Highlandtown’s Rent-A-Center store was the victim of a daylight armed robbery last week.

On Thursday, Nov. 14, at 11:25 a.m., two men were inside the store, located at 3504 Eastern Ave., according to police.

Police spokesman Detective Jeremy Silbert said that one of the suspects drew a weapon and ordered a store employee into the back of the store.

“The suspects were able to get away with merchandise and money,” he said.

The New and Charter School Advisory Board of Baltimore City Public Schools has recommended the contract with Friendship Academy of Science and Technology School be renewed for three more years.

But after those three years, the middle-high school would be relocated, and its building would be renovated and turned into an elementary school to relieve overcrowding in the Southeast’s elementary classrooms.

FAST is located in Canton at Highland and Fait avenues, formerly the location of Canton Middle School.

Under this recommendation, the new elementary school would open in fall of 2018.

Southeast Baltimore’s elementary schools have been overcrowded for some time. In the 2012-13 school year, they served 6,001 pre-k to 8th-grade students in buildings with capacity to serve just 5,336.

“I know of at least one school in the Canton area that is using trailers,” says 1st District Councilman Jim Kraft. “We need another elementary-middle school now.”

FAST, a transformation school with a focus on science and technology, operated by Friendship Academy, received a renewal recommendation based on performance in three broad areas: academic success, school climate, and whether the school followed sufficient financial management and school governance practices.

On a ratings scale that included highly effective, effective, developing, and not effective, FAST was rated as “developing” in both academic success and school climate. It earned an effective rating in management and governance.

“Detectives from the city-wide robbery unit are continuing to investigate,” he said.

Other sources stated that men made multi-ple trips in and out of the store with various electronics such as laptops and tablets. According to the police report, an employee had just finished helping two customers when one of the suspects placed a gun to his back and forced him into the back of the store. The Board of School Commissioners is tentatively scheduled to vote on this and other recommendations on Dec. 17.

Over the next two weeks, angle parking is being installed on Foster Ave. from Potomac St. to Clinton St. The street is also being converted to a one-way eastbound route.

According to a summary from the Baltimore City Department of Transportation, there are currently 266 parallel parking spaces along that stretch of road. Installing reverse angle parking, DOT says, will add 93 spaces to bring the total to 359 spaces.

DOT says that parking restrictions will be posted at least 72 hours ahead of any work activity, and violators will be ticketed and towed.

to get $1,100 for the one-bedroom unit; $1,400 for the two-bedroom units; and 1,800 for the three-bedroom units.

“We’re getting that in Union Square and western Pigtown,” he said. “I think we’re a little higher here.”

A resident of Union Square and president of its community association, Taylor has established several rental properties in that area with his company.

Bob Cockey, who is currently working on reopening a restaurant and bar at the old Shed Row tavern at Gough and Wolfe St., praised the developer’s work in southwest Baltimore.

“You’ve really done a good job on those apartments in Union Square,” Cockey told Taylor. “Everything is top shelf that Chris did over there.”

In Upper Fell’s Point, the Saint Patrick’s Parish complex includes three buildings—the school which Taylor hopes to convert to apartments, a church, and a rectory. The church remains active to this day, and Taylor said that an artist couple had recently purchased the rectory.

The three buildings have a large shared parking lot. Taylor’s 11 apartments would be granted eight parking spaces, a discrepancy that, though compliant with zoning regulations, elicited the only minor reservation expressed toward his proposal.

Dr. Irvin Herling of Doc Side Veterinary Medical Center at Bank St. and Broadway said, “Eight spaces for 11 units; that’s going to spill over into the neighborhood.”

However, Herling said that overall, “it’s a very, very positive thing for Gough, Bank, Broadway and Regester,” especially in light of the present state of affairs on that lot.

“Everything has been found in there except for dead bodies,” Herling said.

Luxury apartments planned for St. Patrick’s school on Broadway

A city builder hopes to convert the old boys’ school on the 300 block of Broadway into 11 apartments.

Last Wednesday, Nov. 13, Chris Taylor, CEO of Urban Phoenix Holdings, unveiled his plans for 313 S. Broadway to the Fells Prospect Community Association. Upon Taylor’s departure, the association voted unanimously in support of the idea, provided that he signs a memorandum of understanding outlining the management of the construction process and ongoing operation of the apartments.

Taylor, who said that he came to Baltimore as a middle school teacher and got into the development business “one house at a time,” said that he runs an all-cash operation that won’t be subject to the whims of outside investors or government subsidizers.

