  • Calling the historic restoration and renovation of the Federal Building at United Nations Plaza a huge project would be, well, a huge understatement even for the big name construction firm heading it up Hathaway Dinwiddie Construction Company. The beautiful, but aging 80-year-old Federal Building was selected by the American Recovery and Reinvestment Act under the leadership of President Barack Obama, Speaker Nancy Pelosi, and California Senators Dianne Feinstein and Barbara Boxer for $122 million in federal stimulus funding to bring the historic building to 21st century standards. And given that the project has been designed to meet LEED Plati-num standards for new construction and major remodeling (including solar PV panels), it will live on long into the future of its hometown, San Francisco.

The seismic renovation and transformation of this historic federal building into a sustainable, energy efficient new landmark is another major step towards the revitalization of UN Plaza and the Central Market neighborhood, said former San Francisco Mayor Gavin Newsom at the groundbreak-ing ceremony December 2, 2010.

The Federal Building has been a mainstay of the 2.6 acre outside pedestrian mall boasting shops, eateries and farmers markets known locally as the UN Plaza. It was named for the founding of the United Nations which began as a non-government organization known as the United Nations Confer-ence on International Organization in 1945 before evolving into today's UN. The outdoor space was constructed in 1975 under renowned landscape architect Lawrence Halprin.

The Federal Building itself was designed by local architect Arthur Brown Jr. in 1927. Brown also designed San Franciscos City Hall and the Civic Center. The building is a fine example of Second Renaissance Revival architecture, displaying style-defining features such as horizontal divisions, a rusticated base and classical ornamentation including columns on the exterior elevations. The six-story steel frame is encased in fireproof concrete flooring and roof slabs. Following the 1906 earthquake that burned more than half of the city, architects and constructors began focusing on fireproof materials and building practices. The street elevation walls are constructed of brick but faced with granite, with the exception of one terra cotta side It is no wonder why the impressive structure is listed on the National Register of Historic Buildings.

The sizeable project is approximately 360,000 gross sq. ft. and 193,000 net sq. ft. with an occupi-able basement. Renovations also include new mechanical, electrical, lighting, and plumbing systems. The project also includes environmental remediation, roof replacement and refurbishment of existing historic wood windows, restoration of the historically significant interiors, central courtyard as well as redesign of office interiors to create a modern office environment. The building was home to the General Services Administration Region 9 offices until 2007 when they relocated in preparation for the renovation. In October 2009, local firm Architectural Resources Group won the design contract and hired other local firm, Knapp Architects, on as preservation architects. Hathaway Dinwiddie was chosen to head up the construction as manager shortly after.

Today the company is a leader on advanced technology facilities projects with their focus on micro-electronics, semiconductor and bio/pharmaceutical facilities, as well as continuing the tradition of quality construction of office buildings, interior improvements, seismic retrofits, and special purpose facilities. The firm has offices in San Francisco, Santa Clara and Los Angeles.

The 50 United Nations Plaza Renovation project includes an historic renovation, seismic retrofit, and interior reconfiguration of the existing structure. Renovation work will include a seismic upgrade, high-performance energy efficiency and accessibility improvements, and installation of new electrical, heating, and plumbing systems. Interior spaces will also be reconfigured to create more efficient office space. The city is not only excited to have the building up and running again to 21st century standards, but also the many new jobs the construction project will create in the process.

San Francisco is the birthplace of the United Nations, and this important federal stimulus project will create 1,300 new jobs and catalyze new economic and cultural activity in historic UN Plaza, former Mayor Newsom said. The project will created dozens of full-time jobs and small business opportuni-ties, and employ many workers on site during the hazardous materials abatement phase, which began in 2010. That initial phase encompassed a broad study in regard to code analysis, accessibility, historic preservation (including compliance with historical building codes), seismic design, structural engineer-ing, roofing, elevators, heating, ventilation and air conditioning, fire protection services, hazardous materials abatement, landscaping and more. That study was headed up by Interactive Resources Group.

The project is expected to finish spring 2013. CLT

ABOVE: The utterly French style of architecture on the Federal Building at the UN Plaza is appar-ent especially from the angle of the courtyard, enclosed by four walls a hallmark of the classic Beaux Arts school of design.

ABOVE, CLOCKWISE FROM TOP LEFT: One of the balconies outside the offices in the building show off gorgeous views of the San Francisco Bay. The building is truly some of the most valuable property in the Bay Area.

Leaded glass windows and French doors speak of the time period when the building was originally constructed. The project, in total, will be a gross 360,000 sq. ft. of restoration and 193,000 sq. ft. of occupiable basement space.

Original Beux Arts details designed by architect Arthur Brow Jr. in 1927 are still present in all of the granite carving. Restoring all of it to its original glory will be quite the undertaking.
