NEWTOWN, Conn --(Ammoland.com)- The April 2011 NSSF-adjusted

National Instant Criminal Background Check System (NICS) figure of

843,484 is an increase of 15.2 percent over the NSSF-adjusted NICS

figure of 731,955 in April 2010.

For comparison, the unadjusted April 2011 NICS figure of 1,339,673 is an

increase of 9.2 percent over the unadjusted NICS figure of 1,226,760 in

April 2010.

This marks the eleventh straight month-over-month increase in NSSF-

adjusted NICS figures.

The adjusted NICS data was derived by NSSF by subtracting out all NICS

purpose code permit checks used by several states such as Kentucky,

Iowa and Utah for CCW permit application checks as well as checks on

active CCW permit databases.

April 2011 NSSF-Adjusted NICS Background Checks Up 15.2 Percent

Though not a direct correlation to firearms sales, the NSSF-adjusted

NICS data provides a more accurate picture of current market

conditions. Questions concerning NSSF-adjusted NICS data should be

firearms sales and transfers on new and used handguns and long guns.

Elk Arrive in Missouri While RMEF Looks to Expand Program

MISSOULA, Mont. --(Ammoland.com)- Thirty-four elk from

Kentucky have arrived in Missouri to start a new herd–as well as a new

chapter in an elk restoration saga still being authored by state

conservation agencies in partnership with the Rocky Mountain Elk

Foundation.

The elk made an overnight ride in a semi-driven livestock trailer and

arrived near Winona, Mo., on May 5. The elk had been captured in

Kentucky and held for a 90-day quarantine to ensure good health.

They’re now in a holding pen on the Missouri Department of

Conservation’s Peck Ranch Conservation Area in southeast Missouri.

The elk will be released into the wild sometime in May following final

health tests.

Missouri joins Kentucky, Tennessee, Wisconsin and North Carolina’s

Great Smoky Mountains National Park in restoring a native species

missing for more than a century.

Virginia has committed to yet another elk restoration project in the near

future.

“We’ve been proud to be a major partner in all of these efforts

with financial and technical assistance, and we’re especially

proud that a herd we helped start in Kentucky 14 years ago is

now providing seed stock for restoring a herd in Missouri,”

said Blake Henning, vice president of lands and conservation

for RMEF.

In 2000, RMEF invested over $61,000 to help fund Missouri’s initial elk

restoration study. A restoration plan was approved in October. RMEF

gave $40,000 to help build a trapping and handling facility used to bring

elk from Kentucky to Missouri. RMEF also pledged $300,000 to the

State of Missouri to ensure the elk not only arrive, but thrive.

“We are very grateful to the Rocky Mountain Elk Foundation

for its long-standing support of elk restoration in Missouri,”

said Missouri Department of Conservation Director Bob

Ziehmer. “Once we were ready to move forward, RMEF

wasted no time putting resources behind the effort.”

Henning said, “RMEF is in this for the long haul. There is no

higher calling in conservation than restoring a native game

species to sustainable, huntable, balanced populations.

Missourians have held to that dream and worked tirelessly

for more than a decade to bring elk back. It goes to show what

is possible when you dream big and never give up. To

everyone who worked so hard for so long to make this

possible, I offer a heartfelt ‘thank you.’ And to the elk I say

‘welcome home.’”

Missouri’s long-term plans call for hunting as a tool to manage the size of

the elk herd. When hunting commences will depend on how quickly the

herd grows, but officials say it could begin as soon as 2015.

The state’s elk restoration zone is a 346-square-mile area spanning parts

of Shannon, Carter and Reynolds counties. The area was selected

because of suitable habitat, extensive public lands, low road density,

minimal agricultural activity and landowner support.

Feds Tracking Gun Purchases

ATF to Require Multiple Sales Reports for Sporting Rifles

Colorado -–(Ammoland.com)- The ATF is at it again and this time, it’s

not just shotguns they’re after.

The new Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE)

“rule” would require gun stores to report to the federal government the

names of people who purchase more than one rifle in a week.

This new reporting requirement is nothing less than firearm registration

in all but name.

The new BATFE rule change has been in place since January. It was

trumpeted as a supposed “solution” to the problem with Mexican gun

runners on the Southern border, but common sense tells us otherwise.

The BATFE’s exact rule states that anyone who purchases more than one

rifle that is semi-automatic, larger than .22 caliber, and capable of using

detachable magazines within five business days of each other, must be

reported.

Although the BATFE claims that this requirement only applies to states

along the southern border, the actual published rule has no geographic

limitation.

That means they’re tracking the sale of shotguns and rifles

across the country.

The idea for BATFE’s new requirement came from billionaire-playboy

Michael Bloomberg’s henchmen at Mayors Against Illegal Guns (MAIG).

