    (AIS) Substation at Kulaora and Sherpur on Turnkey Basis[Contract No. PGCB/SS/132/Kul-Sher/01]

    CLARIFICATION NO. 1

    Pre-bid meeting was held on 16 January, 2012 as per clause 7.4 of Instruction to Bidders of Volume 1 of 3 of the Biddingdocument. Clarifications to the queries received from the prospective bidders on, before and after the Pre-bid meetingare given below, which will form part of the Bidding documents. Attendance Sheet of the meeting is enclosed.

    1 Volume 3 of 3, Bid Data Sheet, Schedule AThe scope includes 3 Nos. of 2000A, 33kV isolatorsare mentioned. However, as per SLD DrawingNos.PGBD/DESIGN/2011/K-S/E-01 &PGBD/DESIGN/2011/K-S/E-02, 4 Nos. of 1600A &1 No. of 2500A, 33 kV Isolators are required. Kindly

    confirm the requirement.

    3 sets of 33kV, 2000A Isolators without earthswitch are required for each new Substation.The Single Line Diagrams (SLD) of the biddocument are revised.

    Please refer to item no. 14 of Addendumno.-1.

    2 Kindly furnish following data for Kulaora andSherpur SS-

    o Conductor type & configuration to be usedfor 132kV & 33kV equipmentinterconnection.

    o Conductor type & configuration for 132kV

    & 33kV main bus.o Conductor type & configuration for 132kV

    & 33kV bays jack bus, jumpers & droppers.

    Conductor for main Busbar132kV & 33kVshall be Twin FINCH(1113mcm) ACSR.

    Conductor for jack bus, equipmentconnection and droppers for 132kV & 33kVshall be single FINCH(1113mcm) ACSR.

    3 Kindly confirm whether the isolators shall beElectrically ganged operated (Individual operatingbox for all phases) or Mechanically ganged operated(One operating box for 3 pole operation) for the

    Kulaora and Shepur SS.

    All isolators shall be Mechanically gangedoperated.

    4 Kindly confirm whether 132kV & 33kV isolator earthswitches shall be manual operated or Motor operatedfor Kulaora and Shepur.

    132kV & 33kV isolator earth switches shallbe manual operated.

    5 132kV & 33kV control & relay panels will be installed Confirmed

    7 Control room building Floor plan is provided onlyfor first floor. Kindly furnish floor plan for ground

    floor also.

    Provision for one store room for spares/toolsand one staff waiting room with toilet facility

    are to be considered in the Ground floor ofthe main control building.

    8 Details for earthing conductors to be used for mainearth grid, risers, equipment & structure earthing,panel earthing etc. is not mentioned in Biddingdocuments. Kindly Furnish.

    Please refer to section-7 of volume 2 of 3 ofthe bid document.Earthling system shall be designed accordingto the specification of the bid document andthe result of soil resistivity test conducted atthe time of detail engineering after contractaward.

    The preliminary bid design shall be based ona value of 100 ohm meter soil resistivity asstipulated in the bid document.

    9 For Extension of Existing 132 kV AIS SS at Jamalpur:Volume 3 of 3, Schedule A

    As per the scope of work and SLD; 2 Nos. of 2000AIsolators without ES are required for bus coupler

    bay. However, these isolators are not included inprice schedule. Kindly confirm.

    The price schedule is revised.Please refer to item no.17(i) of the

    Addendum no.-1.

    10 Volume 3 of 3, Schedule AAs per the scope of work and SLD, 6 Nos. of 2 core132kV CTs are required for bus coupler bay and 6Nos. 4 core 132kV CTs are required for line bays.However, in price schedule additional 15 Nos. 4 core

    CTs are indicated. If CTs for existing bays are to bereplaced with these 15 nos CTs then dismantling forexisting CTs and scope for structures & foundationsfor these additional CTs need to be confirmed whichis not mentioned either in scope or price schedule.Kindly confirm.

    For 15 nos. of existing CTS;Dismantling of the existing CTs & structures,supply of new CT with new structures andmodification of the existing CT foundations

    are to be considered under this tender scope.

    11 Kindly furnish following data for Jamalpur SS -

    13 Kindly confirm whether 132kV & 33kV isolator earthswitches shall be manual operated or Motor operatedfor Jamalpur Substation.

    132kV isolators shall be motor operated andearth switches shall be manual operated forJamalpur SS.No 33kV isolators is required for JamalpurSS.

    14 We presume that all 132kV control & relay panels willbe installed in existing control room and enoughspace is available in control room for JamalpurSubstation.

    132kV control & relay panels shall beinstalled in the existing control room. Someminor modification like dismantling/remakingof partition wall, floor & wall re-finishing etc.

    15 Details for earthing conductors to be used for main

    earth grid, risers, equipment & structure earthing,panel earthing etc. is not mentioned in Biddingdocuments. Kindly Furnish.

    Soil investigation report for existingsubstation with details are not available.Bidders may carryout investigation at theirown responsibility.

    17 As per price schedule, civil items for modification of

    existing control room has been mentioned. Kindlyfurnish detailed information about the modificationwork for Jamalpur Substation.

    Some minor modification likedismantling/remaking of partition wall, floor &wall re-finishing etc.

