CARBROOKE NEWS – MARCH 2017 CHURCH NEWS At this time of year the weather is usually cold and drab, and perhaps we have picked up some bug or other, to make us feel rotten. But today, the sky is blue, sun shining and the birds are singing. There is always HOPE for better. Recently I was thinking about what my faith is to me, and realised that it is HOPE. How many people do we come in to contact within our communities, without a faith, and so without Hope, how desperate they must feel in this world. Whatever our circumstances, a world without Hope is a frightening place, we can change this by offering those we meet the message from God of Hope. We are feeling pretty Hopeful in Carbrooke Church, our new Architect has carried out our Quinquennial inspection, and whilst we know it is going to highlight many problems and great expense, we are hopeful that our Lottery bid will be successful, and that the many events we have planned for this year will bring new people into Church, as well as helping to raise much needed funds. We also have a new Treasurer in Mark Ward, with Jim as his Deputy. Please keep a look out for our upcoming events, many in the planning stages, but keep a note for your diaries. HERITAGE NEWSWe have lots going on in the next few months! On the 5th April we have arranged a coach tour to the ghost villages of Stanta Training area, the whole area was closed to the public in 1942, and is now used for military training. The inhabitants were given 2 weeks to leave their homes and were relocated to other local villages, one lady ‘Muriel’ coming to Carbrooke, she was rehoused on Broadmoor Road, in a house which has since been demolished to make way for the new houses on ‘Muriel Way’. The trip has proved so popular that the coach is now full, but we hope to be able to arrange another trip next year.

We are still in the planning stages of other talks of interest, but please keep the weekend of 1 st/2nd July free for our major event in Carbrooke

The weekend will begin on Friday 30th June, with a ‘potted history’ presentation of Carbrooke history from earliest times until today, with slide show and items of interest. If you want to know more about the place you live, come along. Our next meeting is Thursday 9th March 7pm in the Village Hall Committee Room. All welcome to our informal meetings.

COFFEE MORNINGS IN THE VILLAGE HALLRegular coffee mornings will be held in in the Village Hall on Wednesday mornings 9.30 - 11.30 starting on 1st March 2017. Coffee/tea and cake for £2.

All proceeds will go to the NSPCC as part of Kirsty Dekeyzer's London Marathon campaign. She will be running this year's marathon for the charity on 23rd April and need to raise £2000.

The coffee mornings will provide a new social opportunity for the village whilst helping to raise some funds for a very worthy cause. Thank you for your support - we look forward to seeing you!

RAMBLINGS FROM THE BOY TOMWell how are yu all a’gettin on t’gether?

Old Muther Nature can’t seem t’meak har mind up wether she want that t’be Winter or Spring at the moment. One day thas suffin hot und the next thas two coats colder. The trouble that hev upset everything else. My old hins don’t know if they are suppose t’be a layin or havin a moult. I hev got snowdrops und Lam’s tails (Katkins) out but them old daffodills are up but arn’t a goin t’open.I recon thas to early t’start a gettin about on the garden, thas just as well cos I ha bin und injured m’self. I come home tuther arter I hev bin t’a meetin und the Missus und I drawed up t’bed at our usual time. Well Bor I wuk up around three in the morning und my old right arm und shoulder suffin acked. That were as if I hed bin kicked by an old hoss. I lay there a’tryin t’get back t’sleep but how-ever I lay my old arm kept a’ackin. When I got up I had a rare job t’git me shirt und braces on , the Missus she ha’a help me. I rung the old doctor up und went t’see him durin the arternoon. He pulled me about, that din’t half hurt, he recon I hev torn my bicep muscle. He gi me sum cream t’rub on und recon I orta lay a bag o’frozen peas on m’shoulder four times a’day. The other thing was he recon I hev got t’rest m’arm until that mend. The trouble is he recon that could teake sum time. He recon I mussunt lift anything heavy for a while. I asked him what he meant by heavy cos I don’t think things are heavy until thas past 25kg (56lbs) He din’t say anything...... he just gi mi a look like my Missus du sometimes. Thas a good job I’m left handed, one good thing the Missus ha stopped askin me to du little jobs for har: The trouble is I know thell be a gret old list o’jobs once I’m back in full harness again. Until then thas supprising what yu can do wi one hand when yu ha to!!!!! The trouble is I don’t know how I dun it. I’ll tell yu suffin I hope that don’t happen again.

Cos that old bird flu is about agin. I keep my old hins shut in all the time. They hev an outside run but thas covered over. That aint s’good for these here Farmers who meak a livin outa selling free range eggs. They recon if they keep them old hins shut inside to long they can’t call them free range eggs anymore. They ha’a call them Barn Eggs und then they don’t get paid s’much for um.

