Spring has sprung in Brazos, and with it, so many wonderful events and activities for our community have also sprung up. We hope that you have been able to be out and about as we have been enjoying so many amazing community functions. Fort Bend is truly a great place to live, work and raise our families, and most importantly, get involved.

Educating ourselves about local issues and upcoming elections is a great way to get involved and stay informed in our communities. With the upcoming elections in May, now is the time to explore the issues, look at the candidates and make some important decisions. In this issue, we meet Richmond Mayor Evalyn Wendt Moore, who is running for re-election on May 10th. Readers may recall that Evalyn fulfilled the term of her late husband, Richmond Mayor Hilmar G. Moore, when he passed away in December 2012. She had some big boots to fill as her husband led the City for 63 years with his “no nonsense, hands-off” approach, and the new Mayor Moore has not only continued his legacy but has helped Richmond plan for the future with the passing of a new City Charter.

In this issue, we also celebrate April’s designation as National Autism Awareness Month. In keeping with our mission to educate our readers about important issues affecting our community, we are shining the spotlight on the Colwell family. You’ll meet Nicole Colwell, learn about her early diagnosis with Autism Spectrum Disorder and celebrate her success as part of Texana’s Bridge Pre-K program. Texana Children’s Center for Autism located in Rosenberg works tirelessly in our community to help children and families with autism, and they truly do an outstanding job. absolutely! Brazos is proud to support their annual Autism Conference scheduled for April 26th at Memorial Hermann Sugar Land. If you are a parent or caregiver wanting to learning more about helping children with autism, this event is a great resource.

Evalyn Wendt Moore, who com-pleted the term of her late hus-band, Hilmar G. Moore, and has announced her desire to continue leading the City of Richmond as mayor. “Richmond has become a place where each of us and our neighbors can peacefully raise our families, open and grow business-es and receive first class, premiere city services. This was Hilmar’s

legacy, it is my legacy, and most impor-tantly, it is the legacy of every resident of our great town.”

A sixth generation cattle rancher, World War II veteran, businessman and native Texan, Hilmar G. Moore led Richmond with a “no nonsense, hands-off” approach, and during his 63-year tenure as mayor, the town and resi-dents he cared so deeply about grew to nearly 10,000. The late Mayor Moore was dedicated to service and commu-nity, a passion that is shared by his closest confidante for the past 28 years,

the current mayor of Richmond: Mayor Evalyn Wendt Moore.

“Hilmar strived to make Richmond a better place to live, work and raise families,” said Mayor Moore, who is committed to continuing the level of secure, stable, conservative manage-ment demonstrated by her late hus-band. “For nearly thirty years, I’ve seen firsthand what it takes to help our city thrive. I know what it will take to attract new business and create good-paying jobs for our Richmond.”

Destined forGrowth and Prosperity

During Mayor Moore’s year and a half tenure leading the City of Rich-mond, she has done just that. With a focus on both preserving, as well as preparing Richmond for a bright, eco-nomically sound future, the City of Richmond passed a new City Charter under Mayor Moore’s leadership that will encourage a more favorable busi-ness climate in Richmond. What does that climate mean? Economic growth for the city and its residents. “The new City Charter will result in the arrival of more local businesses and an increase in prosperity for those businesses al-

ready here,” explained Mayor Moore. “This new charter strengthens our busi-ness climate to grow and attract more good-paying jobs to our community.”

Richmond’s previous charter was outdated for the projected growth of the area. Issued from the Republic of Texas in 1837, the old City Charter provided that Richmond’s annexation rights were under home rule. That means that the City did not have annexation powers; groups had to petition to be a part of Richmond. “Under the old City Charter, the City of Richmond con-sisted of 4.2 square miles,” explained Mayor Moore. “There were many areas around the City in our extraterritorial jurisdiction that we would have liked to annex but were restricted from do-ing so. Now, with the new charter, this ability has been granted to us, and we have already begun to grow through strategic annexations in those areas. There are approximately 42 square miles available for annexation by Richmond, and we are now selectively growing and will continue to do so. The future is very exciting for Richmond.”

Another benefit of the new City Charter is a further reduction of the tax burden on Richmond residents. The favorable business environment

created by the City Charter will assist businesses with their growth, develop-ment and contributions to the commu-nity. “By attracting more businesses, along with the success of our current businesses, we should be able to reduce taxes letting our families keep more of what they earn while boosting our local economy. We also now have Planning and Zoning capabilities, which will fur-ther strengthen our business and resi-dential environment.”

