1. INTRODUCTION

Pakistani Hoslamand Khawateen Network (PHKN) is a non-profitable, non-political and non- governmental organization registered under Cooperative Societies Act 1925, Registration # 270 working for the sustainable development in Pakistan with special focus on Khyber PakhtunKhwa (KP) for addressing the poverty alleviation especially focusing on women empowerment. An autonomous Board of Directors (BOD) governs present PHKN. The board members are highly motivated and committed to work and have taken many initiatives that support community members, especially women to build capacity to work for their own development.

With the passage of time, members and supporters of PHKN have considered the need to reorganize its initiatives and efforts in a more integrated and professional manner so that it could support other communities in neglected areas of KP. The strategic envisioning of its members has worked well and now PHKN is working at national level and have increased its outreach to other districts of KP. The development interventions initiated by PHKN are benefiting large number of marginalized communities.

PHKN has now established strong roots in the community and is working as an umbrella organization for 131 Community Organizations (COs) and 50 Interest Group with 3587 members. PHKN has created a culture of participatory development among its target communities. To reduce poverty, injustice and miseries of the marginalized communities in its target areas, PHKN is focusing on livelihood, WatSan, Health, Human & Institutional Development, Education, Women Empowerment and Disaster Management.

To improve the livelihood conditions of poor communities through integrated interventions in NRM, enterprise development and micro credit.

To provide clean drinking water and building up sanitation infrastructure in remote areas.

To provide health care services in mother and child care, women reproductive health, HIV/AIDs, tuberculosis and other communicable diseases.

To impart skills and knowledge for improvement in human and institutional development through training and consultancy with NGOs, CBOs, and community groups.

To facilitate women empowerment through interventions for women rights, gender and equal participation with men in leadership and decision-making.

Majority of the communities in Khyber Pakhtunkhwa attribute their problems for lack of livelihood opportunities. The main sources of livelihoods of the communities are agriculture and livestock especially among womenfolk. Due to lack of resources and small land holdings, it has resulted in poverty that affects their capacity to address issues related to health, education, economic development and human rights discrimination.The issue of poverty is directly linked with livelihood and employment. Poor condition with regards to livelihood ultimately becomes a domain for the civil society organizations in KPK.

PHKN has worked with different Donors like, LP-IC-SDC, National Agriculture Research Council (NARC), FAO, UNDP-GEF-SGP, AHAN and SRSP. PHKN has integrated Livelihoodsprogram into three major areas of interventions, which are:

a) Natural Resource Management b) Enterprises Development c) Micro finance

a) Natural Resource Management

Natural Resource Management refers to the management of natural resources such as land, water, soil, plants and animals, with a meticulous focus on how management affects the quality of life for both present and future generations. PHKN has work on some of the mechanism of the natural resource management i.e. plantation, nursery establishment, Orchid establishment and training on certain components. In agriculture sector PHKN established the nurseries and provide the training on nurseries establishment, provide the certified seeds to the community and also registered the (75 Female and 25 Male) farmers with the model farm services center.

b) Enterprises Development

Enterprise development is an organized effort to expand, enlarge, strengthen, grow and improve an enterprise. It's the process of starting up entrepreneurial ventures as well as initiating efforts within existing operations to reach a higher level of quality and productivity as well excellence. In enterprise development PHKN has work with LP-IC-SDC, AHAN, UNDP-GEF-SGP and SMEDA. PHKN with the support of AHAN,has successfully completed pilot project on “Kohistani Embroidery” and revival of “Traditional Phulkari” the projects were designed for the affected communities who loss their livelihood, livestock and property in order to rehabilitate their economic condition. Other than this PHKN has contributed on home based enterprises with the cooperation of IC, SMEDA, AHAN-USAID that are, Handicraft work, Vocational Trainings, Honey Bee Keeping, Livestock Management, Seed Storage and Seed Protection, Decoration and Baby Garments etc.

c) Micro Finance

Microfinance is the provision of financial services to low-income community or solidarity lending groups including consumers and the self-employed, who traditionally lack access to banking and related services. More broadly, it is a movement whose objective is to support the poor and near to poor household to have permanent access to an appropriate range of financial services.

