ALDI STORES LIMITED PROPOSED MIXED USE DEVELOPMENT, PINFOLD TRADING ESTATE, NOTTINGHAM ROAD, STAPLEFORD RESPONSE TO HIGHWAYS COMMENTS DATED 30 TH APRIL 2015 12 TH JUNE 2015 Introduction This technical note has been produced to respond to comments, and further information requests, made by Nottinghamshire County Council (NCC) on 12 th June 2015 associated with Aldi Stores’ proposals for a mixed use development comprising residential and a discount foodstore at Nottingham Road, Stapleford (application reference 5/21/00285/FUL). Without the alterations, the Highway Authority would not be able to determine the potential impacts of the development on sensitive junctions, such as the Nottingham Road/Derby Road/Toton Lane signal junction, or on vehicle flows on roads in the vicinity of the site. The assessment of the impact on the signal junction needs to be looked at carefully as additional traffic could have a significant detrimental effect in terms of queuing, and highway safety.”

RESPONSE TO HIGHWAYS COMMENTS DATED 30TH APRIL 2015

12TH JUNE 2015

Introduction

This technical note has been produced to respond to comments, and further information requests, made by Nottinghamshire County Council (NCC) on 12th June 2015 associated with Aldi Stores’ proposals for a mixed use development comprising residential and a discount foodstore at Nottingham Road, Stapleford (application reference 5/21/00285/FUL).

NCC’s comments also relate to Connect Consultants’ February 2015 Transport Assessment. NCC’s commentary is provided below alongside a response from Connect in each case.

NCC Comment 1

“General comments on Transport Assessment Section 4.7 of the Transport Assessment refers to trip types in association with the development. CCL Comment 1

It is unfortunate that matters submitted and agreed as part of the Transport Assessment scoping process, which included submission of a scoping report, and draft Transport Assessment have been ignored. Both documents included details of the assessment parameters in relation to trip attraction and trip types, which were agreed with NCC as part of this process. The scoping procedure is advocated by TRICS 14/1, which specifically states:-

“It is recommended that for an assessment of the quantum of pass-by and diverted trips that a first principles approach is taken for each site, whereby a process is defined for the assessment of these trips and agreed by the applicant and determining authority.”

Trip Attraction

However, paragraph 8.19 of the TRICS report 14/1 summarises that “GFA has been tested against trip rate, and no obvious correlation can be seen”. The TRICS report does specifically refer to higher trips rates being observed at foodstores outside of the normal range for discount foodstores (i.e. stores with a GFA in the order of 7,000m2) but concludes that “for smaller stores increasing area does not really impact trip rate, and that trip rate is only related to size over a certain threshold”.

Therefore, it could be concluded from this that ‘a discount foodstore is a discount foodstore’, regardless of size and that store attraction is driven by other factors. On this basis, the details of the traffic attraction of a discount foodstore have been further investigated using the TRICS version 7 database. Average trip attractions have been derived for a discount foodstore using all multimodal surveys at discount foodstore sites located in England excluding Greater London from 2000 to present.

The resultant trip attractions are set out at Table 1 below and TRICS outputs are provided at Appendix 1.

NB: The average attraction is determined by multiplying the TRICS presented trip rates per 100m2 by the TRICS average GFA / 100.

Table 1 above highlights a lesser trip attraction than which was assessed within the February 2015 Transport Assessment.

TRICS research report 14/1 entitled ‘Pass-by & Diverted Trips’ sets out that a large variety of results have been observed for the combination of pass-by, diverted, and linked trips and that a site-by-site approach should be taken to the application of ‘secondary’ trips. Again, the TRICS 14/1 report notes that:

“It is recommended that for an assessment of the quantum of pass-by and diverted trips that a first principles approach is taken for each site, whereby a process is defined for the assessment of these trips and agreed by the applicant and determining authority.”

The commercial and academic research contained within the TRICS 14/1 report identifies levels of pass-by proportions ranging from 6% to 72%, combined levels of pass-by and diverted trip proportions ranging from 57% to 67%, and average linked trip proportions (with town centres / district centres) ranging from 46% to 60%.

The research is undertaken by a number of researchers and institutions, that shows (which is logical) that some trip types will overlap others, such as ‘transferred pass-by’ trips.

Paragraphs 4.7.5 to 4.7.8 of the February 2015 TA identify that, on a Friday 40%, of customers visiting the Aldi store in Lichfield linked their trips with visits to the nearby Tesco supermarket or the town centre, and 14.5% linked with both. On the Saturday 42.5% of customers linked their trip with the Tesco supermarket or town centre and 15.5% visited both. A total of 54.5% of trips to the store on the Friday and 58% of trips on the Saturday were linked. These results indicate linkage figures in the range identified within the TRICS research (i.e. 46% to 60%).

At the Calcot store, the total number of visitors linking their trip with the Town Centre was not identified, but 20.3% of trips on the Friday and Saturday combined were linked with the Sainsbury’s foodstore located c2.5km to the west of the Aldi store.

Assessment of Secondary Trip Types

The first principles that determined the proportion of secondary trips used within the assessment involved consideration of the site, and the ability for the location characteristics to achieve proportions of secondary trips within the ranges set out within the TRICS research. In doing so, the assessment identified a set of proportions that are suitably robust as a means to consider the effects of the proposed development.

The TRICS research shows that the proportion of pass-by trips can vary significantly up to observed values of c70% and is dependent on a number of factors, not limited to vehicle volumes on the site adjacent road, the proximity of residences, the proximity of employment/retail, and the number of competing attractions. The transport assessment uses a pass-by rate of 30%, which is much lower than some of the observed rates at other foodstores.

