1. Agenda Item Title: UNLV School of Medicine Update

Meeting Date: June 11-12, 2015

2. BACKGROUND & POLICY CONTEXT OF ISSUE: A Memorandum of Understanding (MOU) among the University of Nevada, Reno; University of Nevada, Las Vegas; University of Nevada School of Medicine; and the Nevada System of Higher Education endorsed expanding and enhancing public medical education in Nevada and was originally approved by the Board at its December 2013 meeting and amended at its September 2014 meeting to specify a new, independently accredited medical school at UNLV. UNLV has been planning to develop a full-scale, four-year allopathic medical school that would be fully-accredited and financially sustainable. President Jessup will be joined by Dr. Barbara Atkinson, Planning Dean for the UNLV School of Medicine, to provide an update on the recent progress of the school, including community outreach, scholarship program, legislative activities, recruiting, staffing, and accreditation. 3. SPECIFIC ACTIONS BEING RECOMMENDED OR REQUESTED: UNLV President Len Jessup and Planning Dean Barbara Atkinson will present for information an update on the planning process for the UNLV School of Medicine. 4. IMPETUS (WHY NOW?) This report is consistent with keeping the Board updated and complies with President Jessup and Planning Dean Atkinson being transparent to the Board with the planning process. 5. BULLET POINTS TO SUPPORT REQUEST/RECOMMENDATION:

• The medical school at UNLV is of great interest to the University and therefore to the Board of Regents, and keeping the Board updated on the planning process and timeline is important.

• Las Vegas is the largest U.S. metropolitan area without an allopathic medical school. • Nevada is unable to meet the current healthcare needs of its citizens and the supply of medical

school graduates is far below what is needed now and in the future as the state’s population approaches four million.

Traveled to Washington D.C. the week of January 5 to meet with various stakeholder groups:

o Dan Hunt, MD, the designated consultant from the accrediting agency for the UNLV

School of Medicine. Dr. Hunt, co-secretary for the Liaison Committee on Medical

Education and senior director for accreditation services, indicated the university is on

schedule for a fall 2017 entering class. Dr. Hunt expressed his pleasure on the progress

of the school and the momentum generated to date.

o Robert Jesse, MD, Chief Academic Affiliation Officer and Carolyn Clancy, MD, Principal

Deputy Under Secretary for Health, Safety and Quality in the Department of Veterans

Affairs (VA), to update them on the UNLV School of Medicine. Dr. Jesse of the VA

recommended the UNLV School of Medicine apply for a VA Center of Excellence for

Primary Care Education.

o Members of the Nevada Congressional Delegation and/or their respective staffs to

provide a progress report: Senators Reid’s staff and Senator Dean Heller, and

Representatives Dina Titus and Cresent Hardy.

Participated in strategic planning meetings with Chancellor Dan Klaich and UNLV President Len

Jessup to discuss the on-going vision for the UNLV School of Medicine, and to discuss the

Nevada Legislative Session.

Hosted a legislative briefing at The Smith Center for members of the Nevada Legislature and

potential donors to provide an update on the UNLV School of Medicine and outline next steps.

Met with Senator Patricia Farley and Assemblyman Edgar Flores.

Participated in a meeting at the VA of Southern Nevada Healthcare with their advisory board for

research, which was chaired by Dr. Ramu Komanduri, Chief of Staff, and included Isabel Duff,

Director.

o Attendees from UNLV included Dean Barbara Atkinson, Dean Carolyn Yucha, Dr. Daniel

Young, Associate Professor, UNLV Physical Therapy, and Monica Lounsbery, Associate

Vice Provost.

o Dr. Daniel Young will take up residence two days per week at the hospital. He will obtain

VA credentialing to have access to the patient database and other areas of the hospital.


He will work with John Chang, M.D., Associate Chief of Staff for Research to meet with

VA hospital staff and develop a spreadsheet detailing VA staff academic and research

experience and interests. Daniel will also identify and report on capacity building needs

to communicate pressing issues as they arise.

Speaking engagements for the month included presentations at the Las Vegas Metro Chamber

of Commerce Policy Committee, Nevada Hospital Association, Las Vegas City Council, and Green

Valley Rotary.

Participated in the UNLV Stem Summit that attracted approximately 250 stakeholders, primarily

K-12 educators, students and UNLV faculty. Outlined the vision for the UNLV School of

Medicine.

Scheduled travel to Carson City Feb. 19 to visit Nevada Legislature and meet with various

members of leadership, and Feb. 24 to attend the budget hearing.

Scheduled to participate in the Tues., Feb. 3 Nevada System of Higher Education’s Public

Medical Education Steering Committee meeting. The focus of the meeting is to discuss on-going

strategy of public education initiatives for the UNLV School of Medicine, University of Nevada,

(Reno) School of Medicine, and Graduate Medical Education. The Nevada Legislature and

accompanying outreach will also be a topic.