PHKN has its own village bank that provides the micro credit services to the poor and near to poor community in order to start small scale enterprises. Similarly the Local support organization of PHKN provides micro credit services to the poor community of District Haripur.

100% loan has been given to the female community. PHKN’s offer loan for three specific purposes only, which includes along with the loan segregation are;

For Enterprise Development 35% Loan

For Agriculture 25% Loan

For Livestock 40% Loan 9.2. WATER AND SANITATION (WatSan) PROGRAM:

According to the Government of KPK, around 59% of the province’s rural population has access to relatively clean water, whereas access to hygienically safe sanitation is claimed to be around 30%. However, many experts believe that the actual figures are more modest. Majority of the rural areas in Haripur district have no access to clean and safe drinking water. The communities mostly use unprotected dug wells at the household level. The communities complain about poor water quality (in terms of taste) and insufficient quantity of water presently available to them. Most of the people have very few means to take care of their personal and environmental hygiene because they use unprotected water for drinking. Communities do not have adequate knowledge about health and hygiene issues and complain about stomach and skin diseases.

PHKN has strong support from organization like SRSP, Livelihood Program IC-SDC, Save the Children and UNDP-GEF-SGP in order to address these issues. PHKN has successfully completed few schemes like, Drinking water supply, Hand Pump, Gravity Flow water, irrigation channels and protection walls.

9.3. HEALTH PROGRAMME

Lack of awareness about hygiene and sanitation practices, and preventable diseases in the target area have resulted in spread of hepatitis A, scabies, diarrhea, malaria, and cholera. Communities are unable to manage these health problems due to lack of knowledge about the causes of these diseases and access to appropriate health services. There is also scarcity of health care professionals, such as TBAs (Traditional Birth Attendants), LHVs (Lady Health Visitors), LHWs (Lady Health Workers), Doctors and nurses in the rural areas to deal with health problems related to women health and maternal and child mortality issues. There is great need to increase focus on programs such as mother and child health (MCH), and to prevent spreading of communicable diseases like scabies, diarrhea, malaria, cholera and hepatitis A. Since many male from these areas work in Middle East countries as laborers therefore many cases related to hepatitis B, C , TB and HIV/AIDs have been reported.

In this regard PHKN has work with UNDP-GEF-SGP, Save the Children, Sungi, Action Aid, LP-IC-SDC and Distrcit Health Department. PHKN has arranged free medical camps and clinic for the local community in the remot areas. PHKN contributed facilitation role in creating awareness sessions to reduce the health related risks with the support of Action Aid and in collaboration with District Health Department awareness raising seminars on HIV/AIDs prevention were conducted. Participants from GLAs, district Govt., Local and National NGOs, CBOs, COs, Women Communities and people from all walks of life

participated in excess. PHKN has conducted awareness session on Tuberculosis TB in District Haripur and also work in the identification of positive patients and their referral to the diagnostic centers.

9.4. HUMAN AND INSTITUTIONAL DEVELOPMENT ROGRAMME

Khyber Pukhtunkhwa has quite a number of small CBOs, COs and NGOs active in the rural areas for last two decades to help poor communities. Due to lack of skills and capacity to manage development projects effectively and professionally, they cannot raise required financial resources for long-term development in this area. As a result, they have not been able to sustain their organizations and projects. There is greater need to build institutional capacity of these small CBOs and NGOs and their staff, therefore feeling the need PHKN has constructed Community Training Resource Center CTRC. PHKN is working strongly with the collaboration of Save the Children, SRSP, Sungi, FDP-LD-USAID, FAO, UNDP-GEF-SGP and NARC.

Being a woman focused organization our belief is to promote women community through their

participation. In Mid 2008, the management with the consent of Board decided to establish a fully

equipped training institute as an independent section under the umbrella of organization.

The objectives of this decision were

To provide the training services to the target group and institutions in an organized and recognized manner

To provide learning environment with an excellent technical facilities.

