Archifest 2014 Pavilion Competition

Archifest 2014 is a two-week long festival from 26 September 2014 to 11 October 2014, organised by the

Singapore Institute of Architects (SIA). In its eighth year running, Archifest 2014 is not only a festival that celebrates Singapore’s urban environment, but also a nurturing ground for reflection,

question, collaboration and experimentation.

Taking place at various venues across Singapore, the festival is a platform for local and regional communities of creative individuals,

thinkers and enthusiasts of the built environment to engage each other and the members of the public. It aims to provide a stage

where change is envisioned and initiated.

The theme for Archifest 2014 is Crowd.

Crowd will be a festival about people. It is also about process – the process of bringing together great minds and resources to create better places for everyone. Crowd carries different meanings in different contexts. The festival seeks to open up the discussion to investigate how

the notion of Crowd operates and contributes to architecture and urbanism:

Collective IntelligenceHow individuals, connected by various means, can share ideas, collaborate to form collectives,

make incremental changes, and produce great impacts.

Community CapitalHow people, connected by the place they shared, leverage on social capital to build better

places for everybody.

The festival will discuss and test how architecture, the city, and the role of architects itself can be challenged and changed by this notion.

Theme

Physically embodying the spirit of the festival, the Archifest Pavilion functions as the main base of operations where the various events start from or run within the space. It is a place

where ideas can be discussed, shared and learnt during the festival.

Opening up as a competition to architects, the Archifest Pavilion is to be an architectural experiment to explore different ideas to redefine and innovate the spatial experience of a

public space within Singapore’s context.

Specific to this year’s theme of ‘Crowd’, the pavilion centralises around the idea of people and their ability to empower change within the city. Emphasis of the design would be on the idea

of an architectural experiment of how the pavilion is flexible enough to accommodate people and different activities both spatially and programmatically.

Pavilion

The site for this year’s pavilion is at Marina Bay Event Plaza. Located in the heart of the Marina Bay Sands district, the site offers a stage appropriate for the festival to be brought to

the international level.

Situated right outside of the Marina Bay Sands Shopping Mall, the Event Plaza at Marina Bay Sands is one-of-a-kind in this region. With a seating capacity of up to 10,000 people, the Event Plaza supports various themed events such as outdoor concerts and performances.

As indicated on the map (refer to Appendix III: Site Plan), the pavilion designs must be made within the demarcated area on concrete pavement at D3 and D4. Activities could spill out to

the outdoor space on timber steps at D1 and D2.

Site and its Potential

The pavilion is envisioned to be an architectural experiment where participants are encouraged to test architectural ideas in developing the pavilion while adhering to the theme of ‘Crowd’.

The vicinity of the site is currently frequented by a various groups of people such as tourists, businessmen, joggers and cyclists. This presents an interesting meeting point for these diverse

crowds who use the site in different manners and at different pace.

Seen as an urban intervention, designs for the pavilion are also to be site contextual in response to the different groups of existing users of the site.

Architecturally, the pavilion could be designed as a porous space that allows visitors and frequent users of the site to permeate or weave through the pavilion from the concrete

pavement to the steps. Seen as a transition point, designs can explore spatially how users interact with the pavilion and with the site.

Architectural Experiment

The pavilion is to be planned with the idea of space-sharing for different programmes. A newly introduced anchor programme this year is a café.

Thus, the pavilion is to be designed primarily as a café that sufficiently flexible to accommodate other secondary programmes.

The basis of the Pavilion is premised on how the café area can be configured to cater to the various events and fringe activities that would be held within the space. The café area will

function as an active platform, where ideas can be shared and where the public can learn about architecture.

During events such as workshops and talks, a portion of the cafe area can be segmented to allow these activities to take place. On other occasions, the cafe area would solely occupy the entire pavilion space. Furniture can be shifted around to accommodate the variety of programmes that would be present within the space. Architecturally, designs can explore

different possibilities of this strategy of programme sharing through creative ways of partitioning or demarcation to indicate a change of use.

Space-Sharing

Additionally, provisions to the pavilion are also to be made for the following secondary programmes to support its operations in the aspects of environmental, technical and spatial:

Environmental

1) Zero-waste

Plan for after-life of pavilionConstruction materials to be reused or upcycled

2) Weather-proofing

All areas and programmes within the pavilion, with the exception of the exhibition area, are to be under shelter and kept dry during rain;

Weather-proofing is especially so for the designated locations of the stage and for sound and AV equipment.