The UNLV School of Medicine is scheduled to hold its third Community Advisory Board (CAB)

meeting Mon., Feb. 9. The CAB represents development, gaming, healthcare, education and

business sectors. It consists of nearly 30 community leaders and is chaired by Michael Yackira,

former CEO of NV Energy, and current Chair of the UNLV Foundation.

Laura Culley, MD, the new Associate Dean for Health Policy and Community Affairs joins the

UNLV School of Medicine on February 2. Dr. Culley has over 25 years of experience as a Board

Certified Physician in Internal Medicine, serving most recently as Chief Medical Officer at

FirstMed Health and Wellness Center – a large federally funded Community Health Care Center

in Las Vegas.

Traveled to Carson City to provide testimony Feb. 24 to the Nevada Legislature on the budget

request for the Nevada System of Higher Education. Outlined the budget for the UNLV School of

Medicine and the timeline for the inaugural class, and the need to get the full funding request of

$26.7 million from the legislature over the next biennium.

On Feb. 19, 23 and 24 met with legislative leadership while in Carson City to outline the vision

for the UNLV School of Medicine, as well as the funding. When fully built out, state funds will

represent only 18 percent of total revenue sources.

Developed a scholarship program for the inaugural class of 60 students in fall 2017. Scholarships

are $100K each and represent the approximate cost of tuition of 4 years. By the end of

February, we have received donor pledges for eight scholarships. The goal is to secure all 60 by

the end of the year.

Staffing:

o Dr. Ellen Cosgrove joined the UNLV School of Medicine Feb. 9 as the Vice Dean of

Education. Dr. Cosgrove has been at the University of Washington, School of Medicine

as the Vice Dean of Academic Affairs.

o Dr. Samuel Parrish is the new Senior Associate Dean for Student affairs and Student

Admissions. He started Feb. 23 Dr. Parrish joins the UNLV School of Medicine after

holding a similar position at Quinnipiac University at the Frank H. Netter School of

Medicine in Connecticut.

o Dr. Laura Culley is the new Associate Dean for Health Policy and Community Affairs

joined the UNLV School of Medicine on Feb 2. She has over 25 years of experience as a

Board Certified Physician in Internal Medicine, serving most recently as Chief Medical

Officer at FirstMed Health and Wellness Center – a large federally funded Community

Health Care Center in Las Vegas.

o Have reached an agreement in principal for the Director of Communications position.

o In final negotiations with candidate for the position of Director of Development for the

School of Medicine.


The UNLV School of Medicine held a Community Advisory Board (CAB) meeting on Feb. 9. The

CAB has representatives from various organizations, including healthcare, education, gaming

and business sectors. It consists of nearly 40 community leaders and Donald D. Snyder,

Presidential Advisor for Strategic Initiatives at UNLV is Chair, and K. Warren Volker, Chairman

and CEO of WellHealth Quality Care, is Vice Chair. The CAB meets monthly and the next

meeting is scheduled for Mar. 9.

Traveled to Carson City, Nevada March 2, 3, 19 and 26 to meet with legislators and the governor’s staff, and to attend the Metro Chamber Legislative Reception.

Traveled to Atlanta, Georgia to tour the Cancer Treatment Centers of America hospital with Gerard van Grinsven, President & CEO, Peter C. Yesawich, PhD, Chief Growth Officer and UNLV Hotel College Dean Stowe Shoemaker.

Participated in a news conference with U.S. Rep. Joe Heck (R-NV 3rd District) to discuss the importance of creating and expanding graduate medical education in Nevada, and federal policy related to the issue. Shelley Berkley, CEO and Senior Provost, Touro Western Division and Dr. Mark A. Penn, Founding Dean, Roseman University College of Medicine also participated.

Partnered with Fleming’s Prime Steakhouse at Town Square to host a luncheon April 9 to publicize and promote the Founding Scholarship program for the charter class of 60 students. Fifty potential donors have been invited to the luncheon. The goal is to raise 60 scholarships at $100,000 each.

Staffing

Director of Communications Pam Udall starts April 1. She joins the UNLV School of Medicine from Austin, Texas, where she worked as the Director of Media Relations and Public Relations for the Texas Medical Association. She has more than 25 years of experience in marketing, communications, and advocacy.

Finalized an agreement with Jeffrie Jones to join the UNLV School of Medicine as the Development Officer. She currently holds a similar position for the University of Hawai’i at Mānoa. Jones has more than 20 years of experience in development, marketing and brand management. Jones will join the UNLV School of Medicine team in July.

Held the fourth meeting of the Community Advisory Board (CAB) Monday, March 9 to introduce new faculty and to provide a legislative and fundraising update. The CAB consists of nearly 40 community leaders and Donald D. Snyder, Presidential Advisor for Strategic Initiatives at UNLV is chair, and K. Warren Volker, Chairman and CEO of WellHealth Quality Care, is vice chair. The next meeting is scheduled for April 13.
