will betoo exhausted to recover.

» KEEP THE FISH IN THE WATERas much as possible.

» REMOVE THE HOOK asquickly as possible. Singlebarbless hooks can oftenbe removed while the fishis still in the water.

» DO NOT USE GAFFS unlessyou are sure you will keepthe fish.

» GENTLE HANDLING IS ES-SENTIAL. Avoid squeezingor putting your fingers inthe gills or eye sockets. It'sbest to hold a fish gentlyby its belly or by the areain front of the tail.

» TO REVIVE AN UNCON-SCIOUS FISH hold it up-right in the water. Move thefish forward and backwardso that water runs throughthe gills. This may take afew minutes. When it be-gins to struggle, release it.

» WHEN PHOTOGRAPHING AFISH, hold it horizontallyand do not squeeze thefish. Do not put yourhands in its gills or hold itvertical by its gills.

HOW TO SAFELYREMOVE HOOKSUse a pair of forceps, long-nosed pliers or a purposelymade hook-out to quickly andefficiently remove the hook.

If the fish is deeply hookedin the throat or stomach, cutthe line as close to the hookas possible and leave thehook in the fish — it coulddo more damage trying toremove a deep hook thanleaving it where it is.

MASTER ANGLER PROGRAMThe DOW’sMaster AnglerAward Programrecognizes anglers whocatch fish oftrophy size and promoteconservation. There are two

categories: fishthat are kept andfish released.Awards are based on fishlength, so fish can be measured and released. Anglers who catch a fish of quali-

fying length receive a Master Anglercertificate and patch. Those whoachieve record status also receive amatching lapel pin. Anglers can win multiple certifi-

cates but only one patch per year. Only fish caught in Colorado are

eligible. Entrants must have hooked,played, landed or released the fish.Snagged fish are ineligible. Fish lengthis measured from the jaw tip to tail tip. Entries must be submitted

within 60 days of catch. A clear,side-view photograph of the fishmust accompany entries with onewitness verification. Two witnessesare required for entries withoutphotos. For an entry form, contact the

WILD TROUT PROGRAMThe DOW is responsible for thepreservation and protection of nativeand non-native wild trout popula-tions. Most mountain streams and some

high lakes in Colorado support pop-ulations of wild trout. These resources are important to

the integrity of Colorado’s trout fish-eries; as an indicator of properlyfunctioning aquatic ecosystems; andfor their intrinsic value to thoseseeking a unique, aesthetic and sig-nificant fishery resource. To assure the continuation and

availability of wild self-sustainingtrout populations the Wildlife Com-mission has established specific man-agement guidelines for those aquatichabitats which support all life stagesof trout. These waters are to be managed to

the extent possible to maintain thesewild trout populations.

Gold Medal Waters are the highest quality cold-waterhabitats and have the capability to produce many qual-ity size (14 inches or longer) trout. The DOW has established criteria and management

guidelines to support the public interest in angling, ob-serving and protecting these significant cold-waterfishery resources. Gold Medal Waters are defined as any river or lake

which is producing a standing stock of at least 60pounds per acre, and at least 12 trout that are 14inches or longer per acre on a sustained basis. River segments designated as Gold Medal Trout

Waters must be a minimum of 2 miles in length andlakes must be a minimum of 50 acres.

GOLD MEDAL WATERS

HOW DOES THEDOW MONITORYOUR FISHERIES?

The Division of Wildlife is the stateagency responsible for fisheries man-agement of public waters in Colorado. The primary tool that guides fish

management is the lake and streamsurvey. These surveys periodicallymonitor fish populations. During the process, fish are col-

lected using a variety of gear and thenecessary biological data is recorded.This gaugesthe entire fishcommunityrather than asingle species. The col-

lected data isused to trackfish popula-tion trends,evaluate theeffectivenessof manage-ment actionssuch as stock-ing and regu-lations, andestablish real-istic manage-ment goalsfor a givenlake orstream. The fisheries section of the DOW

conducts hundreds of lake and streamsurveys each year. High priority and brood waters

such as Chatfield, Pueblo and Horse-tooth reservoirs and the GunnisonRiver are surveyed annually. Smaller,more remote, or lightly used lakes orstreams may only be surveyed onceevery 5-10 years. Most of the survey fieldwork takes

place from early June through lateSeptember; however, many areas alsoconduct more specialized samplingbeginning right after ice-out andagain in the fall prior to freeze-up.

