The projects were developed with two key objectives in mind: 1. Improve mobility within the county, particularly north-south mobility within the central part of the county and east- west mobility between Boone County and the north-south corridor to the east, which includes I-71/75 and US 25 Dixie Highway; and 2. Provide a plan that is complimentary to the County’s Comprehensive Plan and includes projects that will accommodate the travel demand anticipated from future land use as it is presented in the Comprehensive Plan. The Boone County Transportation Plan contains five main elements. The first element, the Operational Improvement Plan, was presented in Chapter 5. The remaining elements are documented in this chapter. They are: Recommended Highway Improvements Connectors Transit Bicycle and Pedestrian Facilities These remaining elements are discussed further in the following sections. OBJECTIVES Projects that comprise the long-range element of the Boone County Transportation Plan are documented in this chapter. The projects were developed with two key objectives in mind:

1. Improve mobility within the county, particularly north-south mobility within the central part of the county and east-west mobility between Boone County and the north-south corridor to the east, which includes I-71/75 and US 25 Dixie Highway; and

2. Provide a plan that is complimentary to the County’s Comprehensive Plan and includes projects that will accommodate the travel demand anticipated from future land use as it is presented in the Comprehensive Plan.

The Boone County Transportation Plan contains five main elements. The first element, the Operational Improvement Plan, was presented in Chapter 5. The remaining elements are documented in this chapter. They are:

• Recommended Highway Improvements • Connectors • Transit • Bicycle and Pedestrian Facilities

These remaining elements are discussed further in the following sections.

RECOMMENDED HIGHWAY IMPROVEMENTS Recommended long-range highway improvements are presented in Exhibit 6-1.

A total of 29 projects are listed. Highlights include:

• Four recommendations carried forward from the North South Transportation Initiative (NSTI), a comprehensive, multimodal study of the I-75 corridor, conducted by the Ohio-Kentucky-Indiana (OKI) Regional Council of Governments and completed in 2004;

• Eight new roads and/or interchange facilities;

• Improvements to 15 existing roads; and

• Recommendations to conduct three detailed studies that are anticipated to generate additional projects in congested areas and will result in operational and safety improvements.

A detailed discussion of individual highway projects contained in the Plan is provided in the following section. Projects 1 through 4 are those carried forward from the NSTI.

1. Mall Road Extension

The purpose of this project is to improve connectivity between KY 3151 Mall Road and KY 842 Houston Road, while also relieving congestion on a section of KY 18 Burlington Pike. Two alternatives were identified: Option 1, with a termination on Houston Road at Merchant Street; and Option 2, with a termination on Houston Road at Woodspoint Drive. The project would require acquisition of the building that currently houses the Kmart store located at 8040 Burlington Pike. A concept of this project is shown in Exhibit 6-2.

2. KY 338 Richwood Road

This project will widen KY 338 Richwood Road to five lanes from west of Triple Crown Boulevard to US 25 Dixie Highway. Item 6-18.00 in the Six Year Highway Plan will enable this widening through I-71/75 with a reconstruction of the interchange. The Richwood Road widening will improve mobility for drivers traveling between south central Boone County, I-71/75, and the industrial areas to the east. Access management principles should be applied to improve efficiency of traffic flow and minimize conflict points.

3. I-71/75-US 42 Interchange

Average daily traffic on US 42 near I-71/75 is approaching 40,000 vehicles per day. Heavy vehicles comprise a significant portion of that traffic as they travel between the interstate and KY 1829 Industrial Road. As proposed, this project would modify the current interchange configuration to provide a direct

connection between I-71/75 and Industrial Road, as shown in Exhibit 6-3. This will remove truck and auto traffic from the heavily-congested section of US 42 just east of the interstate. The project also includes a recommendation to re-align the northbound entrance and exit ramps.