MAIG has been pushing the Obama administration to do this since

August of 2009.

Anti-gunner Bloomberg released a statement calling the new rule “…a

powerful new tool to catch the straw purchasers and illegal traffickers

who are supplying Mexico’s cartel killers.”

His statement is typical anti-gun misdirection. While the BATFE is

regulating guns that Americans buy, their “Gunwalker” program is

funneling guns into the hands of the drug cartels in Mexico!

Shortly after the rule came into effect, the U.S. House passed an

amendment to block the BATFE’s new power grab. This common sense

amendment passed overwhelmingly 277-149.

Legislation has also been introduced in the U.S. Senate which would

echo the House vote in blocking the ATF’s power grab. Solid pro-gun

Senators like Rand Paul (R-KY), Tom Coburn (R-OK), and David Vitter

(R-LA) are already on board with the legislation.

I need you to be aware of what’s going on because the ATF is going to

open up a comment period in the future for thoughts on long-gun

reporting just like they did on the Shotgun Study last month.

And I know I can count on you to be ready when your voice is needed.

Please call your senator and urge them to stand up for gun owners by

supporting S.570.

We can stop this ridiculous power grab by the ATF, but only if we make

ourselves heard loudly.

New York Micro-Stamping Legislation Passes Assembly

FAIRFAX, Va. --(Ammoland.com)- On May 3, Assembly Bill 1157

passed in the Assembly Codes Committee by a vote of 15 to 7 and will

now head to the Assembly floor for consideration.

Introduced by state Assemblyman Michelle Schimel (D-16), A1157 would

mandate micro-stamping on all new semi-automatic pistols sold in New

York after January 1, 2013.

A1157 would require all semi-automatic pistols delivered to any licensed

firearms dealer in New York for sale after January 1, 2013, to

mechanically stamp an alpha-numeric or geometric code that would

identify the make, model and serial number onto the cartridge case when

the gun is discharged.

This bill would require models currently available to be redesigned by

their manufacturers to have a micro-stamping component, which would

vastly increase the cost of these firearms.

Micro-stamping is an unproven technology that is easily defeated with

common household tools and the replacement of a few small parts. If

passed, the availability of semi-automatic handguns in New York will be

in serious doubt, as manufacturers simply may choose not to build or sell

firearms for purchase in the state. Of course, that is the ultimate goal of

this legislation. Make no mistake, this is a gun ban and it must be

stopped.

Michigan DNR Supports Federal Proposal to Remove Wolves

from Endangered Species List

Michigan --(Ammoland.com)- The Michigan Department of Natural

Resources today voiced its support for a federal proposal to remove

wolves in Michigan, Wisconsin and Minnesota from the endangered

species list and return wolf management to the state.

“Returning wolves to state management will allow us to

manage this recovered species under Michigan’s highly-

regarded Wolf Management Plan, which was created through

a roundtable process involving stakeholders from all sides of

the wolf issue,” said DNR Wildlife Division Chief Russ

Mason. “State management will give us greater flexibility in

how we can respond to problem wolves on the landscape,

while maintaining sound management practices and

increasing social acceptance of the species as a whole.”

Wolves were added to the federal endangered species list in 1973, after

nearly disappearing from the state in the early 1960s. Natural emigration

of wolves from Minnesota and Ontario to Michigan’s Upper Peninsula

was documented in the 1980s, and the most recent estimate of

Michigan’s minimum winter wolf population completed in April

indicates a new high of 687 animals – a number that far exceeds federal

recovery goals.

“Maintaining endangered species status for a recovered

species like wolves is not beneficial to the animals, and erodes

public support for the Endangered Species Act,” said DNR

Endangered Species Coordinator Chris Hoving. “Delisting is a

positive step for wolves, and will help free up time and

funding essential to the recovery of other species that are

truly endangered or threatened.”

The proposed rule to delist wolves in the Western Great Lakes states was

published by the U.S. Fish and Wildlife Service today in the Federal

Register, opening a 60-day public comment period and putting the

delisting process into action. Instructions for submitting public comment

can be found at www.regulations.gov, using docket number FWS-R3-ES-

2011-0029.

In addition to the public comment period, the USFWS will host a public

meeting and hearing in Ashland, Wis., on May 18. Other public meetings

may be scheduled in the future by the USFWS for locations in Michigan

and Minnesota. Following the close of the comment period, the USFWS

will consider all available information and make a final decision on the

proposal.

If the proposed rule is approved and finalized, management of wolves in

Michigan, Wisconsin and Minnesota could return to state authority

before the end of the year. After the transition from endangered to

recovered status, the USFWS will continue to monitor population

numbers for five years to ensure recovery is stable.