“We took a look at the project, and we think we can make the numbers work,” Taylor told the association, acknowledging that “that part of Broadway is pretty rough right now.”

“There’s a lot of good people coming in and out, but there’s a rough element,” he added.

Taylor said that the apartments would feature “all high-end products,” including granite countertops, stainless steel appliances and wood floors.”

Per the city’s zoning regulations, the building’s lot size of 9,000 square feet allows him eight apartments, but he hopes to get the maximum variance, which would give him 11 apartments utilizing 14,000 square feet of interior space.

Taylor faces a Dec. 10 zoning hearing in which he will request the variance. He told the association that he has the property under contract with the seller contingent upon the outcome of that hearing.

“Eight apartments is insane for a 14,000 square foot building,” he said.

Taylor’s current 11-apartment plan calls for four 3-bedroom units, six 2-bedroom units and one 1-bedroom unit. The one-bedroom unit includes an office room; the two-bedroom units include either two bathrooms or one bathroom plus an office.

A community member asked Taylor about rental pricing.

“I have an idea in my head,” he replied. “I think we can get it; if we don’t, we’ll be screwed.”

He said that he “very conservatively” hopes

As part of the consent decree, Honeywell remains perpetually responsible for monitoring and maintaining the containment structure and environment around the property.

At the meeting, after the somewhat technical presentation, regulators answered questions that attendees had written on index cards.

Some attendees resented the fact that they couldn’t ask questions at will. One commented on the city’s awarding $107 million in tax-increment financing to Harbor Point.

“This meeting is about environmental impact only,” warned Kraft.

Another attendee asked: “Why are the operators [Honeywell] in charge of the monitoring [and not an independent organization]?

Honeywell’s remediation director, John Morris, said, “There are many independent reviewers built into the process.”

Harbor Point Development Holdings, LLC, managed by Beatty Development Group, LLC, is Harbor Point’s master developer. At the end of October, the EPA rejected Beatty Development’s development plan for Harbor Point over concerns about “significant flaws” in “sampling methodology and quality assurance procedures” for air monitoring for chromium at the site.

The EPA provided comments and recommendations—they asked for a new pre-construction air monitoring plan and requested a revised development plan within 30 days.

“For the future pre-construction air monitoring study, a comprehensive third party data evaluation will be required,” the recommendations states.

Construction on the Excelon tower was slated to begin in the winter of 2014, but is likely to be moved back as the developer deals with MDE and EPA concerns.

Harbor Point is scheduled to be completed over 12 years, at a cost of one billion dollars.

Residents air Harbor Point concerns

Last week, more than 100 residents attended a meeting to discuss the environmental impact of Harbor Point, a 3-million-square-foot, mixed-use development to include a 22-story office tower, other office buildings, public parks, community open space, and a public promenade built on a 27-acre site, just south of Harbor East and adjacent to historic Fell’s Point.

The meeting, which was postponed last month because of the government shutdown, included representative from the Maryland Department of the Environment, the EPA, and the site’s developers, and was convened by Councilman Kraft to address the community’s concerns that construction on the former chromium plant site—last operated by Allied Signal, which became Honeywell—could impact the successful environmental remediation that has been in place since 1999.

The remediation includes a 5-foot-thick cap over the area including a capillary break, synthetic clay, a plastic membrane, and clean soil layers. There is also a system for extracting contaminated groundwater from 16 wells on-site, lowering groundwater levels to elevations less than that of the Patapsco River, according to the MDE.

Meeting attendees were concerned specifically that the 1,050 pilings that will provide a foundation for the office tower—and pierce the five-foot-thick containment cap that seals the site—could breech the cap’s security.

Representatives from the EPA, MDE, and Honeywell assured attendees that the remediation was sound and would not be negatively affected by the pilings.

In 1989, Honeywell entered into a consent decree with the EPA and MDE under which the property was approved by the EPA and MDE and prepared for mixed-use development.

“I want to be proud of the place I live, and I would like to enjoy the place I live,” says Andriy Portyanko, a multi-disciplined designer and photographer who has lived on the 3800 block of Gough St. for the last 12 years.

Flower-boxes, darkness-activated lighting and trees planted in wood-lined and freshly mulched beds will help him and the rest of hte neighbors on the block enjoy their homes more.

As a block ambassador, Portyanko spearheaded the project, made possible through a grant from Healthy Neighborhoods, coordinated in conjunction with the Southeast Community Development Corp.

