• It comes from IFIP TC9 Annual Meeting• London School of Economics, London, 2007 September 28• Workshop itself took place on Saturday, 2007 September 29

• Technical Committee 9 on social implications of IT is one of the 13 Technical Committees of IFIP

Where the idea comes from

• The workshop was to consider the possibility of a new TC9 WG around issues of ICT Uses in Warfare and the Safeguarding of Peace.

• The workshop was Chaired by Prof Chrisanthi Avgerou. • Peter Sommer (LSE, Lawyer and advisor to EU and UK Government) on

“Mapping Cyberwarfare”• David Nyheim (Incas Consulting) on “Conflict early warning information

systems”, and;• Noel Sharkey (Scheffield University) on “Autonomous battlefield weapons:

who is responsible for the fatalities?”

• Following the 3 presentations, TC9 delegates discussed the merits of a new WG and agreed that this is a topic that should be explored further as part of the TC9 responsibilities.

How the idea was used leading to this workshop• As a member of the South African National Committee for

IFIP and an RSA TC9 representative leading a defence related Competency Area within the CSIR, I felt compelled to take the lead from an African point of view in following this up

• I bounced the idea of the IFIP President and my colleagues within DPSS

• Opinions of some members of the ENSP 15/07 were sought• The workshop was put as a formal activity of the

Competency Area• An Organising Committee was formed and we have today.

The ultimate goal of the workshop

• That members in attendance today could form the nucleus of the envisaged ongoing activity in this regard, with CCIW continuing to take the lead.

• Present the results of this workshop to the next IFIP TC9 Annual meeting to be held at the University of Pretoria in September 2008

• The establishment of a Working Group (WG) under TC9 of IFIP, and in particular an African chapter of that WG that could hold an annual or a bi-annual workshop of this kind

• Keep the Science, Engineering and Technology researchers working closely with the military in areas of mutual interest and potential benefit.
