PBS Engineering and Environmental Inc. (PBS) performed soil screening for arsenic and lead at the site of the Thornton Creek Elementary School in Seattle to determine the presence of metal contaminants in the soils. The subject site is located at the present address of 7711 43rd
Avenue Northeast, Seattle, Washington (see Figure 1). The school facility is presently occupied.
BACKGROUND
The Asarco Company operated a copper smelter in Tacoma from 1890 to 1985. Smelter operations emitted an airborne plume of particulates containing arsenic, lead, and other heavy metals over a wide region of Puget Sound. Concentrations of these metals have been found in soils as a result of this contamination. A number of school districts in King and Pierce County have conducted soil testing to determine concentrations of arsenic and lead in areas that are frequently used by children. Seattle School District has contracted with PBS to determine the presence of contaminants at the site of Thornton Creek Elementary School prior to site redevelopment.
SOIL SCREENING FOR ARSENIC AND LEAD
On May 24, 2013, PBS Environmental collected 20 discrete soil samples at 10 locations on the Thornton Creek Elementary School site. The sample locations are shown on Figure 2.
Sample Location Selection The soil sample locations were selected on the school property based on accessible areas reflecting various child activities, land uses, property histories, proposed development, or other factors that may influence which soil is accessible by young children and exposures can occur.

Collection Method Sample collection started just below any shallow cover layer (e.g., less than 4 inches of sand, or below wood chips). A hand shovel and pick were used to complete 12 inch deep test holes. A soil sample was collected from the ground surface to 6-inch depth, and a second soil sample was collected from 6 to 12 inches below ground surface (bgs). Soil retained for analysis was packed into laboratory-provided containers with zero headspace, sealed and labeled and put on ice in a cooler and chain of custody documentation initiated.
PBS personnel wore disposable nitrile gloves to protect against cross-contamination between samples. All sampling equipment was decontaminated with a detergent and distilled water rinse between each sample location.
Sample Analysis All samples were analyzed for total arsenic and lead using EPA Method 6020. Total arsenic and lead results were reported on a dry weight basis. Therefore, percent moisture (percent solids) will also be determined for each sample to support lab calculations of dry weight concentrations.

SAMPLE RESULTS
PBS submitted a total of 20 soil samples for laboratory analysis during the investigation activities. Copies of the laboratory reports and sample chain-of-custody forms are presented in Appendix A. Sampling results and applicable cleanup levels are summarized in Table 1. Results of soil analyses performed are summarized below.
The arsenic results in each of the 20 analyzed soil samples were below the Model Toxics Control Act (MTCA) Method A cleanup level for arsenic [20 parts per million (ppm)]. The concentrations of arsenic found in the discrete samples ranged from 2.18 ppm to 9.12 ppm, with an average concentration calculated to be 4.17 ppm and a median concentration of 3.62 ppm, based on the total number of analyzed samples.
The lead results in each of the 20 analyzed soil samples were below the Model Toxics Control Act (MTCA) Method A cleanup level for lead [250 parts per million (ppm)]. The concentrations of lead found in the discrete samples ranged from 2.66 ppm to 68.0 ppm, with an average concentration calculated to be 16.13 ppm and a median concentration of 9.09 ppm, based on the total number of analyzed samples.

CONCLUSIONS Based on the collection and analysis of soil samples from ten discrete locations from the Thornton Creek Elementary School and playfield areas, the levels of lead and arsenic in the soil are within the Washington Department of Ecology’s MTCA A Soil Limits that are established to be protective of human health.
The soil analysis results do not indicate the need for further assessment or corrective measures related to the regional Arasco Smelter lead and arsenic plume.
LIMITATIONS
PBS has prepared this report for use by the Seattle School District. This report is not intended for use by others without the written consent of SSD. Our interpretation of soil conditions in this study was based on field observations and analytical data from the indicated explorations. Regulated substances may exist in portions of the site that were not explored or analyzed. The conclusions in this report are not be considered a legal opinion as the client’s duty concerning due diligence relating to potential liabilities in leasing, owning, or purchasing real estate.

I. SAMPLE RECEIPT: Samples receipt information is recorded on the attached Sample Receipt Checklist.
II. GENERAL REPORTING COMMENTS: Results are reported on a wet weight basis unless dry-weight correction is denoted in the units field on the analytical report ("mg/kg-dry" or "ug/kg-dry").
Matrix Spike (MS) and MS Duplicate (MSD) samples are tested from an analytical batch of "like" matrix to check for possible matrix effect. The MS and MSD will provide site specific matrix data only for those samples which are spiked by the laboratory. The sample chosen for spike purposes may or may not have been a sample submitted in this sample delivery group. The validity of the analytical procedures for which data is reported in this analytical report is determined by the Laboratory Control Sample (LCS) and the Method Blank (MB). The LCS and the MB are processed with the samples and the MS/MSD to ensure method criteria are achieved throughout the entire analytical process.
