The Hon’ble Minister of State for Home reviewed the parade and took the salute from the smartly marching contingent. Speaking on the occasion, he praised the exemplary services performed by CISF during natural calamities and during other security duties. He urged the young sub officers to make good use of the training they had received at NISA and to serve the national cause in future. DIKSHANT PARADE OF 31 ST BATCH SI/EXE (DIRECT) AND 9 TH BATCH SI/EXE

(LDCE) 31st batch SI/Exe (Direct) and 9th batch SI/Exe (LDCE) passed out on 31st December 2007. 52 Direct SIs/Exe and 158 Departmental SIs/Exe (LDCE), who completed their basic training, took part in the Dikshant Parade. Shri Sriprakash Jaiswal, Honourable Minister of State for Home, was the Chief Guest. The occasion was graced by the presence of Shri R K Das, IPS, Director General CISF, Shri Anurag Sharma, IPS, Director/ NISA, other senior officers, distinguished guests, invitees and media persons. DIKSHANT PARADE OF 22 ND BATCH AC

(PROB) The 22nd batch of Assistant Commandants passed out on 18.10.07. 22 Assistant Commandant/Prob (Direct Recruit), who completed their basic training, took part in the Dikshant Parade, held on the occasion at the NISA Parade Ground. Shri R K Das, IPS, Director General CISF, was the Chief Guest. Shri Anurag Sharma, IPS, Director NISA, Shri V K Bakshi, Dy Inspector General, other senior officers, distinguished guests, invitees and media representatives graced the occasion with their esteemed presence. The probationers were given 53 weeks’ intensive and specialized training in indoor subjects such as Industrial Security, Aviation Security, VIP Security, Disaster Management, Law subjects and in outdoor subjects such as weapon handling, physical training, drill etc, prior to their passing out, to arm them to effectively handle any eventuality in future. At the outset, the Director General complimented all for the immaculate turnout and excellent standard of the parade. He hoped that all the officers who passed out would show their mettle and make good use of their training in the years to come. The Chief Guest awarded prizes to the following trainees:-

DIKSHANT PARADE OF 6 TH BATCH ASI (STENO)/HC (CLK)

The 6th batch ASI (Steno)/ HC (Clerk) passed out on 21.01.2008. 12 ASI (Steno) and 132 HC (Clerk), who completed their basic training, took part in the Dikshant Parade held on the occasion at the NISA Parade Ground. Shri Anurag Sharma, IPS, Director NISA was the Chief Guest. It is only in the recent past that basic training of clerical staff of such strength has been successfully conducted at NISA. Unlike other batches of executive cadres such as AC (Basic) and SI (Basic), a fine balance has been maintained between the training inputs of office administration and that of outdoor training for this cadre. Needless to say the success in training of these cadres is evident as demonstrated by very positive feedback received from their respective field commanders.

ASI/ Pharmacist Naresh Kumar was adjudged All- round best. A shield was presented to him by the Chief Guest on the auspicious occasion.

INTERNATIONAL EXHIBITION ON DISASTER MANAGEMENT

An International Exhibition on Disaster Management was organized by the Directorate of Home Guard and Civil Defence, Government of Karnataka from 15th to 17th November, 2007 at BRV Police Parade Ground, Bangalore. The CISF team from FSTI displayed Disaster Management and NBC related equipments. CISF stall was adjudged the best stall and was awarded the Best Stall Trophy.

DIWALI FESTIVAL Diwali festival was celebrated at NISA on 9.11.07, amidst a judicious blend of colourful crackers freely bursting in the sky and safety precautions being observed scrupulously. Director NISA marked the beginning of celebration by visiting the Diwali Stalls put up by various Training Companies, accepting sweets from the trainees and wishing them a very happy Diwali.

SCIENCE OF LIVING

A lecture cum demonstration on The Science of Living was conducted on 03.11.07, by members of Jeewan Education, Bolarum, a voluntary organization. All the trainees and staff attended this programme.

T-20 CRICKET MATCH

A Twenty-Twenty cricket match was organized between NISA officers and IPS (Probationers) of NPA on 10.2.08. Though it was a cliff hanger of a match, the NPA team finally emerged the winners. NPA won the match by one wicket in the penultimate ball of the inning.

