APPOINTMENT OF BSA BOARD The current Board was appointed on a three-year term effective from 14 December 2017 in line with
Section 9 of the SA Boxing Act of 2001
On 23-24 February 2018, the board had its strategic review sessions where key among others, it:
a) Induction of all board members (creation of common strategic understanding in respect of
mandate and operations)
b) Articulating a clear agenda with regard to the key areas of accomplishment the board seeks to
achieve within the next three years
c) Review the of BSA Strategic Plan & Annual Performance Plan
d) Final review of the hand-over report and integration of critical issues arising from the hand-over
report into the 2018/2019 APP
e) Confirmation of delegations of responsibilities among board members and deployment of board
members to specific board sub-committees
HIIGHLIGHTS _ 2017/2018
a) On 2 February , Boxing South Africa in partnership with Eastern Cape Department of Sport, Arts &
Culture hosted the South African Boxing Awards at Port Elizabeth
b) 78 Boxing tournaments were sanctioned during 2017/2018, up from 75 in 2016/2017 Boxing
South Africa established a Medical Commission in November 2017
c) In April 2017, Zolani Tete won the WBO Bantamweight Title of the World becoming the only South
African World Champion in the WBA, WBC, WBO & IBF Rankings
d) In August 2017, four tournaments by female boxing promoters were held as part of the Women in
Boxing program.
e) During the past financial year, BSA moved to its own office premises as part of its program to
strengthen internal capacity
f) Preparations for the inaugural SADC Professional Boxing Convention to be held at Birchwood Hotel
from 23-27 May 2018 already at an advanced stage

STRATEGIC OVERVIEW
VISION To create a world class regulatory body for boxing in a united
and safe environment
MISSION To enhance the capacity of all stakeholders to improve
the quality, passion, and popularity of professional
boxing in South Africa and internationally
Legislative MANDATE
a) Section 4 of the South African Boxing Act, Act No. 11 of 2001 establishes a Boxing
Commission which is a juristic person known as Boxing SA
b) It is mandated by the Act to accomplish the following functions:
1. Provide a new structure for professional boxing in the Republic
2. Ensure effective and efficient administration of professional boxing in the
Republic
3. Recognize amateur boxing
4. Create synergy between professional and amateur boxing, and
5. Promote interaction between associations of boxers, managers, promoters,
trainers, officials and Boxing SA
c) BSA is a Schedule 3A Public Entity as per PFMA so all relevant legislative and
regulatory prescripts are applicable to it.
d) As a sport body, it further operates within (1) South African Boxing Legislation and
Boxing Regulations, (2) International Boxing directives and conventions (3) Sport
movement directives and conventions

BUDGET PROGRAMME PURPOSES
Programme Purpose
1.Governance To provide strategic leadership, good corporate governance and
the overall administration and financial sustainability of boxing
2.Boxing Development To ensure compliance with the key aspects of the Boxing Act, and
rules and regulations and enforce their application where non-
compliance is observed.
The programme will drive compliance with the licensing of
practitioners, sanctioning of BSA events, ratings of boxers as well
as the coordination of training needs of all licensees to enable
them to meet the requirements of the regulations.
3. Boxing Promotion To promoter and market boxing to improve its public profile,
increase its brand value as well as coordinate premium BSAS
events across the country.

No changes have been proposed to the Programme Areas. They are :

Seventeen Strategic Objectives
The 2018/2019 APP has 17 STRATEGIC OBJECTIVES, up from the 13 in 2017/18. All the four
newly Strategic Objectives have been lifted from the Strategic Plan 2015-2020.

Twenty One Performance Indicators
The draft APP 2018/2019 has 21 PERFORMANCE INDICATORS, down from 31 which was the
case in the 2017/2018 APP. This revision has mostly been informed by the prior year audit
findings and it is meant to ensure that BSA APP is properly aligned to SMART Principles.

4) Inadequate capacity at provincial and regional level ( Provincial Managers)
5) A little pool of female boxers in most weight divisions
6) Little programmatic relations between BSA and SANABO
7) Disputes by some Promoters Associations in relation to Sanction Levies.
