The Archifest Pavilion is envisioned to be the physical manifestation of the spirit of Archifest this year

- Exhale.

It is imagined to be a temporary, outdoor recreational venue which reinvents our experience of a

public space in Singapore, providing a comfortable, unique and multi-sensorial experience of the

city to be enjoyed by everyone.

The Pavilion should serve as experiential urban respite and offer opportunities for users to reflect

and view the surrounding in a different light.

2. Reimagining “Public Spaces” through landscape

The Pavilion should be a place of enjoyment for a broad cross section of society and provide a

spatial platform for innovative programming. Its landscape should form a synergy with the pavilion

and complement the theme.

3. Specificity of the site

The Pavilion should react to the site’s pace of lives of the working class, address macro issues such

as Singapore’s climate, local culture and also site-specific conditions such as the site’s history and

accessibility in the proposal.

4. Visual Communication & Connections

The Pavilion should also serve as an intriguing urban art-piece that creates visual communication &

connections that bring out the theme for passers-by and people viewing from the adjacent blocks.

5. Zero-waste

The Pavilion should be designed with minimal waste and minimal damage to the environment.

Designers are encouraged to use smart techniques including recycled materials, innovative

technology, energy efficiency and reduced wastage in the overall design. Proposals should also

consider the after-life of the Pavilion and the re-use of the materials once the Festival is over.

On top of addressing the key issues stipulated, the Pavilion must address the following

programmatic and technical requirements:

1. Weather proof area for exhibition integrated as part of pavilion;

a. Estimated length for SIA + SILA exhibition required - 30m

b. Estimated length for other exhibitions required - 10m

2. Interesting lighting strategy that complements the pavilion design to its surrounding context in

the evening;

3. A sheltered learning & gathering space for workshops; (approx. 50 seated pax)

4. No disruption to the circulation on site with linkage across both Zoysia Lawn plots;

5. Cater to specific events:

a. One-night-only launch party (approx. 300pax)

b. Gathering spot for Architours (approx. 100 pax per tour)

c. Cater for a slideshow-based exhibition requiring an estimated space of 36sqm. There

should be a consideration in space planning for viewing of exhibits and installation of

LCD screens x 2 (approx. 42” sized).

6. Other requirements:

a. The Pavilion will be classified as “Temporary Structures” with loading of no more than

5KN/m2.

b. The Pavilion proposal must comply with relevant fire and safety codes, and statutory

requirements with regard to Temporary Structures.

c. The Pavilion proposal must comply with LTA’s Regulation 6 of the Rapid Transit Systems

(Development and Building Works in the Railway Corridor and Railway Protection Zone)

& Rapid Transit Systems (Railway Protection, Restricted Activities) Regulation 1997 and

its amendments.

d. Design proposals are expected to adequately consider services requirements such as

power points locations, lighting points, electrical consumption, generator location etc.

e. The Pavilion proposal must be naturally ventilated and

provide thermal comfort for its users. Use of fans to facilitate

cooling is allowed and any fixtures required will be included in the Pavilion budget.

f. The Pavilion proposal must include a lighting strategy/plan which addresses all issues

and requirements. Any fixtures required will be included in the Pavilion budget.

g. The Pavilion proposal must consider the installation and performance of AV and

sound systems in the design. Any AV and Sound system fixtures required will NOT be

included in the Pavilion budget.

h. The Pavilion proposal must include landscape maintenance

strategy for the two weeks festival if plants are to be considered as

part of the design.

i. Winning team shall work with SIA and take into consideration requirements that might

arise during the operation of the Festival such as Public Liabilities coverage,

Temporary Change of Use (FSB) & Insurance.

j. The proposed Pavilion design must be independently supported and

must not have any fixtures or support onto the existing structures in the park.

k. The Pavilion should relate to the other programmes in the urban context (other

exhibitions, F&B or retail facilities housed in the surrounding buildings).

project budget

The Pavilion must be built at a cost of SGD$75,000 (inclusive of design development, appointment

of contractor, construction, procurement and installation costs of all fixtures, maintenance,

dismantling and returfing of the site). This budget does not include any authorities’ submission fees

which will be borne by SIA.