Likewise, the TRICS research shows that proportion of diverted trips can vary site-to-site, the TA is based on a conservative rate of 10%. The combined pass-by / diverted assumption used is therefore 40%, which is less than the combined pass-by and diverted range established within the Harries et al. (2012) research set out in TRICS 14/1.

The TRICS and Aldi store research identifies linked trip proportions in the region of c50% and above, which is dependent upon the proximity of local retail destinations. As above, and established within the TRICS research, linked trips may include pass-by or diverted trips and so care must be taken when assigning these proportions. Again, the TA is based on a conservative rate of 20%.

The total proportion of secondary trips used in this assessment is therefore 60%, which falls within the range identified within the TRICS research.

Overall therefore, the application of secondary trips applied in the February 2015 Transport Assessment is appropriate and the recent TRICS guidance does not compromise the analysis within the February 2015 Transport Assessment.

NCC Comment 2

“Signals Attached are the County Councils Traffic System Network Manager comments on the potential impacts on sensitive junctions: The TA indicates that the flows will reduce through the adjacent traffic signal junction at Nottingham Road/Derby Rd/Toton Lane/Church Street in both AM and PM peaks. Are you content with these flow predictions? Further to the above, discussions have taken place as to whether the proposal could have potential highway related issues if it did result in an increase in vehicles through the signalised junction. Their response was that as existing, queuing does occur at the signals in peak periods, and an increase in vehicles may exacerbate the situation. Also, there may not be any mitigation measures which can be implemented at the signals to offset the impacts that additional vehicles would have. This reinforces the importance of having a full and thorough assessment of the impacts that the proposal would have at the signals.”

The TA assumes, as agreed as part of the TA scoping process, that 20% of the proposed store’s trips will be transferred trips drawn from existing trips travelling to Lidl, Sandiacre. Therefore, dependant on the trip origin, some trips will already pass through the Nottingham Road/Derby Rd/Toton Lane/Church Street junction as part of their existing journey.

Likewise, it has been assumed that 20% of the proposed store’s trips will be linked with existing trips to Stapleford Town Centre (as summarised above). These trips are assumed to park within the Aldi car park and link by foot to the town centre. Existing town centre trips are assumed to park within the Cliffe Hill Avenue public car park, and dependant on their trip origin, will again, already pass through the Nottingham Road/Derby Rd/Toton Lane/Church Street junction.

Taking into account the secondary trip types detailed above, and the transferred trips / redistribution of linked trips, the following net store (plus residential) trips are identified in the TA at the existing signal junction:

• +3 vehicles AM Peak = +2 primary trips, -1 pass-by trip, +1 diverted trips, +0 transferred trips, -2 linked trips, and +3 residential trips.

• +11 vehicles PM Peak = +10 primary trips, +1 pass-by trip, +6 diverted trips, -2 transferred trips, -7 linked trips, +3 residential trips.

• The assessment subtracts 21 existing site employment / public house trips during the AM peak, as surveyed.

• The assessment subtracts 28 existing site employment / public house trips during the PM peak, as surveyed.

• The net AM Peak effect at the Nottingham Road/Derby Rd/Toton Lane/Church Street junction = -18 vehicles

• The net PM Peak effect at the Nottingham Road/Derby Rd/Toton Lane/Church Street junction = -17 vehicles

As above, the trip types used in the TA are suitable for assessment of the proposed development, based on recent research.

The TA identifies that the impact on the Nottingham Road/Derby Rd/Toton Lane/Church Street junction is minimal (and as above beneficial for the AM / PM peaks) and that the junction will continue to operate within capacity.

NCC Comment 3

“Design Attached are the County Councils Project Engineer comments on the design of the scheme: 1. Drg. No. 14037-TR001 Rev C (Proposed Site Access Swept Path Analysis 16.65m Articulated

Service Vehicle) incorporated in the Transport Assessment Report shows the lorry overrunning into both proposed right turn lanes when turning left and right out of the new access and overrunning into opposing traffic lanes in the new access bellmouth when turning left into and right into the new access from the main road. This is a fundamental design problem and is unacceptable. This will need designing out - the access road junction bellmouth will need to be significantly wider.

2. The right turn lane for the new access is only 3m wide – this needs to be 3.5m wide as it is on a bend and it will be used by lorries and the main road through flow will consists of some lorries and buses and so the extra 0.5m lessens the risk of wing mirror collisions as the through traffic lanes are only 3m.

3. The topographic survey shown on Drg. No. V09A93-P003 (Proposed Site Plan) needs to extend eastwards to include the Cemetery Road junction as this is within the new junction design (the proposed right turn lane taper). There is a Ford car repair business on Cemetery Road which will generate lorry traffic and so left turn lorry manoeuvres out of Cemetery Road need to be tracked to see if they clash with the proposed pedestrian crossing central refuge islands on Nottingham Road just west of the junction.

4. The road marking right turn lane taper on the west side of the junction is too severe (measures approx. 1 in 13) – it should be 1 in 40.”

CCL Comment 3

It is extremely disappointing to see that comments have been raised regarding the design of the proposed access arrangements particularly considering the detailed scoping procedure that has been undertaken to date:-

• The Transport Assessment scope was submitted on 11/07/2014 including details of the draft access arrangements.

• A response was received from NCC on 24/07/2014.

• A full draft Transport Assessment including access drawing 14037-010 was submitted on 01/08/2014.