4. I-71/75-KY 1017 Turfway Road Interchange

This interchange currently is configured as an “offset diamond” interchange – northbound I-71/75 entrance and exit ramps intersect with KY 1017 Turfway Road, while southbound ramps intersect with KY 842 Houston Road. As there are many businesses and restaurants in this area that support interstate travel, it is not surprising that the current layout is confusing for travelers that exit the interstate at this location and then become confused as they attempt to re-enter. System circulation is poor because of the offset diamond configuration and this

contributes to congestion along Turfway Road and Houston Road.

Three alternative improvements were included in the NSTI, but no final recommendation was made. The alternatives are:

• Alternative A – Convert the interchange to a conventional diamond configuration, as shown in Exhibit 6-4, and relocate the I-71/75 southbound gore area.

• Alternative B – Construct a Single Point Urban Interchange, or SPUI, at Turfway Road, as shown in Exhibit 6-5, widen Turfway Road to six lanes from Houston Road to US 25 Dixie Highway, and convert existing Houston Road ramps to local access.

• Alternative C – Construct parallel collector-distributor roads on both sides of the interstate that connect the Houston Road ramps to Turfway Road, as shown in Exhibit 6-6. This includes a flyover and loop ramps between the connector to Houston Road and I-71/75 northbound.

All of these improvement alternatives likely will result in the need for some property acquisition. Although this should not affect the hospital, it may require the need to acquire the Extended Stay America property located at 7350 Turfway Road.

5. Camp Ernst Road Reconstruction/Extension

A new facility is proposed that will significantly improve north-south mobility through central and southern Boone County. The project involves reconstruction of the existing County-maintained portion of Camp Ernst Road from KY 237 Pleasant Valley Road to KY 536 Hathaway Road. From there, it would be constructed as a new road to the I-71 interchange at Verona. It is anticipated that portions of the newly constructed section will coincide with sections of existing KY 1925 Big Bone Road and KY 14 Verona-Mudlick Road.

A four-lane median-divided highway is proposed, with partial control of access and at-grade intersections with major crossing routes – Longbranch Road, KY 536 Hathaway Road, Rice Pike, KY 1292 Beaver Road, and US 42. Although the current

portion of Camp Ernst Road is County-maintained, this new facility would become a State highway and would be constructed to KYTC standards.

Identification of this particular project is the first of many steps before it would become a reality. Subsequent studies will be needed to identify all important environmental resources, select an alignment, establish design criteria, and mitigate the impacts. Through its Comprehensive Plan, of which this transportation becomes part, the County can directly regulate land use so that this project does not become a catalyst for developmental sprawl to the west.

6. New I-275 Interchange

This project would provide a new interchange with I-275 in the vicinity of Graves Road and Williams Road. Increased residential and industrial development already occurring in this part of Boone County create the need for improved mobility and accessibility to the interstate. Federal requirements for minimum interchange spacing may be an issue to be resolved, as there are existing I-275 interchanges with KY 8 Idlewild Bypass to the west and KY 237 North Bend Road to the east.

7. Graves Road

The recommendation is to widen Graves Road from two to four lanes from KY 20 Petersburg Road to KY 237 North Bend Road. The purpose of the project is to provide additional capacity and improve north-south mobility in this section of northern Boone County, for which increased residential and industrial development is planned. In conjunction with improvements to KY 20 Petersburg Road (Project 18) and Bullittsville Road (Project 23), Graves Road should be re-aligned with Bullitsville Road at its south terminus.

8. KY 536 Hathaway Road

This project improves east-west mobility and extends connectivity between the new Camp Ernst Road, I-71/75 and Dixie Highway. The recommendation is to widen Hathaway Road from two lanes to four. The project will not be needed until the northern section of the new Camp Ernst Road project is completed.

9. Rice Pike

This is another project that will improve east-west mobility in the central part of Boone County. The recommendation is to widen Rice Pike from two lanes to four. As part of the improvement, the eastern section of Rice Pike should be relocated to align with Hicks Pike. In establishing the new alignment for the relocated section, adverse impacts to New Haven Elementary School must be avoided. The project will not be needed until constriction of the new Camp Ernst Road is completed.