“Because our block is small, it’s very easy to make it look nice and be a design for other blocks,” said Portyanko. “Change inspires change.”

As an area designated by Healthy Neighborhoods as a “healthy neighborhood,” greater Highlandtown is eligible to participate in projects intended to increase home values and neighborhood marketability. The 3800 block of Gough St. received its makeover through close to $4,000 in block project funding.

“It’s essentially to vitalize the block and create a model block for other neighborhoods

The block received help from other nearby residents. Dale McGee, also of Highlandtown, crafted the metal frames that will hold flower boxes on the facades of the homes. Carpenter Renee Simard built the raised beds for the trees. Jerzy Oledzki wired the lights.

“I can imagine all of Highlandtown with nice trees, window boxes and lights,” said Portyanko. “This neighborhood has potential to attract artistic people and create an artistic community.”

Per a federal court’s ruling, Blue Water Baltimore will not be joining with the EPA and Maryland Department of the Environment in enforcing a consent decree that Baltimore City repair its problematic sewer system by 2013.

The consent decree arose from a 2002 lawsuit brought by the state and federal agencies against the city.

On July 31 of this year, Blue Water petitioned a federal judge to get involved in that decree, after media reports that the city was attempting to renegotiate its 2016 deadline. At that time, the Department of Public Works issued a statement that called Blue Water’s petition “premature.”

“The Baltimore City of Department of Public Works is committed to fulfilling its obligations under the 2002 Consent Decree,” said the DPW in the statement. “We have met every requirement and deadline under this process. A revision of the Consent Decree is not yet before the court, and we consider the intervention referenced to be premature.”

The federal court agreed with DPW on at least one point, ruling the request for involvement “untimely.”

“We are disappointed with the court’s decision,” wrote Halle Van der Gaag, Blue Water’s executive director, in a statement. “It is

are paying to fix our failing sewers will continue to be denied a seat at the table.”

“However,” Van der Gaag continued, “we are pleased that the court, as well as Baltimore City, EPA and MDE, have recognized our intervention may be appropriate when and if Baltimore City files for an extension of the 2002 consent decree.”

In an August interview, Tina Meyers, who was then the Baltimore Harbor Waterkeeper, part of Blue Water, said that her organization was not solely concerned with holding the city to the 2016 deadline for fixing the sewers, but for addressing current public health and sewage spill issues.

Blue Water Baltimore has outlined “Six Citizen Priorities to Address Sewage Pollution in Baltimore.” Included is stopping sewage discharges from stormwater pipes during precipitation events. Also included is providing better communication with the public regarding sewage spills, improving reporting of those spills, and cleaning those spills. Should the deadline for fixing the sewers be extended, Blue Water is requesting that the city demonstrate progress and show that funds have been spent wisely.

Lastly, Blue Water says the city should “consider climate change and stronger storms when improving infrastructure.”

First district City Councilman Jim Kraft recently updated his constituents on imminent and future Department of Transportation improvements in Southeast Baltimore.

Some of these fixes are already in process; others will roll out slowly over the next few years.

One improvement slated for completion by Christmas is a long-anticipated new signal at Haven and Boston streets.

“That traffic signal is desperately needed,” says Darryl Jurkiewicz, president of the Canton Community Association, “Boston St. is a major truck route, and it would significantly help the area.”

“We’re been working toward this for years,” Jurkiewicz added. “It should have been done as part of Brewer’s Hill and Canton Crossing developments, but it wasn’t. Growth is good, but we need the infrastructure to go with it.”

Another Canton-area transportation upgrade is the proposed Canton Charm City Circulator route, which is at least a year away, and would include part of the Boston St. corridor.

In an earlier interview, Kraft told the Guide that he has the support of Mayor Stephanie Rawlings-Blake on that, but needed to come up with the funds—including the cost of two Veolia hybrid buses—to run the route. The success of the Canton route is contingent on several factors, including obtaining state funding and the financial support of major employers and retailers along Boston St.

Says Jurkiewicz, “I know that Bill Struever [developer of the Can Company] has been trying to work with the city on this for a while now. I would like to think that the developers of Canton Crossing and Brewer’s Hill would pitch in as well.”

Jurkiewicz believes the Canton Circulator—which would be the city’s fifth route (the Green Route and the Orange Route already cover some of the Southeast)—could help relieve congestion on Boston St. and would be a win-win for business and the community.

“It might even help get people out of their cars,” he adds.