3) Improved Visitor Comfort

Naturally Ventilated Spaces with constant air flow with minimal blockage, even when areas are segmented out for fringe events and other activities;

Adequate Daylight provision (in the day);Sufficient lighting strategies (in the night).

Lights are to be turned off momentarily during the Marina Bay Sands Light and Water shows at 8pm and 9pm daily and additionally at 11pm on Friday and Saturday.

Spatial

4) Flexible Cafe Area

Explore various layout and configuration possibilities to segment out the spaces;Must include a lockable counter;

Kitchen design is not necessary, but space should be catered for;Adequate Seating Area with adequate shelter for visitors/ cafe users

(approx 50 seated px);Stage area for Events/ Talks;

Incorporate Exhibition Space to display panels and models (can be held outside as well);Transitional Area for people to move to the timber steps without obstruction.

Provisions & Considerations

The Pavilion is to be built at a cost of S$50,000/- (inclusive of design development, appointment of contractor, construction, procurement and installation costs of all fixtures, maintenance, dismantling). This budget does not include any authorities’ submission fees

which will be borne by SIA

The appointed winner of the competition is allowed to partner other companies (builders, suppliers, sponsors etc.) to supplement the project budget in order to realize and

build the design. SIA will give acknowledgement rights to these parties as Pavilion Partners and support the partnership through its marketing collaterals and on-site publicity.

5) Accommodation of various key events

Opening Launch Party for one night only (approx. 300 px);Meeting Point for ArchiTours (approx.100 px per tour);

Workshops (approx.30 px each).

Note: The pavilion need not hold the entirety of the visitors for the larger scale events (Opening Launch Party or Closing Party), visitors can spill out to the steps or around the

vicinity of the site.

Technical

6) Counter Area

To display food items for sale;Serving and Making of Light snacks and Beverages (such as Coffee & Tea);

Allow space for equipment for making F&B (eg. espresso machine);For cafe staff to attend to customers;

Lockable storage at counter to be provided for the purpose of security.

7) Storage Area

To provide storage of festival collaterals and volunteers’ and staff personal belongings;To be locked up at all times.

8) Other Requirements

Pavilion will be classified as a “Temporary Structure” under BCA Guidelines; Pavilion design must comply with the relevant fire and safety codes, and statutory

requirements with regards to Temporary Structure;Pavilion design is expected to adequately consider Mechanical and Electricity services

(such as power points, lighting points, electricity supply, water supply etc.)

Provisions & Considerations (Cont’d)

If your design proposal has been selected, the team will be engaged as turnkey providers (architect-led design-and-build). Thus, the team MUST include the following personnel:

A Qualified Person (QP) who is a SIA Corporate or Fellow Member;A Builder who is capable of executing the design within the stated

timeline and budget.

Student groups and/or designers from other disciplines are required to include the follow personnel within their project team in order to realize their pavilion design proposal.

The following people are not eligible to take part in this competition:

Competition Jurors;Colleagues of the jurors;

Archifest Committee Co-Chairpersons Archifest Festival Team

Participants are required to develop a design proposal for the pavilion on the site addressing the Design Brief. The deliverables are as follows:

1) 2 x A2 (594mm W x 420mm H) Panels (Landscape) mounted on exhibit-ready white compact-foam boards

Panels are to have the following information:

Pavilion Name/ Proposal Title and Write-up(s) 2 x Perspectives (Interior; Exterior)

Floor Plans (of suitable scale)Site Plan (of suitable scale)

Any other essential drawings Diagrams to illustrate the idea

Labels indicating Board sequence, pasted at the back of each board (Board 1, Board 2)

2) 1 x A4 sized design report (PDF Format) 300 word write up proposal

Cost Estimate showing compliance with the budget of S$50,000, inclusive of any additional sponsorship/support by partners

Portfolio/CV of selected Builder

3) Soft Copies of the above documents in a CD/DVD JPEG/TIFF/Flattened PDF format of Panels (at least 150dpi, CMYK mode)

Design report (in Word .docx and PDF .pdf formats)

4) Filled up Hard Copy Entry Form

Note: Submitted designs are NOT to bear any motto, logo, or distinguishing marks of any kind to identify the firm submitting the design.

