Replies to Pre Bid Queries held on 06.07.08 and amendments thereof for construction of 220 KV D.C.
Ghuttu-Ghansali Transmission Line against tender document no. PTCUL/C&P-I/TL-01/2008-09
The following clarifications/ amendments/ additions are being made in response to pre-bid meeting held on 06.07.08 regarding tenderdocument no. PTCUL/C&P-I/TL-01/2008-09 for construction of 220 KV D.C. Ghuttu-Ghansali Transmission Line.
These clarifications/amendments/additions will be deemed to be read with the original provisions made in the original bidding document
and will be deemed to be amended upto this extent thereof.

Taxes and dutiesa) Kindly clarify that PTCUL shall issue the Road Permit (Form 31)

As per the clause in case any tax or duty is newly introduced by the Government applicable
for this contact with effect from the next day of the date submission of the bid an if thecontractor is required to pay additional tax or duty so paid by the contractor against
submission by the contractor of documentary evidence to the satisfaction of the owner. Thisprovision will not be applicable to transaction between the contractor and his sub-suppliers,
sub-contractors for raw materials, for bought out items etc. a nd will be applicable only to thedirect transactions between the contractor for the material supplies from his own
manufacturing units. Besides the said statutory variation, no other statutory variation shall bepayable by the owner.
It is submitted that the additional tax liability if any due to change in laws during the currency
of the contract the same should be applicable for bought out items/ construction items also.
PTCUL shall issue the road permit.

a) Section-3 general requirement of specification (Tech.) Engg. Data states that The design
and drawing of towers had tower foundations shall be supplied by PTCUL, however thetower designs will have to be tested by the contractor. Since design is from PTCUL
guaranteed volume/weight of material and foundation etc. shall be as per design given byPTCUL.
b) BOQ may suitably revised in line of discussions for example changes in counter poiseearthing etc.

As per clause 14.2.1 of the tender
document the owner shall issue requisiteVAT / Sales Tax declaration forms for all
the equipments supplied by the bidder
Section-II SSC Part-I, Clause 13.1- Payment terms page no. 55 are as follows:Payment supply - 80% monthly running bill10% on completion
10% on completionto match the case flow requirements 90% monthly payment may be made against running
running bills and balance 10% on completion

Financial Criteria Access to finance- the bidder must demonstrate access to, or availabilityof financial resources such as liquid assets, unencumbered real assets, lines of credit, and
other financial means, other than any contractual advance payments to meet the followingcash flow requirements- Rs. 78.53 crores supported by documents in form access to credit
facilities-.Cash flow requirement or Rs. 78.53 crore is very high as compared to the estimate of about
Rs. 25 crores for the line. This may please be reviewed.

Technical Criteria state that the contractor must have executed similar works in hilly terraini.e. he must have constructed either a 220 KV double circuit line of minimu m length 20 Kms.
Or a 220 KV single circuit line for minimum length 40 Kms. In the last three years and theseworks should be working satisfactorily.
It is submitted that in order to make bidding process more competitive we request the sealing
limit of 3 yrs. Be removed.
The limit of last 3 years is removed. The
quoted text may be read as Thecontractor must have executed similar

Section-3 General requirement of specification (tech.) Eng. Data states that the design anddrawing of towers and tower foundations shall be supplied by PTCUL, however the tower
designs will have to be tested by the Contractor.The tower design shall have to be tested by the contractor. Since the completion period is
short i.e. 12 months, it is anticipated that tower testing delay the project completion s chedule.Hence we request that the completion schedule should exclude tower testing time in view of
limited testing facility available in the country.Further, please specify if the design envisages the use of HT steel as BOQ also does not
mention, the grade MS/IIT.
Completion period can not be extended.Stubs drawing will be released by
PTCUL as soon as proto is successfullyerected. Use of HT steel is envisaged.
BOQ has been revised and copy enclosed.
Special conditions of contract-2.0
Clause 2.0 way leave, tree cutting and other clearance sub-clause 2.20.6 state that Paymentof compensation towards the clearance etc, will be the responsibility of the Contractor and

leave & tree cutting as per demand offorest department, in forest area will bepaid by PTCUL. However elsewhere way
leave, tree cutting & other clearance willhave to be arranged by contractorCrop compensation will be paid by
PTCUL however the cases will beprepared by contractor.
2.20.8 Forest case
This sub-clause stipulates that crop compensation shall be contractor responsibility.On both the above points, we submit that all the compensation for forest and non forest
during the construction activities shall be paid by the employer. The contracto r shall providethe necessary assistance for preparation of the cases.
The contractor shall be responsible for
preparation of the case complete in allrespects and ready for submission. The
compensation shall be paid by thecorporation.

progress at site it is felt necessary that payment terms for supplies should remain independentof site activities.
