Early detection is answerto treat breast cancer

L RaghunandaBangalore Beat Bureau

Bangalore: With the increasingnumber of breast cancer cases, the entire month of October isdedicated worldwide for thosediagnosed with the disease andthose who have lost their lives.

The rise in number of breastcancer is higher in urban Indiaas compared to rural areas. Sincemedical facilities are not availablein most parts of rural India, thepopulation here approaches thehospitals at advanced stages ofcancer, making it almost impos-sible for doctors to cure them.

As compared to the worldwidestatistics, the number of breastcancer patients in the countryis not high, but increasing. Highernumber of cases are being re-ported from Mumbai, Bangalore,Chennai and Kolkata.

“One in every 22 women inIndia is diagnosed with breastcancer, while it is 1 in every ninewomen in the USA. In Sweden,it is even higher at 1 in every 7women being diagnosed withbreast cancer,” said Dr P P Bapsiof Apollo Hospital.

“According to World HealthOrganisation statistics, breastcancer will overtake cervical can-cer as the largest claimant ofwomen’s lives,” she said.

Asked about the reason behindincreasing number of breast can-cer cases, she said, “We cannotascertain as to the reasons forbreast cancer cases. But someof the causes are: giving birthto a child at an advanced age, fewer children and shorter du-ration of breast-feeding. Ofthese, the first seems to be themost important factor. In addi-tion, early-age menarche andlate age menopause add to therisk to some extent.”

Family history of breast cancerincreases the risk as follows. Ifa woman has a mother who hassuffered from breast cancer, herrisk increases about three-fold,while having a sister with cancer, the risk increases by about 2-3fold. About 5 percent of breastcancer cases are hereditary andit is due to a gene being trans-mitted either from the father orfrom the mother. Typically, thesefamilies have many memberswho fall victim to the disease, which tends to occur at a rela-tively young age and often affectsboth breasts.

The presence of two faultygenes, BRCA1 and BRCA2, hasbeen identified as the main rea-son for disease occurrence.

The best way to prevent lossof life to the disease is throughearly detection. “If it is detected

e a r l yenough,

the breastcan be con-

served by re-moval of the

lump alonewithout mastec-

tomy. The glands in the armpittoo can be removed. Women

must get mammography, or X-ray of the breast, done at regularintervals, say, once every twoyears. It is popular in the West, but not yet in our country,” she

said.“The second method is

for a woman to get herselfexamined clinically froma breast specialist. If clin-ical examination is doneproperly, it may be as ef-fective as mammography.

The third method is self-examination, where a

woman examines her ownbreasts once a monthafter taking lessonsfrom an expert. Many

women, how-ever, do notlike doingself-exami-nation of-ten out offear offindingt h e

cancer,” shesaid.

Most modernmedicines and treat-ment methods are available totreat breast cancer. But a life canbe saved only through early de-tection. One must be cautiousthat the cancer can spread toother parts of the body fast and

should not go for treatmentaimed at relieving the symptoms.

Dr Bapsi said radiotherapy, chemotherapy and oestrogen re-ceptor tests can be done for de-tection and cure of the cancer.Sometimes, chemotherapy isused first to reduce the size ofthe tumour so that breast con-serving surgery can be per-formed.

Leading hospitals in the city, like Apollo and HCG, organisedseminars, conducted awarenesscampaigns and free tests allthrough October. Last week, Apol-lo had organised a seminar onbreast cancer.

Tomorrow, Healthcare GlobalEnterprises (HCG), one of theleading cancer hospitals in thecity, is organising breast cancerscreening camps at Sullivan Po-lice Grounds opposite to MantriMall in Malleswaram.

The biggest human chain, orhuman awareness ribbon, willbe formed during the event.

Dr B S Ajaikumar, chairman,HCG, said, “The human aware-ness ribbon is being formed tocreate awareness.

The human ribbon may createa Guinness or Limca records. Now, a human ribbon formedby 4,000 persons in Saudi Arabiain 2010 holds the Guinness recordas the biggest.”

Mangalore: BJP senior leader LK Advani is shedding crocodiletears on the issue of corruption, while his party government inthe state is mired in corruption, ridiculed former KarnatakaPradesh Congress Committeepresident Janardhana Pujaryhere today.