To contribute organizational sustainability in financial terms

In our HID program PHKN trained not only the community of District Haripur but in this program PHKN benefited the activists of Lower Dir, UperDir, Shangla, Batagram, Kohistan, D.I.Khan, Peshawar, Nowshers and Mansehhra. The total numbers of beneficiaries are 9667 (7057 Female & 2610 Male). Our master trainers are now serving all over the Pakistan.

9.5. EDUCATION PROGRAMME

Access to educational facilities in the rural areas is limited in Khyber Pakhtunkhwa. There are very few public and private sector’s schools in the settled villages and the suburb areas of Beer Valley, like; Butt, Banda Mughlan, Goraki, Tilhala and Chanjiala and others in District Haripur. Moreover, it is difficult for children of many poor communities to access education from these schools because they do not have adequate means of transportation while living in difficult hilly areas. Girls in particular have to discontinue education after primary level education because their parents cannot afford to send their daughters to high school near urban areas due to financial constraints. Likewise, lack of public transport in the hilly terrains coupled with excessive expenditure on transport fares forces parents with low economic status to keep their children out of schools.

To address these issues PHKN has work with LP-IC-SDC and National Commission for Human Development (NCHD). With the support of NCHD PHKN established 40 adult literacy centers. Out of

these 15 centers were established in 6 villages and 25 were established in other 16 villages of District Haripur. Total 22 villages of 3 Union Councils were covered with 40 adult literacy centers. Similarly PHKN established other 9 centers in 8 villages with the support of livelihood Program

PHKN has done work on Parents Teacher Council (PTC), In this regard PHKN has strengthen 18 schools of 5 UCs in District Haripur.

9.6. WOMAN EMPOWERMENT PROGRAMME

PHKN being a women-based organization contributed a lot for women empowerment in diversified livelihoods activities through meetings, capacity building, institutional building and awareness raising programs and still has to work in the rural remote areas of district Haripur. Previously women were often not allowed or encouraged to participate in decision making and development process and to manage financial resources on their own, due to discriminatory and negative attitudes of men. The relegation of females to only being implementers and restricting their initiative taking abilities, not only limit their productivity in the family but in the community as a whole. Violence against women is common in the rural areas.

PHKN is working on Human Rights, Gender Mainstreaming, and Gender Based Violence. The organization has formed 30 women violence groups, who works for the PHKN and report the women violence cases to the PHKN. These groups also provide the support to the victim of women violence. Later on PHKN also provide the legal aid to those victim women. In Recent case of NeelorBala of District Haripur, PHKN has provided the financial Aid. PHKN has strong support from the Sungi, NET, ShirkatGah and Action Aid.

The organization has its own recording and reporting mechanism of women violence cases on the basis of newspaper clippings, in Hazara Division. PHKN has been doing this job deliberately in order to make efforts to address this issue with the collaboration of Donors.

PHKN has worked on the reduction in vulnerability of women victims of violence, Social Empowerment and Social Justice: The programs were designed to mobilized and organized community groups for awareness raising and sensitization session, campaigns, seminar, workshops or training on selected topics, themes of GBV, to mobilized and activate district, union and Tehsil government representatives, government and non government members, local council members, key institutions etc for advocacy and support against GBV and for prevention and response to GBV.

9.7. DISASTER Risk Management And Climate Change:

Disaster management is one of the areas where the organization has to play a visible role; these disasters could be natural or manmade. A natural hazard in itself does not causes a disaster, it is when it has impact on a vulnerable, exposed or ill prepared community that a disaster results. Government started military operation in Swat and Malakand area in the last week of April, 2009. According to the government reports three and a half million people left their homes and shifted to down districts of the KPK province. District Haripur is one of the districts where these displaced people accommodated. IDPs started to reach district Haripur on 10th of May, 2009. PHKN come forward to help the district government and other institutions in handling the crisis. We were the first one who has taken initiative in order to facilitate these IDPs. In this regard PHKN has distributed the food items and non food item to the IDPs of Lower Dir and Swat. PHKN has also conducted the training session on Disaster and risk management for the community in order to overcome the uncertain Challenges in future.

