1 . Dental Kit Fees

Dental Kit fees apply to each of the four years of the DDS program and the first year of the Qualifying program. The kits are retained by students and meet MTCU guidelines for non-tuition related ancillary fees.

Each year the dental equipment required by Dental Students for their year of study is provided by the School of Dentistry and paid for by a lump sum fee. Up until two years ago, the fees for all four years were smoothed over the four years of the program. This approach was administratively cumbersome for the School. In the last two years the School of Dentistry has charged actual costs. Dental students are aware of this process and the president of the Dental Students Association has spoken to the class supporting this approach.

Each year when the departments must submit fee increases in the budget to the Board of Governors, the fees for Dental Kits are not available and come forward at a later date.

The creation of this fellowship is made possible through a generous donation from the London Jewish Federation in the amount of $75,000 total (before levy) to be received in five annual instalments of $1 5,000 beginning in the summer of 2006 and ending in

the summer of 2010. In each of those five years, $13,875 is allocated for expenditure to support the Fellowship. At the end of the five-year period, the Fellowship will cease to exist.

In accordance with University policy, an amount equal to 7.5% of the total London Jewish Federation gift will be applied to support fundraising, donor management and stewardship costs.

Effective Date: July 1, 2006

Purpose: The donation from the London Jewish Federation will establish a Faculty Fellowship in Jewish Studies. This donation is the first towards the establishment of a Jewish Studies Program at Western. Western's goal is to position the university as a leading Canadian centre of Jewish Studies by establishing a comprehensive Program in Jewish Studies. Developing this area of educational focus and research activity will address the rich cultural history and political evolution of Judaism and has the potential to greatly enrich the academic community of students and scholars at Western and across Canada.

Criteria: Appointments to the Fellowship will be conducted in accordance with the relevant policies of the University and on the recommendation of the Chair of History in consultation with the Dean of Social Science. The appointment will be for a period of five years.

Reporting: The University, through the Faculty of Social Science, will report from time to time to the Federation concerning the activities of the Fellow.

3. MBA Fee Amendment

The MBA tuition fees for the term beginning in October 2006 were approved by the Board in the spring budget document. The fees were increased to $59,000 for domestic students and $69,000 for international students up from $56,000 and $66,000 respectively for the previous cohort.

After consideration of market and competition forces, the Richard Ivey School of Business has decided to hold fees at their prior levels of $56,000 for domestic students and $66,000 for international students. Please refer to the attached memo (Annex 2) from Associate Dean, Larry Wynant.

Subject: Tuition Fees for October 2006 Incoming MBA Students

In our planning meetings discussions in the spring, we had anticipated an increase in the tuition fees for incoming MBA students to $59,000 for domestic applicants and $69,000 for international students, or an increase of $3,000 above the tuitions charged for the May cohort group. However, based on subsequent market research and the tuition decisions by our competitors, we decided this summer to keep the tuition fees unchanged for the October intake and to move towards the higher fee structure ($59K and $69K) for the May 2007 and October 2007 groups.

It appears that we did not inform the Registrar's Office of the change in our tuition structure and are requesting that the University's fee schedule for the October 2007 MBA group be revised to the existing tuition levels of $56,000 and $66,000. We have incorporated this change into a revised budget plan to guide our internal operations.

QUARTERLY RATIO REPORT ON NON ENDOWED FUNDS

FOR INFORMATION

The attached report shows the non-endowed fund quarterly activity from 1995196 to the end of the first quarter of 2006107 (July 31, 2006). The balance in the Undistributed Investment Returns Account at July 3 1, 2006 was $44.5 million. At July 3 1, 2006, the 12-quarter moving average of the total non-endowed investments to the obligations of the portfolio was 1.16 (column 10) compared to a target ratio of 1.08.

Q Net returns (column 1) amounted to ($0.9) million for the quarter.

m Allocations to accounts (column 2) in the amount of $0.8 million represents the payouts for spending to non-endowed funds, which is based on the 30-day treasury bill rate less administrative and management fees of 1.15%, adjusted quarterly. This rate increased to 2.73% from 2.25% for the period July 1 to September 30,2006.

m $1.3 million was transferred to the operating budget from undistributed investment returns in the quarter. (column 3).

o The non-endowed investments decreased by $2.6 million (column 6) as a result of the above transactions.