Colorado’s original fishing record program, recordsby weight are tracked in 44 different species. Potential record holders must have a valid Col-

orado fishing license or be under the age of 16. The fish must be weighed on a state-certified

scale and a weight receipt must be signed by a per-son who witnessed the weighing. The fish, notfrozen, gutted or altered in any way, must be ex-amined and identified by a DOW biologist orwildlife manager, who will submit an applicationto the Sportfish Program Manager in Denver.Records for the longest and heaviest fish

DON’T LET INVASIVE SPECIES RUIN YOUR FAVORITE FISHING SPOTAquatic Nuisance Species (ANS) are a significant and rapidly growing threat to Colorado’sfisheries and water supplies. ANS are invasive animals, plants and diseases that are not nativeto our rivers, lakes, streams and wetlands. Once introduced, most ANS cannot be eradicatedand cost millions to manage. Preventing the introduction and spread of ANS is critical tomaintaining our fisheries. Threats to Colorado’s aquatic ecosystem and fisheries include zebra and quagga mussels,

New Zealand mudsnails, whirling disease, viral hemorrhagic septicemia (VHS) andEurasian watermilfoil. Help the DOW combat these invasive species and prevent new ANSfrom entering our state by following these guidelines:1. Remove all plants, animals or mud and thoroughly wash boats, trailers, waders and equip-ment that have come in contact with the water before leaving a lake or stream.

2. Drain any space or item that could hold water, including live wells, bait containers, bilge,ballast tanks, storage areas, engine cooling systems or any other place on boats or equip-ment that might hold water.

3. Allow boats, engines, boots and gear to dry completely before moving to other waters.4. If draining and drying are not possible, wash boats, trailers and equipment carefully andcompletely with high-pressure hot water (140 degrees F). Stop by the DOW office in Den-ver or Grand Junction Monday-Friday for a free professional ANS inspection or deconta-mination. Check the DOW website for hours of operation.

5. Don’t move or transport fish between water bodies.This can spread diseases and nuisance species. 6. Don’t dispose of fish entrails or other byproductsinto any body of water.

DISINFECTING YOUR GEAR

Disinfect waders or boots betweenuses. Scrub the bottom of waderswith a wire brush and remove allmud, plants and organic materials.Then perform one of the followingbefore going into the next body ofwater:

OPTION 1— Submerge waders andgear in a tub of half Formula 409 andhalf water for at least 10 minutes,scrubbing debris and visually in-specting waders and gear for snailsbefore rinsing.

OPTION 2— Submerge waders andgear in a tub filled with 1:15 of Spar-quat 256 institutional cleaner (3.1%concentration) and water for at least10 minutes, scrubbing debris fromgear, and visually inspecting the gearfor snails before rinsing.

OPTION 3 — Spray or soak gear withwater hotter than 140º F for at least10 minutes.

OPTION 4 — Dry waders and equip-ment completely for at least 10 daysin between uses.

OPTION 5 — Place waders and bootsin a freezer overnight between uses.

LIVE TRANSPORT PROHIBITEDFROM WATERS WEST OF THE CONTINENTAL DIVIDE All crayfish caught west of the Continental Di-vide must now be immediately killed by re-moving the head from the thorax and takeninto possession, or immediately returned tothe water from which they were taken.