• A response was received from NCC on 28/08/2014.

• A revised access arrangement plan (drawing 14037-010 Revision A including the NCC requested right turn lane) was submitted on 07/11/2014.

• A response was received from NCC on 24/11/2014.

• An amended plan (drawing 14037 – 010 Revision B) was submitted to NCC for a Stage 1 Road Safety Audit on 12/12/2014.

• The NCC Safety Audit was received on 22/12/2014.

• The access scheme revised to accord with the NCC audit and drawing 14037-010 Revision C was submitted to NCC 21/01/2014.

• NCC responded on 25/02/2015 stating:-

“Please find attached our safety auditors comments on your revised plans:

[In principle the Audit Team are happy. The ALDI access appears to have moved the equivalent of 3 parking spaces which looks to be enough to stagger the 2 opposing right turns.

We like the refuge– assuming it does not preclude turning movements from new access and Cemetery Road plus possible bus stop adjustment/relocation. If the refuge does cause issues then perhaps it could be squeezed in within western hatching although possibly less pedestrian usage.

We assume that the finer points such as incorporating right turn into Cemetery Road, correct hatch layout for refuge and dealing with the dragons teeth will be addressed on more detailed construction drawings for stage 2 audit.]

As you can see, they are now fairly positive about the latest proposal.”

As above, NCC confirmed that the proposed arrangements were acceptable.

However, in the light of the most recent comments received on 30th April 2015, the plan has now been further updated as follows:-

• The site access has been widened by increasing the western kerb radii at the bell mouth associated with point 1 above.

• The right turn lane has been widened to 3.5m as requested in point 2 above.

• The topographical survey information will be obtained in line with point 3 above as part of the detailed design process for the proposed access arrangements.

• The taper on the west side of the proposed junction has been increased to 1:40 in line with point 4 above.

A copy of the updated site access arrangements drawing is provided at Appendix 1 (drawing 14037-010 Revision F).

The tracking drawings accompanying the Transport Assessment have been updated and are provided at Appendix 2 of this note. The drawings show that the right-in, left-out, and right-out HGV movements can all be achieved without over-running adjacent lanes; the left-in movement over-runs the egress lane within the site, but this minimal, there are only 2-3 HGV movements per day and the left-in movement is unlikely given the probable delivery route via A52 Brian Clough Way.

A tracking drawing for the existing Cemetery Road access (with and without the proposed arrangements) is also provided at Appendix 2. The drawing shows that HGV and refuse vehicle movements are achievable in both scenarios.

NCC Comment 4

“Travel Plan Attached are the County Councils Transport Strategy comments on the Travel Plan: The Plan cannot be approved as it stands. Here are our comments. It should be noted that they are very similar to those provided for two previous Aldi stores prepared by the same consultants and our comments on those previous Plan do not seem to have been taken into account in this one. General Para 1.2.3 puts emphasis on the fact that Travel Plans can achieve reductions in traffic by an average of 17.8%. This is interesting, given the more modest target set later in the document. The disparity between the two should be explained. In any event, targets should not be amended without the approval of NCC.

The Travel Plan is written with several sections effectively left blank and to be filled in as things develop. A more appropriate (and more common) response would be to take available background data as a starting point, to be refined by travel survey data in liaison and with the agreement of NCC. Staff surveys should be carried out three months, not six months, after opening. Staff surveys should be developed in agreement with NCC. Para 1.5.3 suggests that, by reducing staff trips by car, the Travel Plan will allow more car parking space to be available for customers – which would be a benefit to the business. Surely, the car park is under the control of the business, and staff parking could be restricted? Indeed, a parking management strategy would be useful to include in the TP. The Chapter headed “current travel patterns” does not include any information on current travel patterns. Prior to staff appointment, census data or information from the supporting TA could be used to help inform this background and interim targets. Travel Plan Co-ordinator Full contact details for the TPC could be provided now, which in the interim case could be a member of existing Aldi staff or their agent. Permanent TPC details should then be confirmed on appointment, with a commitment to keep NCC informed if this person changes, for whatever reason. Para 3.1.2 indicates the role of the TPC would be passive. The TPC should take ownership of the TP, not simply enact a TP that is provided to them. Walking & cycling Maps of the existing local trails (e.g. Erewash Trail) and their connection to the site could be usefully shown. It would be worth promoting the Nottingham Cycle Map. It would be useful to show walking distances to local stops and a local bus network map. It is unclear if cycle parking is available for staff and customers. Para 4.2.1 – it would be useful to show the new/proposed pedestrian footpaths and crossing points, and how they benefit the site. Public Transport Crossing facilities for accessing bus stops should be detailed. Details of evening bus services should be given as an extension of Table 1. East Midlands Travel Line should be promoted. “Taster” tickets for local bus services could be provided to staff for a limited time following opening to allow staff to try out bus services prior to the car being the default option. Taxis With reference to Table 1 and shift timings, it may be possible to calculate when a ride home taxi service is needed. Targets & Monitoring The primary target should be in the form of the trip generation totals given in the Transport Assessment. As such, the monitoring of the primary target should be based on the TRICS Standard Assessment Methodology. Further information is provided in the NCC Guidance document. The TPC should arrange for the collection of actual traffic counts (compliant with the SAM methodology, or similar) at the site access and upload this data to TRICS as appropriate. A suggested timetable of survey monitoring is given below. Year SAM Staff Travel Survey

