Tooele County Health Department 2014 Annual Report

Message From the Health Officer, Jeff Coombs:

2014 was a banner year for public health and for the Tooele County Health Department. In March the department became the first health department in Utah and 23rd in the nation to become nationally accredited by the Public Health Accreditation Board. This accomplishment demonstrates our department’s commitment to providing Tooele County residents with the highest quality of public health services and demonstrates the capacity of our dedicated staff to deliver these services and programs in an effective and efficient manner. Our mission at the Tooele County Health Department is to serve our community as a leader in public health by promoting health, striving to prevent avoidable disease, assessing the health of our community, developing effective policies, providing services and education, and protecting the environment to ensure quality of life. We would like to acknowledge the continued support of our community partners, board members, and elected officials and recognize them for their commitment to helping us create a healthier Tooele County. This Annual Report contains a sampling of our department’s activities , interventions, and highlights from 2014.

Myron Bateman Steps Down as Health Officer After 36 Years of Dedicated Service.

After 36 years of dedicated service, Myron Bateman stepped down as Tooele County’s Health Director to take office as a newly elected Tooele County Commissioner.

In 2010, Myron became the first ever Health Officer from the state of Utah to receive the Health Officer of the Year Award from the National Association of Local Boards of Health Boards.

We would like to thank Myron for his many years of dedicated service and feel privileged to work with him in his new role as County Commissioner.

Jeff Coombs Becomes the New Health Officer for Tooele County

Jeff Coombs was appointed Director of the Tooele County Health Department.

Jeff has spent 24 years working for the TCHD and previously served the department as Deputy Director and Environmental Health Director.

The Tooele County Health Department Receives National Accreditation

On March 19th, 2014, The Tooele County Health Department was awarded Accredited status by the Public Health Accreditation Board becoming the first health department in Utah to receive this recognition.

The Live Fit Coalition Holds a Series of Weight Loss Competitions.

In 2014, 198 individuals participated in the Live Fit Coalition’s Fit to Win Weight Loss Competitions held in the Spring and Fall for a total weight loss of 538 pounds.

Online meal and workout plans, printable gym workouts, and monthly in-person fitness classes were provided.

The largest ever epidemic of Ebola struck West Africa claiming nearly 10,000 lives and tensions grew as confirmed cases were reported in the United States.

The TCHD closely monitored the Ebola situation and collaborated with local and state partners to ensure that we were prepared to properly handle a case in our jurisdiction.

In December the TCHD hosted an Ebola Table Top Exercise with community partners to discuss a collaborative approach to ensure community readiness.

The TCHD Visits Every School in the County to Administer Flu Shots

The Tooele County Health Department partnered with the Tooele County School District to administer 3,307 Flu Vaccinations to students in every school in the county during this year’s School Located Vaccination Clinic.

TCHD Launches New Web Page with Restaurant Inspection Results

The TCHD launched a new webpage making restaurant inspection records for all Tooele County food establishments available to the public online. (http://tooelehealth.org/food-establishment-restaurant-inspections/)

Evidence based research has shown that food establishments are less likely to violate regulations when their inspection records are online.

Tooele County Students Most Likely to be Vaccinated

In February it was announced that Tooele County leads the state of Utah in vaccination rates for school aged children.

Vaccination rates for students entering junior high school was 96%. The overall state average was 93%

The TCHD Conducts a Strategic National Stockpile Full-Scale Exercise

In July, the TCHD participated in a statewide exercise to test its ability to receive and mass distribute antibiotics during an emergency.

The TCHD receives Strategic National Stockpile assets from the state during a large scale event.

A Worksite Wellness Council Was Created to Promote a Healthy Workplace.

The TCHD created a new wellness committee to help establish a worksite wellness program.

The Live Fit Coalition made efforts to increase the percentage of local businesses in the county with wellness programs.

Environmental Health Scientists Conducted 453 Food Safety Inspections and 61 On-Site Wastewater Inspections

TCHD Extends Immunization Clinic Hours to 32 Hours per week.

The nursing clinic at the health department increased its hours of operation in 2015 from 16 hours per week to 32 hours per week. This change has resulted in an increased number of residents being able to receive immunizations.

Tooele County Makes Progress in its Fight Against Obesity.

Recent data from the County Health Rankings suggests that where as most counties in the state of Utah are becoming more obese, Tooele County has remained steady.

More Highlights from 2014…

The County received its first bike lane on 1000 North, and the Live Fit Coalition received a grant from the National Parks Service to develop a master plan for a Stansbury and Lake Point area trail system.

26 individuals were screened for skin cancer by TCHD nursing staff this November at a free skin cancer screening clinic. Of these 26 people, 8 were referred to dermatologists. Skin cancer is the most common type of cancer.

TCHD staff participated in the Great Utah Shakeout Earthquake Drill in April along with 860,000 other Utahans around the state.

TCHD Links People to Needed Health Services.

As of 11/15/ 2014 Tooele County had a total of 2,828 cases and 5,914 clients assigned to people approved for Medicaid and we have assisted in explaining to those people their Medicaid benefits and helping them choose an HMO and/or Primary Care Doctor and Dental options where available.

The Healthy Smiles Dental Clinic provided care for hundreds of residents with little or no means of otherwise obtaining dental care.

TCHD Works Towards Developing a Culture of Quality.

The TCHD seeks to apply and incorporate evidenced-based practices and interventions in its programs.

The TCHD continues its commitment to develop a culture of quality by striving to implement Quality Improvement Projects in every division of the department.

Currently the TCHD has projects to: • Review and Update 75% of Environmental Health Regulations by the end of the year

• Adopt state disease containment protocols and address local measures for disease

for disease containment and mitigation.

• Increase the percentage of WIC clients receiving vouchers.