AT SANCHEZ RESERVOIR SWA Rusty crayfish have been discovered at SanchezReservoir State Wildlife Area in Costilla County.To prevent the spread of rusty crayfish withinand beyond this area, the DOW has issued anorder that prevents the transport of any livecrayfish from Sanchez Reservoir SWA.

Crayfish are not native to parts of Colorado, yet they have become established in many waters throughout the state. Rusty crayfish endanger aquatic native species and sportfish by:» Preying on all life stages of fish, amphibians and invertebrates and other species of crayfish» Aggressively competing for habitat and food» Destroying productive habitat in our streams,ponds and lakes

Crayfish can be taken for personal consumption,but care should be taken with their use and dis-posal.» Even though crayfish can be taken live east of theContinental Divide, it is recommended that tailsof all crayfish be removed immediately andpacked in ice for transport.

» Do not throw unused bait crayfish, or bait of anykind, back in the water alive.

LICENSE REQUIREMENTSAQUATIC NUISANCE SPECIES

1. ADULTS — A fishing license is required forpeople ages 16 and older to fish or take fish, am-phibians and crustaceans, except as noted in thisbrochure.

2. YOUTH — Those under 16 can take a full bagand possession limit without a license. However,they must have a second-rod stamp if fishing withmore than one line at a time.

3. SENIORS — Colorado residents 64 and oldercan obtain an annual fishing license from a DOWoffice or license agent for $1, which consists of the25-cent search and rescue fee and 75-centWildlife Management Education Fund surcharge.A license must be carried while fishing.

a. Low-income fishing licenses also are avail-able for Colorado residents 64 or older for thesame $1 fee as a senior license. These are validfor a person’s lifetime. For information and eli-gibility requirements, contact any DOW office.

4. SECOND-ROD STAMP — Anglers can usea second rod, handline or tip-up by purchasing a second-rod stamp. Anglers can buy only one second-rod stamp per season.

a. Second-rod stamps are nontransfer able.b.A second-rod stamp is not required whenonly using trotlines or jugs.c. Youths under 16 must have a second-rodstamp if fishing with more than one line.

5. COMMERCIAL LICENSE— $40; required totake or possess bait fish, amphibians or crustaceansfor commercial purposes. Applications are avail-able at the DOW. License holders must submit anannual report to the DOW within 30 days of the li-cense expiration date. Holders are required to pro-vide live fish buyers with a receipt stating theseller’s name, date of sale, species and number sold.

6. VIOLATIONS — Wildlife violations havespecific point values. People who accumulate 20or more points in five years can have their licenseprivileges suspended or revoked.

7. ARMED FORCES EXEMPTION — Col-orado residents on active duty with U.S. armedforces out of state can fish free without a licensewhile here on temporary leave, maximum of 30days a year. You must carry official leave paperswhile fishing.

RESIDENCY QUALIFICATIONSThese are the requirements to qualify as a Col-orado resident to buy a license:

1. You must have lived continuously in Coloradoat least six months immediately before applyingfor or buying a license, and must intend to makeColorado home (except No. 2 and No. 3 below.)The residence address you give to buy or applyfor a license must be the same as on your Col-orado income tax return.

2. U.S. armed services personnel and military per-sonnel of U.S. allies on active duty in Coloradounder permanent orders and their dependents.This includes people who were Colorado resi-dents when they entered the armed services andmaintain Colorado as their home of record, andtheir dependents (unless they change their homeof record to another state.) Also included are per-sonnel of the U.S. Diplomatic Service or diplo-matic services of nations recognized by the U.S.assigned to duty here on permanent active dutyorders and their dependents. Active duty does notinclude reserve status or National Guard.

3. Full-time students enrolled and attending aColorado college, university or trade school atleast six months immediately before applying foror buying a license. This includes students whoare temporarily absent from Colorado but stillenrolled. Colorado residents who attend schoolfull time out of state and pay nonresident tuitionstill qualify for a resident license.

4. People under 18 have the same residency status astheir parent, legal guardian or person with whomthey live the majority of the time per court order.