Preparingfor the Future –

Honoring the PastAccording to Mayor Moore, one of the

greatest challenges facing Richmond’s future is ensuring a long-term, sustain-able water supply. “Water is a critical issue that I will continue to work on in partnership with the other mayors in the county,” said Mayor Moore. “It is a priority for me, and I will ensure that Richmond becomes compliant with the Subsidence District mandate to reduce ground water pumpage by 30 percent by 2016 and by 60 percent in 2025.”

Mayor Moore believes in planning and preparation for the community that she has called home for over 35 years. “I am dedicated to Richmond’s future and the way we thoughtfully manage it toward even greater pros-perity. Richmond is my home, and it

is my family’s home. I believe it is the greatest city in the Lone Star State, and I am committed to keeping its future – and its heritage – alive and well.”

Mayor Moore’s commitment to com-munity stems from her deep family roots in Fort Bend. Her maternal grand-father, the late Hunter P. Harris, was a Fort Bend County Judge. His tenure followed directly after Hilmar’s father’s term as County Judge. Her parents, Billie Harris Wendt and the late Jack Wendt, have been active civic and busi-ness leaders in the community for over 60 years.

From former mayors to Richmond residents to lifelong friends, Mayor Moore has made an impact during her brief tenure as Richmond mayor.

Gurecky, former Rosenberg mayor and businessman. “Evalyn Moore understands what is needed to secure the future of Richmond, and she works cooperatively and effectively with other Fort Bend leaders to ensure that Richmond will be prepared for fu-ture growth. As mayor, I always considered the City of Richmond as our ‘Sister City,’ and we worked together as municipal partners. I have seen Mayor Moore continue this legacy of leadership in her tenure.”

Lifelong Friend and CommunityPhilanthropist Donna Kay Tucker

“I’ve known Evalyn Wendt Moore since junior high; we graduated from Lamar High School in 1962,” said lifelong friend and community philan-thropist Donna Kay Tucker. “She is a smart business woman, and what I admire most about her character is her kindness toward others. She leads by example. I know an elderly couple in Richmond who was being harassed by a neighbor. I called Evalyn and shared with her a brief report of what was happening to these Richmond citizens. Evalyn called the couple right away, visited with them, and they have not been harassed a single time since then. Evalyn even sent them a Christmas card. That’s how Evalyn operates. She believes in doing the right thing and standing up for what’s right. She loves the City of Richmond, and she treats everyone with re-spect and dignity.”

The election for Richmond Mayor is scheduled for Saturday, May 10th. Early voting begins April 28th and ends May 6th. All voting will be held at the City of Richmond Water Maintenance Facility, located at 110 North 8th Street, and election day voting is scheduled from 7 am to 7 pm.

“I am so proud of the wonderful job that Evalyn is doing leading our City,” said Billie Harris Wendt, proud mother and Richmond resident. “There is still much to do to keep our Richmond mov-ing forward, and I know that in Evalyn’s capable hands, our Richmond will con-tinue to grow and prosper while protect-ing our peaceful lifestyle and heritage.”

As the City’s first female mayor, Mayor Moore hit the ground running in her new role. Her first meeting was lit-erally the day she was sworn into office on December 17, 2012, and she hasn’t stopped since. During brief remarks af-ter being sworn in by Fort Bend County Commissioner Richard Morrison, she gave tribute to her late husband and his vision for Richmond. “Hilmar’s vi-sion for our City was pretty simple,” she said. “He said many times that Hous-ton is Houston, but due to farsighted mayors like himself, Richmond is a nice place to live.”

And, under the new Mayor Moore’s leadership and guidance, maintaining – and growing – that quality of life and philosophy continues with common-sense, conservative leadership. Leader-ship that would make the former Mayor Moore proud.

A Buzz-Worthy Partnership

S ince their inaugural season in 2012, the Sugar Land Skeeters have captured the hearts of

Sugar Land residents and baseball lovers throughout the Greater Hous-ton area. In turn, the organization has fostered partnerships with pillars of the Fort Bend county community for years to come. One such pairing is with Stafford-based Texas Direct Auto, the world’s largest independent auto dealership, who is proud to team up with the Skee-ters again for the third consecutive year in 2014 with the goal of making the upcoming season the best yet.

The Central Fort Bend Chamber and the Rosenberg-Richmond Auto Mile will proudly present Fort Bend Masters on April 14th at Pecan Grove Plantation Country Club in Richmond.

The tournament, which is scheduled for the day following the Masters, is the Chamber’s 29th annual Golf Classic. A pril is National Autism Awareness Month, which was designated in 1970 by the United States to educate our communities about Au-

tism Spectrum Disorder (ASD). Autism is a develop-mental disorder that affects the way our brain process-es information. It involves a person’s ability to interact and communicate with others. Typically, autism ap-pears during the first three years of life, but the sever-ity of symptoms is different for each individual. Some symptoms may not be defined as well as others and may be misdiagnosed. This is the reason that education of this disorder is so important, and early diagnosis of this disorder is essential.

