Practitioner (EAP) for the above-mentioned project. Nemai Consulting has been appointed to facilitate

the public participation process for the project.

The Scoping Report was subjected to public participation for a period of 30 days, has been finalised

and submitted to the DMR.

As per your meeting held with Nemai Consulting (Sameera Munshi and Daniel Ramosa) on 15

September 2016, please find attached the following:

One (1) hard copy of the above-mentioned Scoping Report, dated August 2016; and

One (1) electronic copy (cd) containing a copy of the Scoping Report, dated August 2016.

Response Blast Management and Consulting: 2.1 Impact on boreholes and dams Unfortunately we did not have any hydrological census information available to us at time of the report. In view of the Geohydrological report there are boreholes on the farms. The following list shows boreholes up to 2000 m from the box-cut. Regarding the vertical shafts – no blasting is to be done here as the shafts will be developed by means of raise boring. The expected influence from raise boring regarding ground vibration can be considered none at distances from 10 m and further. There are no other dams or boreholes within the 500 m from the box-cut area. 2.2 Impact on Buffalo: Pressure There are no specific research done that can be reported regarding the impact of blasting operations on Buffalo. Experience in this field is limited. Some work was done but much related to impact from air blast in nuclear blasts or bombs exploding – military impact (mainly indication of mid-air detonations occurring and the respective effect) or low flying aircraft impact. There is not much research done either in the field of farm animals in relation to blasting operations specifically with regards to social interaction defects or changes or the influence on wellbeing of animals. Personal experience as observed on projects has shown the following on farm animals:

• Cattle: Cattle seem to be very accommodating with regards to blasting operations. We have seen that for a first time blast, the blast will upset them. Reaction is shown in taking freight and running a short distance – maybe 10m to 20m – and then carries on grazing. Second blast they will only lift their heads and carry on grazing. Third blast no specific reaction was shown most of the time.

• House animals: Dogs are sensitive to vibration much more than humans and most probably

all animals. Significant vibration levels will have them reacting in barking, getting anxious and possibly running away in opposite direction. One can relate to what typically happens when crackers are fired over Christmas and Guy faux days. Loud noises will certainly have an influence.

Work was done by Larkin on wildlife and presented here are also some of his conclusions. Noise affects wildlife differently from humans and the effects of noise on wildlife vary from serious to non-existent in different species and situations. Risk of hearing damage in wildlife is probably greater from exposure to nearby blast noise from bombs and large weapons than from long-lasting exposure to continuous noise or from muzzle blast of small arms fire. Direct physiological effects of noise on wildlife, if present, are difficult to measure in the field. Behavioural effects that might decrease chances of surviving and reproducing could include retreat from favourable habitat near noise sources and reduction of time spent feeding with resulting energy depletion. Serious effects such as decreased reproductive success have apparently been documented in some studies. Decreased responsiveness after repeated noises is frequently observed and usually attributed to habituation. Military and civilian blast noise had no unusual effects (beyond other human-generated noise) on wildlife in most studies, although hearing damage was not an issue in the situations studied and animals were often probably habituated to blasts.

Weisenberger ME, Krausman PR, Wallace MC, DeYoung DW, Maughan reported on the Effects of simulated jet aircraft noise on heart rate and behaviour of desert ungulates. Journal of Wildlife Management 60: 52-61. Abstract quoted: Many landscapes underlying military designated air spaces have been established as national parks, wildlife refuges, or wilderness areas. The juxtaposition of public, wilderness, and military uses has led to questions of compatibility between aircraft and wildlife. We evaluated the effects of simulated low-altitude jet aircraft noise on the behaviour and heart rate of captive desert mule deer (Odocoileus hemionus crooki) (n = 6) and mountain sheep (Ovis canadensis mexicana) (n = 5). We measured heart rate and behaviour related to the number of simulated overflights per day (range = 1-7) and noise levels (range = 92-112 decibels [dB]) that animals were exposed to. We compared heart rates and behaviour of mountain sheep and desert mule deer before, during, and after simulated overflights (n = 112 overflights/season) during 3 seasons. The heart rates of ungulates increased related to dB levels during simulated overflights (P less than or equal to 0.05), but they returned to pre-disturbance levels in 60-180 seconds. Animal behaviour also changed during overflights but returned to pre-disturbance conditions in <252 seconds (P less than or equal to 0.005) All animal responses decreased with increased exposure suggesting that they habituated to simulated sound levels of low-altitude aircraft. J. Brouček conducted research and reported in a report: Effect Of Noise On Performance, Stress, And Behaviour Of Animals Of Nafc - Research Institute For Animal Production Nitra, Slovak Republic. Brouček reports that sudden sounds seem to be at the essence of behavioural activities of various animals. He is also clear that different animals or birds will react differently to different types and intensity of sounds. There is also strong indication that inhabitation occurs. The Animal Research centre at Onderstepoort, South Africa was contacted for information as well but to no prevail as studies in this field does not exist at Onderstepoort. There has been claims in the past of farmers claiming that the reproductively of pigs were severely hampered due to mining operations but no scientific evidence were presented for this. Work done by Richmond, Damon, Fletcher, Bowen and White considered the effect of air blast on animals from air blast in specific conditions. Animals were tested in shock tubes as well as research from other encompassed into the report. In this research work that was done to define the influence of air blast pressure and the resulting effect on different types and size of animals. Mouse, rabbits, Guinea Pig, hamsters, rat, dog, goat, sheep, cat and cattle were the subjects of this research. The research concentrated on the effect of short duration and long duration pressure pulses, orientation of subject, reflected shock or not and investigated the effect with regards to lethality, lung injury and eardrum rupture. This work was basis for estimates of pressure