10. Hicks Pike

In combination with Rice Pike, this project will improve east-west mobility and will provide connectivity between new Camp Ernst Road and Richwood Road. The recommendation is to widen Hicks Pike from two lanes to four. Relocation of the western section may be required in order for the road to align with Rice Pike. The project will not be needed until constriction of the new Camp Ernst Road is completed.

11. Frogtown Connector Extension – South

This new four-lane road will provide an extension to the current Frogtown Road, from Richwood Road to KY 1292 Beaver Road. The road will serve as a local, parallel alternative to I-71/75, enhancing north-south mobility in the corridor. It will provide local

access to an area for which increased residential and business park development is planned.

12. Frogtown Connector Extension – North

This new road, on the north side of the present Frogtown Connector Road, would extend from Frogtown Road to Mt. Zion Road. It would complete a north-south local connection parallel to and west of I-71/75, from Mt. Zion Road at the north end to Beaver Road at the south end. The recommendation is to construct a four-lane road; alignment and right-of-way issues at the northern end may confine this section to two lanes. Further study should be performed to identify impacts, determine alignment, and establish design parameters.

13. KY 1292 Beaver Road

This project will widen Beaver Road from two lanes to four from the new Camp Ernst Road to the new Frogtown Connector Road Extension – South. The project provides much-needed east-west mobility in southern Boone County and connectivity to US 42.

14. US 42

The relocated section of US 42 through Union was completed in Fall 2004. This project will extend the multilane section from KY 3060 Frogtown Road to Richwood Road, widening the road from two to four lanes. North-south mobility through south central Boone County will be improved with this project.

15. KY 3060 Frogtown Road

This project improves connectivity and east-west mobility from US 42 to US 25 Dixie Highway. There is considerable residential development in this corridor. The recommendation is to widen Frogtown Road

from two lanes to four. Further study should be done to determine if this is feasible; an alternative solution is to provide an improved two-lane section if there is insufficient right-of-way for a four-lane section.

16. Richwood Church Road/KY 2951 Chambers Road

The purpose of this project is to provide a four-lane connection between Hicks Pike and US 25 Dixie Highway at the north end of Walton. In providing a through route, relocation of Richwood Church Road and/or Chambers Road likely will be necessary to avoid the Richwood Presbyterian Church Cemetery. Mud Lick Creek also may have an impact on the alignment of this project.

17. Spiral Boulevard-Cavalier Court Connector

This project is carried over from the Northeast Boone County Major Investment Study (MIS), which was completed in 1999. The project involves the extension of Spiral Boulevard over I-71/75 to a connection with Cavalier Court. The MIS recommended this as a four-lane street. Sidewalks and bicycle lanes also should be included. The project is intended to reduce congestion on Turfway Road and, to a lesser extent, along Houston Road and Burlington Pike.

18. KY 20 Petersburg Road – West

The recommended improvement is to widen KY 20 Petersburg Road from two to four lanes from KY 8 Idlewild Bypass to KY 237 North Bend Road. The project is needed to serve traffic generated by additional development in this portion of Boone County and to serve as a local, parallel east-west alternative to I-275.

19. Gunpowder Road

Gunpowder Road lies in a rapidly growing area of Boone County. The recommendation is to widen the road from two lanes to four between US 42 and Mt. Zion Road. The road runs alongside Gunpowder Creek, which may provide alignment and right-of-way challenges. With this improvement, opportunities to incorporate a combined bike/pedestrian facilities and/or recreational trails should be investigated. An agreement has been reached between the Kentucky Transportation Cabinet and Boone County in which Gunpowder Road will become a State highway.

