Dear MACo Colleagues, Friends & Partners:
As President of the Montana Association of
Counties, it is my pleasure on behalf of the MACo
Staff and Executive Committee to welcome you to
MACo’s 107th Annual Conference. Thank you all for
taking time out of your busy schedules to attend and
participate. This will be my sixteenth annual conference
and have found them all well worth my time. My first
conference was in Big Sky before I officially took office.
It was a real eye opener for an incoming commissioner.
The MACo organization and the annual conferences
have taken big steps forward since my first conference. The annual conference gives
commissioners and elected officials the opportunity to attend informational and
educational sessions along with committee meetings that support MACo’s mission.
In the next few days, MACo Committees will be meeting to go over resolutions,
policies, and national issues. Please take time to attend these committee meetings
because the issues discussed are likely to affect your county. Your input at the
committee meetings is encouraged even though you may not be a voting member of
the committee. The chairs and vice chairs of this year’s committees have spent a great
deal of time preparing their agendas and finding guest presentations on topics that will
be interesting to all attendees.
This year’s vendors and sponsors offer a wide variety of services for counties. They
bring a wealth of professional knowledge, information and products that are helpful for
counties to deliver essential services to our residents. There is always something new
and interesting. Make a point to stop by each booth and say “Thanks”. Their
participation not only displays state of the art services for counties but also represents
a substantial financial contribution to the conference success that is greatly
appreciated.
Our Conference Planning Committee and MACo Staff have spent many hours
assembling workshops that pertain to pertinent county, state and federal issues. I
would like to give a big thanks to them, Yellowstone and Stillwater County Commis-
sioners and their staffs, and the volunteers who make this conference a success.
The next few days will give you the opportunity to learn from experts, share your
county issues with peers, visit with the MACo staff, view services available from
vendors and mingle with electeds who understand the responsibilities of elected
officials. Don’t forget to enjoy your stay in Billings and support the local economy.

We would like to welcome everyone to MACo’s 107th Annual
Conference. We will be reviewing resolutions, policies and discussing
issues that are important to all of us. The many sessions and workshops
planned will give us the tools we need to be more productive in our
roles as elected officials. We hope everyone will enjoy the conference
and leave with new ideas to help ensure the smooth running of our
county governments.
A special thank you to the MACo staff, volunteers and everyone
involved in setting up the conference and workshops. We hope you will
be able to attend as many as possible. Also, don’t forget to take time to
visit with our many exhibitors who contribute greatly to our ability to provide these informative meetings.
Last, but not least, there are many activities to take part in with our
shopping malls, museums, restaurants, breweries and Zoo Montana, just
to name a few. You might want to stay an extra night on September
22nd to attend the All Nations Indian Relay Championship featuring
bareback relay horse races with riders in traditional Native American
regalia exchanging and leaping from one galloping horse to another at
our MetraPark grandstands at 7:00 pm. This all-star gathering includes
Indian arts, crafts and concessions, plus dancing, drumming and other
cultural activities. Indian Relay is proclaimed by many to be the world’s
most exciting sport so you won’t want to miss it.

The Board of Investments (the “Board”) is a division of State of Montana Department of Commerce that by law administers the Unified Investments Program required by the Montana Constitution. With very few exceptions, all of the State’s money is invested by the Board. This is an opportunity for county officials to learn more about what the Board can do for your county through its INTERCAP Loan Program, a low-interest loan resource for a wide variety of needs to Montana local governments; the Short Term Investment Pool (STIP), a highly liquid investment fund available to state and local governments to serve their short term cash flow and deposit needs; and, as a component of the State's overall economic development efforts, the In-State Loan Program that includes various loan and infrastructure programs for new and expanding businesses. (FAST) Act
Presenter: Mike Tooley, Director, Montana Department of Transportation
On December 4, 2015, the Fixing America’s Surface Transportation (FAST)
Act was signed into law authorizing surface transportation programs
through 2020. This long-term authorization bill is important to Montana
and will provide program stability at the federal level needed for MDT to
plan, develop, and deliver infrastructure projects that improve the safe and
efficient operations of Montana’s roads and bridges. Current
implementation activities, highlights of the legislation, along with some
challenges will be shared.
