Aim of the action • Connections to existing freight

terminals including access infrastructure and “last mile” connections, which contribute to the effective interconnection and integration of these terminals to the core network, including maritime core ports;

• Further development of existing freight terminals through small-scale ancillary infrastructure (e.g. connecting or siding tracks, power connections, adaptations for 740 m train length etc), ICT equipment and applications for the provision or improvement of information flows within the terminal and along the logistic chain.

TEN-T Guidelines Regulation EU) No 1315/2013 • Section 6 – Infrastructure for Multimodal Transport

• Article 27 - Infrastructure components • "Freight terminals or logistic platforms shall comply with at least one of the

following criteria: ...."

• Article 29 - Priorities for multimodal transport infrastructure development

• "(a) ...providing for effective interconnection and integration of the infrastructure of the comprehensive network, including through access infrastructure where necessary and through freight terminals and logistic platforms."

• "(c)... developing a smooth flow of information between the transport modes and enabling multimodal and single- mode services to be provided across the trans-European transport system"

• Buildings, storage and warehouse facilities, cranes, conveyors and other devices for moving freight, and mobile assets such as locomotives shall not be supported;

• Actions shall not provide selective advantage to a particular operator or group of operators, and freight terminals shall be accessible on a non-discriminatory basis;

• Actions aiming at increasing the capacity of freight terminals shall not be supported;

• Connections to and development of new (i.e. not yet operational as of the date of publication of the call) freight terminals shall not be supported;

• Studies should concern actions where the initial investment decision has been taken and should be close to the foreseen implementation of the investment.

Combined Transport Directive (92/106/EEC)

Objective To support shift from road freight to more environmental friendly modes of transport (rail, IWW, maritime) as market forces not favourable

Main elements of the CTD • CTD as a framework for measures to support "cross-border"

combined transport • Two types of measures for direct support:

• Regulatory measures : (i) safeguarding the freedom to provide the cross-border service (no national restriction e.g. authorisation) ii) clarifying that road cabotage limitations do not apply to the road legs of international combined transport; and iii) allowing, heavier loads for vehicles used in intermodal transport road legs to compensate for the tare weight of the load unit as well as the use of 45 foot containers.

• Economic support measures : fiscal incentives as regards some road taxes for vehicles in rail/road CT

Aim of the Action

• Building or upgrading of "combined transport terminals" and building the “last mile” connections to such terminals allowing integration of such terminals to the comprehensive network;

• Building the necessary transhipment facilities for servicing of new mode of transport that was not available previously in an existing "combined transport terminal";

• Modernising the equipment of existing "combined transport terminals" in order to allow transhipment of different types of load units.

• Storage and warehouse facilities and mobile assets such as locomotives shall not be supported;

• Concerning equipment allowing transhipment of different types of load units, only the terminal related equipment (e.g. gantry or rail cranes, conveyors, etc.) may be funded.

• Actions shall be accessible to operators on a non-discriminatory basis;

• Any combined transport infrastructure and facilities receiving support from this programme shall be accessible to all operators of combined transport services without discrimination.