20. I-71/75-to-KY 16 Connector

The planned industrial development in southeastern Boone and southwestern Kenton counties has access to I-71/75 at two points – via Mary Grubbs Highway through Walton and via Richwood Road. The Richwood Road interchange is congested already and further industrial development will exacerbate the problem. Increased truck traffic through Walton is undesirable as well. This project would provide connectivity between I-71 and I-75 at their interchange to existing and new industrial parks in this area. The project involves the extension of the I-71/75 interchange ramps to KY 16 near Walton and reconfiguration of the US 25/KY 16 interchange. It is recognized that Federal requirements for modifications to existing Interstate access must be met and that an Interchange Modification Study will be required.

21. KY 18 Burlington Pike - East

KY 18 between Burlington and I-71/75 is a four-lane, median-divided facility with ample capacity. However, year 2030 traffic projections may result in over-saturation and significant congestion along some sections. The recommendation is for implementation

of a series of access management retrofit projects as a means of preserving the available capacity. By managing access and consolidating access points to Burlington Pike, both operational and safety improvements can be realized. This is seen as a desirable alternative to adding lanes here, which would involve taking out the grass median that separates the eastbound and westbound lanes. This recommendation is for a group of projects; a detailed access management study must be undertaken first to identify and develop specific projects.

22. KY 20 Petersburg Road – East

Widening this section of KY 20 Petersburg Road from KY 237 to KY 212 will complete the four-lane, parallel east-west alternative to I-275. Increased development around the Greater Cincinnati/Northern Kentucky International Airport will create additional traffic demand in the corridor. The recommended improvement is to widen the road to four lanes. It is recognized that the western segment of this project goes through the remnants of downtown Hebron. Further studies should be undertaken to determine whether widening through this segment is possible and feasible. An alternative is to maintain an improved two-lane cross-section through Hebron.

23. Bullittsville Road

With increased future development in northern Boone County, there is a need for additional capacity and north-south mobility in the area. The recommendation is to widen Bullittsville Road to four lanes from Petersburg Road to Burlington. At the northern end, the alignment should be shifted so that Bullitsville Road lines up directly with Graves Road.

24. New KY 212 Connector/Ohio River Bridge

The Transportation Element of the 2005 Boone County Comprehensive Plan calls for a northward extension of KY 212 and new bridge over the Ohio River. This project is included in the Boone County Transportation Study in order to maintain consistency with the Comprehensive Plan. The project would greatly enhance north-south mobility in northern Boone County and western Hamilton County, Ohio. It would also increase accessibility to the Greater Cincinnati/Northern Kentucky International Airport. A new bridge would have significant regional transportation impacts and considerable additional study would be required in order for this project to advance. Numerous Federal guidelines would have to be followed and requirements met. Traffic forecasts for this project were not prepared as part of this transportation plan, due to its regional significance.

25. Maher Road-Frogtown Road Connector

The current US 25 widening project, from Industrial Road to Richwood Road, involves lowering the grade on Dixie Highway between Maher Road and Frogtown Road. This project is recommended as a companion to the US 25 widening. The project involves constructing a connector road from Maher Road to Frogtown Road, east of the Norfolk Southern Railroad, and constructing an east-west stub from the connector to Dixie Highway. This will allow for the elimination of at-grade rail crossings at Maher Road and Frogtown Road.

26. Longbranch Road

The recommendation is to widen Longbranch Road from two lanes to four from Camp Ernst Road to US 42. This project will increase connectivity between the two primary

north-south roads in this portion of Boone County. Also it will provide better mobility and accessibility for planned suburban residential development in this area.

27. KY 3076 Mineola Pike

Mineola Pike serves an area of mixed residential and light industrial land use. Substandard geometry and heavy traffic demand contribute to congestion and safety problems. The recommendation is to widen Mineola Pike from two lanes to four from KY 236 Donaldson Road to I-275. The Northeast Boone County Major Investment Study addressed widening to the north as well, from I-275 to KY 8, primarily for safety benefits. However, that project was given a low priority and eliminated from further consideration. It was not carried forward as a recommendation in this study.