The mode share targets need to show a reduction on the current baseline and set a target date for when these should be achieved. This should match the initial monitoring period (five years). In the interim basis (i.e. prior to baseline staff travel surveys), they could be based on census data, but they should only be amended with the agreement of NCC (following the undertaking of baseline surveys). Other monitoring of cycle space usage, car share sign-ups and car share space usage should be included in this section. All targets should be agreed with NCC. The Travel Plan should commit to a 3 year review and evaluation with District and County Councils. Annual reports should be produced for at least five years. The TPC should be in post to match the monitoring period (five years from opening). Measures A full list of sustainable travel events should be provided Has the applicant considered: • Inviting in a Dr Bike cycle maintenance specialist to examine staff cycles; • Arranging cycle training for staff? “Taster” tickets for local bus services could be provided to staff for a limited time following opening to allow staff to try out bus services prior to the car being the default option. Clothing and accessories to promote walking and cycling could be offered (Indeed Aldi sell a range of such items). The TP should include for fall-back measures – to include extension of the monitoring period as a minimum – in the case that the travel plan did not achieve its targets. I am still awaiting comments regarding potential s106 requirements and will forward these on when I have them. Finally, the county council is able to quote for carrying out the monitoring as set out in the surveys. Once the details have been confirmed, I will provide a quote. The Highway Authority recommends that the Travel Plan is amended taking into account the above comments. Also, when we have received further information regarding potential section 106 requirements, then this information will be forwarded.” CCL Comment 4

NCC Comment 5

“Public Transport

Attached are the County Councils Transport and Travel Services comments on Public Transport related implications: General Observations

The planning application covers an area of land off Nottingham Road in the town of Stapleford. The development is for an ALDI store and associated parking, the store would be accessed via Nottingham Road. The current bus stops for all services are on Nottingham Road and are approximately 150 metres from the development. Bus Service Support Transport & Travel Services has conducted an initial assessment of this site in the context of the local public transport network.

Stapleford is well served by commercial bus services operated by Trentbarton which connect residents with Nottingham, Beeston, Derby and Ilkeston.

At this time it is not envisaged that contributions towards local bus service provision will be sought.

Infrastructure Current Bus Stop Infrastructure The current infrastructure observations from our photographic records are as follows: BR0148 Cemetery Road – Real Time Bus Stop Pole (with existing electrical connection) but No Display, Bus Shelter & Raised Kerb BR0147 Cemetery Road - Real Time Bus Stop Pole (with existing electrical connection) & Display, Bus Shelter & Raised Kerb BR0113 Albert Street – Bus Stop Pole, Bus Shelter, Raised Kerb & Clearway Possible Bus Stop Infrastructure Transport & Travel Services will wish to negotiate with the developer and Highway Development Control regarding improved bus stop infrastructure in the vicinity of the development as detailed below. The bus stops on Nottingham Road would benefit from an upgrade to include Real Time Displays and replacement bus shelters. Considering that only a small number of trips to/from a discount foodstore (c3% on a weekday, upon interrogation of Appendix 11 of the February 2015 TA) are undertaken by public transport, a contribution of £20,900 towards public transport is not justifiable. This is especially the case when taking into consideration that the proposed off-site highway works include a betterment to the existing pedestrian network which will in itself help to improve accessibility to/from local bus stops in addition to improving local pedestrian accessibility.

The improvements to the pedestrian network are more appropriate given the higher proportion of trips to discount foodstores by this mode of travel (compared to public transport).

With this in mind, it is questionable whether the bus stop improvements are required to make the proposed development acceptable?

“Community Transport Transport & Travel Services request an amount of £5,000 be allocated as part of the section 106 funding agreement to help support the local Community Transport Car Scheme. This scheme is operated on a non-profit making basis and also provides wheelchair accessible transport for the local community where users do not have access to a private vehicle and cannot use public transport. The scheme improves social inclusion to local residents and could provide journeys to the new supermarket for users that would otherwise be unable to visit. The Highway Authority recommends that the above comments are taken into account when determining works to be carried out as part of any Transport Contribution.”

1.0 INTRODUCTION

1.1 Background

1.1.1 Travel Plans are strategies for managing multimodal access to a site or development that focus on maximising the potential for travel by sustainable modes of transport. Aldi will be implementing a Travel Plan at their proposed store at Nottingham Road, Stapleford.

1.2 Travel Plan Background

1.2.1 Travel Plans set out the objectives of the Plan, a range of measures to be implemented to achieve the objectives and the means by which the success of the Plan will be monitored.

1.2.2 The document Delivering Travel Plans through the Planning Process1 has been reviewed with reference to the development of the store Travel Plan.

1.2.3 Research2 commissioned by the Department for Transport, which examined the effectiveness of the Travel Plans of 26 organisations (local and national government departments, hospitals, universities and private companies) drew a conclusion of an average 17.8% reduction in traffic. Additional benefits of travel plans were found to be as follows:

• increases in walking and cycling, with associated health gains

• improved social inclusion

• better conditions for employees

• improved staff recruitment and retention

• the opportunity to contribute to environmental management standards such as ISO 14001

• good PR for businesses

• financial savings

• increases in bus use and associated ticket revenue

• better estate management

• less noise, congestion and pollution, and better conditions for freight distribution associated with reductions in car use

• better security and less fear of crime from better car parking management.

1.4 Status

1.4.1 This report has been prepared as a store specific Travel Plan. The Travel Plan will be updated once the necessary staff surveys have been completed.