Advani’s Jana Chetana Yatra, which will enter the state to-morrow, is a political gimmickand has got nothing to do withcorruption. “It is a last-ditch at-tempt by Advani that he is stillactive in politics,” he said.

If at all the former deputyPrime Minister wants to provethat he is serious about corrup-tion, then he should throw outthe corrupt elements from theparty in the state. The entiregovernment and its ministersare mired in corruption, he said.

It is better if Advani visitedthe Parappana Agrahara Central

Bangalore: The Congress will hold a blackflag demonstration and shout slogans againstBJP leader L K Advani when he arrives inthe city tomorrow, said Karnataka PradeshCongress Committee president G Paramesh-wara here today.

Advani, who has taken out a countrywideJana Chetana Yatra, is coming to Bangaloreas part of his anti-corruption drive tomorrow. He is addressing a public rally at the NationalCollege Grounds tomorrow evening.

Congressmen will demonstrate near HALAirport, Town Hall, Basavnagudi and otherplaces, asking Advani to go back, he said.

The BJP government in the state is totallymired in corruption. Every day, their leadersare being shifted to the Parappana AgraharaCentral Jail for their involvement in corruptioncases. “What moral right does Advani have

to come to the state during his anti-corruptionyatra?” he asked.

“Would Advani, who is taking out theyatra against corruption, have the guts totalk against his own party members in thestate?”

The BJP that came to power in 2008 has

not fulfilled any promise made in the electionmanifesto. The government is not even con-cerned about development and the statehas hardly seen any works done, he criti-cised.

Till now, the government has not shownany interest in generating power, but is onlyinterested in buying power from other states.Till today, the state has spent over Rs 7,000crore for buying power along. It is a ploy toreceive huge kickbacks from these shadydeals, he alleged.

The government has not taken drought-relief works properly. Many people at manyplaces are struggling for food and water.Farmers are not getting fodder for their live-stock. But the government has been claimingthat it has released sufficient funds fordrought relief works. Why then the admin-istration speeded up relief works, he ques-tioned.

INDIA AIM TO COMPLETE WHITEWASH Kolkata: Brimming with confidence, MSDhoni and Co. will take on reigning T2OChampions England in a one-off T20 onSaturday at Eden Gardens in Kolkata.England, seeking their first win on thedisastrous tour, will be hoping to endthe tour on a high.

On the other hand India, after thenightmarish 0-4 loss in Tests, 0-3 in one-day internationals and also in the onlyTwenty20 international in England, wouldlove to continue their dominance andwould want to send England back withouta win. This Indian team is on a mission, even as skipper Dhoni insisted on notcalling it a revenge series.

As everyone who got an opportunityin the ODI series has come good, the In-dian team management has no dearth ofoptions. Two among Yusuf Pathan, RobinUthappa and Manoj Tiwary would fillup the batting slots after the certaintiesDhoni, Suresh Raina, ViratKohli, Ajink-yaRahane and RavindraJadeja walk intothe team. Dhoni, who is yet to be dis-missed in this series, has lived up to therole of a finisher, amassing 212 unbeatenruns from four innings. Kohli has matutredas a batsman and the Delhi lad has beenIndia's leading run-getter in the absenceof key players such as Sachin Tendulkar,VirenderSehwag and Yuvraj Singh.

India will also miss GautamGambhir,

who will remain absent because of hismarriage. But his absence can give achance to Uthappa who will be itchingto make a comeback in the playingeleven after three years. Yusuf Pathancan also make a comeback and Indiawill be hoping that he can unleash hisbig-hitting in the shorter format of thegame. RavindraJadeja will surely keephis place after a good one-day show.

The duo will also come in handywith their off-spin and left-arm ortho-dox, even as RavichandranAshwin willlead the slow attack. Touted as India'sfastest, Varun Aaron impressed in histwo outings in the one-dayers and itremains to be seen if Dhoni tests themettle of his statemate alongside pacespearhead Praveen Kumar.

The two sides have so far clashed inthree Twenty20 matches, with Englandtriumphing in two of them and Indiawinning the other.