    18 Vol. 2/3 Drg No. PGCB/DESIGN/2011/K-S/E-06

    Please provide us the section and layout drawing ofexisting Jamalpur 132kV instead of foundationdrawing.

    The sections and equipment layout drawingsare not available now. Bidders may visit thesite.

    Manufacturers authorization isrequired in all cases; i.e. if

    equipment proposed from the listmentioned in section-3 of vol. 1of 3or proposed from other.Manufacturers authorization is notrequired in case of manufacturer isthe bidder.

    44. Please provide the soil resistivity. Please refer to above reply of sl.No. 15

    45. Please confirm the switchyard fenced area. Since asper the Layout Plan furnished with the tenderdocuments, the total area is given only.

    Switchyard security fence shall beconstructed by PGCB.

    46. We presume that the transmission line sideconductor, insulator and hardware are excluded from

    our scope of work.

    61. As per the technical specification section 3, page-17,of volume-II it is specified that the DisconnectorsEarth switch shall be motor operated (Locally) but in

    the technical requirement of Disconnectors it ismentioned that it should be manual operated. Kindlyconfirm whether this project requires manual/motoroperated Earth Switch.

    75. Section 10 National Load Dispatch Centre (NLDC)Control Facilities 10.1 Scope : In order to provide thetele control facilities required at the National LoadDespatch Centre (NLDC) the following provisionsshall be made under this Contract. Necessarymodification in the software and hardware at NLDCmaster station is also to be done under this contractto accommodate all the new system extended underthis contract. The question is:

    i) Who is the existing software and hardware supplierat NLDC master station at Rampura, Dhaka?

    i)AREVA, France.

    76. There are communication equipment in FenchuganjSS and Jamalpur SS that the contractor has tointerface with. The question are:

    1. Section no. 1: Instructions to Bidders, Page no. 1-3, Sub-clause 2.1:

    The text Design, Supply, Erection, Testing And Commissioning of 230/132kV Air Insulated Switchgear (AIS)Substation at Barisal on Turnkey Basis is replaced by Design, Supply, Erection, Testing and Commissioning

    of Two New 132/33 kV Air Insulated Switchgear (AIS) Substations at Kulaora & Sherpur and extension ofexisting 132kV Substation at Jamalpur on Turnkey Basis.

    2. Section no. 2: Bid Data Sheet, Page no. 2-4, Sub-clause ITB 18.6:

    The text of sub-clause ITB 18.6 is replaced by following:ITB 18.6 The prices quoted by the Bidder shall be adjusted in accordance with clause no.11.2

    of General Condition of Contracts(GCC) of Section 7, Appendix-2(Price Adjustment) ofSection 9(Contract Forms) and on the actual quantity of plant & services completed by

    the Contractor during the contract execution stage as per unit price of the contract.Bidders are required to provide the labor & material indices and source of indices in theirbids using the form in Schedule K, volume 3 of 3 of the bidding document. If any bidderdoes not furnished the Schedule K, that bidder will not get any price escalation as perAppendix-2 of Section 9.

    3. Section no. 3: Evaluation and Qualification Criteria, Page no.3-2 & 3-3, Sub-clause 1.2.6:

    i) The following para is added after the para (f)

    (g) In comparision of bids, only the CIF price component of each bid for the plant & equipment[which areoffered from domestically by other bidder(s) as mentioned (a) above] offered from outside thePurchasers country shall be increased by fifteen percent(15%) for evaluation purpose.

    ii) The text the bidders are required to submit the documents establishing in last para is replaced by the textthe bidders are required to submit the documents in their Price Proposal establishing

    iii) The text with the provisions specified in the latest Public Procurement Regulations of the Govt. ofBangladesh and in the 2nd & 3rd line of 1st para is deleted.

    4. Section no. 3: Evaluation and Qualification Criteria, Page no.3- 3, Sub-clause 1.2.8:

    i) The following sub-clause 1.2.7 is added after sub-clause 1.2.61.2.7 For calculating the evaluated price, the Tender Evaluation Committee(TEC) shall-

    (a) exclude applicable custom duties, taxes and VAT in the case of CIF Prices for imported Goods andexclude only VAT for Goods manufactured locally.

    The sub-clause GC 11.2 is replaced by the following :Replacing Clause GC 11.2

    The prices quoted by the Bidder shall be adjusted in accordance with the provisions of Appendix-

    2(Price Adjustment) of Section 9:Contract Forms and on the actual quantity of plant & servicescompleted by the Contractor during the contract execution stage as per unit price of the contract.

    8. Section no. 8: Special Conditions of Contract, Page no.8-18, Sub-clause GC 45.5:

    The text of Bangladesh is added at the end of the sentence.

    9. Section 9: Contract Forms, Page no. 9-9, Appendix 2:

    a) In formula the abbreviationP0=Ex-works/CIF price of the Transformer, less advanceis replaced byP0=Ex-works/FOB price of the Transformer, less advance

    b) the condition (c) is replaced by The above payment implication due to the Price Escalation will be settled atthe end of Contract. Such payment implication shall not exceed a total ceiling of 15 percent of contract priceof Power Transformer item only.