5. If you have a home in Colorado and anotherstate, call (303) 297-1192 to make sure you com-ply with Colorado residency requirements beforeobtaining a hunting or fishing license.

6. Except as in No. 2 and No. 3 above, your Col-orado residency ends if you apply for, buy or ac-cept a hunting, fishing or trapping license as aresident of another state or country; register tovote outside Colorado; or get a driver’s licensewith an address in another state.

DISABILITY LICENSESYou can obtain applications for disabled licenseson the DOW website or at DOW offices. Sendthem to 6060 Broadway, Denver, CO, 80216. Li-censes are valid only during Colorado residency.

THOSE ELIGIBLE FOR FREE LICENSES ARE:1. U.S. armed forces members, active or retired,who are resident patients of a U.S. armed forceshospital or convalescent facility in Colorado.

2. Resident patients of a Veterans Affairs (VA)hospital or state mental institution or mentalhealth institution.

3. Colorado residents who are totally and perma-nently disabled must provide either: a. Documented proof that shows an entitle-ment date for Social Security disability bene-fits that began seven years ago or longer

b. Or, a physician’s statement attesting that theapplicant is “totally and permanently dis-abled.” All four words need to be stated onthe letter from the physician on the physi-cian’s letterhead.

c. Or, a Colorado Division of Workers’ Com-pensation Final Admission of Liability formindicating total and permanent disability.

4. Colorado residents who are disabled veteranscan obtain a Lifetime Fishing/Small Game VACombo License. To qualify, the following doc-umentation must be provided:a. You must have served on active duty in thearmed forces and have proof that separationfrom the military was under honorable con-ditions.

b. Proof of a service-connected disability of 60percent or more, as rated by the VA. An eli-gibility letter can be obtained from the VAby calling 1-800-827-1000.

c. Proof of hunter education if born on or afterJan. 1, 1949.

d. Purple Heart recipients who can providedocumented proof are also eligible for a VACombo License.

OPERATION GAME THIEF1-877-265-6648

Operation Game Thief (OGT) is a nonprofit organization working with the DOW’s law enforce-ment program. It pays rewards to citizens who report poachers or resource violations. Callersdon’t have to reveal their names, testify in court or sign a deposition. Rewards are paid if the in-formation leads to the arrest of a poacher or a citation is issued. Rewards do not depend on aconviction but must be requested when a violation is reported. (Phone number cannot be used for information requests or emergencies.)

» LICENSES ARE VALID April 1, 2011-March 31, 2012, and are nontransferable. False statements made while buying a license render it void.

» LOST OR DESTROYED LICENSES can be replaced by filling out an application and paying a fee.

» ANGLERS MUST COMPLY with Habitat Stamp requirements.

SPECIAL CONDITIONS AND RESTRICTIONS1. CATCH AND RELEASE — Any fish released uponcatch must be released alive and into the same body ofwater from which it was taken.

2. SOME PROHIBITED FISHING METHODS IN-CLUDE — Chumming, using toxicants or poisons,stupefying substances, electrofishing.

3. PROHIBITED SPECIES — These species and theirviable eggs are detrimental to other fish and habitat inColorado. Unless authorized in writing by DOW forcontrolled and experimental purposes only, it is illegal toexport, import, transport, stock, sell, acquire and possessfor release these species: piranha, trahira, gar (allspecies), snakeheads or murrels, sticklebacks, walkingcatfish, tilapia, bowfins, rudd, zebra mussels, quaggamussels, New Zealand mudsnail, Eurasian ruffe, whiteperch, rusty crayfish, carp (silver, catla, Indian, bighead,giant barb, mrigal, largescale sliver, rohu, black and mah-seers), Asian swamp eel, green frog and gobies, fish hookfleas and spiny water fleas.

