A MESSAGE FROM THE DISTRICT ADMINISTRATOR In a few short weeks we will be welcoming our students for the 2017-18 school year. We are excited and cannot wait for their arrival! The hallways of the school buildings are definitely too quiet. While the students have been spending time with their families and making new friends over the summer, we have been hard at work prepar- ing for their return. Thanks to the support of our community, we have had many new projects start over the summer, as well as the continuation of several ongoing projects. These projects include: The installation is underway for the new camera and surveillance systems at the high school and middle school. The Village gave the final approval for the fiber optic link between our middle school and high school. The District continues to explore expansion of this network. Controlled Keyless Access Systems are in the process of being installed at the high school and middle school. Additional external lighting will be added at Viking before the start of the school year. New physical education lockers will be added at the middle school. A new 4K playground was added at Prairie View. Construction of the district office addition continues. Through the partnership between Nutrition Services and the FFA, students will be provided 10,000 lbs. of potatoes, 15,600 ears of corn, and fresh pork from the 16 hogs the FFA is raising. This is in addition to the chickens and fresh vegetables from the greenhouse at the high school. Online registration for new families will be coming soon. After one year in Oshkosh, I moved back to the area where I taught 4 th and 5 th grade within the Onalaska School District. During my time in Onalaska, I graduated with a Masters of Arts in Education from Viterbo with a principal license and a direc- tor of instruction license. My first principal job was in the G-E-T School District as the Trem- pealeau Elementary principal and K-8 Director of Instruction. I have experience team teaching, cre- ating assessments, writing curriculum and build- ing positive relationships with students, staff and community members. In the coming months I look forward to meeting the community, staff and especially the students! I believe in open communication and collabora- tion because if we all work together we can achieve our vision of educating students to become global citi- zens. In a few short weeks we will be welcoming our students for the 2017-18 school year. We are excited and cannot wait for their arrival! The hallways of the school buildings are definitely too quiet.

Credit Overview The financial stability of the school district is an important ingredient to success. Our primary mission is to work with parents to develop our children into good and productive citizens. But, this can only be sustained over the years if we have the recurring financial means. One way the Dis-trict makes sure its financial management is running effec-tively is to have a qualified external review. Moody’s In-vestors Service offers one such independent review. Be-low is a summary taken from the District’s 2017 review. I trust you will find this informative as a community mem-ber. “The credit position for Holmen SD is strong, and its Aa3 rating is equal to the median rating of Aa3 for school districts nationwide. The nota-ble credit factors include a very healthy finan-cial position, a strong socioeconomic profile with a solid tax base, a mid-ranged pension bur-den and an affordable debt liability.

Finances: Holmen SD has a robust financial position, which is favorable with respect to the assigned rating of Aa3. The district's available fund balance as a percent of operating revenues (28.8%) exceeds the US median. On the other

hand, the net cash balance as a percent of reve-nues (19.7%) is slightly lower than the US medi-an.

Economy and Tax Base: The economy and tax base of Holmen SD are healthy and are a modest credit strength when compared with the assigned rating of Aa3. The district's total full value ($1.6 billion) is consistent with the US median and increased markedly from 2013 to 2016. In addi-tion, the full value per capita ($77,616) approxi-mates the US median. Lastly, the median family income is a healthy 120.6% of the US level.

Debt and Pensions: Holmen SD has a managea-ble debt and pension burdens in line with the assigned rating of Aa3. The net direct debt to full value (1.3%) is slightly below other Moody's-rated school districts nationwide. The Moody's-adjusted net pension liability to operating reve-nues (1.1x) is under the US median. Yet, this ra-tio unfavorably increased between 2013 and 2016.

Management and Governance: The ability to generate balanced financial operations indicates sound financial management. In recent years Holmen SD approximately broke even and con-currently, the tax base generally improved.”