28. US 25 Dixie Highway

Current efforts are underway to widen US 25 Dixie Highway to four lanes, from KY 1829 Industrial Road to KY 338 Richwood Road. This project is in the current Six Year Plan. Traffic projections for the section to the south, from Richwood Road to Walton, reflect increased industrial development in the area as called for in the Comprehensive Plan. The recommendation is to widen Dixie Highway to four lanes all the way to Walton in order to achieve a satisfactory level of service. Year 2030 traffic projections for the segment immediately south of Richwood Road range from 55,000 to 65,000 vehicles per day, which could result in significant peak hour congestion even as a four-lane facility. However, Boone County intends to make privately-funded improvements to Old Lexington Road in this vicinity which would provide a local parallel alternative to Dixie Highway and would relieve some of the traffic burden. This would eliminate a need for six lanes on Dixie Highway, at least within the time frame of this Transportation Plan.

29. KY 18 Burlington Pike – West

The Year 2030 Comprehensive Plan enables additional residential growth in the KY 18 corridor west of Burlington. Without improvement to KY 18, near-capacity traffic conditions are projected just west of Burlington. Safety issues along this section of road also will be a concern with increased residential development. The recommendation is to widen KY 18 to four lanes from KY 338 (East Bend Road/Idlewild Road) in Burlington west to Vice Lane. This project will provide additional capacity and safety improvements that will be necessary to accommodate additional residential growth in the area.

YEAR 2030 TRAFFIC VOLUMES AND LEVELS OF SERVICE Year 2030 projected traffic volumes and levels of service for the Boone County transportation network are shown in Exhibit 6-7. The network includes existing streets and roads, projects in the current Six Year Highway Plan, and projects included in the recommended Transportation Plan. The one exception is the KY 212 Connector/New Ohio River Bridge. This project was included in the Plan by reference only; no traffic forecast or level of service was determined.

If the Recommended Plan projects are implemented by year 2030, the overall transportation network should adequately serve predicted travel demand. A few isolated LOS F segments remain. They are:

• KY 3076 Mineola Pike, north of I-275 – Boone County has chosen to drop the recommended widening of this section that was presented in the Northeast Boone County Major Investment Study. The belief is that the high cost of this project, due primarily to hilly terrain in this area, would make the project economically infeasible.

• US 25 Dixie Highway – There is a section just south of KY 338 Richwood Road for which year 2030 average daily traffic of 55,000 to 65,000 is predicted, which would result in LOS F even with a four-lane section. The County intends to seek privately-funded improvements to Old Lexington Road as new industrial development is introduced to this area, though this has not been included as a project in the Plan. Improvements to Old Lexington Road will provide a parallel alternative to the section of Dixie Highway, reducing the demand (and resulting traffic volume) and thus improving the level of service.

• Triple Crown Boulevard – Enhancement of the connector street network in this area will reduce the traffic demand on Triple Crown Boulevard and improve the projected level of service. Widening of Triple Crown Boulevard through this residential area is not seen as a feasible option.

• KY 18 Burlington Pike – The section between North Bend Road and South Airfield Road is projected to be over capacity during peak periods by year 2030. Implemented access management retrofit projects will help to preserve the existing capacity and reduce the need for future widening.

Year 2030 projected average daily traffic volumes and levels of service for interstate

sections are shown in Exhibit 6-8. For arterial streets, this information is listed in Exhibit 6-9. Traffic volumes and levels of service are shown in Exhibit 6-10 for two-lane State routes and in Exhibit 6-11 for two-lane County roads.

PROJECT COST ESTIMATES Cost estimates for recommended Transportation Plan projects were prepared based on average costs of recent similar projects in Kentucky and Ohio. For individual projects, these are listed in Exhibit 6-12.