1.4.2 The staff surveys will be carried out three months after the store is occupied. A period of three months will then be allowed to complete the survey response analysis and draft the Full Travel Plan. At this time a copy of the Full Travel Plan will be submitted to Nottinghamshire County Council.

1.5 Objectives

1.5.1 The plan is a strategy for reducing dependence of staff on travel by private car. The primary objective of the strategy is to:

• Increase awareness and encourage use of environmentally-friendly modes of transport amongst staff.

• Introduce a package of management measures that will help to facilitate staff travel by sustainable modes of transport.

• Reduce single occupancy, single purpose car use by staff.

1.5.2 Secondary objectives are to:

• minimise the impact on the local community of traffic associated with the store by minimising noise and pollution.

• show a commitment to improving traffic conditions within the local area.

• reduce the adverse effects on health associated with increased car use.

• reduce air pollution and the consumption of fossil fuels.

• increase the attractiveness and hence the proportion of journeys made to and from the store by sustainable modes of transport such as walking, cycling and public transport.

• promote walking and cycling as a health benefit to staff.

• promote social inclusion by widening the travel options available for non-car owning staff.

• reduce the cost to staff of their journey to work by promoting alternatives that are both cheaper and more environmentally friendly.

• reduce the perceived safety risk associated with the alternatives of walking and cycling.

1.5.3 The Travel Plan will also be of benefit to the operator from a business perspective. By minimising the number of car based journeys to the store, optimum use will be made of the store car park by maximising the number of spaces which are available for the use by customers undertaking shopping trips. The adoption of the Plan will also help the operator to project a more environmentally friendly image to both its staff and the local community. Therefore it will be beneficial for the operator to fully support the adoption of a Travel Plan at the store.

1.6 Travel Plan Content

1.6.1 A key feature of the any Travel Plan is a review of existing staff travel patterns, which is detailed in Section 2 of this report. The outputs of this review constitute the starting point and will go on to inform the various plan measures and the identified targets. Over time the staff travel review surveys will provide the monitoring framework whereby historical travel to work data will allow key trends to be identified on a store specific basis in the medium to long term.

1.6.2 The Travel Plan will be implemented by a Travel Plan Co-ordinator. This role is described in Section 3.

1.6.3 The measures by which the Travel Plan objectives and targets will be achieved are the key component of the Plan and are described in Section 4. Regular monitoring is required to ensure that the objectives are being met and to gauge progress towards the targets. The means by which the Plan will be monitored are set out in Section 5.

2.0 CURRENT TRAVEL PATTERNS

2.1 Introduction

2.1.1 The success of the Travel Plan will primarily be judged by progress towards the target for the modal split of staff travel to the store. This section of the Plan will provide details of the means of travelling to the store and, in the Full Travel Plan, present the results of the staff travel survey and specify any modal share targets.

2.2 The Site and the Surrounding Area

2.2.1 The site is located on B5010 Nottingham Road approximately 280m northeast of the Nottingham Road / Derby Road / Toton Lane signal junction and c1km west of the A52. The site is currently occupied by the Pinfold Business Park / Trading Estate and the Nags Head and Plough public house. B5010 Nottingham Road forms an arterial route for Stapleford and the location of the site, in the context of the urban area, is presented at Inset 2.1 below.

2.3 Local Transport Facilities

Walking

2.3.1 The Department for Transport’s (DfT) document entitled ‘Manual for Streets’ dated 2007 provides guidance in relation to walk distances. Section 4.4 gives the following advice:-

“Walkable neighbourhoods are typically characterised by having a range of facilities within 10 minutes’ (up to about 800 m) walking distance of residential areas which residents may access comfortably on foot”.

2.3.2 Table 3.2 of The Institute of Highways and Transportation (IHT) guidance document entitled ‘Providing for Journeys on Foot’ identifies a maximum walk distance of 2.0km for commuter, school and sightseeing walk trips, 800m for town centre walk trips and 1.2km for trips elsewhere.

2.3.3 The actual distance that people will be prepared to walk will vary depending on the trip purpose and other factors such as the presence of road crossings and terrain. For retail / town centre trips, the likely maximum walk distance is 800m due to the fact that shoppers will be carrying bags on their return journey, while for work based trips, people are likely to be prepared to walk the full 2km referred to in ‘Providing for Journeys on Foot’.

2.3.4 Based on a maximum walk distance of 800m for shoppers and 2km for work employees, the walk isochrones are shown at Inset 2.2 below.

2.3.5 There is a large pedestrian catchment area within 800m and 2km of the site. Local roads are flanked with footways, that connect the site to the wider pedestrian network and there are nearby footpath connections (Church Walk) and signalised pedestrian crossing facilities at the Nottingham Road signal junction.

2.3.6 In light of the local pedestrian facilities, the site is well connected to the local pedestrian network with opportunities for customers to make trips by foot. There are also good opportunities for future staff members to walk to work.

Cycling

2.3.7 Sustrans indicate in their ‘Travel Behaviour Research Baseline Survey – 2004’ under the subheading ‘measuring the potential for change’ that cycling offers an alternative to car travel, and particularly for trips of less than 6 kilometres. This research is supported by the 2013 National Travel Survey, which specified average journey lengths, by cycle, of 5.3km (≈5km).

2.3.8 For the purposes of this assessment, it has been assumed that cycling has the potential to replace short car trips, particularly for journeys of less than 5km in length. Small quantities of shopping can be carried on a cycle rack without impediment and cycling is therefore a viable mode of transport, particularly for store staff, commuter trips, and store customers making ‘top-up’ shopping trips.