Search for Answers

For the Colwell family of Sugar Land, the search for answers surround-ing problems their daughter Nicole was having was not an easy one. Linda Col-well, Nicole's mom, explained, "When Nicole was two-years-old, I noticed that she was not speaking much or trying to communicate with her peers. Nicole had frequent ear infections and had tubes put in her ears. I thought maybe the issues she was having were related to not being able to hear properly."

According to her mom, Nicole had been in daycare since the age of six months and remained until she turned three. "I did not get any reports from

the daycare about any behavioral is-sues or problems. I took some time off right before her third birthday, and it became apparent to me that she was not developing socially or academically as well as her peers."

Knowledge is Power

Colwell spoke with Nicole's pediatri-cian, and he suggested speech therapy. After having Nicole tested, it was deter-mined that she needed speech therapy. Nicole attended two 30 minute sessions every week. After further research, Colwell discovered that the Fort Bend Independent School District offered a program for children with developmen-Jeff and Nicole Colwell.

tal delays. After being evaluated at the age of three and a half, Nicole was en-rolled at the local elementary school and attended two 30 minute sessions each week. Even with four sessions of speech therapy per week for six months, Nicole was still not progressing as expected for her peer level.

Nicole began to have some behav-ioral issues, and Colwell suspected that her daughter may be autistic. "I asked her private speech therapist if she was aware of any program in the area that I might research on this disorder." Colwell found there was a program in Rosenberg: Texana Children's Center for Autism. A meeting was set and a psychiatric evaluation was scheduled to determine if Nicole was autistic. Thankfully, Colwell's search for an-swers led her to Texana.

A Light at the

End of the Tunnel

Colwell needed a full day program for Nicole, and she found that Texana offered both half day and full day pro-grams for autistic children. In March of 2013, Nicole was enrolled at Texa-na. In the beginning, Nicole was only able to communicate with a very lim-ited amount of single words. She was able to understand the alphabet and numbers, but she was unable to com-municate them. One of her behavioral issues consisted of throwing herself on the ground and crying when she could not complete a task, such as opening the door to let one of her cats inside the house. She would begin to cry and could not be consoled.

Nicole attends Texana's Bridge Pre-K program. The first part of the day,

she has one-on-one instruction, and the second half is in a classroom with other autistic children, as well as children that have no developmental issues. Nicole benefits from both. She has learned how to be flexible by having different therapists for her one-on-one instruction and observing appropriate classroom behavior from the children in the Bridge Pre-K program. Accord-ing to Lindsey Smith, a Board Certified Behavior Analyst with Texana, initial testing is done on the children and ap-propriate programs are written to suit each child. Their progress is monitored and adjusted as needed.

Texana also offers monthly parent meetings, which are a very valuable tool for both the parent and teacher, to monitor progress. Parents and teach-ers express concerns or problems they experience, and in turn, adjustments are initiated to correct any issues.

Smith reported on Nicole's amaz-ing progress. "I started working with Nicole in September of 2013. It used to take her a long time to warm up to other therapists when she did not in-teract with them on a daily basis. Now, she greets them by name when they speak to her. I would say that her most improved area has been her social in-teraction with peers and adults. She now uses three to four word sentences when speaking with friends. She loves to play outside and pull her friends around in a wagon. Nicole now engages friends into activities as opposed to just joining in with them."

Colwell stated that Nicole's progress has been amazing. She has gained con-fidence and likes to make her own de-cisions. Nicole can hold conversations with others, and she has learned how to take turns. "We were so fortunate to have found Texana. She would not be where she is today without them."

Nicole is on track to enter a kinder-garten program this fall which is age appropriate. Her future looks brighter than ever.

Fort Bend County Museum Asso-ciation’s annual fundraising gala, the Lone Star Stomp, returns to George Ranch Historical Park on Saturday, April 12th. This year marks the 25th anniver-sary of one of Fort Bend County’s most loved charity events.

The theme for Lone Star Stomp XXV, “Southern Belles & Beaux,” radiates classic elegance and true Texas hospi-tality. In celebration of the Stomp’s silver anniversary, the indoor arena at George Ranch Historical Park will be decorated in royal blue, silver and white, with mag-nolia flowers throughout.

Lynn Hewitt is serving as Chairman of the Event Committee, with Melody Hess as Live Auction Chair, Diane Elko as Silver Star Auction Chair and Kath-leen Randall as Silent Auction Chair. “Many people have watched the Lone Star Stomp grow from being under the stars at Dr. Cooley’s ranch to what the event is today. It is amazing to see the spirit and the support for the Fort Bend County Museum Association throughout the last 25 years,” said Hewitt.