and possible influence on humans and the required protection of humans in blast situations. Without going into all the detail of the report the following is a summary of the findings. Long duration and fast rising pressure pulses seem to have most influence on the wellbeing of animals. Long duration pressure pulses are also found in the blasting environment. Long duration pressure pulses are defined as pulses beyond 20msec, and short duration as pulses having duration of less than 5msec. Lungs are considered the critical organs in such a situation. The release of air bubbles from disrupted alveoli of the lungs into the vascular systems accounted for the rapid deaths. The degree of lung haemorrhage was related to the increase in lung weight and blast dosage. Smaller lung sizes were damaged easier. Larger animals showed threshold of petechial haemorrhage was near 10psi to 15psi (68.9476kPa to 103.421kPa) at long durations. Ear damage recorded in sheep showed 38% rupture were recorded at 21.4psi (147.548kPa) for long durations and severity of damage increased with the intensity of the blast. The following figure (Figure 15) shows the mortality curves for the various animals exposed to long duration pressure pulses.

Distance between source and receptor will certainly be a major consideration. The greater the distance, the lesser will the effect be of noise or air blast. There are various mines in South Africa and Botswana that has game reserve areas as part of mine property. New Vaal Colliery has some small game and Debswana Orapa Diamond mine has a rather large area with various animals and specifically also rhino. No specific observations on the animals were done by the author at these mines, but it leads to that if these animals survive a certain habituation must occur. A further example is the Alkantpan test range in the Northern Cape where large calibre canons are tested. Small antelope like Springbok is also found on the test range. There is certainly enough evidence that co-existence is possible. Review of the charging configurations and air blast levels expected it is clear that in order to induce lung / ear injury or death, animals will have to very close to the blast. This is excluding fright and secondary injury or from flying debris. It is certain that cattle will get used to the blasting operations, and possibly buffalo as well – there is uncertainty how buffalo will react. As an example review of the pressures required to cause lung damage in larger animals is at 10psi (68.59kPa) to 15psi (103.4kPa). This relates to air blast levels in the order of 190dB (L) and 195dB (L). Table 4 below shows that the levels expected to induce injury is much greater than expected from blasting in this type of operation even at distances of 50 m from the blast. The following table (Table 4) show air blast levels in dB and kPa at short increment distances from the blast based on the maximum charge used in this report. 2.3 Impact on Buffalo: Noise Probably a question that is not easily answered and added but not confirmed for accuracy yet by BM&C. Research done on the subject how to relate the actual blast noise from the air over pressure measured as noise is applied here. The evaluation of possible influence done in the EIA report is mainly based on the effects normally measured from blasting operations. Ground vibration, air blast and fly rock. It is a known fact that noise is also generated from blasting operations. Normally this noise component is very difficult to measure yet alone to predict. There are a significant number of factors that do have influence on the levels of noise. Noise evaluation considers similar aspects as for air blast evaluation with the main difference is that air blast is the

inaudible part of the noise function. The noise signal from a blast is normally of very short duration and difficult to be applied by noise specialists in any noise evaluation. Air blast and noise make use of the decibel scale for reporting of values; however for air blast a pressure is associated with the decibel level. Noise levels are also normally weighted to certain scales, such as A, B and C weighted scales and each is applied differently for different types of applications. In order to manage the levels of noise or to get an understanding of noise levels from the actual blasting process a conversion is applied to the predicted air blast (air blast is also known as air over pressure). Following the Engineering Toolbox’s1 calculation Table 5 shows expected noise levels associated with the sound pressure levels (or in this case air blast levels) predicted at the nearest point – Borehole Expl. Figure 3 shows the graphical response of the calculation. These calculations have not been done or tested prior by the author, but are included to try and give some estimate of noise levels expected. The noise levels calculated in Table 5 give indication of expected audible noise over the octave band of frequencies that may be presented due to the blast based on calculated air blast. Noise measurements are normally done over a range of frequencies. The exact frequency that noise from a blast will yield cannot be predicted. It will be in the audible range above 20 Hz. Figure 3: Expected noise levels for air blast In addition to the above calculation and supporting the values up to 125 Hz, two research papers for work done in this field indicated that there is an approximate 25 dB difference between measured air overpressure or air blast (dBL) and audible noise measured on the dB(A) scale2,3. Considering the above predictions and values it is estimated that the audible noise at the nearest POI could be in the region of 98.8 dBA per blast. This is estimated values. The result will be dependent on various factors such as preparation of the blast, wind, temperature etc. This calculation is only applied here to get some indication. It is uncertain how these levels will influence buffalo, there is unfortunately no clear research on the matter regarding buffalo. Figure 4 below shows general levels for different types of sources. In view of the 98.8 dBA calculated it is in the same order as next to a tractor or just less than a rock band. This is rough relationships and comparisons. It is however done to give some form of indicator.

3. Conclusion: Considering the above information it is certain that injury to animals such as cattle / goats and also buffalo is expected to be highly unlikely if kept away from the blasting area. The expected levels of ground vibration calculated do indicate that none of the boreholes, structures or dam will be negatively influenced. The levels of air blast predicted also indicate levels not capable of inducing injury to animals. The noise level prediction has not yet been tested by BM&C and is only provided as an estimate. The expected noise is very difficult to predict. However the level calculated seems to be within range of noise typically created by trucks or tractor or maybe a rock band based on the level only.