2.3.9 Cyclists will be able to access the proposal site via the proposed vehicular access.

Inset 2.3 – Cycle Catchment Area

2.3.10 The 5km cycle catchment includes the whole of Stapleford, which includes a significant

local population.

2.3.11 Considering that the roads local to the site are urban in character, and that the local topography is generally gentle, cycling provides the opportunity to access the store by a sustainable mode of transport.

Bus Access

2.3.12 The publication ‘Planning for Public Transport in Developments’ produced by the Institution of Highways and Transportation (IHT) specifies that new developments should be located within 400m of the nearest bus stop.

2.3.13 There are bus stops located on Nottingham Road, which are adjacent to the site for southwest-bound buses, and c65m northeast of the site for northeast-bound buses. Both bus stops fall within the IHT maximum recommended walk distance of 400m to the nearest site bus stops. Both bus stops are served by raised kerbs, seating, shelters and timetable information.

2.3.14 Table 1 below summarises the routes that serve the bus stops, there is on average one bus every six minutes passing the site in each direction during the day.

2.3.15 Having regard to the proximity of the bus stops, the frequency of buses and the areas that

the existing local buses serve, the site is accessible by public transport.

2.4 Staff Travel Patterns

2.4.1 In order to establish the initial travel patterns of staff, a comprehensive staff travel survey will be conducted six months after occupation of the store. A sample questionnaire sheet is provided at Appendix 1.

2.4.2 One of the key outputs of the survey will be the modal split for the journey to work. In addition, staff will be asked about their working patterns, their reasons for making work based journeys by car (where appropriate) and the potential for car sharing, walking, cycling or travelling by bus to work. The questionnaire will also seek to ascertain the measures required to make travelling to the store by foot, cycle or bus more attractive in order to improve conditions for those staff that already travel to work by sustainable modes and to encourage modal shift by those staff members who drive to work on their own.

2.4.3 Once the questionnaires have been completed and the results analysed, the modal split information for the store will be inserted below.

2.4.4 Following the staff survey, a comprehensive analysis of the results of the staff survey will

be included here.

2.4.5 However, to obtain an initial estimate of the staff travel patterns reference has been made to the 2011 census for journeys to work to the Broxtowe Local Authority. Data has been obtained from Census 2011 table ‘WU03UK - Location of usual residence and place of work by method of travel to work’ for Broxtowe.

2.4.6 The census data identifies the following number of work journeys to the Broxtowe Local Authority and their method of travel.

2.4.7 Table 3 above identifies that 65% of journeys to work in Broxtowe are undertaken by driving a car. Based on the number of car passengers, (and assuming on average 1 passenger per driver), this equates to 18,311 single occupancy car drivers, i.e. 59% of journeys.

2.5 Targets

2.5.1 Based on the results of the 2011 census, the following initial Travel Plan target will be set. The targets will be reviewed following the initial staff survey and in discussion with Nottinghamshire County Council:-

• To achieve a proportion of single occupancy (single purpose) car journeys to the site, which attains an average lower than 2011 census levels (i.e. less than 59%) within 5 years of the first staff travel survey.

2.5.2 Targets for individual mode shares will not be set as the minimisation of single occupancy

private car journeys, with an associated transfer to any non-single occupancy car mode of transport (inclusive of car sharing) will contribute towards achieving the main objective of the Travel Plan.

2.5.3 Should the Travel Plan targets set after the results of the staff travel survey not be achieved, Aldi will investigate other potential promotional measures for encouraging sustainable travel, inclusive of an extension to the Travel Plan monitoring periods.

3.0 TRAVEL PLAN ADMINISTRATION

3.1 Introduction

3.1.1 The role of Travel Plan Co-ordinator (TPC) will be shared between the Area Manager and the Store Manager on-site. The TPC is responsible for implementing and administering the plan. The store manager will work approximately 48 hours per week and will report any issues to the Area Store Manager. The store manager will be responsible for implementing the Travel Plan on-site and will be allocated sufficient time to complete all of their TPC duties, as well as for investigating potential Travel Plan measures and sustainable travel opportunities.

3.1.2 Until such time that the Travel Plan is implemented on site, a representative of Connect Consultants will act as the TPC.

3.1.3 The TPC will be provided with a copy of the Travel Plan, and then take ownership of the evolution of the Plan.

3.2 Duties

3.2.1 The duties of the Travel Plan Co-ordinator are permanent. The Travel Plan Co-ordinator will be responsible for the operation and implementation of the Travel Plan, which includes the following actions:

• monitoring the Travel Plan

• liaison with Nottinghamshire County Council’s Travel Plan Coordinators where appropriate

• liaison with the local bus operators where appropriate

• the preparation of subsequent update Travel Plan reports for submission to the Local Authority.

3.3 Promotion

3.3.1 All staff, including new employees upon commencement of employment, will be made aware of the existence of the Travel Plan, its objectives and their role as individuals in achieving these objectives.

3.3.2 On confirmation of employment, staff will be provided with information on sustainable travel, so that they can begin planning their journey prior to commencement of employment.

4.0 TRAVEL PLAN MEASURES

4.1 Introduction

4.1.1 This section of the Plan outlines the specific physical and management measures to be undertaken as part of the Plan. The implementation of the listed measures, which include awareness initiatives and infrastructure provision, is the core of the Plan.

4.1.2 As far as possible, the obligations outlined below are designed to be suitable for review and monitoring. The list is not exhaustive and the Travel Plan Co-ordinator will be free to investigate other potential initiatives. This list will be reviewed following the completion of the staff travel survey and the setting of the Travel Plan targets. An Action Plan has been included as Appendix 2.