Sitter earned his medical degree from the University of Texas Health Science Center. Coronary angioplasty is a surgical procedure that opens narrow or blocked arteries in the heart. A catheter, or flexible tube, is inserted into an artery to deliver balloons and stents to open the damaged arteries. Traditionally, the catheter is inserted into the femoral artery in the groin, but surgical breakthroughs now allow insertion of the catheter into the radial artery of the wrist.

According to the professional cardiology journal Circulation, utilization of the transradial, or wrist, approach has increased 13-fold in the five-year period from 2007 to 2012. The transradial angioplasty has been used extensively in Europe and other countries since it was first performed 20 years ago.

Bajid Basit, M.D., a cardiologist affiliated with Memorial Hermann who sees patients in Sugar Land, Rosenberg and Wharton, says transradial angioplasty is often safer than the traditional femoral artery procedure. “The transradial ap-proach significantly reduces complications for patients and provides a higher de-gree of comfort,” said Dr. Basit, who is board-certified in cardiovascular diseases, internal medicine and interventional cardiology. “Wrist access is almost painless and allows for a much more comfortable recovery after the procedure without the need for prolonged bed rest.”

Ninety percent of patients are candidates for the transradial procedure. Pa-tients who have undergone both groin and transradial procedures overwhelm-ingly prefer entry through the wrist. Coronary heart disease is very common and may lead to chest pain, heart failure or even heart attack if not promptly diag-nosed and treated.

F ort Bend County encompasses approximately 886 square miles, over 562,560 acres of varied ter-

rain from level to gently rolling. Cotton-wood, ash, oak and pecan trees are na-tive to the area. Land is prosperous with 11 square miles of small lakes, creeks and rivers. Three floatable, permanent waterways, the Brazos, San Bernard and Oyster Creek Rivers, contribute to fertile soil and successful farming.

Fort Bend is included in the top ten fastest growing counties in the United States. There are 17 incorporated cities impacting progress, forever reflective of the past and contributing to the future. One of the oldest areas dating back to 1819 with opulent history is the city of Kendleton.

Due east of the San Bernard River, Kendleton is located 26 miles south of

Sugar Land on Highway 59. Because of the convenient location to the river, this area was appealing to Elizabeth Pow-ell, considered to be the “Yellow Rose of Texas,” and her Jamaican husband. Her husband was a survivor of a shipwreck during the Mexican American War. During the late 1820s, they walked to Texas from Mexico and settled near the San Bernard River with a land grant from Mexico. Here she raised four chil-dren and built an early American double pen or dog run house, which is a house with two rooms separated by a hallway open at both ends.

Madame Powell, as Elizabeth Powell was known, also helped fleeing slaves by allowing them safe passage on her stagecoach. Travelers began staying at her home; she accommodated William B. Travis and Anson Jones and set up a resting camp for Santa Anna and his military troops before they traveled to Harrisburg. On April 26, 1836, when the Army began moving out, they burned the home and outbuildings. Elizabeth was one of the first Texans to place a claim with the government for losses incurred during the war. She later sold the land to her neighbor. The Powell Point School, named in her honor, was built in the 1890s on her land grant and later moved to a nearby settlement, eventually becoming a part of the Kend-leton Independent School District.

William E. Kendall, a lawyer and land agent, purchased a large planta-tion in the 1830s. After the Civil War, Kendall divided the land into 100 acre plots and sold them to freed African Americans at a price of fifty cents to one dollar an acre. Smaller plots of 25 to 60 acres were also sold. Many emancipated

slaves came to buy land with the inten-tion of farming cotton, corn, rice and sugarcane as free men. The land is still owned by many of the descendants of these former slaves.

This community was named Kendle-ton in honor of William Kendall’s com-passion and generosity. To facilitate growth in 1884, the Texas, New York and Mexican Railway Company built tracks between Rosenberg and Victoria, passing through Kendleton. Soon after, a post office and general store was es-tablished and commerce continued.

On May 2, 1939, hundreds of people witnessed a meteorite fireball over the sky in Houston, crossing over 44 miles and landing in Kendleton. The public was terrified and feared the end of the world as it plummeted to earth. By scien-tific calculations and photographs of the trail, astronomers traveled to this small community to study the terrain and dis-covered 13 complete stones and 15 frag-ments from around the area. Suitably, the meteorite was named “Kendleton.”

The community became incorporated in 1973, and the population increased to over 600. Fluctuating through the years, census in 2012 recorded 385 resi-dents although over 2,000 live in the area. Kendleton is an example of the actions of others that contribute to the good of man, yet another standard of the deep roots of Fort Bend County.
