Kokesch, Scharfencamp, and Wiese. Staff present: K. Kokesch, Pederson, Wiggin, Joehnck, Gruendemann, Menk, Harmoning, and Sullivan. Guests present were: M. Gehrke, N. Freitag, M. Kerkhoff, R. Hall, J. Hall, A. Berg. 1) Called to order at 7:00 p.m., Roll call showing Heibel absent (EMT class). 2) Public Hearing on peon to vacate poron of alley, Block 7, between Lots 3 & 10: Freitag opposed, they use it; Hall’s own both parcels, they do not want a through road; there are no city ulies in the alley; north/south alley is availa- ble; as no other opposion, council consensus to approve. 3) Approved the agenda with ballpark bathroom discussion added, approved the minutes 6/8/15. 4) Cizens were addressed. Approved Kerkhoff request for band IV Play to play in mid-October; Menk expressed con- cerns about potenally changing the speed limit on 1st St./Co. Rd. 5. 5) Approved alley vacaon to include ulity easement. 6) Approved LMCIT Workers’ Comp. Insurance and Volunteer Insurance renewal; Resoluon 2015-12, Approving Work- ers’ Comp. Insurance for Elected Officials. 7) Water meter inventory is complete; all residences are to be metered; those using a second meter will pay for their own; approved credit of $50 if second meter is less than a year old. 8) Caish Days arrangements are in order; KMS will start in Franklin and end at Jackpot Juncon. 9) Department Heads reported. Kokesch: 12 stop signs cost $600 plus installaon, approved making all school corners 4-way stops; boulevard trees need trimming and are homeowners responsibility; approved prepaying and contracng Lp at $1.04; recent pink water was a manufacturer diluon error; approved moving Children at Play signs from 5th St. to 5th Ave.; tennis courts are unlocked, skate park equipment removed; council approved not paying invoice sub- mied by cizen for gravel and installaon. Wiggin re- ported 29 calls, including park vandalism, it was suggested to install moon sensor cameras and/or lights; discussed 5th Ave. congeson. Pederson reported that state law has been amended to allow annual pay for Fire/EMS staff; or- dinance codificaon meeng to be arranged; 2 ulies to be disconnected. 10) City Clean Up was ulized more than last year. CITY NOTICES:

The city of Franklin requires door-to-door peddlers to obtain a permit (which requires a background check). If someone solicits business from you, please ask them to show you a proof of their permit before doing business with them. If they do not have a permit, please contact City Hall or the police. Continual use of dumpsters is for commercial (businesses with a tax identification number) use only. You may temporarily use a dumpster for a construction project. Any other continued use of dumpsters will result in a fine. The city of Franklin will accept applications for the Fire Department and Ambulance Service at any time. Interviews will be held as positions are open and/or needed. Inquire at City Hall with any questions and to apply. Boulevard trees are the responsibility of the property owner. Trees need to be trimmed and maintain so they do not obstruct signs or impede traffic. When mowing, please do not mow grass clippings onto the streets. The clippings plug the storm sewer.