In Highlandtown, the Department of Transportation will be addressing some longstanding traffic issues near Hampstead Hill Academy, a charter school at 501 S. Linwood Ave. Concerns over congestion and student safety at the school prompted a town

hall-style meeting on Nov. 7. “The principal of Hampstead Hill reached

out to our office,” says Shannon Wrenn, Kraft’s aide. “We met with the school, the parents, and the community.”

Jean Pula, president of the Hampstead Hill Association, attributes the traffic problems at Hampstead Hill in part to the school’s success.

“Hampstead Hill Academy is doing so well, it’s having growing pains,” she says. “At the core of the problem are Hampstead Hill parents double-parking their cars at the opening and closing of school.”

Pula said that immediate DOT solutions will focus on new signage to remind drivers that they are driving through a school zone.

“The school zone signage is expected to be installed in the next few weeks,” she says.

Traffic driving past the school hasalso been a cause for concern, she says, as evidenced by a school crossing guard getting hit by a car.

“Reckless driving, speeding, and not stopping at stop signs have been a problem,” says Pula.

Other options discussed at the meeting, Pula notes, are prohibiting parking on parts of Linwood Ave. during certain hours, and possibly making part of the street one way.

“It will take more time to determine if these strategies can be implemented logistically,” she says.

Discussion of the school’s traffic management plan is ongoing.

In Little Italy, constituents have concerns that the intersection of Eastern Ave. and Exeter is too hazardous for pedestriansto cross.

To address these fears, DOT is painting a crosswalk at the intersection and installing a pedestrian paddle sign in the middle of the road to make crossing safer. These improvements are slated for completion by the end of November, according to Kraft’s office. Exeter St. will be made one way southbound, from Eastern Ave. to Fleet St., by the spring of 2014.

Additionally, a traffic impact study for the Harbor East, Harbor Point, and Fell’s Point areas, titled “Southeast Area Transportation Action Plan,” is currently under internal DOT review, and will soon be released for the councilman’s comments, says Wrenn.

Public distribution of the document, which is an update of a 2007 study, is tentatively scheduled for the winter of 2014.

Taverns: A new license for wine stores?

Bin 604’s weekly in-house wine tastings provide the “on-site consumption” that lets the shop meet the letter of the current law, and the Chesapeake Wine Company has a full-service bar and even serves salads, pizzas, a cheese plate and other lighter fare.

Both of these establishments would have to considerably alter their business plans to meet the definition of “tavern” under the proposed zoning overhaul, which would require such places—as well as the plexiglass-window-type “taverns—to devote half of their floor space and make more than 50 percent of their sales revenue from on-site consumption.

Though state law uses the word “primarily,” the Planning Department attached a percentage to define that word during the drafting of the proposed zoning code.

In a January interview with the Guide, Chesapeake’s owner Mitchell Pressman revealed that even his relatively full-board array of tavern services account for only about 25 percent of his revenue. Bringing that number up to 50 percent, he told reporter Danielle Sweeney, would “radically impact the way I do business.”

Maybe he won’t have to change after all. Under the Planning Department’s amended proposal, which is now in the hands of the City Council, taverns that conform to current zoning may operate at will four years before they must prove that over 50 percent of their sales come from on-site consumption. But maybe by then, new rules will be in place.

“The hope is that in those four years, the state legislature will work on a new kind of license [for wine stores],” said Snidal last Thursday.

He later said that he had heard the idea of special licenses for wine stores from sources close to either the Planning Department or the Maryland General Assembly.

While the city decides what kind of business may be located where using the zoning code, the state legislature is responsible for liquor laws, including licenses.

Forty-sixth District Senator Bill Ferguson said that wine stores have come up in conversation, but there are no concrete plans.

“There has been some discussion about how to make these great establishments not be unintended consequences of the zoning,” he said. “Everything now is about Liquor Board reform. There is a chance that [the tavern issue] gets pulled into this big conversation about liquor reform, but I haven’t heard any specifics.”

Snidal has been meeting with community associations in Southeast Baltimore, specifically in Kraft’s district, to gather support for both the non-conforming liquor store phase-out and the tightened rules on taverns.

“I’m trying to convince him to vote for this portion [of the zoning overhaul], and we’re hoping for your support,” Snidal told the Hampstead Hill Association last Thursday.

The Canton Community Association recently forwarded a letter in support of the non-conforming liquor store phase out to First District Councilman Jim Kraft. Kraft will be voting, along with the rest of the City Council, on the final zoning package, sometime next year.