4. USE AND COLLECTION OF BAIT FISH — a. NEW: Except as otherwise noted in this brochure, inwaters east of the Continental Divide and below7,000 feet elevation, live fish collected for use as baitmay only be used in the same body of water fromwhich they were collected. In addition, collectionand use is allowed in any man-made ditches andcanals within one-half of a mile of the adjoining lakeor reservoir. Use of any baitfish collected in thoseditches and canals is restricted to only the waterfrom which it was collected and the adjoining lake orreservoir. Baitfish collected under this provision maynot be otherwise transported or stored for later use.

b. NEW: In Bent, Crowley, Kiowa, Otero and Prowerscounties, live fish collected for personal use as baitmay be transported, stored or used anywhere withinthe listed counties. Transportation to or use of anysuch baitfish in any other county is prohibited.

c. The collection, use or possession of live fish for useas bait is prohibited in all waters east of the Conti-nental Divide above 7,000 feet elevation and all wa-ters west of the Continental Divide, except inNavajo Reservoir; collection, use or possession oflive fish for bait is also prohibited in the ArkansasRiver above Parkdale (in Fremont and Chaffeecounties) and in Watson Lake in Larimer County.

d. The only fish allowed to be taken for commercialuse are minnows, gizzard shad, white and longnosesuckers and carp. All live baitfish from a commercialsource and transported by anglers must at all timesbe accompanied by a receipt from the source. It is il-legal to import any live native or non-native aquaticwildlife into the state of Colorado without authori-zation from DOW or as stated in regulations.

e. The only species allowed to be taken and used forconsumption or used as bait (either alive or dead) byfishing, seining, netting, trapping or dipping are min-nows, bluegill, hybrid bluegill, carp, sunfish, gizzardshad, sculpin, white and longnose suckers, yellowperch and rainbow smelt. Statewide bag limits applyto sunfish, bluegill, hybrid bluegills and yellow perch.

f. The seining, netting, trapping and dipping of fish isprohibited statewide in all natural streams, springs, allwaters in Adams, Arapahoe, Boulder, Broomfield,Clear Creek, Denver, Douglas, Gilpin, Elbert, Jeffer-son, and Park counties, and all public standing watersin Rio Grande, Saguache, Conejos, Costilla, Alamosa,Mineral and Hinsdale counties in the Rio Grandedrainage. This does not apply to fish handled or pro-duced at commercially licensed aquaculture facilities.

g. BULLFROGS AND SALAMANDERS — Bullfrogsand the aquatic gilled form of the tiger salamander

for private and commercial use are permitted.Statewide bag limits apply. Bullfrogs can be taken byfishing, archery, hand, gigs and nets. Artificial lightis allowed. Salamander larvae can be taken by fish-ing, hand, traps, seines or nets.

h. CRUSTACEANS — Taking crustaceans, crayfish,for commercial use is allowed. Take methods in-clude by hand, baited lines, traps, pots, nets or seinesfor food or bait. The minimum size is 3 inches forcommercial food (measured from the tip of the acu-men (bony spike between the eye) to the telson (lastbony plate in the tail)). Crayfish with eggs attachedmust be returned to the water immediately. All setpots and traps must be labeled with the licensee’sname, address and license number. NEW: In all waters west of the Continental Divideall crayfish must be returned to the water of originimmediately or killed by separating the abdomenfrom the cephalothorax (tail from body) and takeninto possession immediately upon catch.

i. MOLLUSKS — Taking mollusks for personal orcommercial use as bait is prohibited.

5. ICE FISHING — The following rules apply to watersopen for ice fishing:a. Ice-fishing holes cannot exceed 10 inches in diameter,or 10 inches on any side.

b. All fires on the ice must be enclosed in a container.c. No litter allowed on the ice.d. Portable ice-fishing shelters (where permitted) mustbe removed at the end of the day.

e. Permanent ice-fishing shelters (where permitted)must display the name and CID number of the owneror user on the outside of the shelter facing the shore.Writing must be in legible, contrasting color letters atleast 2 inches high.