The Transportation Department is planning an informa-tional mailing to district families during the week of Au-gust 7, which will list school bus stop locations, your driver’s name, bus number and tentative pick up/drop off times. Additional information will be available on the district’s website. Parents should contact the Transpor-tation Office at 608-526-4752 if they have not received this mailing by August 18. As of August 16, 2016, the Wisconsin Department of Transportation (DOT) implemented a new warning light system for all school buses. A vehicle approaching a school bus with an 8-light warning system must do the following:

AMBER WARNING LIGHTS This is a caution-ary message that the bus is coming to a stop and will soon be activating its red warning lights. Traffic is allowed to bypass the school bus with care.

RED WARNING LIGHTS Stop at least 20 feet from the bus and remain stopped until the bus resumes motion or the driver extinguishes the flashing red warning lights. Failure to do so will result in a mini-mum fine of $326.50 and four points. This law does not apply to vehicles driving in the opposite direction on a divided highway but does apply if no barrier is present on multi-lane street or highway.

NOTE—A vehicle that ap-proaches a stopped school bus that is displaying flashing red warning lights must stop, re-gardless if the stop arm is out or not (Ss.346.48(1).

School District Annual Meeting

The School District of Holmen’s Annual Meeting will be held on Monday, September 25 in the Board Meeting Room at 8:00 p.m. A Budget Hearing will occur prior to the meeting at 7:00 p.m. The Annual Meeting plays a special role in the governance of a school district. Elec-tors at this meeting have special powers reserved to them as a body. Please attend or view the recording online, on our YouTube channel: SDHolmen. Electors at the annual meeting will: Set school board members’ annual salaries Authorize payment of actual and necessary expenses

of board members Vote for a tax for the operation of the

Every year, we ask our schools to nominate someone who has made a positive contribution to the education of its students and yet is not an employee of the School District of Holmen. Criteria considered in the selection process might include: time commitment, assistance with in-school and out-of-school activities, advancement of the educational program for students, and the effect of the person’s support has had beyond the classroom and/or building. For the 2016-17 school year, the following individuals were chosen for this honor:

2017-18 School Board Student Representative Andrew Pfaff

Welcome back to school! I hope you all had a fun and rewarding summer full of new experiences and relaxation. Alt-hough I’m sure not all of you are excit-ed for the new school year, we can all agree that school is an important place of learning for everybody. Here at Holmen, we are uniquely gifted with wonderful educators, administrators, staff members, and students that are caring and filled with knowledge.

As we begin the school year I would like to wish you all good luck! I hope all incoming kindergarteners have fun beginning their journey of education, all incoming 6th graders enjoy their transition to middle school, all freshmen appreciate their first year of High School, and all Seniors have a wonderful last year in our district as students. This school year, I wish you all the best of luck with your academic and athletic endeavors.

As your Student Representative, I have some words of advice for all students district wide. First, have fun with the new school year and make new friends. Sec-ond, try new things such as joining a club or playing a sport this year. Third, study and work hard to keep your grades up and make your dreams a reality. All in all, make sure this school year is one to remember!

A new school year is a fresh start for all of us. No mat-ter how your previous school years went, you can al-ways improve and continue to strive for greatness. I encourage you all to look back on the previous school year and reflect on the many challenges and accom-plishments you’ve had. Pay Attention to Attendance: Keep Your Child on Track for Success! By Lalisha Olson, Student Services Coordinator

Showing up for school has a huge impact on a student’s academic success starting in kindergarten and continuing through high school. Even as children grow older and more independent, families play a key role in making sure students get to school safely every day and in helping children understand why attendance is so important for success in school and on the job.

According to Attendance Works, students should miss no more than 9 days of school each year to stay on track to graduation. Absences can be a sign that a student is los-ing interest in school, struggling with school work, or facing some other potentially serious difficulty. By 6th grade, absenteeism is one of three signs that a student is at risk for not completing high school. If a student misses 10% (averaging 1 day every two weeks) or about 18 days of the school year, it can drastically affect their academic success. Attendance is an important life skill that will help your child graduate from high school and maintain a job.

