Low Energy Districts – main focus 40 % of energy in Europe is used in buildings 1/3 Europes housing stock was built in 1950-1970

Important with energy efficient new buildings, but energy efficient retrofitting of existing buildings is essential. Refurbishment with new technology can reduce energy needs with 60 %

- smart climate shell

Low Energy Districts - Motivators Lack of regulations driving energy efficient retrofitting

- Clear energy efficiency regulations on new built buildings

- Vague regulations for energy efficient retrofitting of buildings

- Cities are not aloud to have more ambitious targets even for new buildings unless they own the land (exploitation contracts)

- To reach the Paris Agreement we need to work with the existing building stock to lower the energy use and add renewable energy.

- There is a need of ambitious energy targets for existing buildings and to connect a stable subsidy for the energy efficiency measures.

- A holistic plan for measures needed to be done in Europe to reach the Paris Agreement and how to implement the plan would be good.

Low Energy Districts - Barriers Regulations as barriers to implement Photovoltaics

- In Sweden if you install more than 255 kW PV/ property you are seen as a producer and need to start-up an energy company and pay taxes as such even if you are using the energy in your own organisation.

- Regulation - the house owner cannot supply households customers with exceed electricity without paying tax

- Regulation - not allowed to send electricity between house properties, prevents housing companies and real estate owners to implement PV on a suitable roof even if the building does not need the electricity, and send it over to a building, also owned by the company, where electricity is needed.

- The Vat- directive, where it is not allowed to have a net model - if you have exceed electricity from PVs you could send it into the net and then pick up the same amount of electricity when you need more than your PVs can produce without paying for this.

Flexible Regulations for energy systems to promote Virtual Power Plants & Advanced EMS

- Energy regulations for buildings are on the building level in Sweden.

- Regulations should be separated so the climate shell regulations where on the building level and the energy supply regulations on a community level.

- Gives more incentives on community systems; Virtual power plants, advanced EMS, use excess heat from sewage water with several buildings, geothermal systems, heat pumps or PV that are providing renewable energy for several buildings.

- ICT’s for Energy: opportunity and challenge

- An enabler for replacing fossil fuel is the CO2 tax gives extra costs if you use fossil fuels

- Electricity certificate system gives incentives if you produce renewable electricity.

- In Germany only certified Smart Meters can be used and the certification is not in place yet

Society Target conflicts

- Heritage protection and city esthetical concerns (PVs or other energy installations prevented)

- Business model of energy retrofitting – takes long time for energy savings to pay back, dependent on subsidies. Mass production and uptake needed.

- Lack of build factory for retrofit panels

- Lack of workers to do the retrofitting work, qualified skills for energy ICT’s

- Long process to decide in private mixed owned buildings – 100 % needs to agree

- In social housing investment costs reduced to a minimum by tenants and public authority (PPP)

- Electric smart meters are a key enabler for smart energy management solutions (EMS, BMS, VPP): regulation on privacy and accessibility should be flexible enough to allow fully and sustainable deployment of these technologies