6. RELEASING TAGGED FISH — It is illegal to re -lease tagged or marked fish, except for approved con-tests, into public waters. Tagged or marked fish can bereleased in public waters for scientific research with writ-ten application and approval by DOW at least 30 daysbefore release.

7. DONATING FISH — You can donate edible parts offish to like-license holders anywhere or to anyone at the re-cipient’s home. Donor and recipient subject to bag and pos-session limits. A “like-license” is a Colorado fishing license.

8. TRANSPORTING, EXPORTING FISH — The li-cense holder must accompany any species in thisbrochure, or parts of game fish, that are transportedwithin or exported from Colorado. Wildlife shipped bycommon carrier must be accompanied by license orphotocopy of license and donation certificate, if needed.

9. ILLEGAL TAKE AND TRANSFER OF FISH —Only people designated by the U.S. Fish and WildlifeService may take fish, amphibians, mollusks or crus-

taceans within the boundaries of any Federal fish hatch-ery or rearing unit.

a. Molesting, disturbing or damaging gill nets, traps orseines set by the DOW is prohibited.

10. EMERGENCY CLOSURE OF FISHING WATERS — Emergency closure of waters may be au-thorized for up to nine months when environmentalconditions in these waters warrant and fishing could re-sult in unacceptable levels of fish mortality. Public noticewill be given if waters are closed and notice will beposted at the site. Closures may occur when any of thefollowing criteria are met:

a. Daily maximum water temperatures exceed 74º F, orthe daily average temperature exceeds 72º F.

b. Measured stream flows are 25 percent or less of thehistorical average low flow for the period.

c. Fungus and other visible signs of deterioration maybe present.

d. Daily minimum dissolved oxygen levels are belowfive (5) parts per million (ppm).

e. When environmental events such as wildfires, mud-slides, oil spills or similar events have occurred, re-sulting in the need for recovery time or remedialaction for a fish population.

11. PROTECTED WATERS — Fishing may be pro-hibited as posted when necessary to protect: threatenedor endangered species; spawning areas; waters used inDOW research projects; newly acquired access to fishingwaters; and the integrity of aquatic wildlife populations.

12. EMERGENCY PUBLIC SALVAGE — If substan-tial numbers of fish are in imminent danger of being lost,the DOW can allow licensed anglers to take fish duringdaylight hours. Public notice will be given and notice willbe posted at the site regarding the catch limit and ap-proved fishing methods.

13. FISHING CONTESTS — Fishing contests cannotbe advertised, promoted or conducted without DOWapproval if the purpose is to take marked or tagged fishreleased in waters open to public fishing. Applications and a $40 nonrefundable fee must be

made 60 days before the contest. Written approval mustbe obtained from landowners or agencies before applying. Contests are not permitted on streams, rivers, other

flowing water or Gold Medal Waters, or commercial orprivate lakes licensed by the DOW. All standard fishingregulations apply. Contests for tagged or marked trout will be permitted

GLOSSARY OF FISHING TERMSThe following are legal methods of fishing in Colorado waters:

1. ONE PERSONALLY ATTENDED LINE. Each line shall haveonly three common hooks attached.

2. TROTLINESa. Permitted only on these reservoirs (as listed in this brochure):Adobe Creek, Henry, Horse Creek, John Martin, Meredith,Navajo, Nee Gronda, Nee Noshe, Nee So Pah, North and SouthQueens, Thurston and Two Buttes.

b. No one may use more than one trotline. c. Must be anchored, marked at each end by floats, be no longerthan 150 feet with no more than 25 droplines, and shall beweighted to place the line at least 3 feet under water.

d. Only three barbed hooks are allowed on a common hook oneach dropline.

e. Trotlines shall be tagged with the user’s name, CID number anddate set.

f.All trotlines shall be personally checked at least once in every 24-hour period.