DIKSHANT PARADE OF 15 TH BATCH CONSTABLE (GD)

The 15th batch Constables passed out on 11.01.2008. 170 Constables (GD), who completed their basic training, took part in the Dikshant Parade held on the occasion at the NISA Parade Ground. Shri Anurag Sharma, IPS, Director NISA, was the Chief Guest. Shri V K Bakshi, DIG NISA, other senior officers, distinguished guests, invitees and media representatives graced the occasion with their presence. Shri V K Bakshi, DIG NISA, welcomed the Chief Guest. During training, the batch had been given intensive and specialized training in indoor subjects such as Industrial Security, Aviation Security, VIP Security, Disaster Management, Law subjects, apart from outdoor training.

out trainees on their successful completion of basic training. He opined that they were given sufficient inputs to take up their responsibilities. But, he reiterated that whatever inputs were given were not enough, as acquiring knowledge is a continuous process. He also mentioned that NISA had earned the distinction of being named as “Centre of Excellence” This was only due to the concerted efforts of each and every staff of NISA. He congratulated all for the same.

VOLLEY BALL COMPETITION

An Inter Company Volley Ball Competition was organized between A and B sections of 9th Batch SI/Exe (LDCE) on November the 8th 2007. It was a high quality display of skill and strength and ended with awarding of prizes to the Winners and Runners-up by Director NISA.

NATIONAL POLICE DAY The National Police Day was organized as Smriti Parade at NISA on 21.10.07. On this day in 1959, a CRPF party, during patrolling at Hot Springs in Ladakh at 4,681 meters above the sea level, was ambushed by the Chinese troops who were equipped with automatic weapons and mortars.

Director NISA laid a wreath on the Martyr’s Memorial at NISA. He read out the names of CISF personnel who had made the supreme sacrifice of laying down their lives in the service of the Nation. A two minute silence was observed in the memory of these great sons of India.

QAUMI EKTA WEEK

The Communal Harmony Week (Qaumi Ekta Week) between 19th Nov to 25th Nov 2007 was observed at NISA campus. Functions and programs such as Essay Writing, Oration and Poetry Recitation were conducted for the officers, staff and trainees of NISA. Prior to this, funds were collected by sale of Communal Harmony flags and through collection boxes placed at different points at NISA. These funds were later sent to CISF Hqrs for distribution among families of communal riot victims.

VIGILANCE AWARENESS WEEK -2007 Vigilance serves an important role in day to day functioning of government organizations such as CISF, especially in view of new corruption cases coming to notice with every passing day. It is with this view that a pledge is taken every year reaffirming one’s faith in the principles of absolute integrity. The Vigilance Awareness Week, 2007, was organized at NISA between 12.11.07 to 16.11.07. It started with administering of pledge on 12.11.07 and ended with the awarding of prizes to various prize winners by Director NISA on 16-11-07.

JUNGLE CAMP

The tradition of conducting a jungle camp towards the middle or end of a basic training programme in Armed Forces has been retained in CISF. In keeping with this tradition, a Jungle Camp was conducted for 9th batch SI/LDCE at NISA on 19th and 20th Nov 2007. All the trainees participated in this camp. It had all the inputs related to operations and survival in a jungle. Trainees were acquainted with important points relating to VIP Security, Post Protection, Counter Ambush and Accidental firing. A demo on VIP Security and Accidental firing was also organized before bonfire was lit by the Chief Guest, DIG NISA,

8th POLICE LAWN TENNIS CHAMPIONSHIP 2007

The Eighth All India Police Lawn Tennis Championship 2007 was conducted from 8th

November to 16th November 2007 at Dehradun. The championship was inaugurated by Shri Subhash Joshi, Director General of Police, Uttarakhand, who exhorted the participants to put up their best performance in the championship. Out of 25 participating teams, 15 were from Central Police Organizations. Shri Vinay Kajla, Dy Commandant NISA, participated from CISF.

LISTENING AND ITS IMPORTANCE

During my student days, our English teacher used to ask us what was the difference between ‘hearing’ & ‘listening’ and we used to reply that ‘hearing’ was just hearing whereas ‘listening’ means hearing with ears and reading with mind. But we never realized the importance of listening as it was not taught to us like ‘reading’ and ‘writing’. We all consider listening to be a natural activity. But it is not so as it does not come like breathing. We need to cultivate good ‘listening skills’ for better understanding and good communication. Hearing is passive whereas listening is an active search for meaning and therefore active listening involves hearing, understanding and judging.

Hearing is simply an act of perceiving sound by the ear. If you are not hearing-impaired, hearing simply happens. Listening, however, is something you consciously choose to do. Listening requires concentration so that your brain processes meaning from words and sentences. Listening leads to learning.

Listening can be categorized into three types.

They are:- a) Competitive or Combative Listening b) Attentive or Passive Listening c) Active or Reflective Listening

Competitive listening happens when we are

interested to promote our own point of view rather than understanding view of others. You will try to dominate the scene or wait impatiently to find out the loopholes or weaknesses in the speaker and point out the same to establish your superiority. Attentive or Passive Listening happens when we are genuinely interested to understand the view point of the speaker. We listen to the speaker attentively and passively and assume that we understood perfectly well. We will stay passive and do not verify the matter which we assumed to have understood.