Yu know that footpath them up at County Hall put in last summer for the children on the Norridge Rood estates t’use t’get t’the Village School when they took the school bus away. Well I recon there arn’t any on um usin it now. I recon they must be a gettin down the school by motor or they hev changed to one o’the Watton Schools cos they can get there by bus. That were £60,000 they could hev used for suffin else.

Well them boys up at Carra Rood arn’t a goin very well at the moment are they? Less hope they start a’playin better soon cos if they don’t them Tractor Boys from down the road will be a’over takin them. I don’t want that t’happen cos I like it better when my Brother don’t keep on about how them Tractor Boys are better than them Canaries cos that gi me a scull eak.

They recon we are a goin t’hev a Village Festival at the end o’June. That’ll be an all week-end du a’startin on the Friday night. There are folk a’plannin for it so less hope we hev a good du. I know they are a’tryin t’git sum money t’gether t’tidy up the kitchen und toilets at the village hall. I remember a’lendin a hand t’put them in ni on forty year ago so thas time they were changed.

I hed better close know und go und put another bag o’frozen peas on m’shoulder.

Fare ye well t’gether und du yu keep a’troshin.

The Boy TomCARBROOKE ACADEMY NEWS

The school had a dinosaur day on Friday 10th February, to raise money for Cancer Research. Our very own Dennis from Year 5 co-ordinated the day, which started with a family collective worship and Celebration. The day was fabulously well supported and included family Dinosaur activities, bake sale and a stunning 3 cake raffle. The event raised £318, in memory of our pupil Caleb Mcculloch who lost his fight to cancer, aged 5.

We have also worked alongside the town library, and arranged a pop up library to be in the Church once a month. This will be on the last Thursday of the month, from April (27th) between 2:30 and 4pm. School are also setting up a 'bring and swap' book club which is open to anyone in the village. If you have any books you would like to donate, please drop them into the school office.

CHARITY QUIZ NIGHTA Quiz Night will be held at the Flying Fish on 13th April 2017.

Teams should be any number up to 6. £5 per person. 7pm Start.

BLENHEIM GRANGE NEWS

Another Estate clean up and litter pick will take place on the 1st of April and will include refreshments. The spring fete will take place on on the 8th April. More drop in sessions for teenage girls will take place in the community cabin on March12th and March 26th between 3-4pm.

NEW LEASE OF LIFE FOR CARBROOKE MILLENNIUM GREEN

Great news for dog walkers and visitors alike to the 10 acre site of the Millennium Green in Carbrooke. Post code lottery funding has been secured by the Wayland Partnership ‘Growing Together Project’ (which aims to bring communities together through conservation and environmental initiatives).

Public response to this project was overwhelming in singling out and highlighting the desire, to see regeneration work undertaken at this much loved local beauty spot. Number one was to see clearing of overgrowth of invasive pond weeds on the pond. In 2015 the pond had significant quantities of frog and newt spawn and a healthy amphibian population. Unfortunately this showed a major decline this season with the pond overgrowth potentially to blame.

As a significant contributor to a successful wildlife habitat the ponds health is of paramount importance, as well as the visual attraction it offers to the community. The regeneration will also include the two

commemorative benches which will be given a ‘spruce up’, (It would be much appreciated if the bench owners could make contact with us to confirm they are happy for us to work on the benches).

Following on from a site visit by an independent conservation consultant, ‘environmentally sound’ plans have been submitted to the Millennium Green Management Committee for consideration and approval. It is hoped that the project work will be carried out in part by young people in Wayland, as part of their Duke of Edinburgh’s Award Scheme. The call is also going out to anyone in our community who would like to get involved in this rewarding regeneration project. If you have not volunteered before it’s a great way to meet new friends, learn new skills and ‘make a difference’.The Millennium Management Committee and Trustees would also warmly welcome new members to their committee. Minutes agreed from previous meeting

Matters arising from previous meeting:

- Plumber is booked to fit a new toilet on 13 February.- The History Club has agreed to purchase one of the filing cabinets and this will be invoiced. - New vacuum, bags and hand foam have been delivered to the Hall.- A new gas contract has been set up with Calor Gas. This will see a considerable saving as the

monthly charge will be reduced by and the cost of gas by a monthly standing charge from £35.96 to £26.97 and price per litre from .58p to .28p.

- John Fowler had removed the old Hall Facebook page. The Committee thanked him for doing so. - Debbie Harris said the Village website is up and running with the Village Hall having its own site

within it.

Events and Bar:

- Alan Willer and Angela Birkby had said the bar is doing well. Angela Birkby asked if Toney Coppen could have set of keys to open when he running the Bar. The Committee agreed as he also on Parish Council and Millennium Green Committee it would be a good idea.