3. JUGS a. Permitted only on these reservoirs (as listed in this brochure):Adobe Creek, Henry, Horse Creek, John Martin, Meredith, NeeGronda, Nee Noshe, Nee So Pah, North and South Queens,Thurston and Two Buttes.

b. Only 10 jugs are allowed for each license holder, each with onlyone single line and one common hook.

c. Must be tagged with the owner or user’s name and CID number.d. Must be personally checked at least once an hour.

4. UNDERWATER SPEARFISHING, ARCHERY AND GIGSa. Underwater spearfishing, archery and gigs may be used statewidefor the taking of carp and northern pike, except as prohibited byland management agencies. East of the Continental Divide, gizzard shad and white or long-

nose suckers may also be taken, unless otherwise prohibited in“Special Regulations for Fishing Waters,” page 10. Other fish maybe taken when authorized in specific waters in that section.

b. Additional restrictions apply to underwater spearfishing:1. CO2 guns or cartridge-powered spears are prohibited.2. Guns must be loaded and unloaded while the gun is submerged.3. Divers must stay within a radius of 100 feet of a float bearingthe National Divers’ Symbol.

4. Spears must be attached by a safety line.c. Archery and gigs are allowed for taking bullfrogs.

5. SNAGGING is permitted for taking kokanee salmon only, on spe-cific waters listed in “Special Regulations for Fishing Waters,” page 10.Other species snagged must be returned to the water immediately.

6. SEINES AND CAST-NETSa. Seines are allowed only for bait fish, gilled form of aquatic tigersalamander larvae and crayfish; or if authorized for emergencysalvage. See “Special Conditions and Restrictions,” page 8.

b. Seines must be made of a quarter-inch or less non-metallic squaremesh.

c. Seines cannot exceed 20 feet long and 4 feet in depth.

7. BY HAND OR WITH DIP NETSa. Allowed for bullfrogs, crayfish and the gilled form of aquatictiger salamander larvae.

b. Fish may be taken by these means or others approved by theDOW for emergency salvage.

c. Hand-held dip nets may be used for taking bait fish according torestrictions. See “Use and Collection of Bait Fish,” page 8.

8. LIVETRAPS. Cage or box traps, including set pots, shall beused only for the taking of crayfish, snapping turtles and fish cap-tured as bait fish.

9. ARTIFICIAL LIGHT may be used as a fishing aid.

10. BAIT may be used where permitted as a fishing aid, except bychumming.

»» ARTIFICIAL FLIES AND LURESmeans devices made entirely of, or acombination of, natural or syntheticnon-edible, non-scented (regardlessif the scent is added in the manufac-turing process or applied afterward),or materials such as wood, plastic,silicone, rubber, epoxy, glass, hair,metal, feathers or fiber, designed toattract fish. This does not includeanything defined as bait below.

»» BAIT means any hand-moldablematerial designed to attract fish bythe sense of taste or smell; those de-vices to which scents or smell attrac-tants have been added or externallyapplied (regardless if the scent isadded in the manufacturing processor applied afterward); scented man-ufactured fish eggs and traditionalorganic baits, including but not lim-ited to worms, grubs, crickets,leeches, dough baits or stink baits,insects, crayfish, human food, fish,fish parts or fish eggs.

»» CHUMMING means placing fish,parts of fish or other material uponwhich fish might feed in the watersof this state for the purpose of at-tracting fish to a particular area inorder that they might be taken, butsuch term shall not include fishingwith baited hooks or live traps.

»» COMMON HOOK means any hookor multiple hooks having a commonshank. All hooks attached to a man-ufactured artificial lure shall be con-sidered a common hook.

»» FISHING is defined as efforts totake fish, amphibians or crus-taceans, including by hook and line,handline, trotline, jug, seine, net,underwater spearfishing, archery,snagging or gigging.

»» FLOAT TUBE means a floating de-vice which suspends a single occu-pant in the water from the seatdown and is not propelled by oars,paddles or motors.

