Sustainable Development for Public Administration
"Sustainable development is development that meets the needs of the present without compromising the
ability of nations and their people to meet their needs over the long term.”
The financial crisis of 2007-8 had multiple effects on countries across the globe and, by extension, on
governmental organizations. Many governments found that their expenditures rose dramatically in faltering
economies as revenues dropped. Exporting countries found that exports declined, sometimes drastically.
The boom and bust cycle can be incredibly wasteful. The consequences for public administration are
severe, as well. While countries could afford expanding government services in boom times—prior to
2007-8—troubled economies have led to serious pressure to cut back in many countries. Officials of
national, state and local governments all have felt the pressure of budget uncertainty and serious budget
constraints.
This comes in the context of growing realization that resources are finite; we cannot simply consume scarce
resources, and especially in ways that generate costly such unsustainable byproducts as pollution and
climate change.

The 2015 conference seeks to address the problem of managing governmental organizations with an eye
both to the short and longer term. For the short term, what can public administration teach policymakers
and government managers about sustaining public services in the face of sometimes severe economic and
policy cycles? For the longer term, how should policymakers and government managers address the need
to avoid less expensive short-term approaches to providing public services in favor of long-term more
sustainable approaches?
Papers and proposals that address the need for sustainable development in the delivery of public services
are welcomed, and especially those that use case studies and comparative analyses between and among
countries to illustrate promising practices and significant lessons. We are especially receptive to proposals
that focus on the sub-themes below. However, we encourage all submissions that bring new ideas to any
aspect of the overall conference theme.
Sub-themes, Topics, Questions
Managing Organizational and Program Performance in Good Times and Bad
How can public managers deal with the sometimes unpredictable swings in available budget
resources so they avoid frivolous spending in good times and save resources for more essential
spending when times turn bad? How can managers protect their most vulnerable constituencies
so their needs are met, even in times of budget constraint when competition for scarce resources
becomes especially intense?
Making the Trade-Off between Higher Costs Now and More Sustainable Approaches in the Future
Sustainable approaches often cost money, to design, implement and maintain. How can
policymakers and managers adopt more sustainable approaches despite calls to “do more with
less?” How can policymakers and managers determine which trade-offs are worthwhile from a
policy perspective and how can these be made in the context of political constraints?
Managing and Organizing Third-Party Government on a Sustainable Basis
Governments around the globe use third parties to deliver public services. These include banks for

government loan programs, hospitals and private insurance companies for public health, and
ubiquitous contractors to undertake an increasing number of tasks. How can public managers
reorient the incentives of third parties, especially those that are profit-making, to adopt longer-term
perspectives that avoid waste of resources that can come from a short-term point of view?
Managing Risk to Improve Decision-making by Government Organizations
What systems and processes are needed to improve the flow of information to decisionmakers so
they understand the risk-reward trade-offs in their decisions, especially trade-offs that may impede
sustainable development? Enterprise Risk Management is an approach to managing risk that asks:
“What are the risks that could prevent my agency or program from achieving its goals and
objectives?” These are major risks, rather than myriad smaller risks that are an annoyance but
not a fundamental threat to agency and program success. Are there good examples of this
approach to risk management? How can public managers improve the flow of communication in
their organizations so that problems surface early enough to be addressed before they grow to
unmanageable size?
Using the Rule of Law to provide a Sustainable Framework for Governmental Effectiveness
Different countries and cultures have different conceptions of the rule of law. For public managers
in virtually any context, the rule of law provides a framework to guide decisionmaking and permit
their organizations to operate on a longer-term basis than would be possible without the legal
framework. Cross-country comparisons are especially valuable here: How does the rule of law
affect public managers in different countries? What are features of the rule of law that help or
hinder effective management? How can the legal framework build in feedback from constituencies
that inform managers without being destructive to organizational performance? How can the legal
framework build in protections for less influential and disadvantaged constituencies whose needs
may be greatest?
Managing Human Capital in Times of Economic and Policy Uncertainty
Public institutions offer their employees a trade-off: Instead of having the prospect of earning
potentially generous private-sector compensation, the government official accepts a lower return
along with the promise of more secure employment. Yet sometimes the promise of more secure
employment can result in retaining less-qualified people in positions that impede organizational
effectiveness—for example, by denying employment opportunity to younger people who may be
more attuned to new technologies and ways of doing business. What are models of managing
human capital that address these trade-offs? How can organizations avoid creating a zero-sum