Active and Reflective Listening is the single most useful and important listening skill. In active listening we are genuinely interested in understanding what the other person’s view points are. And we are active in checking out our understanding before we respond with our own new message. We restate or paraphrase our understanding of the message and reflect it back to the sender for verification. This verification or feedback process is what distinguishes active listening and makes it effective.

It is interesting to note that even God seemed to have realized the importance of listening and therefore gifted the mankind with two ears and one mouth, which implicitly implies that we should speak less and listen more. However, unfortunately we are all poor listeners. A sage said that the only reason we listen to others is we know that we get to talk next. In an effort to project our own image, most of the people tend to speak more and listen less. Good listeners are always popular and enjoy a great deal of respect from others.

Communication is the life blood of any organization. An organization’s success will largely depend on communication and interpersonal skills. Among other skills/aspects such as educational background, experience, etc., ‘Communication Skills’ top the list to be the deciding factor in a person’s success. However, as there are many barriers for effective communication and poor listening is one among them, communication gaps are bound to happen leading to its breakdown. In order to establish effective communication, we need to develop listening skills. On an average, human beings are able to listen up to 700 words per minute whereas an average man can speak 140-180 words per minute. The difference between these two ratios gives an opportunity to the human brain to wander somewhere else while sitting in front of the speaker; this is what we call ‘mind absent, body present’.

Listening is interest. Whether you hear or listen to something depends on your interest or flair for the topic under discussion. We will absorb a new piece of information quickly and curiously when it is connected to something that we are interested in or we already know.

Listening is attitude. Changing our attitude from ‘How to study’ to ‘Why should we Study’ is key here. If this realization dawns upon us, inquisitiveness will rule our mind; inquisitiveness will in turn enable us to develop the quality of good listening and good listening skills lead to acquisition of knowledge/skills.

To cultivate good listening skills, first of all, we need to shed our personal prejudices, jaundiced views to enable ourselves to walk into the world of speaker’s point of view or perspective. Good listening also requires a host of skills like observing voice modulation/intonation, facial expressions and body language of the speaker for a good deal of information is conveyed through non-verbal mode in any speech or conversation.

Listening is indeed a skill to be mastered. Honing up our listening skills holds key to our learning process. As learning is an ongoing process, developing listening skills has become an indispensable requirement. If you listen to a lecture and able to recollect even 20% of what you listened after a month, it is a matter of great satisfaction.

� 13.12.07 – 28 participants of 21st batch IPS, under going Induction Training Course for SPS Officers at SVP, NPA, Hyderabad visited NISA.

� 23.01.08 – Shri S H Khan, Senior General Manager, ITPO, New Delhi, Shri R K Chopra, Dy General Manager, ITPO, New Delhi and Shri S D Sharma, Manager IPO visited this Academy for the presentation meeting for mobilization of participation for 11th International Exhibition of Security, Safety, Fire, DM equipments and Services 06.02.08 – 35 participants attending Training of Trainers Course at SVP NPA Hyderabad visited NISA.

� 09.02.08 – 17 officers out of which 15 officers from IAF, one from Bangladesh Air Force and one from Sri Lankan Air Force, undergoing PSCO, accompanied by two directing staff of Air Force Intelligence School, Pune, visited the Academy.

� 14.02.08 – Officers attending 9th Management Development Programme (Level II) at SVP NPA Hyderabad visited FSTI and NISA.

� 21.02.08 – Shri K C S Chowdhary, Head of Security and Safety, Shri Manish Bajpai, Station Officer (Fire), Shri S Ramanathan, Head, Control Network Division. Shri K R Viswanathan, Engineer-SE, PPEG of ISRO Satellite Centre, Bangalore visited this Academy.

� 27.02.08 – 22 Officers attending Industrial Security Management Course at National Academy of Defence Production, Nagpur visited this Academy.

� 02.03.08 – Seven trainees and two wards of CISF, NISA staff participated in the half marathon (10 km) organized by SVP NPA Hyderabad on the occasion of their diamond jubilee. 600 participants from different organizations participated in the event. Two wards of CISF, NISA staff attained 7th and 9th position were awarded Rs.1,000/- each for their performance

� 14.03.08 – Shri H S Brahma, Secretary, NDMA visited FSTI. He was briefed about DM and NBC equipments.

� 27.03.08 – 20 Police Officers attending Seminar on “Science and Technology in Police Work” at SVP NPA Hyderabad visited this Academy.