Project #4, I-75/Turfway Road interchange improvements, was carried over from the North South Transportation Initiative and included three alternatives. Further study will be required to determine the best alternative. Cost estimates ranged from $9.3 million to $35.3 million. Conservatively, the $35.3 million estimate was used in the cost total for the entire group of recommended projects.

Project #18, KY 18 Burlington Pike Access Management Retrofit Projects, has a cost estimate of $2 million. This is an estimate for a group of yet-to-be determined access management retrofit projects and also includes the cost for the access management study from which these projects will be developed.

Individual project cost estimates include construction, utility and engineering costs. At a planning level, right-of-way costs for individual projects are difficult to estimate accurately and were not included. However, a review of historical KYTC right-of-way costs in Boone County revealed that, for a group of projects, right-of-way costs comprised 20 to 25 percent of the total cost. This assumption was applied to the group total of Transportation Plan recommended projects.

PRIORITIES Recommended Transportation Plan projects were prioritized according to three categories:

• High Priority – Completed within 10 years • Medium Priority – Completed in 11 to 20

years • Low Priority – Completed in more than

20 years

A number of factors were involved in the development of project priorities. These factors included:

• Relative urgency of the project in meeting current or anticipated transportation deficiencies or needs

• Cost • Relation to other planned or programmed

projects • Overall importance to improving safety

and mobility in Boone County

Prioritization of recommended projects is shown in Exhibit 6-13. Within each of the three categories, projects were not prioritized further, as a number of additional factors (funding, environmental mitigation, duration, etc.) can affect scheduling and completion.

A balloting process was used to develop project priorities, with participants being the Boone County Judge/Executive, County Administrator, Planning Commission Director, County Engineer, and representatives from the Transportation Cabinet district office. The final prioritized list of projects was presented to stakeholders at the August 2005 meeting for review and comment.

STUDIES There are three specific areas of need where the scope of this transportation study was

insufficient to identify necessary transportation projects that will improve capacity and safety. These studies should include considerable public involvement to obtain input and provide an opportunity for the public to be heard. The recommended studies are discussed in detail below:

KY 18 Access Management Study

An access management study of KY 18 Burlington Pike should be conducted for the section from I-71/75 to Burlington. The focus of the study should be to develop access management retrofit projects that will serve to preserve the capacity of the existing four-lane divided highway. Examples of retrofit projects that may be recommended as a result of the study include:

• eliminating driveways through use of shared driveways

• use of median channelization • construction of frontage and backage

roads • provision of turning lanes • restriction of left turns • elimination of signals • modification (closure or reconstruction)

of median openings • provisions for U-turn movements • relocation of driveways away from major

intersections

The study should incorporate collaboration with local businesses and neighborhoods that have frontage along Burlington Pike. Recommendations for individual projects could be implemented through revisions to the Six Year Plan, maintenance activities, and safety improvements. A 12-month time frame for the study is projected at an estimated cost of $100,000.

US 42 Corridor Study

The US 42 corridor between Union and Florence is a densely developed, mixed-use corridor that currently experiences heavy traffic volumes (35,000 to 40,000 vehicles per day) and congestion during peak periods. A more detailed study should be performed to identify safety and operational projects that will improve traffic conditions through the corridor. The study is especially important given the fact that current land use and development patterns make widening of this four-lane road very unlikely. The study should be conducted for the section of US 42 from Wetherington Boulevard to Ewing Boulevard. A significant public involvement component will be necessary as there are numerous affected stakeholders in the corridor. A 12-month time frame for the study is projected at an estimated cost of $150,000.

South Dixie Highway Small Area Plan

With intensified industrial development planned for southeast Boone and southwest Kenton counties, in the US 25 Dixie Highway Corridor, it is important to sufficiently plan for this growth with respect to the provision of infrastructure. The scope of the Boone County Transportation Study has been limited in scope and geography. A more detailed study of this area, to include a portion of neighboring Kenton County, is needed. The study should be a joint effort among OKI, Boone County and Kenton County. It should integrate projected land use with the demand for infrastructure improvements – transportation, water/wastewater, utilities, and others. An 18-month time frame is projected with an estimated cost of $250,000.

