What is the Grand Chapter?Who are its members?
- The Grand Chapter is all TKE members
- Each biennium meeting is a Conclave.
- Members in good standing may attend
- Voting members are limited to:
- All current Grand Council Members
- All operating chapters, who are present and in good standing
- All Alumni Associations, who are present.

Standards- Good Standing – No OGC action
- Chapter MUST send at least one delegate to Conclave.
- Excused absence - due to school session
- Chapter may certify an alumnus to act on their behalf (must send letter)

Procedures versus Rules
- Embedded in law are procedures that requires strict adherence.
- Roberts Rules are like the Pirate Code, “they are more of a guideline.”

Why Robert’s Rule of Order?
• Provides common rules and procedures
• Same footing, Speaking the same language.
• Constructive, Democratic meetings
• Helps, not hinders, the Conclave
• No one should be intimidated
• The fundamental rights - all questions to be thoroughly discussed before taking action!

Tips on Robert’s Rule of Order1. The right to speak – Granted ONLY by the Venerable
Grand Prytanis
- Generally, the floor will be set up with two microphones, on each side for speakers.
2. No member can speak twice to the same issue
3. Remarks must be courteous – avoid all personalities – never elude to others by name or by motives (generally, unless you are complementing them)

Tips on Robert’s Rule of OrderThe Rules of Roberts Rules:
- Point of Privilege: Pertains to noise, other than the speaker, that is interrupting
- Point of Information: Generally applies to questions you may have about process, “Point of Information VGP, I should like to ask a question”
- Divide the Question: Divides the motion into two or more separate motions, but each must be able to stand on their own
- Extend Debate: Where prescribed you can move to extend debate until a certain time (until 5 PM) or for a certain period of time (15 additional minutes)
- Limit Debate: Closing debate at a certain time, or limiting it to a certain period in time.

Tips on Robert’s Rule of Order- Reconsider: Can be made only by one on the prevailing side who has
changed position or view
- Postpone Indefinitely: Kills the question/resolution for this session – exception: the motion to reconsider can be made this session
- Previous Question: Closes debate if successful – may also be “move to close debate” if preferred.
- Appeal the Decision of the [VGP]: Appeal for the assembly to decide – must be made before other business is resumed; not debatable if it relates to decorum, or a violation of rules or order of business.
- Move for a Roll Call Vote: Generally, the VGP has the discretion, unless prescribed by fraternal law to call a voice vote, if it appears the vote is close, a delegate may ask from the floor for a Roll Call Vote.

• Proper decorum is very important. • The power of persuasion. After all, as your
chapter or assoc. delegate you are trying to influence your fellow fraters.
• To do this, be serious to be taken serious.• Behaving as if you belong there is easy and
effective

• Under no circumstances will hostile, sarcastic, profane, rude comments be tolerated. Keep cool; strong emotions can embarrass some, and they forget.
• Reason for formality, it allows people to work together while holding opposite views.
• Remember, “Hey, It ain’t personal… It’s just business.” [Michael Corleone]
• Be prepared
• Mute your cell phone.

How Nominating Committee is formed:- Names of all chapters and alumni associations are placed in separate “hats”- The Venerable Grand Prytanis pulls from the hat one name for every 10 chapter and 1 for every 10 alumni associations.- In early Spring/Summer the Venerable Grand Prytanis will appoint three Past Grand Prytani to serve as the Cmtee’s Chairman, Vice Chairman and Secretary.
Duties of Each Cmtee Member:- Interview each candidate- Active listeners, decision makers on the selection of a slate of officers- Attend all meetings of the Cmtee
The Interview Process:- Each candidate is presented to the Cmtee. He receives 10 minutes to deliver his message uninterrupted.- The Cmtee is given 10 minutes to ask any questions it may have.- The Candidate provides, in advance, his personal and TKE resume along with a formal application, statement of Policy Governance, sign a conflict of interest release form, and background check

The Outcome:- The Committee will place into nomination a slate of Nominees for each office. - That slate is read in its entirety into the record during the next day’s legislative session.- Each officer is voted on individually.