However, the visitors may have togo into the match without their battingmainstay Kevin Pietersen, who missedthe final ODI having broken his thumbin the fourth game in Mumbai.Pietersen's fate depends on the resultsof a fitness test conducted on Fridayand his absence would deplete Eng-land's strength to a great extent as heis their best bet against spin. Offie

Graeme Swann, who would lead theside in the absence of injured regularT20 skipper Stuart Broad, has to de-liver the goods in bowling alongsidehis left-arm spin partner Samit Patelin what is likely to be another slowsurface, like the one seen on Tuesday.

One-day skipper Alastair Cook andJonathan Trott have returned home, big hitting Jos Buttler - the youngestmember of the side now - and 6-feet-5-inch tall top order batsman AlexHales joining the squad for this game.

Lanky pacer Steven Finn has beena revelation for England in the seriesand along with Tim Bresnan willonce again lead their pace batterythat also has Stuart Meaker.

Pak appreciates Indiaʼssupport for UNSC bid

Karachi: Asserting that “friendswere no longer friends of thecountry”, Pakistan on Saturdaysaid India had played an“major”role in supporting its successfulbid to become a non-permanentmember of the UN Security Coun-cil.

“Many of the countries thatPakistan had considered asfriends were no longer friendsof the country. But India sup-ported us in becoming a non-permanent member of the 15-member security council andplayed a major role,” Pakistan’sambassador to the UN AbdullahHussainHaroon told at theKarachi airport early Saturdaymorning.

Pakistan, which was chal-lenged by Kyrgyzstan, wasbacked by 129 of the 193 member

states in the General Assembly.Kyrgyzstan polled 55 votes.

The country will replaceLebanon, which currently occu-pies the Asian seat, on January1, 2012, to begin a two-year term.Haroon said that Pakistan hadworked very hard in the past sixmonths to win votes for the pres-tigious post.

“I think we should not be dis-couraged by the reaction by someof the nations in the UN becauseI can say the world wants Pak-istan to play its positive role inthe global scenario,” he said.

Haroon said that Pakistan wascommitted towards multilater-alism and promoting the princi-ples and purposes enshrined inthe UN Charter.

Haroon, while commentingon the Drone attacks by the US

in Pakistan’s tribal areas, saidthat he could take up the issueif the government authorisedhim to do so.

“But we should not be scaredof these attacks,” he added. TheIslamic country has been on thecouncil six times earlier - 1952-53, 1968-69, 1976-77, 1983-84,1993-94 and 2003-04. It will bethe seventh time that Pakistanwould be on the council, andthe fourth time its term wouldoverlap with India. Both theSouth Asian neighbours haveshared terms on the SecurityCouncil in 1968, 1977 and 1984.

The Security Council has fiveveto-holding permanent mem-bers, the United States, Britain,France, Russia and China - and10 temporary elected memberswithout vetoes.

IAF requests US for 6more C‑130J airlifters

New Delhi/Washington: Indiahas asked the United States foranother six Lockheed Martin C-130J Super Hercules special op-erations aircraft under a govern-ment-to-government foreign mil-itary sales (FMS) deal.

The request was conveyed re-cently, and in Washington, theDepartment of Defence (DoD)notified the US Congress Oct 27for approval as mandated by lawfor any FMS delivery of weaponsystems. The proposal is likelyto be cleared within a month asboth the Democratic and Repub-lican parties have extended bi-partisan support to strengtheningIndia-US relations.

The Indian Air Force (IAF)chief, Air Chief Marshal NormanAnil Kumar Browne, told IndiaStrategic defence magazine(www.indiastrategic.in) in an in-terview that he expected a formalagreement with the US by Janu-ary 2012.

He also disclosed that five ofthe six C-130Js ordered in 2008had already been received, onor before scheduled delivery time, and the last and sixth was ex-pected before November 11 inless than two weeks.

The first aircraft arrived inFebruary 2011, and pilot trainingwas completed before that.

According to the DoD notifi-cation, issued by the DefenseSecurity Cooperation Agency(DSCA) which negotiates and ex-ecutes military sales, the dealcould be around $1.2 billion, covering six aircraft with sixspare engines, eight AN/AAR-47Missile Warning Systems (twoof them spares), eight AN/ALR-56M Advanced Radar WarningReceivers (two of them spares),eight AN/ALE-47 Counter-Mea-sures Dispensing Systems (twoof them spares), eight AAQ-22Star SAFIRE III Special Opera-tions Suites (two of them spares),eight ARC-210 Radios (Non-COM-SEC), and 3,200 Flare Cartridges.