What can you do? Make school attendance a priority: Talk about why it is important to attend school, and keep routines for school work and bedtimes. Don’t keep your child home unless they are truly sick - complaints of headaches or stomach-aches could be signs of another problem. You could dis-cuss these with the school nurse, counselor or your pri-mary care doctor.

Help your child stay engaged: Talk with your child about their classes and whether they feel engaged. Stay updated on their academic performance by checking their work sent home, notes from teachers and/or grades in Infinite Campus. Keep up on your child’s social contacts, and encourage meaningful activities to be engaged in at school. If you have concerns about any of these things, please reach out to your child’s school - principals, teach-ers, and counselors want to work with you to ensure your child’s success.

Communicate with school: If you begin to notice changes in your child’s behavior or attendance, reach out to your child’s school. Sharing information between home and school can help develop a plan for success. If you are struggling to get your child to school, reach out to the school’s principal, other parents, or community agen-cies. They can work with you to help improve your child’s attendance so that they can become successful adults!

Meal Prices for the 2017-2018 School Year

Parents/guardians are asked to make a prepayment to activate your family account prior to August 31, 2017. Prepayments enable us to efficiently serve your student(s) the first day of school. Lunch checks can be made out to: S.U.N. You can put any amount into your account (for example, $25.00, $50.00, $75.00 or $100.00).

Please see the last page of this newsletter for registra-tion schedules. There will be cashiers at all schools to accept your meal prepayments and semester milk mon-ey at registration. (Remember, Semester Milk must be paid separately.) If, you are unable to attend open house or registration, please send pre-payments to your child’s school, attention Food Service. A family account serves all of your children; no matter what building they attend. Please write your Family ID Number in the memo section of your check or on your cash envelope. Do not use your child’s PIN num-ber. The Family ID Number ensures that your money is deposited into the correct family account. Please help ensure that lunch lines move smoothly by reminding your child of his/her PIN number. Practice on a calculator pad with your child.

The 2017-2018 Kindergarten students will receive their Family ID and PIN Numbers by mail in mid-August.

All debits and credits will be posted to your family ac-count daily. When your family account is at $10.00 or lower we will send you a reminder via email that your account needs attention. The Cashiers verbally inform students when their lunch accounts are low. This is your notice to send lunch money to school as soon as possible. Parents/guardians are responsible to keep a positive family account balance. Students are not al-lowed to use their family account if the account has no

money in it. You may request a print out of your ac-count at any time by calling the Food Service Secretary at 526-1325. Family balances can also be checked on the Holmen School District web site at www.holmen.k12.wi.us.

Notice Parents/guardians of 6th through 12th grade are reminded that individual students may be blocked from ala carte spending from their account per parent/guardian re-quest. Students may pay cash for extra items. We will not be able to set spending limits on student accounts. Call our office if you wish to block spending beyond a traditional breakfast and lunch. If you have blocked ala carte purchases in previous years and wish to continue please make sure you make a new request. Call our of-fice if you wish to block ala carte.

Free/Reduced Meals Families who are experiencing economic hardships are eligible for free or reduced meals. You may request an application by calling the Food Service Office at 526-1324 or 526-1325. Free and Reduced status is com-pletely confidential. Only authorized Food Service per-sonnel have access to this information. For rapid pro-cessing, please return applications to the District Office located at 1019 Mc Hugh Road. New this year, online applications through the parent portal!

Online Payments through the Infinite Campus Parent Portal: The School District of Holmen provides parents/guardians access to their student’s lunch account infor-mation via our web-based Campus Portal. The Campus Portal provides families the flexibility to pay online at any time, using credit or debit (Master Card, Visa, Dis-cover) or checking/savings account.

This program provides instant access to these funds by the students. The processing fee for online payments is $2.00 per transaction. There will be a $5.00 returns fee charged to accounts that come back with non sufficient funds. We want you to be comfortable accessing your student’s information so that you can monitor your stu-dent’s account. Family meal accounts can be accessed online at www.holmen.k12.wi.us > Infinite Campus Parent Portal.
