• Assess desirability, commercial viability, technical feasibility of idea with limited initial investment by entrepreneurs; easy entry into ESA Business Applications

• time-limited thematic competitions • open to any company/organisation in participating Member States
(Austria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, the Netherlands, Norway, Poland, Portugal, Romania, Sweden, Switzerland and the United Kingdom)
• aim at exploring the viability of new service/application concepts and consolidating the customer/user landscape, including derivation of service requirements, service and system architecture definition, business plan creation
• fund activities at 75 % by ESA for a maximum amount of 60,000 Euro per activity• follow a competitive tendering procedure; evaluation criteria are published in the
Letter of Invitation/Cover Letter of the Call for Proposals (see “How to Apply”)

1. Register on ESA-STAR Registration (https://esastar-emr.sso.esa.int, min. ‘Light Registration’)2. Download tender documents via ESA EMITS ‘AO 8872’ (https://emits.sso.esa.int)
and create ‘Bidder Restricted Area’ from 2 Oct 2018• Letter of Invitation • Appendix 1: List of Thematic Calls for Ideas (incl. calendar of Call for Ideas and specific information on themes) • Appendix 2: Draft Contract• Appendix 3: Tendering Conditions for Express Procurement Procedure - EXPRO/TC• Appendix 4: Proposal Template (see slide “Proposal Template”)
3. Write your proposal and obtain Letter of Authorisation from National Delegation, if needed• Germany, Norway and the UK have pre-approved funding for this Thematic Call on “Big Data in Health”• Companies residing in other participating member states have to request a Letter of Authorisation.

Your Proposal must include the following information:1. Executive Summary (max. 1 page)2. Business Potential (max. 5 pages)3. Technical Concept (max. 5 pages)4. Team and Resources (max. 3 pages)5. Management (max. 4 pages)6. Financials (max. 2 pages)

• For each Thematic Call, each Member State can decide whether to make funding available; dedicated clarifications posted on ESA EMITS inform on the list of Member States that have already provided their financial support to the Thematic Call.
• If your company/organisation resides in a country which has not provided their financial support to the Thematic Call you are interested in, you must contact your National Delegation: business.esa.int/national-delegations.
• Availability of funding for the specific Thematic Call against which you submit your Proposal is an admissibility criterion. Proposals without authorised funding at the closing of the Thematic Call will not be admitted for evaluation.
• For the Thematic Call on “Big Data in Health,” Germany, Norway and the United Kingdom have already pre-authorised the funding.