Capable of short takeoff andlanding from football size un-paved grounds or grassy fields, each aircraft is powered by fourRoyce AE 2100D3 engines.

The first six aircraft were ac-quired for $1.1 billion, inclusiveof training, a support package, spares, some special equipmentand also covered 30 per cent off-set investment back into India.Under that, Lockheed Martin has

set up an advanced simulator atIAF's Hindon airbase, where theC 130Js are located.

The second batch would belocated at Charbatia in Orissa toserve the country's northeasternregion and the Andaman andNicobar island territories.

According to Browne, as thesecond batch of the aircraft isbeing purchased under the op-tions clause in the 2008 contract, the basic price should be thesame. There could some equip-ment variations or additional re-quirements though. Offset detailscould also vary. The price indi-cated by DSCA is the maximumpossible, including also the 3.8per cent administrative fee itcharges on all FMS deals fromall the countries that buy USequipment. According to its no-tification, implementation of thisproposed sale may require theassignment of 10 US governmentand contractor representativesin India for a period of up tothree years besides periodic visits.Under an FMS deal, the IAF,through the defence ministry, would place an order with theUS Air Force, and DSCA wouldarrange for Lockheed Martin to

deliver the aircraft according tothe required specifications withinan agreed delivery time.

DSCA said that the prime con-tractors will be Lockheed MartinAeronautics Company in Mari-etta, Georgia, and Rolls-RoyceCorporation in Indianapolis, In-diana. Offset agreements asso-ciated with this proposed saleare expected, but at this timethe specific agreements are un-determined and will be definedin negotiations between the pur-chaser and the contractors.

All FMS deals are done withclearance from the US State De-partment, and the DSCA notifi-cation pointed out: "There willbe no adverse impact on US de-fense readiness as a result ofthis proposed sale.

A notification to the Congressalso means that it is part of legalprocedures and does not meanthat the sale has been conclud-ed.

Under the Indian system, theacquisition for another six air-craft, or more later, would needno tender but only proceduralclearance from the defence min-istry and then the governmentfor monetary allocations.

India, China to holdborder talks in Nov

New Delhi: With India’s energyexploitation bid in the SouthChina Sea threatening to cast afresh shadow on bilateral ties,India and China will hold the15th round of boundary talks inNew Delhi next month that couldalso see the sealing of a jointborder mechanism betweenthem. The Special Representa-tives of India and China willmeet November 28 to 29, highlyplaced sources tol. The two sideshave been in touch for sometime over the dates but the sched-uling was proving to be diffi-cult.

The talks will now take placeafter a likely meeting betweenPrime Minister Manmohan Singhand Chinese Premier Wen Jiabaoon the sidelines of the Nov 18-19East Asia summit in Bali, In-donesia. China’s State CouncillorDai Bingguo, who is Beijing’sspecial representative, will cometo Delhi for talks with IndianNational Security Advisor Shiv-

shankarMenon. The two coun-tries will focus on firming up aframework for resolving theirdecades-old boundary dispute, the second and crucial stage thatcould form the basis for the finaldemarcation of the boundaryand territorial give-and-take im-plicit in any final deal. Despitethe perception in strategic circles

that the 14 rounds of talks so farhave not made much headway, the Indian side believes therehas been incremental progress. It would be unrealistic to expectany dramatic breakthrough soongiven the political sensitivity ofthe issue, a government sourcesaid. The two sides are also fast-tracking a joint border mecha-nism with a view to sealing itduring the visit of China’s statecouncillor in November.

The mechanism would includediplomats from the external af-fairs ministry and military per-sonnel, including representativesof the paramilitary forces, tomaintain peace along the nearly3,500-km border.

The border mechanism is be-ing touted as an important con-fidence building measure thatwill help prevent misunderstand-ings arising out of incursions ineach other’s territory stemmingfrom the undemaracted Line ofActual Control.

Team Anna meets amid revamp callsNew Delhi: Amid deepening contro-versies over some of its most influentialmembers, Team Anna is holding itscore committee meeting near Delhitoday. Anna, 74, is not attending themeeting; he has extended his "maun-vrat" or vow of silence. MedhaPatkarand Justice SantoshHegde are alsoabsent.