The Citizens Planning and Housing Association will visit the Fell’s Prospect Community Association in January.

She was walking a few steps ahead when a suspect ran up, stated “nobody move,” and grabbed her purse. The victim was knocked to the ground during the struggle, in which she held on to her purse. Her mother then came up and started hitting the suspect with her own purse. The suspect let go, backed up, and produced what the victims thought was a handgun. The mother then maced the suspect.

As the kids got older she turned her attention to Bingo and while she claims to have always lost, she built many great friendships. Doris seemed to be loved by everyone that came in contact with her.Doris was born to John and Katherine Wozny in Baltimore, MD.She is survived by her three children and their spouses: Beverly and William Grady of Corpus Christi, TX; Thomas and Kathryn Smith of Dundalk, MD; and Larry and Deborah Smith of Dundalk, MD.She had six grandchildren and six great-grandchildren.She is also survived by her sister Elizabeth Bounds.Doris was preceded in death by her husband Thomas George Smith and her sister Suzanne Taylor.She has requested that her remains be donated to the Maryland Board of Anatomy.

Try as they might, the Baltimore Ravens can’t seem to remove themselves from the playoff race.

In yet another game that wound up being delayed, the Ravens lost to the Chicago Bears 23-20 in overtime, dropping their record to 4-6, keeping them in contention with, well, the rest of the AFC (minus the Jacksonville Jaguars and Houston Texans of course).

Right now, the New England Patriots have a strong hold on the AFC East and the Indianapolis Colts have a three-game lead in the AFC South. The Cincinnati Bengals have a pretty commanding lead in the North and the Denver Broncos and Kansas City Chiefs are fighting each other for the West title. Whoever loses that battle will most likely end up with the top Wild-Card spot.

So, let me see here, that only leaves the New York Jets, Miami Dolphins, Pittsburgh Steelers, Cleveland Browns, Tennessee Titans, Oakland Raiders, San Diego Chargers, Baltimore Ravens, and Buffalo Bills fighting for that last spot. Nine teams fighting for one last spot. The Jets and Dolphins are both 5-5 at the top of that list, while everyone else is 4-6 except the Bills, who are 4-7.

In all honesty, none of those teams impress me in the least.

The Jets have a young quarterback who makes young-quarterback mistakes.

The Dolphins can’t get their act together in the lockerroom.

Pittsburgh actually has a worse rushing offense than Baltimore.

Cleveland has Jason Campbell starting at quarterback.

Tennessee lost to the Jags the other week, which is just terrible.

Oakland has the eighth-worst pass defense in the league, giving up 252.7 passing yards per game.

San Diego is even worse, allowing 275.5 passing yards per game.

Buffalo, well, they’re just Buffalo.Baltimore has a shot, but they should have

been able to beat a Chicago team without starting quarterback Jay Cutler. Instead, they made his backup Josh McCown look like Joe Montana.

If Baltimore wants that last spot, I still feel it is theirs to lose. In all honesty, they should win the next three games in a row. They have three straight home games against the Jets, Steelers, and Vikings. Seeing as their last three games are against the Detroit Lions on the road, Patriots at home, and then the Bengals on the road, these next three games are must-wins for the Ravens. If they lose any of them, you can count them out for the playoffs.

The playground was actually built last Wednesday, July 10, by principals from across the country. The National Association of Elementary School Principals chose Baltimore as the location for its annual conference, and the association chose John Ruhrah

School, located in Greektown at Fait Ave. and Rappolla St., as the beneficiary of its annual Community Service Day.Mary Donnelly, principal of John Ruhrah, said that her school had applied to receive the new playground. The old playground, with missing pieces and safety issues, was dismantled in mid-May, she said.

“Parents were raising money to put in a new playground, but we weren’t anywhere near where we needed to be,” she said.

Red Line panel meets tough crowd in Canton

When public comment was curtailed and an agenda item on Boston St. construction was not reached, Canton residents left more than fuming from a Red Line Citizens’ Advisory Council meeting.Residents near the stretch of Boston St. between Montford Ave. and Hudson St.--where the Red Line train would transition to the surface as it heads east—have long opposed that aspect of the project. The last time Red Line plans were presented to the Canton community, at a January public forum, Maryland Transit Administration engineers gave two traffic re-routing options for the prolonged construction of the Boston St. tunnel transition. Both were soundly rejected by the residents and Boston St.-area businesses that attended that meeting.One option was to close a stretch of