game between their (older) current employees and potential (younger) employees with fresh skills?
Especially at times of budget constraints, how can organizations address gaps in their skill-mix
when new hiring is not possible?
Sustaining Equity and Fairness in Government Programs
The political process may tend to reward the most influential constituencies with public services
rather than the most needful. How can policymakers and government managers maintain a flow of
information about the pattern of services they provide so that they can identify gaps that raise
issues of equity and fairness? How can public managers act on this information while paying due
regard to realities of the political process? Are there successful models that other countries and
other public organizations can learn from?
Authors will have the option to have their accepted papers published or not published in the official
Proceedings of 2015 International Conference on Public Administration by Press of University of Electronic
Science and Technology of China. Authors who wish to have their papers nominated for “Best Paper
Awards“ and are so selected will not have their papers published in the proceedings if they prefer to have
their papers blind reviewed by recommended journals. The Proceedings will be indexed by ISI Proceedings
(Conference Proceedings Citation Index - Social Science & Humanities CPCI-SSH, named in the Index to
Social Science and Humanities Proceedings - ISSHP) through ISI Web of Knowledge in the United States.
The submitted papers should be written in English with Microsoft Word 2007 or higher edition. Authors
should identify the primary subtheme where their abstract/paper should be placed. The abstract should
describe the paper ’s contents and briefly explain the paper ’s relevance to the conference theme. Abstracts
must identify the author(s) affiliation, email address, and not exceed one page.

Padjadjaran University
Universitas Padjadjaran (Padjadjaran University or
UNPAD) is one of the largest university in Indonesia.
UNPAD was established on Wednesday, 11
September 1957 and officially opened by the
President of Republic of Indonesia, Sukarno on 24
September 1957.
At the time of establishment, UNPAD had only four
faculties: Faculty of Law and Social Knowledge, Faculty of Economy, Faculty of Teaching and Education,
and Faculty of Medicine. In the span of almost thirty years, UNPAD now has sixteen faculties: Faculty of
Law, Faculty of Economics and Business, Faculty of Medicine, Faculty of Social and Political Sciences,
Faculty of Mathematics and Natural Science. Faculty of Humanity, Faculty of Agriculture, Faculty of
Dentistry, Faculty of Communication, Faculty of Animal Husbandry, Faculty of Nursing, Faculty of Fisheries
and Marine Science, Faculty of Agricultural Industrial Engineering, Faculty of Pharmacy, Faculty of
Geological Engineering, and Faculty of Psychology. Currently, UNPAD offers forty-four undergraduate
programmes (Strata 1/S1), two specialist
programmes, nine doctorate programmes (Strata
3/S3), nineteen Master degree programmes (Strata
2/S2), five profession programmes, one our-year
diploma program (D4), and three-year diploma
programs (D3). At the beginning, UNPAD was
located only in Bandung City, spread in 17 locations in Bandung City (covers 260.082 m2 area) and
Bandung Regency (covers 2.064.490 m2 area). As the needs for the university development increasing,
UNPAD expanded its campus to Jatinangor, Sumedang Regency.
Up until now, UNPAD has more than 40.000 students, consists of Diploma students, Undergraduate
students as well as Postgraduate Students. To this day, UNPAD has more than 200.000 alumni.
UNPAD received rate A (excellent) on Values
and Ranking in Accreditation of Higher
Education Institution from National Accreditation
Board for Higher Education (BAN-PT) in 2014.
Other achievements in 2014 were Telkom Smart
Campus Award and Green Campus from The La
Tofi School of CSR supported by the Ministry of
Forestry and the Ministry of Industry..