»»GAME FISH means all species of fishexcept prohibited nongame, endan-gered and threatened species, whichcurrently exist or may be introducedinto the state and which are classifiedas game fish by the Commission.This includes, but is not limited tobrown, brook, cutthroat, golden, lake(Mackinaw), and rainbow trout;splake (lake trout and brook trouthybrids); arctic char; grayling; koka-nee salmon; whitefish; sculpin;smallmouth, largemouth, spotted,striped, and white bass; wipers(striped bass and white bass hybrids);carp; bullhead, blue, channel, and

flathead catfish; black and whitecrappie; drum; northern pike; tigermuskie; sacramento and yellowperch; sauger; saugeye (walleye andsauger hybrids); speckled dace; rain-bow smelt; tench; walleye; bluegill;bluegill hybrids (bluegill and greensunfish); green and pumpkinseedsunfish; gizzard shad; longnose andwhite suckers; minnows (exceptbrassy, plains, plains top and sucker-mouth minnows).

»» MINNOW means all members ofthe families of fish classifiedCyprinidae (carp, chub, dace, gold-fish, minnow, shiner, stoneroller andtench), Cyprinodontidae (killifish,top minnow) and Clupeidae (giz-zard shad), except those designatedas nongame, threatened or endan-gered, see box on page 8, and inChapter 10 of DOW regulations.

»» NATURAL STREAM is one wherewater naturally flows regularly or in-termittently for at least part of theyear. Man-made ditches or otherchannels are not considered naturalstreams.

»» NET means seine, dip net, gill net,cast net, trap net, hoop net or simi-lar devices used to take or as an aidin taking fish, amphibians or crus-taceans.

»» PERSONALLY ATTENDED LINEmeans a rod and line, hand line ortip-up that is used for fishing andwhich is under the personal controlof a person who is in proximity to it.

»» SIZE OR LENGTH means the totallength of a fish with head and tail at-tached measured from the tip of thesnout to the tip of the tail.

»» SEINING means the capture of livefish with the use of a net that hangsvertically in the water and is used toenclose fish when its ends are pulledtogether, or are drawn ashore.

»» SNAGGING means the taking offish by snatching with hooks, ganghooks, artificial flies or lures, orsimilar devices where the fish ishooked in a part of the body otherthan the mouth.

»»TROTLINE is a single, anchored linewith a float at each end from whichdroplines are attached.

2011-12 Colorado Fishing REGULATIONS

The most diverse trout species in North Amer-ica, the cutthroat trout covers the broadest habi-tat range of any stream-dwelling trout in theWestern hemisphere. The rugged topography of the cutthroat

trout’s range has lead to isolation, which in turnhas given rise to 14 recognized subspecies. Four of these evolved in Colorado: the Col-

orado River cutthroat trout, greenback cut-throat trout and the Rio Grande cutthroat trout. In addition, the yellowfin cutthroat trout was

historically found in Twin Lakes at the headwa-ters of the Arkansas drainage. Unfortunately,

this predator that grew to more than 10 poundsis now extinct.

All three remaining species haveeither been petitioned to be listedor are currently listed underthe Endangered Species Act. Dramatic reductions in

their range have occurred pri-marily because of the intro-duction of non-native

salmonids — specifically rainbowtrout that hybridize with cutthroat trout

— and brook and brown trout that tend to re-place them in streams and rivers. In an effort to preserve the legacy of these

fish, multiagency conservation teams have beenestablished for each subspecies.

PROTECTED CUTTHROAT WATERSVarious cutthroat waters, specifically those con-sidered Cutthroat Conservation and RecreationWaters, are protected throughout the state. In these waters, fishing is allowed by artificial

flies and lures only and all cutthroat trout mustbe returned to the water immediately upon catch. These restrictions are to accommodate the

growing number of cutthroat trout streams andlakes that are being included in conservationand recovery actions according to managementplans.