In accordance with the Wolf Management Plan, wolves in Michigan will

be classified as a nongame protected species. Any future decision to

reclassify wolves as a game species would be at the discretion of the state

Legislature.

In addition to proposing the delisting of wolves in the Western Great

Lakes states, the USFWS has announced that scientific evidence shows

the Great Lakes region is home to two separate species of wolves: the

gray wolf and the eastern wolf. This determination was made through

DNA analysis, and historical specimens indicate both species were

present in Michigan prior to European settlement.

The two species appear very similar and usually cannot be differentiated

except on the genetic level. When the USFWS proposal to delist wolves is

finalized, all provisions of the Wolf Management Plan will apply to both

gray and eastern wolves in Michigan.

Hill hearings in which he professed little or no knowledge about the

controversial Project Gunrunner, the Citizens Committee for the Right to

Keep and Bear Arms today called for the resignation of Attorney General

Eric Holder.

“For the second day in a row, Attorney General Holder has stated on the

record that he didn’t know about one of the most egregious government

scandals in memory,” said CCRKBA Chairman Alan Gottlieb. “This

country cannot afford the luxury of having its top law enforcement

officer confess ignorance of an operation that may have allowed

thousands of guns to be illegally exported to Mexico. This operation

happened on his watch, and apparently right under his nose, and

apparently cost the life of at least one law enforcement officer.”

Gottlieb called it an “outrage” that Holder has been unable to answer

critical questions about the bungled operation, conducted by the Bureau

of Alcohol, Tobacco, Firearms and Explosives. ATF whistleblowers have

told Senator Charles Grassley (R-IA) and Congressman Darrell Issa (R-

CA) that Project Gunrunner, and its off-shoot, Operation Fast and

Furious, apparently funneled nearly 2,000 guns into the illicit gun

trafficking pipeline to Mexican drug cartels.

“It is simply unbelievable that the attorney general can act as though he

never heard of an operation that has been exposed on national television

by CBS News,” Gottlieb stated. “How could he not know, almost six

months after the slaying of Border Patrol agent Brian Terry, that guns

recovered at the scene are linked directly to the Gunrunner sting?

“Holder is either monumentally stupid,” he added, “or he is telling a

monumental lie. Either way, it is obvious that Holder is either hiding

something or he is hiding from something. For the attorney general to

not know about Gunrunner and its direct link to the Terry slaying is a

sign of gross incompetence.

“It’s time for Eric Holder to go home and write his memoirs,” Gottlieb

said.

Washington, DC --(Ammoland.com)- Hundreds of thousands of acres

of Federal public land could soon be open to hunting, fishing, trapping

and shooting as legislation was introduced in the United States Senate

today to guarantee funding for improving public access to federal public

lands.

The Making Public Lands Public Act, introduced in the U.S Senate today

by Congressional Sportsmen’s Caucus (CSC) Senate Co-Chair Sen. Jon

Tester of Montana and Senate Vice Chair Sen. James Risch of Idaho,

would require the Secretaries of Agriculture and Interior to utilize 1.5%

or a minimum of $10 million annually of their Land and Water

Conservation Fund budgets for projects that secure recreational public

access to existing federal lands through easements, rights-of-way, or fee

title acquisitions from willing sellers.

“Montana’s public lands are some of the best in the world,

and they’re where we pass on our outdoor traditions to our

kids and grandkids,” said Sen. Tester. “But we’re seeing too

much of this land blocked, surrounded by private land with

closed gates. Montanans who own land are good neighbors.

Most are good partners in our fight for public access, and this

bill builds on that partnership.”

“This legislation is an important step in opening access to

Federal land that is currently inaccessible or significantly

restricted to sportsmen’s activities,” said Congressional

Sportsmen’s Foundation President Jeff Crane. “Access to

quality habitat is a key to the future of our sportsman’s way of

life, and this bill will directly improve access to more public

lands so all Americans can enjoy the great outdoor traditions

of hunting and fishing.”

Last August, similar language passed the U.S. House of Representatives,

as an amendment by CSC Member and former Co-Chair, Rep. Ron Kind,

overwhelmingly 404-1 as part of H.R. 3534, the Consolidated Land,

Energy, and Aquatic Resources (CLEAR) Act.

Federal public lands are an important destination for millions American

hunters, anglers, trappers, recreational shooters, and other outdoor

enthusiasts. Nearly half of all hunters, for example, conduct a portion of

their hunting activity on these lands. In addition, lack of access is cited as

a primary reason that hunters and anglers stop participating in these

traditional sports. A 2004 report to the House Appropriations

Committee, stimulated by a Congressional Sportsmen’s Foundation

(CSF) report, concluded that more than 35 million acres of Bureau of

Land Management (BLM) and U.S Forest Service (USFS) land have

inadequate access.