4.2 Walking

4.2.1 The Travel Plan Co-ordinator will promote walking as a healthy and cheap means by which to travel. In order to encourage travel to the store on foot; the following measures will be implemented:

• Maps of the existing local trails (including Erewash Trail) and their connection to the site will be provided on a plan.

• A promotional poster highlighting the benefits of walking to work will be displayed in the staff room (a copy of this is provided at Appendix 3).

• The Travel Plan Co-ordinator will liaise with the Highway Authority to ensure that pedestrian walk routes are appropriately maintained.

• Staff will be provided with secure lockers for storage of wet clothes, umbrellas, etc.

• Walk to Work Week will be promoted by the Travel Plan Co-ordinator. Information will be obtained from livingstreets.org.uk.

• New footpath links will be constructed between Nottingham Road and Pinfold Lane and between Nottingham Road and Upper Orchard Street. See Inset 4.1 below.

• A new pedestrian refuge island crossing will be constructed on Nottingham Road, adjacent to the Nottingham Road / Pinfold Lane footpath link. See Inset 4.1 below.

Inset 4.1 – Proposed Infrastructure

4.3 Cycling

4.3.1 Cycling is a cheap, quick and sustainable mode of transport that provides benefits for personal health as well as reducing road congestion. In order to encourage travel to the store by cycle; the following measures will be implemented:

• Aldi are a member of the Cycle to Work scheme and actively encourage existing and new members of staff to participate.

• The Travel Plan Co-ordinator will liaise with officers of the Highway Authority to ensure that cycle routes are appropriately maintained.

• A plan will be provided showing local cycle routes, including the Nottingham Cycle Map, as appropriate.

• Secure covered cycle parking spaces will be provided for staff and customers. The use of cycle parking facilities will be monitored. The possibility of providing additional cycle parking spaces will be investigated should demand by either staff or customers warrant it.

• Promotional material on bicycle maintenance will be available in the staff room (a copy of this is provided at Appendix 4).

• Potential cyclists who would like a partner to cycle to work with will be encouraged to register with www.BikeBUDi.com, as this will increase the pool of potential cyclists. However, should demand warrant it, the Travel Plan Co-ordinator will investigate the potential for an in store Bicycle User Group, which could include cycle training.

• Bike week will be promoted by the Travel Plan Co-ordinator. Information will be obtained from bikeweek.org.uk.

• Promotional cycle events, such as the Bike Boost Cycle to Work Challenge will be encouraged by the Travel Plan Co-ordinator.

4.4 Bus Services

4.4.1 Measures for encouraging bus travel will include:

• Up to date information on bus services, including route information, service frequencies, and walk route information to bus stops including crossing facilities and distances, will be available in the staff room.

• The Travel Plan Co-ordinator will liaise with the local authority and the local bus operators to ensure that information remains valid.

• To ensure that the use of bus services for travel to/from the store is maximised. The Travel Plan Co-ordinator will bring to the attention of the relevant bus operators any issues raised periodically by staff.

• Personal travel planning will be promoted to employees via websites, including promotion of East Midlands Travel Line.

• A budget of £250 will be allocated to provide staff with ‘taster’ tickets following store opening to allow staff to try out bus services.

4.5 Taxis

4.5.1 Taxis have an important role in providing for staff trips when other modes of transport may not be available, such as during late evenings when buses may not be running, or when a car share arrangement fails on a particular occasion.

• A list of local taxi companies’ contact details will be available in the staff room. Details of local taxi companies are provided at Appendix 5.

• A budget per annum will be allocated to provide a ride home for members of staff travelling to the store by sustainable modes of transport; should undertaking their original travel mode become unfeasible. This measure will act as a ‘safety net’ for potential travellers by sustainable transport and will especially reassure car sharers by guaranteeing that a backup measure is in place should an agreed car share journey not go ahead as planned. The annual budget will be revisited, as necessary, following Plan monitoring and target review.

4.6 Car Sharing

4.6.1 Car sharing represents a relatively convenient alternative form of travel and car sharing would reduce the total private vehicle mileage by staff, and therefore reduce fuel consumption, which is beneficial to both staff members and the environment.

4.6.2 Some staff members may be concerned about car sharing, so to maximise the potential pool for members of staff who are interested, staff members will be encouraged to register with https://nottingham.liftshare.com.

4.6.3 National Liftshare week will be promoted by the Travel Plan Co-ordinator. Information will be obtained from www.liftshare.com/business/liftshareweek.

4.7 General

4.7.1 Upon commencement of employment each staff member will be provided with a Travel Plan Information Pack. This pack will contain information an individual will need in order to make an informed choice on the mode of travel to be used for work based journeys. The pack will comprise the following:

• a summary page introducing the Travel Plan.

• copies of local bus timetables and maps.

• contact details for local taxi companies.

• a plan showing the cycle routes of Stapleford.

• a promotional leaflet about car sharing.

• a list of informative websites which promote sustainable travel.

4.7.2 Inserts from the staff Travel Plan Information Pack are provided at Appendix 6. The Travel Plan Co-ordinator will be free to investigate other potential ways of encouraging customers to travel by sustainable modes.

4.7.3 The Travel Plan Coordinator will be responsible for organising involvement in travel planning days/events for all modes of sustainable travel.

