Now a new muppet is joining the cast: her brother, who will show boys the importance of re-specting women.Zeerak, whose name means “Smart” in Afghanistan’s two official languages, is a 4-year-old boy who enjoys studying and learning. He joins 6-year-old sister Zari, whose name means “Shimmering,” on Af-ghanistan’s version of the show, “Baghch-e-SimSim,” or “Sesame Garden.”Both muppets wear traditional Afghan clothing - the baggy trousers and long em-broidered shirt known as a shalwar kameez for him and colorful native dresses and a cream-colored hijab, or headscarf, for her. Asan Khedmat is a one-stop shop for public services of Afghanistan established in July 2016, under the auspices of the Ministry of Finance (MoF). It is aiming at simplifying public services provided to businesses and population of Afghanistan. It has been more than a year that the Asan Khedmat has formally been established. Past year marked a period of laying ground for full launch of the services during 2018. During this period, Asan Khedmat experts have accumulated an enormous amount of information on the current state of affairs of the government services and shortlisted close to 50 of those services for simplification. 6 of these services have already been simplified and up to 20 are lined to be simplified by the end of 2017. As the Afghan citizens are applying daily to get paper works done, receive their passports and IDs and do other formal procedures involving the government institutions, they are facing challenges like complicated procedures mainly because of unawareness of the multiple steps they have to go through. To mitigate this challenge, Asan Khedmat will establish a Call Centre to inform the citizens on the concrete procedures they have to follow in order to apply for documents and/or use other government services. This Call Centre will be able to use the information on the government procedures compiled and mapped by the Asan Khedmat throughout the last year and inform the people accurately.
2. Objectives of the Assignment By establishing and providing a service through a Call Centre, Asan Khedmat will contribute to boosting the confidence of the population to government institutions, collect feedback and complaints and establish Asan Khedmat brand.
3. Scope of the services
Software system must cover the whole scope of Call-center activities and contains everything Call-center needs for its successful operation. Software should consist from several sub-systems, which could be purchased separately:
Telephony sub-system; Customer Relations Management sub-system; Customer Complaints Management sub-system; Agent Knowledge Base sub-system.

Qualification Requirements/Short listing Criteria:
The Ministry of Finance (MoF), GoIRA, now invites eligible firms (“Consultants”) to indicate their interest in providing the services described under paragraph 3 above. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The short listing criteria are: A proven experience at least three years and sound expertise in developing and implementing call-center
projects; At least two references for implementation of similar projects from the past clients; Proposed team of experts with their qualifications in this field;
4. Special requirements for Consultants working in Joint Venture, Consortium or Association: Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. If consultants intend to associate with other firms, they are advised to clearly identify the lead partner and state the composition and nature of their association (JV/ sub-consultant) in their EOI. In case associations between the firms are in the form of JV, the following requirements will strictly apply:
Only the firm meeting above criteria substantially shall act as the Lead Partner of the JV. In case, more than one firm meet the above criteria substantially, any of those firms can act as the Lead Partner
The Consultant should specify which firm in the JV would provide the required Key Staff and how that firm is competent to provide such a Key Staff.
There is no such requirement if the association is in the form of sub-consultancy. 5. Legal References
The attention of interested Consultants is drawn to Chapter 4 of Procurement Procedures: Process of Request for Proposal, Saratan 1395. In addition, please refer to the following information on conflict of interest related to this assignment as Rule112 of Procurement Procedure: All procurement employees, Evaluation Committee, Opening Committee, Award Authorities, Members of National Procurement Commission are required, Prior to start or approval of any type of Procurement Activities; in Case of Conflict of Interest, Should declare their state of Conflict of Interest. The consultants are also required to maintain high standard ethics throughout the procurement process. The consultants can download the Public Procurement Law and Procedures from: www.npa.gov.af.
6. Method of Selection A Consultant will be selected in accordance with the CQS set out in Rule 59 of Procurement Procedures.
7. Submission of EOI Expressions of interest must be delivered in written form to the address below (in person, by mail, or by e-mail) by 5 Aug, 2017 at 04:00 PM (Kabul Local Time). The consultants are encouraged to submit their EOI within the limit of 40 pages maximum.

KABUL - The Ministry of Defense of Afghanistan has said the Afghan government will never allow the use
of its soil as terrorist launch pad against the neighboring countries.The Ministry of Defense spokesman
General Dawlat Waziri made the remarks during a press conference in Kabul.Apparently gesturing towards the re-
marks of a top Pakistani general re-garding the India intelligence being op-erated from Afghanistan, Gen. Waziri said “The government will never allow Afghanistan to be used as the centers of terrorism against the other countries.”General Zubair Mahmood Hayat, the Chairman Joint Chiefs of Staff Commit-tee of Pakistan, on Friday accused the Indian intelligence of using the Afghan soil to destabilize Pakistan.Insisting that peace and tranquility in Afghanistan is key for security in the region, Gen. Hayat claimed that RAW wanted to create instability in Balo-chistan.He also alleged that the Indian intel-ligence wanted to target the major re-gional projects, including the China and Pakistan Economic Corridor.The latest allegations by Gen. Hayat came as the Afghan officials have long been rejecting to allow its soil to be used against the other nations, insisting on generous contributions by the regional countries to eliminate the menace of terrorism threatening the region.
