Nobel Peace Prize.

ALL proposals of candidates for the Nobel Peace Prizewhich is to be distributed 10th December, 1905, must, in orderto be taken into consideration, be laid before the NobelCommittee of the Norwegian Parliament by a duly qualifiedperson before the 1st of February of the same year.

Any one of the following persons is held to be duly quali-fied : (a) Members of the . Nobel Committee of the Nor-wegian Parliament ; (b) Members of Parliament and Membersof Government of the different States ; (e) Members of theInterparliamentary Council ; (d) Members of the Commissionof the International Peace Bureau ; (e) Members of theInstitute of International Law ; (f) University professors ofPolitical Science and of Law, of History, and of Philosophy ;and (g) persons who have received the Nobel Peace Prize.

The Nobel Peace Prize may also be accorded to institutionsor associations.

According to the Code of Statutes, Section 8, the groundsupon which any proposal is made must be stated, and handedin along with such papers and other documents as maytherein be referred to.

According to Section 3, every written work, to qualify fora prize must have appeared in print.

For particulars, qualified persons are requested to aplpy tothe office of the Nobel Committee of the Nowegian Parlia-ment, Victoria- terrasse 4, Kristiania.

NOTIFICATION OF PROVISIONAL REGULATION,AND OF THE INTENTION TO MAKE AREGULATION UNDER THE CUSTOMS ACT 1901.

PURSUANT to the Rules Publication Act 1903, notice ishereby given

(1) That His Excellency the Governor - General, acting withthe advice of the Federal Executive Council, was, on. the19th day of October, 1904, pleased to make a ProvisionalRegulation' under the Customs Act 1901, to come into opera-tion forthwith, which Provisional Regulation may be citedas Statutory Rule 1904, No. 69.

(2) That it is proposed to make a Regulation under theCustoms Act 1901, and that the Provisional Regulationabovementioned is the draft of the proposed Regulation.

(3) That copies of the Provisional Regulation may bepurchased at the Government Printing Office, Melbourne, atthe price of Threepence.

(4) That any representations or suggestions made inwriting by any person interested will be taken into con-sideration before finally settling the proposed Regulation.

NEW SOUTH WALES.TENDER FOR CONVEYANCE OF MAILS IN PORT JACKSON.FliENDERS, for one, two, or three years, from the 1st Janu-

ary next, will be received at the Office of the ActingDeputy Postmaster- General, Sydney, up to half -past Twop.m. on Wednesday, the 16th November, 1904, from personswilling to provide a Steam Launch for the Conveyance ofMails expeditiously, to and from Vessels in the Harbor ofPort Jackson, and the Department's vehicles, at any wharfto be named by Department, the launch to be manned by acrew sufficient in number, and who will be required to loadand unload the mails carried, under the supervision of theDepartment's Shipping Officer.

'l'he launch, which must be capable of carrying two tons ofmails, and be suitable for travelling to Watson's Bay, TheHeads, and Quarantine Station, in any weather, must be inattendance at any time between sunrise and sunset, orearlier, or later, if necessary, upon special notice of require-ments being given before sunset.

The successful tenderer must, within seven days after theacceptance of his tender, if the annual amount thereof exceeds£25, deposit with the Receiver, General Past Office, Sydney,a sum equal to 5 per centum of the annual amount of his tender

up to £1,000, and 21 per centum on any further amount beyond£1,000, such deposit to be in the forni of acheque, indorsed bythe Manager of the bank upon which it is drawn, or a bankdraft;, made payable to the Receiver, General Post Office,Sydney. Unless such deposit shall be made as aforesaid,the Postmaster-General shall be at liberty to cancel theacceptance of the tender. The amount deposited shall beabsolutely forfeited to the Government in case the personwhose tender shall be accepted and his sureties shall fail tocomplete the bond stipulated for within thirty days fromthe date of notice of the acceptance of his tender, and suchacceptance may be thereupon cancelled.

The sum deposited by the successful tenderer will be re-turned after he shall have performed the service for onecalendar month to the satisfaction of the Postmaster -General.

Every tender must state the names in full and the residencesor business addresses and the occupations of the tenderer andof two respectable and responsible persons willing to join withthe tenderer in a bond in a form approved by the Postmaster -General, guaranteeing the safety of the mails and the due per-formance of the contract, the penal sun in which bond willbe double the annual amount payable under the contract.Tenderers are requested, if possible, to state the naine andaddress of some person or firm in Sydney to whom notices inconnexion with the tender or contract may be sent.

Every tender must be signed by the tenderer and sureties,and attested by a magistrate or postmaster.

Each successful. tenderer must, within seven days after theacceptance of his tender, if the annual amount thereof exceeds£25, deposit with the Receiver, General Post Office, Sydney,a sum equal to 5 per centum of the annual amount of histender up to £1,000, and 21 per centum on any further amountbeyond £1,000, such deposit to be in the form of a cheque,indorsed by the Manager of the Bank upon which it is drawn,or a Bank draft, made payable to the Receiver, General PostOffice, Sydney.