5.0 PLAN MONITORING AND REVIEW

5.1 Introduction

5.1.1 A programme of monitoring and review has been designed to generate information by which the success of the Plan can be evaluated. Monitoring and review will be the responsibility of the Travel Plan Co-ordinator.

5.2 Monitoring

5.2.1 The outputs of an on-going monitoring programme will be used to inform the content of the Travel Plan reports (as detailed in Section 5.3 below) and will include the following:

• monitoring the use of the cycle parking.

• monitoring the demand for additional cycle parking by staff.

• monitoring the number of staff registered with nottingham.liftshare.com.

• recording of comments received from staff on transport and travel to the store.

• monitoring of the number of staff vehicles in the customer car park.

• monitoring the number of claims made for a guaranteed lift home.

5.2.2 Car park management will be undertaken at the store using an automatic number plate recognition system. The use of the car park by staff will be monitored.

5.2.3 A Staff Travel Survey will be conducted every year for a period of 5 years following the implementation of the plan; the details of the survey methodology will be agreed with Nottinghamshire County Council.

5.3 Process and Review

5.3.1 Within three months of the store opening the operator will conduct travel surveys to assess the existing travel patterns of employees. Three months from this date a copy of the Full Travel Plan will be submitted to Nottinghamshire County Council, therein an annual report will be produced and submitted.

5.3.2 The updated Travel Plan report will be produced following the results of each survey and submitted to Nottinghamshire County Council. The updated plan will include the following:

• analysis of the latest questionnaire responses.

• the latest targets (existing targets will need evaluation and refinement in light of the updated staff survey results, and discussed with representatives of Nottinghamshire County Council. Success in achieving existing targets will also be considered).

• any additional measures and any changes or refinements to existing measures.

• evaluation of the success of the various measures implemented to date.

Puncture repair

Punctures don’t happen that often, but they are the most common form of breakdown so it’s worth learning how to mend them.

To mend a puncture:

1 Release brake calipers and remove the wheel.

2 Use tyre levers, available from bike shops, to remove the tyre.

3 Carefully run your fingers around the inside of the tyre to check for sharp objects, such as nails, splinters of glass or thorns. Remove the cause of the puncture and check that there are no more spikes in the tyre.

4 Find the hole in the tube, either by pumping it up and holding it underwater to look for bubbles, or by feeling for escaping air.

5 Mark the hole with pen or chalk. Use sandpaper or the scratcher from the puncture repair kit to scuff the area around the hole to help secure the glue to the tube.

6 Spread glue thinly and evenly over and around the hole and wait for the glue to dry until it feels tacky to touch. Place a patch over themarked hole and apply pressure. (A faster alternative is to use the new glueless patches.)

7 Lightly pump up the tube. Place one edge of the tyre around the wheel rim and push the tube’s valve into the rim’s hole. Starting from the valve, push the rest of the tube into the tyre. Ensurethe valve stem is perpendicular to the rim and thatthe tube isn’t twisted. Once the tube is inside thetyre, begin to place the second edge of the tyre onto the rim. About 75% of the tyre will go on easily,the rest will need strong fingers or tyre levers to coax it onto the rim. Take care not to pinch and damage the tube. When complete, pump a little more air into the tube and check that the tube isn’tcaught between the rim and the tyre.

8 Slide the wheel back into place on the bike and tighten the bolts gradually, ensuring that the wheel remains aligned straight to the frame. Reconnect the brakes.

9 If you are happy with it, fully pump up the tyre. Take the bike on a short ride, and test that thebrakes are still set up correctly

Tip: save time on journeys, by carrying a spare inner tube with you, so that you can mend any punctureswhen you get home.

Like any machine, a bicycle will work better andlast longer if it is properly maintained. By carryingout certain simple maintenance jobs on a regularbasis you can avoid expensive repair, and increasethe pleasure of your cycling into the bargain.

Do it yourselfIt is advisable to take your bike to an experiencedmechanic once a year for a thorough service.However, with a little investment in tools andtime, the majority of repair and maintenance jobscan be carried out at home.What you needThere is a range of bicycle tools available, howeverall you need to start with are screwdrivers, Allenkeys, spanners, a pump, tyre levers, cleaning rags,an old toothbrush, lubricants and a puncture repairkit.Daily maintenanceEach day you use your bike, give it a quick once-over. In particular, check the condition of the tyresand their pressure.Weekly maintenanceLubricate exposed moving parts of the bike, suchas the chain and gear mechanisms taking care notto get any on wheel rims or brake blocks. Cleandirt and grease off wheel rims with a cloth andsome lubricant spray.

Monthly maintenanceWheels: Check tyre pressure and condition. Makesure your wheels are properly fastened and in linewith the frame.Brakes: Check the brake blocks for wear and ensurethey contact squarely with the rim, not the tyre.Replace worn or frayed brake cables and adjustbrakes so that the brake levers don’t come intocontact with the handlebars when braking hard.Gears: Check gears work correctly and cables movefreely (though it’s best to leave gear repairs to abicycle mechanic). Clean the chain with a ragsoaked in degreaser then re-oil.Steering: Check for looseness in the handlebar andstem and tighten where necessary.Pedals: Pedals should spin freely so check the pedalaxles for looseness and tighten.Frame: Regularly inspect the frame for anydamage. Ensure the seat height is correct and thatthe seat post bolt is tight.

A Travel Plan has been implemented at this store. Travel Plans encourage people to

travel to work using a green mode of transport.

The Plan seeks to reduce the number of car based journeys to the store by staff,

particularly journeys which are of single occupancy or single purpose. The key aims