CONNECTORS The Connectors element of the Boone County Transportation Plan serves an important role in that it improves

interconnectivity among individual neighborhoods and developments and it helps to complete a functional hierarchy of streets and roads in Boone County to ensure safe and efficient traffic flow. The Connectors element is a group of desired local streets and roads that accomplish these objectives. It is envisioned that projects identified in this element of the Plan will not be eligible for State or Federal funds.

There are three main types of connectors:

1. Adjoining Access Streets – Existing and approved street stubs where connections to adjoining property are envisioned or planned

2. Intermediate Connectors – Local or subcollector two-lane streets that connect developments or neighborhoods to higher order streets and also provide access to adjoining parcels

3. Controlled Access Connectors – New streets or roads that provide access only at public cross-streets and include left-turn lanes at cross-street intersections

The Connectors element is dynamic; that is, it will change as desired projects are built and new projects are identified. This information will be maintained by Boone County on its Web site at http://www.boonecountyky.org/. Information will include area maps and lists of individual projects. Prioritization of projects in the Connectors element will be done by the County.

An overall map of the proposed connector streets and roads at the time of this study is presented in Exhibit 6-14. It should be noted that traffic forecasts have not been developed for these individual projects. The OKI regional traffic model is not of sufficient detail to be used for estimating traffic on connector streets and roads.

Adjoining Access Street connectors should be consistent geometrically with the built street. For Controlled Access Connectors, boulevard-style streets are desirable and should be consistent with the character of the existing or newly constructed neighborhood. Future connectors should be multimodal – they should include sidewalks and accommodations for bicycles.

Implementation of the Connectors element will, to an extent, depend on the availability of local funds. Where applicable, the County will require developers to build connector streets and roads when a zone change is requested.

TRANSIT As was explained in Chapter 2, Existing Conditions, fixed route transit in Boone County is provided by the Transit Authority of Northern Kentucky, or TANK. Current TANK routes are organized on a hub system, with beginning and ending points at the TANK Transit Center in Covington.

The Transit Supportive Area measure was used to identify existing areas of Boone County with sufficient population and employment densities to support fixed-route transit. As defined by the Transit Capacity and Quality of Service Manual1, Transit Supportive Areas are defined by:

• 3 or more households per gross acre; or

• 4 or more jobs per gross acre

Based on population and employment data at the traffic analysis zone (TAZ) level, as obtained from OKI, it was determined that, at a global level, the current TANK route

structure in Boone County provides sufficient coverage.

This same measure was applied to year 2030 projected population and employment data for Boone County, based on the land use projections reflected by the 2005 Comprehensive Plan. Traffic analysis zones with population densities greater than 3 households per gross acre are shown in Exhibit 6-15. Similarly, TAZ’s with employment densities greater than 4 employees per gross acre are shown in Exhibit 6-16. Areas for which expanded route coverage should be considered include:

• South Airfield Road

• KY 237 North Bend Road between Burlington and Hebron

• US 25 Dixie Highway between Industrial Road and Walton (currently this is covered by an express route)

As stated in Chapter 2, Transit Supportive Area is a global measure and should not be used in lieu of a detailed transit analysis. Such an analysis is underway already – the TANK Transit Network Study. This study is taking a look at trends, challenges and opportunities facing Northern Kentucky in creating a long-range plan for public transportation. The study is scheduled for completion in early 2006.

Preliminary recommendations from the study for Boone County include:

Short Term

• Providing service directly to Florence Mall and eliminating Florence Loop

• Addition of a Florence Circulator Route to provide local service to all major Florence destinations

BICYCLE AND PEDESTRIAN FACILITIES By reference, the Boone County Transportation Plan incorporates the Florence Pedestrian & Bicycle Plan2. Originally prepared by the Boone County Planning Commission in 1992, the Florence Plan was updated in 2002.

