DESCRIPTION OF THE PROJECT

PROPOSITION 39 HVAC & HEAT PUMP UPGRADES AT 7 CAMPUSES

Washington Unified School District (District) is requesting proposals from prequalified General

Contractors (GCs) to assist with the District’s Proposition 39 Energy Program. This work is

considered routine maintenance and will not require the involvement of DSA or a DSA

Inspector.

This project involves the complete removal and installation of 86 new fully functional self-

contained HVAC package units, 78 new heat pumps and one (1) new tankless water heater

across seven (7) school sites. This project also involves coordination with the District’s EMS

contractor (information in Attachments B and C related to EMS systems are for informational

purposes).

The table below provides the school name and address associated with our seven (7) sites:

REQUIREMENTS FOR SUBMITTAL

PROPOSAL Proposals can be accessed online at http://www.wusd.k12.ca.us/Pages/default.aspx on the date

identified on the above schedule. Select “Departments,” then select “Facilities & Planning” and

scroll down the screen to the Prop 39 project information.

MANDATORY SITE WALK Please meet in front of Charter (see address above) at 9am for the mandatory site walk. The

purpose of the mandatory site walk is to familiarize the GC with the overall project and existing

site conditions. Therefore, GC must have completely read the entire proposal prior to the

mandatory site walk and must send only qualified team members attend this site walk since no

additional site walks will occur. We will tour as many sites as needed to address GC questions.

MANDATORY PRE-QUALIFICATION The District has implemented a new online pre-qualification program that must be followed.

All GCs, mechanical, electrical and plumbing contractors submitting a bid for this project must

submit their pre-qualified information no later than the date identified in the above schedule.

To prequalify online, log in at http://www.wusd.k12.ca.us/Pages/default.aspx. Select

“Departments,” then select “Facilities & Planning” and scroll down the screen to view the pre-

qualification information and supplemental questionnaire.

FORMAT OF BID SUBMITTAL Please do not include any marketing materials. Follow the directions contained within this

proposal package and use the forms provided.

GCs shall submit 4 hard copies and one electronic copy of the proposal in accordance with the

above date and time to:

GENERAL INFORMATION

A. SUBMITTAL OF PROPOSALS

The District will not be held responsible for any errors or omissions on the part of the

Respondent in the preparation of its Proposal. The District reserves the right to reject any and all

Proposals, or to waive any irregularities or informalities in the Proposals.

B. SIGNATURES

Proposals must be signed by a representative of the Respondent with authorization to bind the

Respondent by contract.

C. DISQUALIFIED PROPOSALS

Any Proposal received after the time and date stated above shall be rejected and returned.

D. WITHDRAWAL OF SUBMITTAL

Respondents may withdraw their Proposal, either personally or by written request, at any time

prior to the closing time for the receipt of Proposals.

E. EVALUATION OF SUBMITTAL

The District will evaluate proposals and make their selection based upon the following criteria:

30% cost. GC must identify total costs for each of the seven (7) sites and provide a line

item cost for site safety fencing and new fuseable disconnect switches.

10% preliminary schedule. GC’s schedule must clearly indicate critical dates for the

District’s submittal review/approval, ordering of equipment, site mobilization, replacement of units by site, commissioning, etc.

20% experience of project team members. Include a 1-page resume for key project team

members that highlights relevant experience needed to perform this project.

20% experience of the firm. Provide three (3) similar projects where the GC has

performed similar type of work and volume of work over a summer break.

20% past experience working with the District.

F. CONTACT

Organizations interested in making a Proposal are directed not to make personal contact with

members of the Superintendent’s Cabinet or the District’s Governing Board. Any contact will

constitute grounds for disqualification from consideration. Questions regarding the RFP must be

SUBMITTED IN WRITING AND BE DIRECTED TO:

Dan Carpenter, via email to [email protected] in accordance with the time and

date noted in the above schedule. The subject line of the email must read “RFP

Questions for District’s Prop 39 Bid.” No telephone calls or direct conversations

concerning this project are allowed. Once the District has answered the questions, the

District will provide each bidder with the question and the answer.

G. RIGHTS OF THE DISTRICT

This Request for Proposal (“RFP”) does not commit the District to award a contract or pay any

costs incurred in the preparation of a response to this RFP. The District reserves the right to

accept all or part of any Proposal or to cancel the RFP in part or in its entirety. The District

further reserves the right to select the Respondent, or Respondents that it considers likely to best

further the interests of the District.

H. INDEMNITY

Respondent, upon selection, will be required to enter into the Sample Form of Design-Build

Agreement which contains language providing for the indemnification of the District by

Respondent for each element of service, e.g. professional engineering services, construction

services, etc.
