PROJECT SUMMARY/ABSTRACT

The Texas Head Start State Collaboration Office (THSSCO) is part of the Texas State

Center for Early Childhood Development within the Children’s Learning Institute (CLI) at The

University of Texas Health Science Center at Houston.

THSSCO plays an important role in helping our state make progress in improving the

lives of young children and families. THSSCO assists with relevant state initiatives and brings

the support and perspective of Head Start to the development of a comprehensive early

childhood system in Texas. THSSCO is funded by ACF/OHS for the purpose of facilitating

collaboration among Head Start agencies and entities that carryout activities designed to

benefit low income children from birth to school entry and their families.

This work plan focuses on enhancing cooperation, coordination, and collaboration within ten

key activity areas Health Care, Homelessness, Welfare, Child Welfare, Child Care Services,

Family Literacy, Disabilities, Community Services, Education and Professional Development,

American Indian-Alaskan Native & Migrant Seasonal HS and Outreach to Military Families.

The plan will focus on objectives and activities for improving collaboration with state and local

community partners for the 2010-2011program year.

WORK PLAN 2010-2011 Key Activity Area 1: Health Care – Prioritized for 2010-2012

Goal: to promote access to timely Health Care Services, including general health, oral health, and mental health services.

Objective: To promote linkages and enhance collaborations of Head Start Services by Head Start agencies with other entities providing health care, including agencies and State officials responsible for these services.

Goal: Promote interoperability between Head Start data systems(s) and those of state preschool and K-12 systems that includes the assignment of unique State Assigned Student Identifiers (SASIDS) that remain with students throughout their prek-12 public education, so that Head Start participants can be included in the state data collection efforts, longitudinal studies, and tracking systems that demonstrate sustainable educational outcomes.

Objective: To promote linkages between Head Start and Higher Education for increased access to appropriate degree opportunities

ACF/OHS Priority #1 Professional Development The councils’ work group on Workforce and Professional Development is charged with ensuring that Texas’ early childhood professionals are prepared to provide high quality early childhood education and care in order to improve school readiness. The core knowledge, skills, and practices of early childhood professionals are critical and they provide a framework to deliver high quality development and educational experiences for young children.

To address these issues, the SAC develop recommendations regarding statewide professional development and career advancement plans for early childhood educators; assess the capacity and effectiveness of 2- and 4-year public and private institutions of higher education toward supporting the development of early childhood practitioners; and support professional development, recruitment and retention. By addressing these key barriers, the Council will further Texas’ professional development system to prepare a well-qualified workforce.

Goal: Outreach for children in military families who do not have access to quality early childhood services when located away from military installations.

Activities: Activity 1: Survey HS/EHS providers to see how many are serving military families. Activity 2: Compile a listing of all the military bases and contact information for child care in Texas.