There is much on the table for dis-cussion - reports of deep dissent withinthe team, accusations of financial mal-practices, and the group's agenda forthe next few months. A member ofthe core committee, which has 26 rep-resentatives including Anna, has askedthat the entire group be suspendedand replaced with a larger team.

In a letter sent to Anna yesterday,Kumar Vishwas has said that the Con-gress is trying to discredit membersof the core committee. "Such attacksand the subsequent clarifications willstrengthen the conspiracy to divertthe attention from the key issues. I re-quest you to give greater representationto the Core Committee consisting oflimited members," he wrote.

Vishwas, a college lecturer and poet, said the personal attacks on Core Com-mittee members by "corrupt forces"were proof that these people were try-ing to "neutralise and hurt" thosefighting graft.

Several other team members in-cluding Ms Patkar have also spoken

about the need for an overhaul. AnnaHazare's official blogger, Raju-Parulekar, has also said that the corecommittee would be expanded soon. He, however, declined to go into detailsof when and how the revamp wouldtake place.

The revamp exercise would be aimedat deflecting attacks on the existingcore group members.

Anna, sources say, wants focus backon the Jan Lokpal Bill. He is expectedto give the team a new structure overthe next few days.

Patkar, one of the most-respectedmembers of the committee, has talkedabout the revamp, but she has cate-gorically denied reports of deepening

divides within the group. "I don't thinkthere is a difference of opinion. Theonly thing is a bit of overhauling iscertainly becoming necessary because

there are a number of allegations andCore Committee members are beingtargeted," she said.

But Rajinder Singh, who quit thecore committee earlier this month andis known for his work in water con-servation, suggested that the reportsof rifts are not exaggerated.

He described KiranBedi and Arvin-dKejriwal, prominent faces of Anna'smovement, as "the most arrogantmembers in the habit of throwing theirweight about and imposing themselveson others."

Since April this year, Anna and hisgroup of civil society activists haveturned into national icons because oftheir India Against Corruption cam-

paign. Their agenda is to ensure thatthe government introduces a new anti-graft Lokpal Bill - named for the om-budsman agency or Lokpal that willhave the power to investigate corrup-tion among government servants.

The government says that TeamAnna's vision of the Bill is unrealisticand gives the Lokpal sweeping powers. The activists believe that the govern-ment has no interest in creating anagency that is truly equipped to takeon politicians and bureaucrats.

The clash between the two sidespushed Anna into two hunger strikesthis year - both reverberated acrossthe country, drawing lakhs to his sit-in protests in Delhi.

NGO contradicts

Jairamʼsclaim

Lucknow: Union MinisterJairam Ramesh’s letter to UttarPradesh chief minister Mayawatislamming the alleged irregular-ities in implementation of theNational Rural EmploymentGuarantee Act (NREGA) schemein her state has snowballed intoa major controversy. First, MsMayawati called the letter “po-litically motivated”, and now,an NGO mentioned by Jairam inhis letter has contradicted hisclaim, saying it never complainedagainst the BSP chief’s govern-ment.

In the letter written earlierthis week, Mr Ramesh accusedthe Mayawati government of“continuing inaction” in in-stances of “grave irregularities”in the implementation of thescheme. “I write to you in greatanguish regarding the imple-mentation of MG-NREGA in thestate of Uttar Pradesh,” Rameshsaid, adding, “It is true that anetwork of civil society organi-zations working through Nar-iSanghs has been able to bringabout a greater awareness of therights of MG-NREGA workers. Ihave myself interacted with onesuch organization called Vanan-gana which is active in Chitrakootand Banda. But the overall feed-back that we have so far revealsthat the implementation of MG-NREGA in Uttar Pradesh hasbeen far from satisfactory.”

But the NGO named byRamesh has now sought to dis-tance itself from the “politicalbattle” saying it never filed anycomplaint against the state gov-ernment for irregularities. Speak-ing to NDTV, MadhviKuckreja, the founder member of Vanana-gana, said, “It was completelyunnecessary for Jairam Rameshto name a single NGO in hisletter to the Uttar Pradesh chiefminister.”

“It’s a waste of time to bring asocial organisation into a politicalbattle. We would like to distanceourselves from any demand fora CBI probe. We are doing ourwork quietly. The scheme shouldnot get caught in a political cross-fire like this as it affects the peo-ple who it is benefiting.”