All documents are to be submitted directly to Singapore Institute of Architects (SIA) to the following address:

Submission would have to be done before the deadline on 17th June 2014 (Tuesday) at 1200hrs

To facilitate the submission procedure and maintain the anonymity of the participating teams, all entries would be submitted to the Singapore Institute of Architects (SIA) and submission by

post is not allowed.

During the submission, the participating personnel shall submit all documents in a sealed opaque package containing the above fore-mentioned documents:

2 x A2 (landscape) panels mounted on foam boards;1 x A4 Design Report;

1 x CD/DVD of softcopy of documents; 1 x Completed Hardcopy Entry Form.

The participating personnel will devise their own 5-letter identification code (comprising of 2 alphanumerical letters between A-Z and 3 numbers 0-9) as their own unique identification code which is to be filled up on the top right hand corner of the entry form and affixed on the

top-right hand corner of their submitted panels and design report.

An acknowledgement of receipt (with the Identification Number) will be issued at the time of submission.

The Competition Entry Form and participants’ information shall only be revealed after the Judging Panel has made their final decision on short-listing the entries. Nonetheless, at no time shall the competition materials (boards, report, graphics, etc) bear any information which may

reveal the identity of the participating personnel(s).

Submission Procedure

The Competition will be carried out in 4 separate phases of Registration, Competition, Judging and Realisation.

Schedule of Events

Queries can be sent through email (in English) before 26 May 2014, to the Archifest Secretariat at [email protected].

Emails relating to additional queries shall clearly state “AFPDC2014 Q&A” as the subject heading. Upon receipt of the emails, the Archifest Secretariat will acknowledge the email

response which would indicate the official registration for a response.

Note: Personnel within the Jury Panel is subject to change and to be confirmed on a later date.

Jury Panel

The Jury panel will select the winning scheme from the shortlisted entries based on the following criteria:

Adherence to this year’s Festival Theme Innovative Interpretation of Architectural Experimentation and Programme Sharing

Sensitivity to Site Context and its existing users and engaging the publicWorkability and Buildability of Designs (within the given timeline and budget)

The winner will be selected and awarded with the privilege of realizing the chosen design scheme, along with any honorable mentions, as deemed fit by the organizing committee.

The organizers withhold the right to refrain from selecting any winner, and are able to refuse the realization of the Pavilion in the event that the shortlisted submissions are considered to be

not up to par.

Judging Criteria

The following will be taken as grounds for disqualification of the submitted entries

Late submission of entries beyond the stipulated time and date;Incomplete entry forms/ essential documentation;

Indication of identity of participating personnel or his/her company on any material other than the entry form;

Design is found to be not the original work of the declared participating personnel(s).

Grounds for Disqualification

The Jury Panel reserves the right to waive or vary any of the conditions in circumstances where in its view, the best interest of the selection exercise would justify the course of action.

The Panel’s decision is treated as final. No correspondence or appeals will be entertained once the decision is made. The judging panel is not obliged whatsoever to give any reasons for the

rejection of any submission.

Power of Waiver

The winning personnel(s)/team will be commissioned to develop the design with the ArchiFest organizers and will receive a professional fee of S$8,000/-.

Moreover, two other shortlisted entries will each respectively receive a reimbursement of S$1,000/- to help defray part of the expenses involved in the competition.

Prizes

SIA shall have the right to publish, display, reproduce or otherwise publicise or communicate all submissions, including all drawings etc., as submitted by the participant personnel at any

stage of the Design Competition. Such rights shall be exercisable by SIA without any payment, charge or fee whatsoever to any person.

All the intellectual property rights to the designs, drawings and all other items submitted relating to the winning scheme for the said project shall vest in and belong to the author

upon the announcement of the winning scheme. Upon submission of their design proposals, participants consent to grant SIA the rights to use all submitted documents for exhibition,

publication and publicity purposes.

SIA shall have the rights to use, adopt and modify the design scheme of the winner to suit end-users’ requirements as may be the case.

The participants or firms that submit entries shall indemnify SIA against any action. These include, and are not limited to, claims, damages, charges and costs arising from or incurred by reason of any infringement or alleged infringement of the use of patents, design, copyright or

other statutory or common law rights comprised in the designs, models, drawings and all other items submitted by them.

In addition, SIA has the right to retract and cancel any prizes awarded and refunded to SIA.SIA reserves the right to retain all submissions for the Competition for display after the

winning ideas have been announced. SIA will inform all participants in writing to collect those submissions no longer required by SIA within a specific period of time, after which, the works

will be disposed of.