“America’s public lands are one of its finest resources and all

recreational users should have access to them. This action

will help ensure that our children and grandchildren can

enjoy the same fishing holes and hunting grounds that our

parents and grandparents shared with us,” said Sen. Risch.

CSF, in cooperation with allies in the American Wildlife Conservation

Partners (AWCP), a group of over 40 non-governmental organizations

representing millions of hunter conservationists, launched the “Making

Public Lands Public: Enhancing Hunter & Other Recreational Access to

Federal Public Lands” initiative two years ago and subsequently

requested that BLM and USFS utilize funds to improve hunter and other

recreational access to Federal land and have identified opportunities in

its list of funding priorities. Such opportunities have been identified as

important projects by the Congress as expressed in the U.S. House

Report to the FY 2010 Department of the Interior and Related Agencies

Appropriations Act.

MISSOULA, Mont. --(Ammoland.com)- MISSOULA, Mont.–Wolf

Mountain Ranch near Steamboat Springs, Colo., has long been noted as

a critical migration corridor for one of Colorado’s preeminent elk herds.

Ranch owners yesterday completed a deal to permanently protect 1,330

acres through a conservation easement with the Rocky Mountain Elk

Foundation (RMEF).

The easement ensures the future of the ranch’s wildlife habitat by

restricting development even if land ownership changes.

Each fall, the Bears Ears elk herd, one of Colorado’s largest at 23,000

head, leaves summering areas high in the Park Range and Elkhead

Mountains and crosses Wolf Mountain Ranch en route to wintering

areas 60 miles to the west. Some elk inhabit the 19,000-acre ranch year

round. The property’s mix of sagebrush, mountain shrub, open grassland

and aspen and mixed conifer forest also is home to Columbian sharptail

and greater sage grouse, mule deer, bear and many other game and

nongame species.

The ranch, 18 miles west of Steamboat Springs, participates in

Colorado’s Ranching for Wildlife program and is utilized by public

hunters each year.

“Wolf Mountain Ranch also is a working cattle operation.

We’re pleased to help ensure the future of its agricultural

heritage as well as its wildlife values,” said Brandon Hoffner,

lands program manager for RMEF. “This easement helps

guarantee the Bears Ears elk herd will be around to hunt and

enjoy for generations to come.”

Funding partners in the project include the ranch owners, Pirtlaw

Partners, Ltd., along with the Routt County Purchase of Development

Rights Program, Colorado Division of Wildlife (CDOW) and RMEF.

Monitoring of conservation easement provisions will be shared by

CDOW and RMEF.

Hoffner added that RMEF has been selected to hold future easements on

Wolf Mountain Ranch (RMEF now holds four conservation easements in

the area), if funding for the projects can be obtained. Approximately

6,092 acres of the ranch are protected through easements with The

Nature Conservancy. The new 1,330-acre project brings total protected

acreage to 7,422, or about 39 percent of the entire ranch.

Wisconsin Carry

Wisconsin --(Ammoland.com)- Last fall five Wisconsin Carry members

were peacefully enjoying dinner at a Madison area Culvers restaurant.

Like thousands of Wisconsin residents, they carry a sidearm for self-

defense as a daily practice in the only manner currently provided by

Wisconsin law.

After a 911 caller inquired as to the legality of open-carry, Madison police

arrived en masse and illegally demanded identification from all five.

Two members who politely declined to provide ID were wrongfully cited

for obstruction of justice. (Wisconsin, a free state, does not require you

produce identification when you have done nothing wrong.) Those

citations were rescinded 2 days later and all 5 were mailed citations for

disorderly conduct despite no evidence of a disturbance.

Wisconsin Carry filed a federal civil lawsuit against the City of Madison

defense attorney Chris Van Wagner, principal of the Madison law firm

wrongfully issued disorderly conduct citations.

Today, Wisconsin Carry is pleased to announce that Attorney Van

Wagner has informed us that all of the charges against the “Madison 5″

have been dismissed.

According to Attorney Van Wagner “The Madison City

Attorney agreed after a full review of the police investigation

and 911 call that there was absolutely no disturbance created

by our members and that the disorderly conduct citations

were inappropriate”. Van Wagner also added that “The ONLY

disturbance created on that Saturday evening was by a mass

of uniformed Madison police officers and squads arriving to

investigate law-abiding citizens having dinner”

Questions about this incident and subsequent actions by Wisconsin

Carry and our attorney may be directed to Wisconsin Carry or Attorney

Chris Van Wagner. Wisconsin Carry will shortly be filing a second civil

lawsuit against Madison Police Chief Noble Wray and the City of

Madison to obtain damages on behalf of our members for their wrongful

detainment and costs associated with disposing of the citations.
