BOARD OF REGENTS BRIEFING PAPER 1. Agenda Item Title: Tenure upon Hire - UNLV Meeting Date: March 10-11, 2011 2. BACKGROUND & POLICY CONTEXT OF ISSUE: Board of Regents approval is required for tenure upon hire. UNLV requests such approval for the appointment of Mr. Randall Stout. In accordance with Title 2, Chapter 3, Section 3.3.1(b)(2): “The President of the institution, without seeking Board of Regents approval, may grant tenure upon hire to an academic faculty member who at the time of hire holds tenure at another institution…(B/R 12/05).” Since Mr. Stout is not tenured, this request comes before the Board of Regents in accordance with Title 2, Chapter 3, Section 3.3.1 (b)(1) which provides: “At the discretion of the Board of Regents, an academic faculty member may be exempt from the requirement of serving a probationary period and tenure shall be awarded on a case-by-case basis...” (B/R 1/04). This request is also in compliance with UNLV Bylaws regarding tenure upon initial appointment. 3. SPECIFIC ACTIONS BEING RECOMMENDED OR REQUESTED: President Neal J. Smatresk requests Board of Regents approval to grant tenure upon hire to Mr. Randall Stout within the School of Architecture, College of Fine Arts. 4. IMPETUS (WHY NOW?): Request for approval is made in order to offer employment with tenure commencing August 1, 2011. 5. BULLET POINTS TO SUPPORT REQUEST/RECOMMENDATION: Per NSHE Code , the tenured faculty in the School of Architecture voted to recommend tenure upon hire and the result was overwhelmingly in favor of an appointment with tenure. President Neal J. Smatresk has accepted the positive recommendations of Dr. Jeffrey Koep, Dean, College of Fine Arts, and that of the school faculty and, therefore, requests that Mr. Stout be appointed with tenure. Mr. Stout’s CV is attached for review. 6. POTENTIAL ARGUMENTS AGAINST THE REQUEST/RECOMMENDATION: With the current economic climate within NSHE and the State of Nevada, it may not be prudent to extend this offer at this time. 7. ALTERNATIVE(S) TO WHAT IS BEING REQUESTED/RECOMMENDED: Withdrawal of the offer of tenure upon hire. 8. 2. BACKGROUND & POLICY CONTEXT OF ISSUE: Board of Regents approval is required for tenure upon hire. UNLV requests such approval for the appointment of Mr. Randall Stout. Curriculum Vitae

Randall Stout, FAIA, is the president and principal-in-charge of Los Angeles-based Randall Stout Architects, Inc.

Directing projects worldwide, Stouf s design experience includes cultural, civic, educational, commercial, institutional,

industrial, recreational, and residential facilities. Across this broad spectrum of project types, his buildings are known

for dynamic forms, state of the art technology, and environmental sustainability. Considered a visionary whose

evocative design aesthetic consistently challenges architectural conventions, Stout creates environments that

capture the unique composition of their surroundings, while transforming light, shadow, form, and materials into

innovative architecture.

A passionate advocate for environmental responsibility, Stout is a LEED accredited architect whose sustainable

strategies are an integral part of his holistic design process. Recognized for producing some of the world's most

distinguished sustainable architecture, RSA has received top national awards for sustainability in Germany and the

United States. These include the Steinhude Sea Recreational Facility which was honored with an AIA-COTE Top Ten

Green Award and the German SOLTEC Award for "Innovation in Technology." To date, RSA's projects include an

annual carbon dioxide reduction of approximately 40,000 cubic tons in comparison to conventional construction. Stout

lectures widely on the topic of green design at professional summits, focusing on proven strategies and solutions for

sustainable design both in the U.S. and abroad.

Stout's robust record for establishing regional, national, and international collaborations with specialists and architects

also promotes a high level of project innovation and productivity. RSA has completed projects in the U.S., Canada and

Europe and maintains architectural licenses in Alberta, Alabama, Arkansas, California, Florida, New Mexico, North

Carolina, Ohio, Rhode Island, South Carolina, Texas, Tennessee, and Virginia. Randall Stout is a Fellow of the

American Institute of Architects (FAIA) and is a member of the Alberta Association of Architects (AAA) and the Royal

Architectural Institute of Canada (RAIC).

Holding many roles such as educator, mentor, and environmentalist, Stout is an active leader in the profession.

Frequently serving as a lecturer, adjunct professor, or studio critic at architecture schools, he has served as the E. Fay

Jones Chair of Architecture at the University of Arkansas and the AC Martin Chair in Architecture at the University of

Southern California. He lectures at professional and academic conferences across North America.

Featured in international publications and exhibitions, Stout's projects have been honored with numerous awards for

excellence in design. Most recently, the Taubman Museum of Art was recognized for an International Architecture

Award by the European Centre for Architecture Art Design and Urban Studies.