ENVIRONMENT PROTECTION / CLIMATE CHANGE:

Climate has always a key role in societal activities and development. Climate variability has both positive and negative impacts at all levels, but especially on rural communities whose livelihood are rooted in climate sensitive sectors. Climate change mostly depends directly on forestation.

A great pressure is exerted on forests, terraced fields and range lands for fire wood cutting, resulting degradation of land and environment pollution. Indoor air pollution has been a major problem in rural areas of the district, besides emitting greenhouse gases thus resulting global warming. 80% of the areas lack gas facilities and there is no alternate source of cooking energy.

PHKN with the support of UNDP-GEF-SGP Small Grants Programs initiated a project on ‘Up-scaling fuel efficient stove’ in district Haripur. The theme behind was to decrease forest cutting and protect environment and reduce negative effects on climate change.

10. RESEARCH

The research is very vital to everyday decision making. It is another word for gathering of information. The more information we have the closer we get of making our own decision. Research is the result of advancing knowledge created in the past. Feeling the need of research’s importance PHKN has established its research department and with the coordination of donors has conducted different research studies. The researches were conducted in order to evaluate the community before and after the intervention to sort out the impact of interventions.

11. STRATEGIC PLANNING:

PHKN has developed its Strategic Planning 2014-2018. The planning workshop was conducted from June 09-14, 2014. DevCon Development Consultants (pvt) Limited, Rawalpindi, did the facilitation. During the exercise, the participants shared lessons learned, experiences, gaps, and issues related to past and current development initiatives of PHKN from programmatic and management perspective. Formerly, PHKN was focusing on many programs sectors due to which it was difficult to see impact of the development intervention on target communities. Similarly, there was no clarity about cross cutting themes. Now the four prioritized thematic programs identified under this strategic program plan are: i) Livelihoods, ii) WatSan, iii) Health, and iv) Human and Institutional Development. Education, Women Empowerment, and Disaster Management are identified as crosscutting thematic program areas.

The goal of the Strategic Plan 2009-2013 is “marginalized communities in Haripur district enjoy sustainable livelihood opportunities, better education, health, and WatSan services regardless of gender or creed”.

12. PLANNING, MONITORING, EVALUATION AND RESEARCH (PMER)

It is a program support unit and planning an active role for sustainable development of community and

organization itself. PMER unit is supporting other departments for dissemination of information on

regular basis. It has formed well-designed planning, monitoring, evaluation and research mechanism for

programmatic activities of the organization.

13. INTERNAL PROCEDURES AND SYSTEMS

After its strategic planning PHKN realized the need to upgrade its internal policies and procedures to

have strong internal systems. Now PHKN has developed its Administration & Human Resources Manual

and Financial Management Manual, which are applied in daily working. The internal systems ensure

transparency, accountability and professionalism. Board of Directors (BOD) has a role in internal controls

and is ensured through internal manuals. PHKN gets its annual financial audit by a recognized chartered

account firm.

PHKN has established strong working relationship with local NGOs, such as, Sarhad Rural Support

Program (SRSP), RDP, DDS, MDO, BDS, SUNGI and other organizations working in district Haripur and

Hazara Division. PHKN regularly participates in meetings, activities and training programs and has

established partnerships with these organizations for advocacy projects in district Haripur and Hazara

Division.

PHKN is member of different networks, i.e., Regional NGOs Coordination Forum (RNCF) District Health

Board, Provincial TB Consortiums and Alliance against Sexual Harassment at Workplace (AASHA). These

networks are very useful for PHKN and provide opportunities of capacity building, experience sharing,

and resource sharing and fund raising. PHKN actively participates in the activities of these networks.

14.2. Line Departments

PHKN has also established good working relationship with public sector institutions at the district level,

such as, Forest Department, Soil Conservation Department, Water Management Department, BADP

(Health), Social Welfare and Community Development Department, Sericulture Department, Agriculture

Extension Department, Livestock and Diary Department and Local government.