They are allowed to partner other companies (builders, suppliers, sponsors, etc.) to supplement the

project budget in order to execute the design. SIA/SILA will give acknowledgement rights to

Pavilion Partners and support the partnership through its marketing collaterals and on site publicity.

If selected, teams will be engaged as turnkey providers (Architect-led design and build).

With that, the team MUST include:

1. A Qualified Person (QP) who is a SIA Corporate or Fellow Member (collaboration with

Accredited Landscape Architect who is a SILA Full Member is encouraged); and

2. A Builder who is capable of executing the design within timeline & budget.

Student groups or designers from other disciplines who wish to take part in this competition must

ensure that their project team fulfils the above requirement.

The designers will be required to come up with a proposal for the site addressing the brief as

outlined in Section 2 (The Brief).

The designers will also be required to attend a pitch together with proposed builder to the Jury to

present the submitted proposal.

Submissions must include:

1. DIN A2-sized Submission Panels x 2

Two (2) panels of A2-sized sheets, mounted on exhibit-ready 594mm (W) by 420mm (H)

white compact-foam panels. The board should not be framed in any way. The boards are to be

laid out in landscape format showing the following:

a. Pavilion Name/Proposal Title including necessary write-ups and annotations to explain

idea.

b. A site plan at 1:50 scale, showing the roof plan of the design in relation to the

surrounding environment - the relationships within the proposal in context of the site.

c. Floorplans in 1:50 scale indicating layout and critical dimensions.

d. Elevations and sections in 1:50 scale indicating layout and critical dimensions.

e. At least two perspectives: one to illustrate the external Pavilion, and one to illustrate the

internal spaces.

f. Concept sketches or diagrams as the designer considers appropriate to explain ideas

and construction techniques.

g. Board sequence should be labelled at the back of each board (i.e. Board 1, Board 2)

2. DIN A4-sized Design Report

An A4-sized design report in PDF format that contains:

a. A 300-word write-up of the proposal

b. Cost estimate to demonstrate compliance with the budget of SGD75,000

(inclusive of details as per appendix III). Cost estimate should include any additional

sponsorship/support by partners

a. CV of builder

3. Soft Copies in CD

A CD containing soft copies of the following in high-resolution jpeg/tiff format (of at least

150dpi):

a. drawings, images and photos contained in the boards and design report (images must be

in CMYK mode with a resolution of at least 150 DPI),

b. the design report (in MSWord and PDF formats),

c. images of board layout (in PDF format).

At the time of submission, the competitor shall submit:

i. A SEALED envelope containing the Identification Form (Form 2) and Declaration Form (Form 3);

ii. A package, bundling the following items:

a. two (2) A2 boards (landscape format),

b. the A4-sized Design Report, and

c. a CD containing softcopies of images, report and board layout.

The Identification Number (DIN)

Comprising of one alphabet and three digit-numbers shall be created by the competitors and

indicated on the top right-hand corner of all items submitted (i.e. all Entry Forms, the Report, the A2

boards and the CD).

The envelope with the Identification Form shall be opened after the Judging Panel has made final

decision on the short-listing entries. Nonetheless, at no time shall the competition materials (boards,

report, graphics, etc.) bear any information which may reveal the identity of the competitor.

Breach of these requirements may be taken as grounds for disqualification.

The Jury Panel will pick the winning scheme from the shortlisted entries based on

the following four criteria:

i. Intellectual and conceptual strength in relationship to festival’s theme

ii. Sensitivity to site and cultural context

iii. Potential of successfully engaging the general public

iv. Buildability (timeline and budget)

Submission to the competition shall be excluded from consideration for any of, but not limited to, the

following reasons:

• If it is received after the closing time and date stipulated;

• If a competitor/firm discloses their identity, or improperly attempts to influence the Jury’s

decision; or

• If the design is found not to be the original work of the declared competitors.

The winning scheme will also be appointed by SIA to be realised.

The winning team will be commissioned to develop the design with the Archifest team and will receive

a professional fee of $8,000.

In addition, up to two other shortlisted entries will each receive a reimbursement of S$1,000 to help

defray part of the expenses involved in the competition.