1. New Awards and Scholarshi~s

On behalfof the Board of Governors, the Property and Finance Committee has approved the following terms of reference for new scholarships, awards, bursaries andprizes:

William S. Fyfe Graduate Scholarships in Natural Resources and Sustainable Development (Faculty of Graduate Studies, Science) Awarded to a graduate student in a Masters or PhD program in the Department of Earth Sciences who is developing hisher thesis on problems of sustainability during exploration for, production from, or cessation of extraction of natural mineral resources. Applications in NSERC PGS format are to be submitted to the Department of Earth Sciences Graduate Secretary by October 3 1 . The recipient will be selected by the Earth Sciences Graduate Committee. This three-year scholarship was established by a gift from Mr. Cliff James and Mrs. Diane James in honor of Dr. Fyfe.

Value: 1 at $16,187, continuing for three years Effective: 2006-2007 to 2008-2009

Alex Kennedy Memorial Scholarship (Faculty of Law) Awarded to a full-time undergraduate student in Year 2 or 3 in the Faculty of Law, based on academic merit (minimum B average), financial need, and a demonstrated interest in and aptitude for insurance law. Applications can be accessed through the Registrarial Services Web site and must be submitted, along with a maximum 250-word statement describing the candidate's interest in insurance law, by October 31. Registrarial Services will determine financial need and the Faculty of Law will select the recipient. Alex Kennedy was the retired General Counsel for the Insurance Bureau of Canada. For over 25 years, the Insurance Bureau of Canada and the Faculty of Law have enjoyed a close productive relationship which has established Western's reputation as a leader in the study of insurance law.

This gift qualifies for the Ontario Trust for Student Support (OTSS) program and recipients must meet Ontario residency requirements.

Mark A. Turner Memorial Scholarship in Geology (Faculty of Science) Awarded to a full-time student in Year 3 in Earth Sciences, specializing in Geology, based on academic achievement (minimum 80% average). The recipient will be selected by the Scholarship and Awards Committee in the Faculty of Science. This award was established by Mr. Turner in memory of his father, Mark A. Turner, who received his degree in Geology (BSc'50).

Value: 1 at $4,625 Effective Date: 2006-2007 to 201 6-201 7

Andrew Barnes Memorial Award (Faculty of Social Science) Awarded to a full-time undergraduate student entering third or fourth year of an Honors degree with an Honors Specialization or double Major in Political Science, based on academic achievement (minimum 70% average) and financial need. Candidates must also demonstrate their involvement with volunteer work at the University andlor in the community by submitting a one-page statement describing their volunteer efforts and how their efforts have benefited others. Applications can be accessed online through the Registrarial Services Web site and must be submitted by October 31. Registrarial Services will determine financial need and a

Morell Kellv P.C. Entrance Scholarship (Faculty of Law) Awarded to a student entering first year in the Faculty of Law based on academic achievement (minimum 80% average) and financial need. Preference will be given to students with a connection to the Kitchener- Waterloo Cambridge region. Candidates must complete an admission bursary application, which is available online through the Registrarial Services Web site after January 1, and submit it by April 1. Registrarial Services will determine financial need and the Faculty of Law will select the recipient. This scholarship is made possible by a gift from Mr. Kelly (LLBY93).

Department of Classical Studies Scholarship for Honors Double Maior Second Year (Faculty of Arts and Humanities) Awarded to the full-time student registered in the Faculty of Arts and Humanities with the highest standing in Year 2 of an Honors Bachelor degree program that includes a Major in Classical Studies. The student must currently be enrolled in the Honors Bachelor degree and have an average in the Major in Classical Studies of at least 80%. Students must be registered in at least 2.0 Classical Studies courses at the 200 level or above to be considered. The Department of Classical Studies will select the recipient. Established through the Pickard Fund in Classical Studies held at Foundation Western.

These bursaries are named in honour of Jean Dunlop who was Sydenham Hall's Secretary for many years, and are made possible by generous donations from former Sydenham Hall residents through Foundation Western. Students must meet Ontario residency requirements.