Florence Sidewalk Projects

The Florence study identified the weaknesses of the existing pedestrian system. Those are:

• Pedestrian access across I-75 • Pedestrian travel in the Mall Road area • Pedestrian travel in the Turfway Road area • Connections between existing fragments

of recreational pathways • Lack of sidewalks in older residential

neighborhoods • Pedestrian travel in the Northern

Kentucky Industrial Park region • Connections to future (pedestrian)

systems west of current Florence city limits

• Coordination of bus transportation

A list of sidewalk improvement projects in the Florence urbanized area was developed to address these weaknesses. Projects were prioritized according to four weighted criteria:

1. Relationship to Existing Network (weighting factor 1.0)

2. Potential Use (weighting factor 2.4)

3. Proximity to pedestrian attractors (weighting factor 1.7)

4. Traffic volume and speed impacts (weighting factor 1.6)

The prioritized list is contained in the Florence Plan.

Florence Bike Projects

In the 2002 Florence study, the city was divided into seven distinct regions in which bicyclists can get around safely. The regions are separated by barriers to bike travel and a list of projects was developed to overcome these barriers and connect the regions. By priority, those projects are:

Union, Walton and Unincorporated Areas

For those areas outside Florence – Union, Walton and unincorporated areas of Boone County – the focus shifts to trails and multi-

use facilities. Where possible, bike and pedestrian facilities should be separated from the roadway pavement. Opportunities should be identified where multi-use facilities can be constructed in conjunction with highway improvements. For example, in the Gunpowder Road corridor, re-alignment of some sections of Gunpowder Road as part of the widening project, combined with the planned purchase of utility easements over the next five years, present a wonderful opportunity to develop a multi-use path along Gunpowder Creek. There are other instances where bike lanes must remain within the right-of-way, however, as part of KYTC highway projects.

The multi-use trail network for Union, Walton and unincorporated Boone County are presented in Exhibit 6-18. The map shows existing multi-use facilities, planned projects that are part of highway projects already programmed by the KYTC, and other proposed facilities for which funding and project scope/schedule have not been identified.

Funding for Pedestrian and Bike Projects

Funding of pedestrian and bike projects throughout Boone County may come from a variety of sources. It must be pointed out that the new Federal transportation act, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), contains provisions and funding for transportation enhancement activities, which include pedestrian and bicycle facilities. To implement this element of the Boone County Plan, every effort should be made to obtain available transportation enhancement funds through the SAFETEA-LU. This should be coordinated through the KYTC Office of Transportation Enhancement Programs.

IMPLEMENTATION Implementation of the 2030 Boone County Transportation Plan will require adoption at the local level by the Boone County Planning Commission and the Boone County Fiscal Court. The Plan contains recommendations for both locally-funded and State-funded projects. To ensure consistency with the local elements of the plan, the 2001-2002 Subdivision Regulations (Article 32, Transportation Management Regulations) and the 2005 Subdivision Regulations (Article 3, Section 305) should be amended. This is especially important in order to implement the Connectors element of the Plan.

Adoption of the Plan by the OKI Board of Trustees also will be required. As the metropolitan planning organization for the region that includes three Northern Kentucky Counties (Boone, Kenton and Campbell), OKI is responsible for prioritization of State transportation projects in those counties that are eligible for Surface Transportation Program (STP) funds. This includes many of the recommended projects in the 2030 Boone County Transportation Plan. It is also important to point out that future updates to the OKI Regional Transportation Plan, whose adoption includes projects in the Boone County Plan, must be fiscally constrained, thereby placing added importance on prioritization of projects. Ultimately, Boone County projects in the OKI Regional Transportation Plan that are eligible for State or Federal funding will be programmed in the State Six Year Highway Plan.