- Karrie Richards said there were two confirmed bookings and two polling Station days in the diary with one booking pending

Mel Findon reported on the Pre-School finances. The children and parents that use Pre-School are very happy with the service they provide and the sensory room has been very successful.

Ed Buscall asked the committee if he could transfer money from the current account to the saving account. It agreed.

Grants and Builders:

- Karrie Richards said Hall now had two quotes and that she was meeting third builder this week to get the final quote needed to apply for grants.

- Ed Buscall was going to put in a bid for a Parish Council grant as soon as the third quote finished. Ed Buscall and Debbie Harris could them start applying for other grants for larger amounts

Village Hall Constitution:

The Committee considered whether to update the Constitution as it had been written in the 1960s. Mel Findon mentioned that when Pre-School tried they were told that you not allowed to change the constitution, Karrie Richards to ask charity commission about this.

The Committee adopted an Equal Opportunities Policy for the Village.

The Committee agreed to look at getting an exemption certificate for VAT for work done on the Village Hall as Parish Council could not claim back the VAT for us.

Carbrooke Festival:

Pam Morgan said that the Church is having a festival on the weekend of 1st-2nd July. They would like a Heritage Centre at the Church so they could run tours and give talks. The Millennium Green committee would be interested in doing something. Debbie Harris said it would be a good idea for all the groups in the Village to get involved maybe like a Village Fete.

The Committee agreed to support the idea of a Festival and said that it would wait for those organising to come forward with further ideas.

Deposit for Bookings:

Karrie Richards asked that the booking fee be put back to £100 as £40 was not sufficient to cover some breakages. A recent experience, where cooker got broken cost £90 to fix so the £40 did not cover costs, had highlighted this. Committee agreed but from now on deposit could be from £40 to £100 depending on type of event.

A.O.B.:

Sue Dekeyzer asked about running coffee mornings and the committee agreed that on Wednesday 1 st March 2017 they could start. The times will be 9.30am-12pm every Wednesday. Her daughter is running in the London Marathon and raising money for the NSPCC. After the Marathon she said that if there was a demand for the coffee mornings this could become a regular feature.

Sue Dekeyzer had also been looking into starting a W.I. in the Village Hall but, until we have hot water in the toilets, they would not be able to run for insurance reasons.

Karrie Richards said there had been a complaint about the condition of the Hall floor. Mel Findon asked if we could have new broom for the Hall. The committee agreed.

Mel Findon asked that, if keys holders for Hall need to gain entry during Pre-School hours, they should please knock and wait for them to open.

Alun Willer had used some of his Bar funds to fix a fan on one of the Bar coolers.

Pam Morgan also asked if Toney Coppen could have a set of keys as part of the Millennium Green committee. They are looking at getting the Green maintained by people doing community service and would like offer the facilities.

It was resolved to approve and sign the minutes as a true and accurate record.

5. Matters arisingCllr Wormall noted that he has been looking into the possibility of the council purchasing and renting a house. He noted that Parish Councils are exempt from the right to buy scheme.

The clerk noted that BT has entered a consultation period with Breckland Council regarding the council’s request to adopt the phone box on Church Street. The consultation period will expire in March/April.

6. Public Participation

Mrs P Warwick noted that she is standing for District Councillor and requested the support of council members. Councillors agreed and signed her application at the end of the meeting.

11. Postcards

It was agreed to print 1,250 postcards advertising the new village website.

12. Correspondence

A report was read regarding progress on the new village website. Link pages have been set up for the pre school, academy and heritage group. A central news hub up has been established and a Facebook page is live and a Twitter account has been set up.

13. Representatives’ reports

School. The school fair is planned for 30 June. The school is hoping to set up a PTA. Reading cafes have been established and positively received.

Blenheim Grange Residents Association. A cheque was handed to the council for use of the Community Cabin by the beautician.

Millennium Green. New trustees have been added to the existing trustees. It was agreed that the Parish Council can site the commemorative bench on the Green. The Probation Service is to help clear areas on the Green and Council owned assets at the front of the Village Hall car park.

14. Equality Policy

It was agreed to adopt a new Equality Policy.

15. Health & Safety Policy

It was agreed to adopt a new Health & Safety Policy.

16. Lone Working Policy

It was agreed to adopt a new Lone Working Policy.

Calling Small Businesses in the Wayland areaThe Wayland Partnership has been approached by some small businesses who feel ‘invisible’ either because they are just getting started or they are in an isolated/remote location. We are proposing to hold a ‘Business Showcase’ event in September to give such businesses an opportunity to tell other businesses and potential customers what services they offer. We have provisionally booked the Queens Hall on September 13 th.

Everyone we have mentioned this to so far thinks it is a great idea, but before we commit any resources to this project we need to know if the small businesses themselves think it would be helpful, or if they can suggest any better (low-cost!) ways in which we can help to promote them.
